1. Introduction<br />
<strong>Ediel</strong> and <strong>the</strong> <strong>EAN</strong> organisations in Denmark, Finland, Germany, Holland, Norway<br />
and Sweden have agreed to establish a common <strong>project</strong> <strong>for</strong> making common<br />
Implementation Guidelines (IG) <strong>for</strong> <strong>the</strong> <strong>downstream</strong> <strong>electrical</strong> <strong>power</strong> <strong>market</strong>. This<br />
includes IG’s <strong>for</strong> <strong>the</strong> EDIFACT messages INVOIC and MSCONS, and also a<br />
specification of <strong>the</strong> use of <strong>EAN</strong> codes <strong>for</strong> identification purposes in <strong>the</strong> <strong>electrical</strong><br />
<strong>power</strong> <strong>market</strong>. The meaning of <strong>the</strong> term “<strong>downstream</strong> <strong>electrical</strong> <strong>power</strong> <strong>market</strong>” is<br />
communication towards <strong>the</strong> end users.<br />
<strong>Ediel</strong> has today made common IG’s <strong>for</strong> <strong>the</strong> upstream <strong>electrical</strong> <strong>power</strong> <strong>market</strong>. These<br />
IG’s is specially designed <strong>for</strong> <strong>the</strong> specialities needed <strong>for</strong> in<strong>for</strong>mation between<br />
different participants in <strong>the</strong> <strong>electrical</strong> <strong>power</strong> <strong>market</strong>. When <strong>the</strong>se <strong>power</strong> companies are<br />
going to communicate towards <strong>the</strong> end users <strong>the</strong>re is a need to harmonise with <strong>the</strong><br />
standards used in o<strong>the</strong>r <strong>market</strong>s or branches today.<br />
Today <strong>EAN</strong>COM based IG’s are used in most of <strong>the</strong> European countries and<br />
branches, but <strong>the</strong>re are still differences between <strong>the</strong>se IG’s. The main goal <strong>for</strong> this<br />
<strong>project</strong> is to make a common set of IG’s that can be used in <strong>the</strong> same way in all<br />
Western European countries between <strong>the</strong> <strong>electrical</strong> <strong>power</strong> sector and end users in<br />
different <strong>market</strong>s or branches.<br />
On a later stage (i.e. as a phase 2 or 3) <strong>the</strong> IG’s may be extended:<br />
- To cover <strong>the</strong> needs in o<strong>the</strong>r energy sectors such as gas and hot water.<br />
- To cover <strong>the</strong> needs o<strong>the</strong>r sectors dealing with metered in<strong>for</strong>mation, such as<br />
telephone companies.<br />
- To cover <strong>the</strong> needs <strong>for</strong> an international (global) standard.<br />
2. Organisation<br />
The <strong>project</strong> will be organised with a Steering Group and a Work Group, and assisted<br />
by national user groups.<br />
The Steering Group should have participants from <strong>the</strong> <strong>EAN</strong> organisation and <strong>Ediel</strong><br />
(<strong>electrical</strong> <strong>power</strong> <strong>market</strong>) from <strong>the</strong> participating countries Denmark, Finland,<br />
Germany, Holland, Norway and Sweden. O<strong>the</strong>r countries may participate if <strong>the</strong>re is<br />
interest from both <strong>EAN</strong> and <strong>the</strong> <strong>electrical</strong> <strong>power</strong> <strong>market</strong> in this country. There should<br />
not be any limitation on <strong>the</strong> number of participants. The main activity <strong>for</strong> <strong>the</strong> Steering<br />
Group is to approve <strong>the</strong> work done by <strong>the</strong> Work Group and give directions <strong>for</strong> <strong>the</strong><br />
future work. The Steering Group should have a limited number of meetings (3).<br />
The Work Group should have a limited number of participants and should carry out<br />
<strong>the</strong> practical work in <strong>the</strong> <strong>project</strong>. It is advised that each country participate with a<br />
maximum of 2 persons (one from <strong>EAN</strong> and one from <strong>Ediel</strong>). The participants should<br />
have knowledge from <strong>the</strong> <strong>power</strong> <strong>market</strong>, EDIFACT and/or <strong>the</strong> invoicing process. It is<br />
estimated that <strong>the</strong> Work Group needs 2 to 3 meetings be<strong>for</strong>e each meeting in <strong>the</strong><br />
Steering Group. The <strong>project</strong> leader should be from <strong>Ediel</strong>. The development and<br />
maintenance of <strong>the</strong> IG-documents made in <strong>the</strong> <strong>project</strong> should be carried out by <strong>EAN</strong>.<br />

Practical work, such as writing minutes and call to meetings, will be done equally by<br />
<strong>the</strong> participating organisations.<br />
In addition to <strong>the</strong> Steering Group and <strong>the</strong> Work Group <strong>the</strong>re should be national user<br />
groups that give input to <strong>the</strong> <strong>project</strong> and that verify <strong>the</strong> work according to national<br />
rules and requirements. The national user group should be a reference group <strong>for</strong> <strong>the</strong><br />
participants in <strong>the</strong> Work Group and should be responsible <strong>for</strong> appointing members to<br />
<strong>the</strong> Steering Group..<br />

3. Deliverables<br />
The <strong>project</strong> will have <strong>the</strong> following deliverables:<br />
• A document describing <strong>the</strong> <strong>EAN</strong> identification system to be used within <strong>the</strong><br />
<strong>electrical</strong> <strong>power</strong> <strong>market</strong>. This includes:<br />
! Identification of companies<br />
! Product codes<br />
! Identification of Connecting points to <strong>the</strong> grid or metering points<br />
! Meter identifications (to be discussed)<br />
! Etc.<br />
• International INVOIC Implementation Guidelines <strong>for</strong> <strong>the</strong> <strong>downstream</strong> <strong>electrical</strong><br />
<strong>power</strong> <strong>market</strong>, covering <strong>the</strong> common parts of <strong>the</strong> invoicing process. This IG<br />
may need national user guides to cover national legislation and specialities.<br />
• International MSCONS Implementation Guidelines <strong>for</strong> <strong>the</strong> <strong>downstream</strong><br />
<strong>electrical</strong> <strong>power</strong> <strong>market</strong><br />
• A dDocuments describing:<br />
• The routines <strong>for</strong> maintenance of <strong>the</strong> Implementation Guidelines<br />
• The organisation of <strong>the</strong> co-operation between <strong>EAN</strong> and <strong>Ediel</strong> after <strong>the</strong><br />
<strong>project</strong> is finished.<br />
• A plan <strong>for</strong> establishing a <strong>project</strong> <strong>for</strong> exchange of products and prices<br />
(PRICAT), if found necessary.<br />

4. Conditions<br />
The <strong>project</strong> will be based on <strong>the</strong> following conditions:<br />
• Each organisation (<strong>EAN</strong> and <strong>Ediel</strong>) will cover own expenses. If <strong>the</strong> need <strong>for</strong><br />
common expenses should arise, <strong>the</strong> Steering Group should resolve this.<br />
• The Implementation Guidelines should be as simple as possible <strong>for</strong> <strong>the</strong><br />
<strong>downstream</strong> <strong>electrical</strong> <strong>power</strong> <strong>market</strong>.<br />
• The Implementation Guidelines should be based on common European<br />
principles.<br />
• The INVOIC IG should, if possible without much extra work, also be suitable<br />
<strong>for</strong> <strong>the</strong> upstream <strong>electrical</strong> <strong>power</strong> <strong>market</strong>.<br />
• Development of XML specifications will be decided during <strong>the</strong> <strong>project</strong> if user<br />
requirements demand it.<br />
• The business process model should, if possible, be based on UML (Unified<br />
Modelling Language).<br />
• The members of <strong>the</strong> Work Group from each country (<strong>EAN</strong> and <strong>Ediel</strong>) should be<br />
responsible <strong>for</strong> <strong>the</strong> co-ordination of <strong>the</strong> link to <strong>the</strong> national user groups.<br />
• Each country should make national user guidelines <strong>for</strong> specification of national<br />
requirements (legislation), if needed.<br />
