To develop the European Research Area
leading to…
– World class science in Europe
– Better European policy integration
– Increased international synergies
– Efficiency - avoiding repeating work
done elsewhere
Vision for ERA-Nets
Integration (Full involvement)
Harmonisation (Participation)
Co-ordination ordination (Intense consultation)
Co-operation operation (Some consultation)
Communication
Current separate national, regional, private sector programmes
Little consultation, duplication, missed opportunities
The Vision for ERANET CRUE
“…to develop strategic integration of flood risk
research at the national funding and policy
development levels within Europe to provide
knowledge and understanding for the
sustainable management of flooding risks at
the river basin and coastal process cell scale.”
practice
• Strategic structuring activities
• Cluster completed and current research
• Identify programme management and
evaluation procedures
• Trans-national research initiatives
national research results
WP3: Identification of
good practice on
programme identification
& management
WP5: Identification of
opportunities &
gaps in research
CRUE WP6: launching of 1 st trans-national pilot call
Pilot Call Title:
“Risk assessment and risk management:
effectiveness and efficiency of non-structural
flood risk management measures”
Common research topic funded by six
call participants (organisations) from
the ERA-NET CRUE consortium (AT, FR,
DE, ES, UK-E, UK-Scot)
Funding budget: € 1.6 million
WP2: Comparison of national research programmes
Published 29 January 2007
• Information in detail about:
• 33 FRM research programmes
• 57 funding bodies
• Research programmes across all eleven
countries fund over €55 million of floodrelated
research each year, representing on
average 1 – 4% of the total national
investment in flood risk management.
• Most of the funding comes from the public
sector – primarily Government Ministries,
Agencies and Research Councils.
• The largest research programmes in
Germany, the United Kingdom, France and
The Netherlands.
• Predominant focus on natural sciences and
technical disciplines, but some programmes
developing a stronger integration with socioeconomic
research.
CRUISE - (CRUE Information System Europe)
What is “CRUISE”?

First web-based trans-national information
platform on Flood Risk Management research
activities in Europe
Will provide information in detail on
completed, ongoing and planned FRM research
programmes and projects across Europe

Is part of a systematic information
exchange and good practice activity
within ERA-NET CRUE
Optimally adapted to the needs of FRM
research funding bodies and authorities
• Searchable database of research programmes
• If possible a searchable database of research current and
completed project results and outputs
• Best practice guidance for research programme
identification, promotion and validation
• Report analysing medium-term research needs
• Reports on experiences with common calls
