LEISURE BACKGROUND PAPER<br />

7.3 One comment was made on this policy that SP7 needs redrafting for clarity; it<br />

appears to be very broad and general and could benefit from the addition of some of<br />

the detail from paragraph 6.10.<br />

7.4 Policy SP7 has since been redrafted. Reference is now made to the development of<br />

the tourism and leisure sectors in Strategic policies SP8, SP9 and SP11. These<br />

policies are more specific than the original SP7 and Policy SP9 promotes the<br />

development of Valleys Regional Park, which was referred to in paragraph 6.10.<br />

SP13 Leisure and Recreation<br />

Sites will be safeguarded for a new leisure centre at Ebbw Vale, and to ensure<br />

that identified shortfalls in open space provision are met.<br />

Three comments were made on this policy.<br />

Objective 10<br />

7.5 One comment objected to policy SP13 as it does not clearly reflect objective 10 or<br />

its monitoring indicators. Policies should protect existing areas of accessible natural<br />

greenspace and formal public open space, and to encourage the creation of new<br />

areas and access improvements.<br />

7.6 Policies DM13 and DM 14 have been included in the draft Deposit Plan which will<br />

protect existing open space and encourage creation of additional open space<br />

Enhancement of open space<br />

7.7 It was considered that the policy should also seek to enhance the provision of<br />

existing open space where appropriate, ensuring that it is both usable and<br />

accessible.<br />

7.8 Policies DM13 and DM16 have been included in the draft Deposit Plan that will<br />

enhance the provision of existing open space as well as improving connections<br />

between areas of open space.<br />

Open Space Assessment<br />

7.9 It was recommended that the work relating to the assessment of leisure and open<br />

space is undertaken in line with the provisions of an appropriate Open Space<br />

Assessment.<br />

7.10 An in-house open space assessment has been carried out using recognised Fields<br />

in Trust standards. A review of leisure facilities has been undertaken by consultants<br />

who have produced a report entitled ‘Review of Sport and Recreation Services (July<br />

2009)’.<br />
