LEADERSHIP: THE TIME IS NOW!
Our PURPOSE
The EW Tipping Foundation is a non-profit organisation supporting
individuals, families, and communities throughout Victoria.
The Foundation began as a disability organisation
and maintains a strong focus in this area, while also undertaking
projects and services in children, family
and older person’s services.
Peter enjoys himself at the annual EW Tipping Foundation Christmas barbecue
Together with our network partners (Vista and i-GAIN Quality Learning),
and our project partners, we provide:
• support to people of any age with a disability, including physical,
intellectual, sensory or psychiatric, including people with
acquired brain injury
• support to people who are ageing (eg frail aged, dementia)
• support to children requiring out-of-home or crisis care
• support to families and other carers who need respite
• accredited training
• leadership development
We focus on the individual. We work with one person at a
time to learn what it is they want to do in their life, and
support them to achieve it.
We also work to change attitudes and raise community
expectations so that everyone, no matter what their ability,
is welcomed in the community.
The Foundation’s vision is independence, choice and
community for all.
HIGHLIGHTS of our year
Together with the people we support and the communities we
work with, 2008 has been a year of achievement for our network.
We have:
• increased the number of people we support by over 60%
• completed construction of the Moorabool Respite Facility at Bacchus
Marsh, and have begun offering respite to families in the region (p.24)
• developed our Hub and Spoke model. By cooperating and sharing
resources with local community organisations we increase our
combined efficiency and strengthen our shared vision
and missions (p.30)
• developed an alliance with i-GAIN Quality Learning, a Gippsland
organisation which provides training, disability support and leadership
programs (p.6)
• substantially increased our support, through Vista, providing
support to children requiring crisis support and out-of-home care,
including sibling groups
• fostered community capital through a low-cost loan
to the Frankston Peninsula Carers Group for their new
accommodation facility at Hastings (p.10)
• provided support to older carers through the Ageing Carers
Initiative, the National Respite for Carers Program and
the new Respite for Older Carers project in four regions
(pp.8 & 28)
• continued with our innovative auspiced projects such as
DirectLife, Yoorooga and WinAccom (p.20)
• received a grant from the Victorian Government’s
Sustainability Fund for our innovative SustainAbility Project,
which fosters environmental action for people with disabilities
living in group housing (p.12)
• continued our support of National Disability Services and
Disability Professionals Victoria
• introduced our Leadership Development Program (p.4)
The Governor of Victoria, Professor David de Kretser AC,
officially opened the Moorabool Respite Facility on
28 August. The Governor and Mrs de Kretser are
and respite service user, Vonkie.
The importance of QUALITY
One of the most important aspects of our organization is our focus on
providing quality services for the people we support.
This focus on quality enables us to identify and meet the needs of the people
we support and measure their satisfaction with our services.
Early in 2008, we appointed Rebecca Bradshaw and Sarah Wright,
who form our Systems and Quality team. “Our aim is to always support
the achievement of the best possible outcomes for people we
support,” Sarah said.
“Quality is about the people we support, their families, our staff and
systems,” said Rebecca. “Quality is everyone’s business.”
LEADERSHIP: THE TIME IS NOW!
Our Team of LEADERS
We are able to deliver high quality services
to people we support because of our great
staff team.
Staff achievements and leadership in 2008 include:
• Ashleigh Wilkie, EWTF disability support
worker, received the University of Ballarat
Vice Chancellor Award at her graduation
• Mandy Littlehales, EWTF team leader, had
her image and story in the “Care to make a
Difference” exhibition by the Victorian Council
of Social Services
• Jenny Hammett, i-GAIN Chief Executive
Officer, received the Department of Human
Services Ethel Temby Scholarship to study
community inclusion of people with disabilities
in North America
• Carolynne Smith, EWTF Area Manager,
and Caroline Sarah, EWTF Ageing
Carers Initiative Coordinator, both
received NDS Distinguished Service
Awards for their outstanding
contribution. Carolynne has
challenged traditional cultures and
models in Shared Supported
Accommodation; and Caroline has
galvanised the families and carers
she works with in this multi-agency
project through the ‘power of
story-telling’ and shared
experiences.
Congratulations to all these individuals,
and to all our staff for their work
throughout the year.
Leadership Development Program 2008
Our inaugural Leadership Development Program 2008
has allowed 10 of our leadership team to hear from
leaders across the community such as Ann Barker
MP; Kellie Watson, Sustainability Victoria; Richard
Bluck, Executive Director Leadership Victoria;
Professor Rob Adams, Urban Design Melbourne
Caroline Sarah and
Carolynne Smith,
winners of 2008
NDS Distinguished
Service Awards.
Ashleigh Wilkie, who is a direct
support worker at two of our
Ballarat houses, has been studying
case management, a Diploma in
Community Service Management,
and Certificate IV in Aged Care.
She also has Certificates IV in
Alcohol and Drugs, Youth Work,
Mental Health and Disability.
She says working at EW Tipping
Foundation is challenging and
enjoyable. “I like helping people
out and see them achieve things,
and know that I have been a part
of it,” she said.
Leadership Program participants had fun
while learning about environmental issues
during their field trip to CERES Community
Environment Park.
City Council. Our emerging leaders have found the
seven sessions stimulating, inspiring and challenging:
“Our speakers have brought a wealth of knowledge,
skill and experiences to share with us. The program
has developed my confidence in my role as a leader.
It has been insightful and inspiring.”
Our FINANCES
The EW Tipping Foundation, in
conjunction with Vista (formerly Victorian
Person Centred Services) and i-GAIN
Quality Learning, provides support to
over 1300 people across Victoria.
The Foundation continues to be in
good financial health. Payments to the
Foundation and network partners from
Government, from people choosing us
to provide their services, from donors
and from other sources reached more
than $24 million in 2007-08.
GAINING an ally
LEADERSHIP: THE TIME IS NOW!
i-GAIN Quality Learning
and the EW Tipping
Foundation have both been
providing community
services in Gippsland for
more than 30 years.
Early in 2008, we
announced our intention
to form an alliance from
1 July, leading the way in
showing how community
groups can work together.
i-GAIN, a registered training
organization, provides
educational and training
services, disability services,
and auspices the renowned
Gippsland Community
Leadership Program.
“We believe there are
significant benefits in this
alliance for the communities
we support,” said i-GAIN
Chief Executive Officer
Jenny Hammett.
“These include expanding,
developing and increasing
the effectiveness of our
services. It also means we
can share ideas, improve
practice, and raise
efficiency which will allow
us to invest more funding
into services.”
As part of the alliance,
the two organisations are
planning a ground-breaking
– perhaps world first –
project looking at best
practice in disability day
programs. This project aims
to pilot best practice in
disability services in
Gippsland, providing new
opportunities for people
with disabilities.
The Gippsland Community Leadership Program
provides a unique opportunity for participants to
develop influence and foster a community vision.
LEADERSHIP: THE TIME IS NOW!
TERRY’S Tuesdays
Terry and James head out to the course for their weekly game of golf
Terry Meade of Ballarat looks forward to Tuesdays with
a passion.
It’s the day he gets out to play several hours of golf with
his Vista staff member, James.
Terry receives five hours of support every week from Vista
as part of its federally-funded dementia support program,
leading the way in showing how creative support can be.
Terry, 83, was diagnosed with dementia after suffering a
stroke nearly two years ago.
Until then, he had been very active. “When we were told
the support hours were for whatever Terry wanted to do,
I knew that he really wanted to try and continue to play
golf,” said his wife Jill.
Every Tuesday, Terry and James head out for a round on
the golf course, often playing up to 18 holes.
“Golf gives Terry a sense of normalcy in his daily life;
a sense of achievement in completing a round,” said Jill.
“It also keeps him physically and mentally alert.”
For Terry, it’s also a chance for some male company.
“James is very attuned to my way of thinking,” said Terry.
“We suit each other really well.”
For Jill, it’s a break from caring. “I was just beginning to
feel like I never had a break,” she said. “The program has
been great for both of us.”
Vista’s support means the world to Jill and Terry
A SECURE future
“Either we can stay victims of
the system, or we can do
something about it.”
Those are the words of Marie
Hell from the Frankston/
Peninsula Carers Association,
which is determined to lead
the way in building a new
accommodation facility at
Hastings to provide a home
lifestyle and secure future for
adults with intellectual disability.
The group is aiming at
something different; a mix of
independent and shared living
units together with supported
accommodation that will provide
a home for up to 15 people.
It will also provide training in
independent living skills, respite
and carer support.
“We listened to carers and
people with disabilities and they
all want a small community
setting where the residents can
live independently with on-site
support,” said Marie. “It will also
give people an opportunity to
move from home to independent
living.”
Already, the group has obtained
funding of $200,000 from the
Mornington Peninsula Shire
Council, and a low interest loan
from the EW Tipping Foundation.
CEO Richard Dent says that part
of the role of the Foundation is
showing leadership in fostering
community capital. “This is a
great project and we are proud
to be able to support it,” he said.
LEADERSHIP: THE TIME IS NOW!
“There is great strength in communities working together.
And we’re proud to help.”
LEADERSHIP: THE TIME IS NOW!
We can all be leaders for the ENVIRONMENT
Maggie Riddington and Deb, a person
we support through Vista, take the
lead in environmental action through
the “Earth to Earthlings” group in
Warragul. The group helps to keep
parks and gardens rubbish-free.
Now everyone at EW Tipping
Foundation can be a leader
in taking action for our
environment, through our
innovative SustainAbility
Project, which has
been funded by the
Victoria Government’s
Sustainability Fund.
Project Officer, Kate Lowe,
is already working closely
with residents and staff in our
houses to look at ways that
residents can choose to save
energy and water and reduce
waste. As well, people we
support will be able to
develop their own interests
in areas such as creating
veggie gardens, joining local
community groups, or giving
presentations and advice
to other groups about what
they have achieved.
“This project will provide
training and resources
across all of our houses
so that everyone can take
part and find a way to
contribute,” said Chief
Executive Officer
Richard Dent.
“We will promote the project
and share the materials
we develop throughout
the disability sector for
other organisations to use.
This is a great opportunity
for people with disability
to make a difference in the
community,” said Richard.
“The environment is
everyone’s concern.”
The Victorian Government Sustainability Fund supports innovative projects that foster
sustainable resource use and have economic social benefits for Victorians.
The Sustainability Fund is administered by the Victorian Treasurer and the Minister for
Environment and Climate Change and managed on behalf of the Government by
Sustainability Victoria.
A FAMILY Affair
It’s not very often that you
have husband, wife and son
on the same fundraising
committee.
Leo and Joan, and their son
Sean, are all members of the
EW Tipping Foundation
Ballarat Committee, showing
leadership, raising funds and
increasing awareness for
people with disabilities.
The Callinans and other
dedicated committee
members have raised
thousands of dollars through
events like trivia nights and
golf days, as well as raising
awareness of disability issues.
“There’ll never be enough
resources for people with
disabilities,” said Joan. “But I
think things are getting better.
LEADERSHIP: THE TIME IS NOW!
“Leadership through Community Support”
Their reason for involvement
is very personal. Leo and
Joan’s son, and Sean’s twin
brother, Kieran, was one of
the first residents in the
EW Tipping shared supported
house in Edwards Street,
Ballarat, when it opened
nine years ago.
When Leo decided to step
down as Chairman, Sean, 43,
took over – keeping it in the
family.
“Really, the main issue is that
people with disabilities just
want to be treated normally.
Kieran hates going out in a
large group of people with
disabilities, because they are
always stared at.
“If people can do one thing to
help, it would be to just treat
people with disabilities like
everyone else.”
The EW Tipping Foundation is a family affair for Joan, Kieran, Leo and Sean
LEADERSHIP: THE TIME IS NOW!
Really GOOD FUN
Clinton and Trevor prepare dinner in their shared unit
It doesn’t matter what your
age or ability, nearly everyone
wants to be independent.
Clinton and Trevor are
enjoying life in their shared
unit. They love getting out
to watch footy games, going
to the movies and meeting
their friends. Clinton plays
basketball on a regular basis,
and during the day, they both
work for Waverley Industries.
“Their confidence has grown
immensely,” said Project
Coordinator Christine LaRive.
“They now use public
transport and taxis, they
have basic budgeting skills,
and they know when to ask
for help.”
“Living by ourselves means
we have the freedom to
choose to do what we want
to do,” said Trevor.
The two are members of the
DirectLife project, auspiced by
the EW Tipping Foundation
and leading the way in
promoting independence for
people with disabilities.
The pair are supported
regularly by Vista staff, who
assist with budgeting, paying
bills, shopping for food and
creating menus.
“I would say to anybody in our
position that it’s good to be
out on your own. Find
someone to move out with –
it’s really good fun.”
“We have the freedom
to choose.”
LEADERSHIP: THE TIME IS NOW!
CRUISING along
“I had a ball.”
Sun, sand, sea and lots of fun
were the magic ingredients for
a holiday for five people
supported by the Foundation.
Kevin, John, Penny, Kerry and
Kim spent eight spectacular
days cruising the South
Pacific on board the Pacific
Sun, visiting places like
Noumea and the Isle of Pines.
“I had a ball helping out with
the shipboard survivor
challenge and made a friend,
Kelly, who won,” said Kerry.
Others in the group enjoyed
the trips to islands along the
way, meeting the captain,
the spa, and the four wheel
drive tour.
The holiday was a pilot project
for the residents and staff who
accompanied them.
“In the past, the only option
for people we support to go
on holiday was to use a
supported holiday with a
specific disability tour
provider,” said Senior
Coordinator Joanne Ploog.
“But we wanted more
independence and choice,
so we said ‘let’s go it alone’ ”.
So a small group of friends
were supported to have an
independent holiday.
Several months of planning
went into the event, which
became a reality in October
2007.
“The holiday was very
affordable and it allowed the
people we support to do the
tours and activities they
chose,” said Joanne. “It was
all about the individual and for
the individual.”
People with disabilities in West Gippsland have had a
great chance to bond over dinner.
The Yoorooga Project launched a six-month initiative,
a community kitchen, with funding assistance from
the EW Tipping Foundation as part of our aim to
foster leadership in the disability sector.
Participants were able to shop for ingredients,
prepare and cook the meal, sit together to share their
creation, and plan a meal for the following week.
“The kitchen allowed people to learn skills not only
in meal preparation, but also in nutrition, food
handling, hygiene and safety, budgeting, teamwork,
networking and shopping,” said Project Coordinator
Kerryn Vaughan.
“People living independently can become quite
isolated and lonely, often causing depression.
“We hope this project will create some
genuine and long-lasting friendships.”
Yoorooga is a family governed project that assists
people with disabilities to live independently. It is
directed by a Governance Group, funded by the
Department of Human Services and auspiced by the
EW Tipping Foundation.
Controlling your own money helps control your own destiny
PILOTING payments
The EW Tipping Foundation
Corporate Services team took
the lead this year in helping
people take charge of their
service.
Financial Controller Katie
Davies and her team
participated in a Department of
Human Services pilot called
the “Direct Payments Project”.
“The Department transferred
an agreed amount of funding
directly to a person with a
disability, in line with an agreed
plan,” said Katie.
“The person with a disability
then had more flexibility and
control over their services.
For instance, they could
decide whether they wanted
support on a public holiday,
which would cost more
because of penalty rates,
or whether they would save
that money and have a
holiday later.”
The pilot was a steep learning
curve for both our Corporate
Services team and the
individuals being supported.
“People learned just how
complex the whole system is –
things like WorkCover, sick
leave, staffing issues,” said
Katie. “But it was also a
positive experience – it was
empowering for the people
we support to learn more
about what we do, and we
learnt how to communicate
better in the process.”
“After all, we want people to
live their lives, not just receive
support.”
The Corporate Services team includes Rutika Manduskar, Effendy Wu, Sammi Shang, Suzy Rhodes, Katie Davies,
Shehara Fernando, Rosy Wong and Ruth Hardman.
PEACE of mind
Jules always had a smile for everyone
Julian Vivian – better known as Jules –
loved staying at our new respite house in
Bacchus Marsh.
“I love going there – I can go into my room
to have some time to myself or I can do
great stuff with my friends,” he said.
His Mum Glenis said Jules’ first request after
staying at the house was: “When can I go
back?” He didn’t want to come home –
he wanted to stay longer.
For Glenis, the new house was a godsend.
Jules’ complicated medical care, as well
as his disability, meant that finding respite
places for him as a young adult has
been difficult.
Over the past four years, Glenis has built
a solid relationship with the EW Tipping
Foundation, both as a member of the
community committee leading the way in
helping to build the new respite house, and
as a mum whose son received support.
“When I met Claire from Tipping and we
arranged for carer support at home, I was
a bit doubtful,” she said. “But Claire assured
me there wouldn’t be any problems, and
there never has been. The Tipping staff
have been wonderful. I can’t speak highly
enough of them – they have become our
very dear friends.”
Jules’ staff provided support several days
a week, including activities at home and in
the community. Many also work at the
respite house.
“It meant peace of mind for me,” said
Glenis. “I knew I could go away and Jules
would be cared for and well supported.”
People we support sometimes have
complex medical conditions: Julian died
not long after this article was written.
He is greatly missed by his family, friends
and staff. This story is a tribute to Julian;
he was just 21.
“Respite meant peace of mind for me”
LEADERSHIP: THE TIME IS NOW!
“This is a great example of how communities are becoming more inclusive”
Partnerships and TEAMWORK
Maree enjoys a swim with assistance from her staff member, Sarah
Thanks to some great
partnerships, Maree
Bermingham has seen
her dream of swimming
come true.
Because she uses a
wheelchair, swimming has
always been a difficult
proposition for Maree.
However, her support staff at
the EW Tipping Foundation,
with assistance from many
others, have found a way to
make it work.
The team at the shared
supported accommodation
home in Maffra where Maree
lives, formed strong
partnerships with staff at the
Maffra Swimming Pool and
the George Gray Centre.
“We were also able to identify
some improvements in
procedure, signage and
equipment at the pool which
would help not only Maree
but also many others who
access the hydrotherapy pool.
The team at the pool were
only too happy to help.”
Maree is now able to swim
on a regular basis, both with
her staff at the EW Tipping
Foundation and the George
Gray Centre.
“Everyone has worked
together to make Maree’s
goal a reality,” said Pauline.
“This is a great example of
how communities are
becoming more and more
inclusive. Maffra should
be proud!”
“We investigated safety issues
with the pool management
team, and we organised staff
to complete a swimming
certificate,” said staff member
Pauline.
Nothing surer than CHANGE
LEADERSHIP: THE TIME IS NOW!
“The EW Tipping Foundation project helped open our eyes to the future”
If the Loddon Mallee’s Ageing
Carers Initiative had a “poster”
family, it would probably be
the Stubbings.
Jo and her parents Bill and
Theresa have been involved in
the project since it began two
years ago.
The Initiative provides support
and planning to older people
who are caring for someone
with a disability.
“It really opened our eyes,”
said Bill. “We never thought
about what would happen to
Jo when we died; I guess we
just thought the family would
look after her.”
Now everyone in the family
has an entirely different
outlook. They have all shared
in the planning of Jo’s future
with facilitator David Silvagni,
looking at options like shared
supported accommodation or
a family unit.
Jo is also being supported
once a fortnight to do trips
and activities, developing her
confidence and skills, and
giving Bill and Theresa a break
from their carers’ role.
“I hope to move out of home
one day, because I want to
live my life like everyone else,”
said Jo.
“When you’re caring for a
child with a disability, you
don’t like to think about the
future but it’s terribly, terribly
important that you do,” said
Bill. “We all found it difficult to
talk about at times, but the
Initiative has led the way in
steering us into a positive and
definite direction.
“What do they say – there’s
nothing more definite than
change?”
Bill, Jo and Theresa feel more secure about the future thanks to the Ageing Carers Initiative
EW Tipping Foundation: 2008 Annual Report and 2009 Calendar 30

Our YEAR
This year we focus on leading change.
As a community organisation, we seek
to influence and encourage positive
change in the community.
We seek
inclusive, welcoming, understanding
community attitudes
families that are strengthened
individuals taking up new
opportunities
individuals realising all their
potential.
Leading such change requires
involvement and collaboration of many
people and many organisations: and we
have our part to play in making
progress. We do this by working
with communities, working
with other organisations,
supporting peak bodies
and professional
associations, working
with individuals and
families needing support,
and developing our staff
and volunteers.
The EW Tipping Foundation
is now the hub of a $32M
network of community
organisations. The network
now supports well over
1300 people, providing
training, leadership development,
child and youth services and aged
care services, as well as our disability
accommodation, homecare and other
community services.
And we have so much more to do.
We are seeking more people who want to
be supported by us. We are seeking other
partners for our network: organisations
with a local focus who want to benefit
from our strength and infrastructure.
We are seeking talented individuals
to join our paid and volunteer teams.
We are seeking community donations.
We are seeking change in Victoria.
Our network’s services have changed this
year. Though our partner i-GAIN, we now
have a substantial presence in industry
training and a world-class community
leadership program. Through our partner
Vista we are now one of the largest
providers of out-of-home care for young
people. And although the Foundation has
traditionally been a disability organisation,
we are committed to offering a much
broader range of community services,
with disability comprising around 50%
of our activity by 2012.
We are supported by a wonderful team
of committed, passionate, dedicated
staff. Congratulations to each and every
one of them and on behalf of all the
people we support, we give them our
heartfelt thanks.
We thank also the many organisations
and individuals who have helped us
achieve our mission: the Department of
Human Services, the Transport Accident
Commission, the Department of Families
Housing Community Services and
Indigenous Affairs; community service
groups; and our many donors,
in particular those who have responded
so well to our appeal for the Moorabool
Respite Facility: 100% of every donated
dollar goes to service enhancement and
special service projects.
Our Board is a dedicated team of
community members who volunteer
their time, skills and experience, to guide
the Foundation. The Board ensures we
uphold the values and philosophies
that are so important to our identity
as an organisation and which have
inspired generations with the legacy
of Bill Tipping.
In 2008 two long-standing Board
members – Ray Snell and Rex Hobson –
retired, having served for 10 and 36 years
respectively. We are profoundly grateful
for their support over such a long period
of time. We also welcome new Board
members Ernest Barr, Corinna Dieters
and Geoff Donovan, all of whom bring
highly valued perspectives and skills.
(left) Frank Cullen Chairman
(right) Richard Dent Chief Executive Officer
In 2009 we will be building our new
strategic plans. We will be increasing
our focus on service quality, workforce
challenges, our environmental
responsibility, fundraising, volunteers, and
community relations. We will face new
challenges and lead new changes.
In doing so, we will continue to make a
difference in people’s lives. Because we
remain true to our vision: independence,
choice and community for all.
