Recruitment<br />

Policy: <strong>Siskiyou</strong> Early Head Start (SEHS) makes every effort to maintain funded<br />
enrollment each month and to maintain a waitlist. Therefore, it is the policy <strong>of</strong> SEHS<br />
to develop a recruitment plan each year to identify children who may be eligible for<br />
SEHS services, to inform families <strong>of</strong> program services, and to encourage and assist<br />
them in the application process for program services.<br />
Procedures:<br />
All SEHS staff are involved in recruitment efforts with the Family and Community<br />
Specialist having primary responsibility for specific activities. Parents and Policy<br />
Council members are also involved in recruitment efforts on a voluntary basis. The<br />
program recognizes the need to network with community partners to multiply<br />
recruitment activities throughout the service area <strong>of</strong> many small communities<br />
especially for the recruitment <strong>of</strong> children with disability. Contact will be made with<br />
all community agencies and collaborative partners who are likely to come in contact<br />
with children with disabilities during the months specified on the Recruitment Plan.<br />
Documents used for these networking recruitment activities include program flyers,<br />
program pamphlets, program posters, and Interagency Referral forms. SEHS<br />
employees wear shirts embroidered with the program logo during work activities in<br />
the communities as a recruitment method.<br />
The SEHS Application form is the primary tool used to complete the recruitment<br />
effort. Confidentiality is maintained at all times during recruitment efforts and the<br />
application process. All applications are forwarded to the Family and Community<br />
Specialist who then contacts families for eligibility determination and the selection<br />
process.<br />
Recruitment outreach efforts are made to reach the entire service area <strong>of</strong> Northern<br />
<strong>Siskiyou</strong> <strong>County</strong> placing emphasis on communities within the service area that <strong>of</strong>fer<br />
limited services for children from birth to three. Each <strong>of</strong> these communities have<br />
children and families who may be income eligible. The recruitment area includes the<br />

Annually a schedule <strong>of</strong> recruitment activities is developed and implemented with<br />
input from past and current parents as well as Policy Council. The recruitment plan<br />
from the prior year is reviewed and evaluated for effectiveness when developing the<br />
new annual recruitment plan. Recruitment activities are also evaluated during the<br />
program self assessment process.<br />
