1. Introduction
Ediel and the EAN organisations in Denmark, Finland, Germany, Holland, Norway
and Sweden have agreed to establish a common project for making common
Implementation Guidelines (IG) for the downstream electrical power market. This
includes IG’s for the EDIFACT messages INVOIC and MSCONS, and also a
specification of the use of EAN codes for identification purposes in the electrical
power market. The meaning of the term “downstream electrical power market” is
communication towards the end users.
Ediel has today made common IG’s for the upstream electrical power market. These
IG’s is specially designed for the specialities needed for information between
different participants in the electrical power market. When these power companies are
going to communicate towards the end users there is a need to harmonise with the
standards used in other markets or branches today.
Today EANCOM based IG’s are used in most of the European countries and
branches, but there are still differences between these IG’s. The main goal for this
project is to make a common set of IG’s that can be used in the same way in all
Western European countries between the electrical power sector and end users in
different markets or branches.
On a later stage (i.e. as a phase 2 or 3) the IG’s may be extended:
- To cover the needs in other energy sectors such as gas and hot water.
- To cover the needs other sectors dealing with metered information, such as
telephone companies.
- To cover the needs for an international (global) standard.
2. Organisation
The project will be organised with a Steering Group and a Work Group, and assisted
by national user groups.
The Steering Group should have participants from the EAN organisation and Ediel
(electrical power market) from the participating countries Denmark, Finland,
Germany, Holland, Norway and Sweden. Other countries may participate if there is
interest from both EAN and the electrical power market in this country. There should
not be any limitation on the number of participants. The main activity for the Steering
Group is to approve the work done by the Work Group and give directions for the
future work. The Steering Group should have a limited number of meetings (3).
The Work Group should have a limited number of participants and should carry out
the practical work in the project. It is advised that each country participate with a
maximum of 2 persons (one from EAN and one from Ediel). The participants should
have knowledge from the power market, EDIFACT and/or the invoicing process. It is
estimated that the Work Group needs 2 to 3 meetings before each meeting in the
Steering Group. The project leader should be from Ediel. The development and
maintenance of the IG-documents made in the project should be carried out by EAN.

Practical work, such as writing minutes and call to meetings, will be done equally by
the participating organisations.
In addition to the Steering Group and the Work Group there should be national user
groups that give input to the project and that verify the work according to national
rules and requirements. The national user group should be a reference group for the
participants in the Work Group and should be responsible for appointing members to
the Steering Group..

3. Deliverables
The project will have the following deliverables:
• A document describing the EAN identification system to be used within the
electrical power market. This includes:
! Identification of companies
! Product codes
! Identification of Connecting points to the grid or metering points
! Meter identifications (to be discussed)
! Etc.
• International INVOIC Implementation Guidelines for the downstream electrical
power market, covering the common parts of the invoicing process. This IG
may need national user guides to cover national legislation and specialities.
• International MSCONS Implementation Guidelines for the downstream
electrical power market
• A dDocuments describing:
• The routines for maintenance of the Implementation Guidelines
• The organisation of the co-operation between EAN and Ediel after the
project is finished.
• A plan for establishing a project for exchange of products and prices
(PRICAT), if found necessary.

4. Conditions
The project will be based on the following conditions:
• Each organisation (EAN and Ediel) will cover own expenses. If the need for
common expenses should arise, the Steering Group should resolve this.
• The Implementation Guidelines should be as simple as possible for the
downstream electrical power market.
• The Implementation Guidelines should be based on common European
principles.
• The INVOIC IG should, if possible without much extra work, also be suitable
for the upstream electrical power market.
• Development of XML specifications will be decided during the project if user
requirements demand it.
• The business process model should, if possible, be based on UML (Unified
Modelling Language).
• The members of the Work Group from each country (EAN and Ediel) should be
responsible for the co-ordination of the link to the national user groups.
• Each country should make national user guidelines for specification of national
requirements (legislation), if needed.
