Early Head Start
Policy and Procedures
Recruitment
Head Start Performance Standard: 1305.5
Policy: Siskiyou Early Head Start (SEHS) makes every effort to maintain funded
enrollment each month and to maintain a waitlist. Therefore, it is the policy of SEHS
to develop a recruitment plan each year to identify children who may be eligible for
SEHS services, to inform families of program services, and to encourage and assist
them in the application process for program services.
Procedures:
All SEHS staff are involved in recruitment efforts with the Family and Community
Specialist having primary responsibility for specific activities. Parents and Policy
Council members are also involved in recruitment efforts on a voluntary basis. The
program recognizes the need to network with community partners to multiply
recruitment activities throughout the service area of many small communities
especially for the recruitment of children with disability. Contact will be made with
all community agencies and collaborative partners who are likely to come in contact
with children with disabilities during the months specified on the Recruitment Plan.
Documents used for these networking recruitment activities include program flyers,
program pamphlets, program posters, and Interagency Referral forms. SEHS
employees wear shirts embroidered with the program logo during work activities in
the communities as a recruitment method.
The SEHS Application form is the primary tool used to complete the recruitment
effort. Confidentiality is maintained at all times during recruitment efforts and the
application process. All applications are forwarded to the Family and Community
Specialist who then contacts families for eligibility determination and the selection
process.
Recruitment outreach efforts are made to reach the entire service area of Northern
Siskiyou County placing emphasis on communities within the service area that offer
limited services for children from birth to three. Each of these communities have
children and families who may be income eligible. The recruitment area includes the
following communities:
