A tough charity for a tough world<br />
The last twelve months have been<br />
tough for the <strong>Trust</strong>. Surpluses from our<br />
social enterprise were lower than<br />
expected and we had to take measures<br />
to reduce the impact on our<br />
performance. However, we were quick<br />
to respond, increasing our fundraising<br />
efforts and, in June <strong>2007</strong>, carrying out a<br />
restructuring to trim our costs. As a<br />
result, our financial position remains<br />
robust and we are able to continue our<br />
work uninterrupted.<br />
We have completed a strategic review<br />
which will form the bedrock of our<br />
journey over the next five years.<br />
Personal safety is higher on the nation’s<br />
agenda than ever before and we will<br />
work hard to help a wide range of<br />
groups within the community to feel<br />
safer and more able to deal with<br />
violence and aggression - whether<br />
potential or actual.<br />
Membership of the Board of <strong>Trust</strong>ees<br />
has continued to strengthen and we are<br />
delighted that Aidan Birkett, Andrew<br />
Crawley and Ian Johnston are now with<br />
us. Paul <strong>Lamplugh</strong>, who has been a<br />
tower of strength for the <strong>Trust</strong>, retired<br />
as a <strong>Trust</strong>ee this year and, at the same<br />
time, took up an honorary role as<br />
Founding President.<br />
It’s hard to believe it’s four years since<br />
Julie Bentley was appointed as the<br />
<strong>Trust</strong>’s first Chief Executive, during<br />
which time much was achieved to take<br />

in the ‘1000 miles in 24 hours’ Harley<br />
motorcycle challenge!<br />
the organisation forward. This year Julie<br />
moved on to be Chief Executive of a<br />
larger charity and from December we<br />
welcomed Steven Gauge, who has<br />
settled in as the <strong>Trust</strong>’s new Chief<br />
Executive very rapidly.<br />
As ever, the Board and staff continue to<br />
work hard to make the next year<br />
successful and, above all, safe.<br />

Violence and aggression: a social disease<br />
Each year there are around 2.5 million<br />
violent incidents in the UK*. Last year<br />
alone, 757 people were killed**.<br />
Nearly 1 in 28 people every year will be<br />
the victim of violent crime; so, chances<br />
are, at some point in your life you, or<br />
someone you love, will be affected.<br />
We believe more should be done to<br />
tackle the causes and symptoms of this<br />
social disease.<br />

personal safety charity. Personal safety<br />
is an individual’s right to go about their<br />
everyday life free from the threat or fear<br />
of psychological, emotional or physical<br />
harm from others.<br />

New Personal Safety Training DVD<br />
Moving on from outdated video<br />
resources, we have created a brand new<br />
DVD resource to be used as a training<br />
aid in workplaces. Personal Safety at<br />
Work: Planning for Safety and Conflict<br />
Management helps people to deal with<br />
issues such as managing aggression and<br />
conflict, stress management, tension<br />
control, strategies for staying safe at<br />
work and handling incidents. So far, over<br />
140 workplaces have benefited from<br />
this new resource and thousands of<br />
employees are now working in safer<br />
environments.<br />

Making safety at<br />
work make sense<br />
This year we have created a new, clearer<br />
range of Personal Safety at Work<br />
resources. These cover a wide range of<br />
roles and needs, helping everyone to<br />
lead safer working lives.<br />

Helping young runaways stay safe<br />
Young people run away from home for<br />
many different reasons. Whatever the<br />
reason, young runaways are often<br />
vulnerable and alone and can be at<br />
extreme risk of violence and aggression.<br />
This year we worked with the charity<br />
Missing People to put together a leaflet<br />
aimed at young runaways, offering<br />
guidance on how to stay safe and<br />
directing them both to Missing People’s<br />
national service for young runaways and<br />
to our website and phone number for<br />
more information about staying safe.<br />
h Our ‘SAFE’ leaflet helps young runaways to<br />
avoid violence and access help.<br />

Two new personal safety websites!<br />
Our websites are our most important<br />
tools in reaching out to people who<br />
may otherwise not have access to our<br />
personal safety guidance and advice.<br />
This year, we undertook a major review<br />
of our website, resulting in a completely<br />
new site, with clearer content, easier<br />
accessibility, and a new online shop for<br />
people to purchase our personal safety<br />
resources. Alongside this, we have also<br />
launched a brand new youth website,<br />

National Personal Safety Day<br />
Every year we host this national<br />
awareness day. This year, on 15th<br />
October, we spread the word about<br />
National Personal Safety Day in<br />
Waterloo Station by handing out over<br />
4,500 free ‘safety pin’ badges along with<br />
our ‘Top 5’ personal safety tips. Schools<br />
and workplaces across the country also<br />
marked the day by doing our ‘Personal<br />
Safety MOT Quiz’ and selling badges to<br />
staff and pupils to raise money.<br />

Safety for drivers<br />
Together with the RAC Foundation, we<br />
conducted a survey of motorway users<br />
to establish their perceptions of safety<br />
when using the hard shoulder. We have<br />
since released guidance for drivers,<br />
which we hope will improve their<br />
personal safety when using motorways.<br />

of characters, who take users through<br />
the various sections and explain<br />
different aspects of personal safety.<br />

employees and the education of employees about their own responsibilities.<br />

Workplace personal safety training<br />
This year we delivered personal safety<br />
training to over 21,244 people in<br />
organisations across the UK.<br />
Unfortunately, this is lower than the<br />
estimated 40,000 we reached last year.<br />

Corporate Social Responsibility<br />
We are delighted to be working with<br />
Man Group plc, to deliver personal<br />
safety training and resources to their<br />
staff in the UK and abroad as part of<br />
their Corporate Responsibility<br />
Programme.<br />
However, we suspect this drop in<br />
numbers is due to a change in our data<br />
capture procedures, which are now<br />
more accurate than ever.<br />
In order to allow as many people as<br />
possible to access our guidance, we run<br />
open-access seminars across the<br />
country. In addition, through our Tutor<br />
Training programme, we train and<br />
accredit personal safety tutors, who are<br />
able to cascade their knowledge and<br />
skills to others.<br />
Through this relationship we have been<br />
able to work with hundreds of private<br />
sector employees, to improve their<br />
safety and that of their friends,<br />
colleagues and families.<br />

the subject interesting, realistic and<br />
completely understandable to relate to your<br />
own life. I would definitely recommend it to<br />

Ensuring that personal safety as a life skill is learned by children and young<br />
people across the UK<br />
i<br />
Supporting young people in high crime areas<br />
For the second and final year, our pilot<br />
Children and Young People’s Project has<br />
worked with children from the age of<br />
eight in some of the highest crime areas<br />
of London, helping them to avoid<br />
violence and aggression.<br />
We offer them strategies to help them<br />
avoid the dangers they may face, skills to<br />
defuse aggressive situations and ways of<br />
increasing their confidence that don’t<br />
involve carrying weapons. We talk to<br />
them about the reality of violent crime,<br />
and offer positive, practical alternatives.<br />
An evaluation of the pilot revealed that<br />
75% of teachers and youth workers<br />
i<br />
involved said that there had been a<br />
change in the young people’s behaviour<br />
as a result of the sessions.<br />
Personal safety for primary school children<br />
This year we released Teach Safety – a<br />
brand new resource for primary schools.<br />
It comprises teachers’ manuals along<br />
with a CD Rom which can be used in<br />
classrooms with interactive whiteboards<br />
and contains printable learning materials.<br />
The four modules help children from 5 –<br />
11 years to learn how to recognise<br />
danger and teach them skills and<br />
strategies for staying safe.<br />
With funding from npower, Capital 95.8's<br />
Help a London Child and the Doris Field<br />
Charitable <strong>Trust</strong>, we were able to<br />
distribute 70 Teach Safety packs for free<br />

Empower Project<br />
Older people often have a<br />
disproportionate fear of crime. This can<br />
limit and reduce their quality of life and<br />
breed social isolation.<br />
h Empowering older people to live their lives to<br />
the full.<br />

Community Safety<br />
Community safety goes hand in hand<br />
with individual personal safety. Knees<br />
Up is a project run by Quaker Social<br />
Action which aims to bring communities<br />
together using traditional street parties<br />
to break down existing barriers between<br />
neighbours and help local residents get<br />
to know each other.<br />
Following these street parties, we have<br />
been working with residents to help<br />
them further explore what makes them<br />
feel unsafe and how they could avoid<br />
the risks they face. At personal safety<br />
workshops and drop-in advice clinics,<br />
we have been offering tailored guidance<br />
Working alongside Derbyshire County<br />
Council and Help the Aged, we have<br />
been training older people in Derbyshire<br />
as personal safety peer educators.<br />
Following their three day personal<br />
safety training course, 10 volunteers<br />
now have the skills and knowledge they<br />
need to deliver short workshops or<br />
interactive presentations to other older<br />
people in their community. They have<br />
already started delivering sessions,<br />
empowering their peers with the<br />
strategies and confidence they need to<br />
lead full and independent lives free from<br />
fear.<br />

Intergenerational Personal Safety Project<br />
This project, piloted this year in<br />
Lewisham, south London, has brought<br />
together people from different<br />
generations to create a safer<br />
community for everyone. By working<br />
with young and older people both<br />
separately and together we were able to<br />
challenge stereotypes and preconceived<br />
notions held by each group about<br />
matters relating to personal safety. We<br />
were also able to tackle the issues<br />
which particularly concerned these<br />
groups, such as anti-social behaviour,<br />
and what to do if you see a crime taking<br />
place. We worked with them to develop<br />
strategies to enable them as individuals<br />
and as a community to stay safe.<br />
h Our intergenerational project helped to<br />
challenge stereotypes and break down<br />
barriers, improving community safety<br />
i Media<br />
This year we have generated<br />
131,585,000 opportunities for people to<br />
see our guidance in the press. This is<br />
lower than the 148,000,000 we reached<br />
last year, which we think is due to a<br />
peak in 2006 as it was our 20th<br />
anniversary year. We are constantly<br />
improving our methods of recording<br />
data such as this: next year we hope to<br />
be even more accurate, as we will be<br />
monitoring coverage of <strong>Suzy</strong> <strong>Lamplugh</strong>’s<br />
case separately from coverage of the<br />
<strong>Trust</strong> and our safety guidance.<br />
h By disseminating personal safety messages<br />
through the media, we can reach large<br />
numbers of people with free advice.<br />

Keeping Administration Costs Down<br />
This year saw the move of our<br />
Resources operation to an external<br />
dispatch company in Penzance. By<br />
outsourcing this function, we have<br />
improved efficiency in our operations<br />
and lowered costs, ensuring a strong<br />
financial position for the future. We still<br />
maintain full control over our products,<br />
quality control and the development of<br />
new and responsive resources.<br />
h Outsourcing our Resources function has<br />
helped to streamline our costs.<br />
Ensuring <strong>Suzy</strong> <strong>Lamplugh</strong> <strong>Trust</strong> continues to be an organisation functioning<br />

Reserves Policy and Funding<br />
Charities are required to determine a<br />
reserves policy. This is reviewed by the<br />
<strong>Trust</strong>ees on an annual basis. They<br />
consider it prudent to work towards<br />
establishing an unrestricted cash and<br />
net liquid assets reserve fund to the<br />
value of three months’ running costs.<br />
Running costs are defined as salaries,<br />
premises, insurance and essential<br />
administration. At 30 November <strong>2007</strong><br />
our general funds reserve position was<br />
£93,646 (2006 £51,774), which gave a<br />
shortfall on the reserves target of<br />
£18,839. <strong>Trust</strong>ees aim to achieve this<br />
target within one year.<br />

Looking Forward<br />
Our overall strategic aim for<br />
2008 onwards is:<br />
To significantly expand the reach<br />
of our services across the UK and<br />
increase the number of people<br />
accessing the National Centre for<br />
Personal Safety for guidance,<br />
information or referral to other<br />
appropriate agencies.<br />
To help us achieve this aim, in 2008 we<br />
intend to:<br />
i Launch a Children and Young<br />
People’s Project in London<br />
Building on the success of the pilot<br />
project, we want to launch a personal<br />
safety project for children and young<br />
people in twelve of the highest crime<br />
boroughs of the capital.<br />
i Offer a more comprehensive<br />
helpline service<br />
We are often contacted by members of<br />
the public requesting personal safety<br />
advice and support. A dedicated advice<br />
and information worker would give us<br />
the capacity to respond to these<br />
requests more effectively.<br />
h Next year’s aim is to reach more people with<br />
our safety guidance.<br />
i Increase our research capacity<br />
We cannot attempt to reduce violence<br />
and aggression unless we fully<br />
understand the nature and extent of the<br />
problem. We want to strengthen our<br />
ability to conduct research into this<br />
area, to help us offer appropriate<br />
services to help people to stay safe.<br />
i Hold an awareness raising<br />
campaign<br />
In January 2008, a 15 year old girl was<br />
raped after being dragged from a busy<br />
road in Horwich whilst walking home<br />
listening to music on her MP3 player.<br />
This year, for National Personal Safety<br />
Day, we will launch the ‘Safe and Sound’<br />
campaign, to raise awareness of the<br />
personal safety risks associated with<br />
using mobile phones and listening to<br />
mp3 players in public.<br />

Tackling Violence<br />
and Aggression<br />
21 years on from <strong>Suzy</strong> <strong>Lamplugh</strong>’s<br />
death, the problem of violence and<br />
aggression in our society has not gone<br />
away. It is more important than ever for<br />
people to develop the personal safety<br />
skills that the <strong>Suzy</strong> <strong>Lamplugh</strong> <strong>Trust</strong> has<br />
championed over the years.<br />
For me it is a great honour and a<br />
privilege to take over the helm of the<br />
trust founded in her memory. My<br />
predecessor, Julie Bentley, has left the<br />
organisation in good shape. Along with<br />
the keys to the National Centre for<br />
Personal Safety in central London, she<br />
handed over a dedicated and talented<br />
team of staff and volunteers.<br />
Violent crime is never out of our<br />
newspapers and broadcast media.<br />
Everyone’s life is in some way affected.<br />
Our role is to provide sensible, practical<br />
advice to help people to stay safe and<br />
live their lives to the full.<br />
Over the coming years, I am determined<br />
to build on the success of the <strong>Trust</strong> and<br />
to identify new ways of reaching more<br />
people with our messages.<br />
Violence and aggression is a disease in<br />
our society. It kills<br />
over 700 people<br />
every year in this<br />
country and<br />
injures over two<br />
million more.<br />
Just like other<br />
diseases, we<br />
need more<br />
research to<br />
tackle the causes<br />
and treat the<br />
symptoms. The<br />
team here are<br />
bursting with ideas<br />
to help make people<br />
safe. All we need is<br />
your continued<br />
