REPORT FROM THE EEB CONFERENCE “MERCURY-CONTAINING LAMPS UNDER THE SPOTLIGHT”<br />

• Collection systems should be convenient for <strong>the</strong> public, o<strong>the</strong>rwise <strong>the</strong>y may not work – for<br />

example having <strong>the</strong> recycling drop-off locations in shops are a way of showing that <strong>the</strong> store is<br />

a responsible business, it brings customers back to <strong>the</strong> store and turns visitors into customers<br />

– for instance 8 out of 10 visitors begin shopping soon after dropping off <strong>the</strong>ir recyclables.<br />

Since convenience is key, consumers do not need to make an extra trip to <strong>the</strong> recycling facility.<br />

• Benchmarking figures need to improve; similar data on collection rates need to be developed in<br />

<strong>the</strong> Member States to make comparison possible. Information sharing including facts and data<br />

is needed so that cross-learning can take place. Regional collaboration for improving ecoefficiency<br />

and a better environmental performance, will also be crucial.<br />

• Several improvements are needed, and were widely agreed upon by <strong>the</strong> conference<br />

participants. These include <strong>the</strong> following:<br />

o a level-playing field needs to be established ensuring that <strong>the</strong> EU-legislation is in fact<br />

Europe-wide, correctly enforced and not only in some Member States;<br />

o proper allocation mechanisms need to be put in place to collect as much as possible;<br />

o market surveillance needs to focus on <strong>the</strong> <strong>WEEE</strong> legislation;<br />

o more ambitious <strong>WEEE</strong> collection targets are needed for <strong>lamps</strong>.<br />

• Finally, bulb breakage presents a risk initially if <strong>the</strong> breakage occurs in an area that is not well<br />

ventilated, especially to pregnant women and children. A recently completed study on breakage<br />

was also presented at <strong>the</strong> conference. The following steps should be taken in case of lamp<br />

breakage in hard surface: do NOT vacuum, ventilate for at least 15 minutes, scoop up<br />

fragments, pick up remaining pieces with sticky tape, wipe <strong>the</strong> area clean, place fragments and<br />

cleaning materials in a plastic bag/glass/rigid container with lid, ventilate as long as practicable.<br />

Such detailed handling instructions should be required to be communicated via packaging and<br />

o<strong>the</strong>r means.<br />

The European Environmental Bureau and <strong>the</strong> Zero <strong>Mercury</strong> Working Group hope that this<br />

conference has contributed towards giving a clearer picture of <strong>the</strong> scope of <strong>the</strong> mercury and <strong>lamps</strong><br />

problem, options for addressing <strong>the</strong> issue, and <strong>the</strong> importance of all stakeholders coming toge<strong>the</strong>r<br />

to share in <strong>the</strong> responsibility of developing and implementing solutions. The EU with its proposed<br />

measures should ensure that all companies are reducing mercury levels in different types of <strong>lamps</strong>.<br />

Rewarding, for example, companies that have made investments in reducing <strong>the</strong> mercury content<br />

of <strong>the</strong>ir <strong>lamps</strong> while maintaining high efficiency and lamp life, could be a way to do so. It is fur<strong>the</strong>r<br />

imperative that measures are taken to improve collection rates for <strong>the</strong>se energy-efficient mercury<strong>containing</strong><br />

<strong>lamps</strong>, supported by both cost-effective and wide-reaching awareness-raising and<br />

information campaigns, to reduce <strong>the</strong> risk of exposure to human health and <strong>the</strong> environment from<br />

this dangerous neurotoxin.<br />
