GENERAL CAREER BACKGROUND<br />
05/2006 – 03/2007: Ms. <strong>Vogel</strong> held a position as research associate with a leading human therapeutics<br />
company in the biotechnology industry. Responsibilities included providing support to senior scientists within<br />
the small molecule <strong>and</strong> protein formulation departments for the research <strong>and</strong> development of pharmaceutical<br />
products. Assignments included the analysis of protein stability, development of new Isoelectric Focusing (IEF)<br />
<strong>and</strong> sodium dodecyl sulfate polyacrylamide gel electrophoresis (SDS PAGE) techniques, laboratory records,<br />
report preparation, <strong>and</strong> data presentation.<br />
Laboratory techniques have included Serial Dilutions, Nanodrop, Osmolarity, pH, IEF, SDS PAGE, Native PAGE, Kodak<br />
Molecular Photography Software, Slide Preparation, Aseptic Techniques, Enumerating Microorganisms, Gas<br />

03/2007 – Present: Ms. <strong>Vogel</strong> has been active in providing environmental consulting services to clients in the<br />
asset management, automotive, communications, legal <strong>and</strong> government markets across the United States since<br />
2007. Environmental consulting services have included compliance (NEPA, RCRA, EPCRA, Hazardous Materials<br />
Management, SWPPP), health <strong>and</strong> safety, due diligence (Phase I’s, II’s <strong>and</strong> III’s), wetl<strong>and</strong> delineation, natural<br />
resources mitigation, USTs <strong>and</strong> ASTs, voluntary cleanup <strong>and</strong> groundwater monitoring. Assignments have<br />
included economic <strong>and</strong> technical analyses, report preparation, in‐field sampling <strong>and</strong> project management.<br />
Field activities have included soil sample collection techniques, USGS soil classification, water sample collection<br />
techniques <strong>and</strong> in‐field analyses (turbidity, osmolarity, pH, conductivity, photoionization, dissolved oxygen (DO),<br />
nitrates, phosphates, biological oxygen dem<strong>and</strong> (BOD), carbon dioxide, temperature <strong>and</strong> coliform bacteria) <strong>and</strong>,<br />

REPRESENTATIVE PROJECT EXPERIENCE<br />
Due Diligence Services – Nationwide, Mexico <strong>and</strong> Canada. Consultant responsible for providing nationwide due<br />
diligence services including Phase I ESAs in accordance with ASTM St<strong>and</strong>ard 1527‐05, Phase II ESA<br />
investigations, UST investigations, agency file reviews, <strong>and</strong> opinion of costs to assess liability valuation. Phase I<br />
<strong>and</strong> II sites have included both small <strong>and</strong> large industrial manufacturing, commercial, warehouse, <strong>and</strong><br />
residential developments with a host of on‐ <strong>and</strong> off‐site environmental concerns. Phase I ESAs were completed<br />
in an expedited timeframe to meet client’s strict deadlines. Many of the projects required outside‐the‐box<br />
strategizing <strong>and</strong> subsequent negotiation with private owners, as well as with local, state, <strong>and</strong> federal authorities<br />
in order to make the acquisition of the property a profitable venture.<br />
Due Diligence Services – Southeastern States. Responsible for Phase I ESAs in accordance with ASTM St<strong>and</strong>ard<br />
1527‐05 <strong>and</strong> wetl<strong>and</strong> delineations in accordance with the 1987 U.S. Army Corps of Engineers Manual <strong>and</strong><br />
identification of environmental conditions, special resources <strong>and</strong>/or non‐compliance issues on a portfolio of 30<br />
residential <strong>and</strong> commercial properties. The due diligence projects were conducted for two banks in the<br />
Southeast under FDIC‐directed receivership. The scope of work included a visual assessment, historical review,<br />
regulatory review <strong>and</strong> recommendations for properties of various acreage containing wetl<strong>and</strong> <strong>and</strong> stream<br />
habitat, endangered species, jurisdictional waters, wild <strong>and</strong> scenic rivers, <strong>and</strong> floodplains. Ms. <strong>Vogel</strong>’s findings<br />
assisted the banks in valuing CERCLA, environmental compliance, <strong>and</strong> health <strong>and</strong> safety‐related liabilities prior<br />
to taking the properties on as owned real estate.

Natural Resource Mitigation Planning – Nationwide. Responsibilities included provision of the necessary<br />
research to establish approved wetl<strong>and</strong>s mitigation plans for a portfolio of over 50 properties, obtain<br />
environmental permits for natural resource restoration <strong>and</strong> mitigation, <strong>and</strong> monetize natural resource credits<br />
earned by restoring streams, wetl<strong>and</strong>s, <strong>and</strong> habitat through restoration of natural resources presently onsite<br />
<strong>and</strong> the establishment of a bank to market the natural resources.<br />
National Environmental Policy Act (NEPA) ‐ Nationwide. Responsible for evaluation of potential NEPA‐related<br />
environmental impacts as described in Title 47 Code of Federal Regulations Section 1.1307(a) [47 CFR §<br />
1.1307(a)] of new construction of telecommunication towers at various locations nationwide. Pursuant to 47<br />
CFR § 1.1307(a), if proposed actions have the potential to impact the on‐site <strong>and</strong>/or surrounding environment,<br />
historical properties <strong>and</strong>/or residential properties, then an Environmental Assessment (EA) would be prepared<br />
for submittal to the Federal Communications Commission (FCC).<br />
Spill Prevention Control <strong>and</strong> Countermeasure (SPCC) Services – California, Hawaii, Puerto Rico <strong>and</strong> Dominican<br />
Republic. Responsible for SPCC plan preparation as required for oil spill prevention, preparedness <strong>and</strong> response<br />
to prevent oil discharges to navigable waters <strong>and</strong> adjoining shorelines in accordance with the regulations of<br />
Title 40 Code of Federal Regulations (CFR) Part 112. The scope of work included a site reconnaissance to<br />
document general site information <strong>and</strong> preparation of a report which includes facility drainage <strong>and</strong> spill<br />
scenarios, storage information, spill response <strong>and</strong> reporting, re‐fueling procedures, security, inspections, <strong>and</strong><br />
training procedures for over 230 sites.<br />
Groundwater Monitoring Services – California. Responsible for implementation <strong>and</strong> reporting of ongoing<br />
monitoring for a site that contained free fuel product <strong>and</strong> elevated concentrations of gasoline constituents in<br />
groundwater. The scope of work included remediation techniques such as socks containing a highly reactionary<br />
carbon mixture utilized to absorb free product in groundwater wells. The site was required to report to the Los<br />
Angeles Regional Water Quality Control Board (RWQCB) in compliance with the UST cleanup fund <strong>and</strong> UST<br />
cleanup program on a quarterly basis.<br />
EHS Compliance Services – California. Responsible for compliance services including SPCC plan<br />
recommendations <strong>and</strong> implementation, review <strong>and</strong> analysis of regional jurisdictional hazardous material‐ <strong>and</strong><br />
air quality‐related regulations on an ongoing basis, <strong>and</strong> monthly preparation <strong>and</strong> submittal of Hazardous<br />
Materials Business Plans (HMBPs) to California Certified Unified Program Agencies (CUPAs), air permit<br />
applications <strong>and</strong> renewals to the California air pollution control districts (APCDs). As part of compliance<br />
services, regulatory inspectors were accompanied to the Client’s facilities per inspection schedules m<strong>and</strong>ated<br />
by CUPAs <strong>and</strong> APCDs. Following inspections, inspection reports with deficiency notification <strong>and</strong><br />
recommendations were submitted to the Client. The scope of work also included preparation of emergency<br />
response plans providing procedures for a release or threatened release <strong>and</strong> training programs detailing initial<br />
<strong>and</strong> refresher training for employees which addressed techniques for the safe h<strong>and</strong>ling of hazardous materials,<br />
methods for coordination with local emergency response organizations, operation of emergency response<br />
equipment <strong>and</strong> supplies, <strong>and</strong> information contained in the emergency response plan.<br />
Volunteer Health <strong>and</strong> Safety Coordinator / Water Science Consultant– Nairobi, Kenya. Volunteer with<br />
Engineers Without Borders (EWB) for an assessment trip conducted to investigate the potential for spring box<br />
<strong>and</strong>/or well installation to provide safe drinking water for the Mayanja Kibuke community in Kenya. In<br />
anticipation of the assessment trip, responsibilities included preparation of Health <strong>and</strong> Safety Plan in accordance<br />
with US Department of State, Center for Disease Control, EWB, <strong>and</strong> the Republic of Kenya health <strong>and</strong> safety<br />
protocols. Additional pre‐trip responsibilities included fundraising, travel planning, <strong>and</strong> hydro geological research<br />
of the Nairobi region. While in Kenya, responsibilities included acting as Health <strong>and</strong> Safety Coordinator <strong>and</strong><br />
Medical Point of Contact for all EWB travelers involved in the January 2011 EWB Assessment Trip. Additional<br />
responsibilities included the organization <strong>and</strong> implementation of a field water laboratory <strong>and</strong> the collection,<br />
processing <strong>and</strong> analysis of water samples from area wells <strong>and</strong> natural springs.
