(SHSP) Issue Area #4 : Reduce
Speed-Related Crashes
• Wisconsin does not have
statewide speed zone
management guidelines to help
state/local engineers with
consistent ways to enforce speed
limits
SPEED MANAGEMENT GUIDELINES
Wisconsin State Statutes
• Wisconsin State Statute 349.11 (1)
– Speed limits for state and local roadways shall be
changed from statutory speeds to modified
speeds “upon the basis of a traffic and
engineering investigation” (e.g. speed study)
• Includes speeds within parameters set in SS 349.11 (3)
SPEED MANAGEMENT GUIDELINES
Wisconsin State Statutes
• Wisconsin State Statute 349.11 (3)
– Only WisDOT has authority to modify speeds on
STH system
– Local governments have authority to modify
speed limits on local roadways within constraints
• WisDOT approval is not required under these
conditions
– WisDOT approval required on modifications to
local roadways outside of constraints
SPEED MANAGEMENT GUIDELINES
Speed Study Process
• Six steps to performing a speed study
1. Identify and inform stakeholders
2. Collect location-specific data
3. Analyze data and develop conclusions
4. Develop speed zone recommendations
5. Report results, conclusions, and recommendations
6. Seek stakeholder support
• Monitor/Evaluate Speed Zone
SPEED MANAGEMENT GUIDELINES
Conducting a Speed Study
• Step 1: Identify and Inform Stakeholders
– If study is warranted, state/local authority shall
inform primary stakeholders of speed study
• Brief local stakeholders of speed study process
– Coordination with local stakeholders is vital
throughout speed study process
SPEED MANAGEMENT GUIDELINES
Conducting a Speed Study
• Step 2: Collect location-specific data
– Serves as foundation to make conclusions and
recommendations for speed study
– Objective: Gather data about study area
– Outcome: Have comprehensive, adequate data to
analyze study area
• Data collection process involves
not only collection of speed data
SPEED MANAGEMENT GUIDELINES
Conducting a Speed Study
• Step 2: Collect location-specific data (cont’d)
State and local speed zone studies shall collect
the following location-specific data:
– Existing vehicle speeds
– Crash data for the past three to five years
– Roadway geometrics
– Traffic control and posted speed limits
– Land uses and access points
Conducting a Speed Study
• Step 2: Collect location-specific data (cont’d)
Supplemental data should be collected to
further understand current traveling conditions
within the study area
– On-street parking
– Pedestrian / bicycle use
– Proximity to schools
– Current level of speed enforcement
• Step 2: Collect location-specific data (Cont’d)
Factors to consider before collecting speed data
– When? (Day and time to perform the speed study)
– Where? (Study location)
– Who? (Observer location and position)
– How? (Data sample characteristics)
