LEADERSHIP: THE TIME IS NOW!<br />
Our PURPOSE<br />
The <strong>EW</strong> <strong>Tipping</strong> Foundation is a non-profit organisation supporting<br />
individuals, families, <strong>and</strong> communities throughout Victoria.<br />
The Foundation began as a disability organisation<br />
<strong>and</strong> maintains a strong focus in this area, while also undertaking<br />
projects <strong>and</strong> services in children, family<br />
<strong>and</strong> older person’s services.<br />

Together with our network partners (Vista <strong>and</strong> i-GAIN Quality Learning),<br />
<strong>and</strong> our project partners, we provide:<br />
• support to people of any age with a disability, including physical,<br />
intellectual, sensory or psychiatric, including people with<br />
acquired brain injury<br />
• support to people who are ageing (eg frail aged, dementia)<br />
• support to children requiring out-of-home or crisis care<br />
• support to families <strong>and</strong> other carers who need respite<br />
• accredited training<br />
• leadership development<br />
We focus on the individual. We work with one person at a<br />
time to learn what it is they want to do in their life, <strong>and</strong><br />
support them to achieve it.<br />
We also work to change attitudes <strong>and</strong> raise community<br />
expectations so that everyone, no matter what their ability,<br />
is welcomed in the community.<br />
The Foundation’s vision is independence, choice <strong>and</strong><br />
community for all.<br />

HIGHLIGHTS of our year<br />
Together with the people we support <strong>and</strong> the communities we<br />
work with, <strong>2008</strong> has been a year of achievement for our network.<br />
We have:<br />
• increased the number of people we support by over 60%<br />
• completed construction of the Moorabool Respite Facility at Bacchus<br />
Marsh, <strong>and</strong> have begun offering respite to families in the region (p.24)<br />
• developed our Hub <strong>and</strong> Spoke model. By cooperating <strong>and</strong> sharing<br />
resources with local community organisations we increase our<br />
combined efficiency <strong>and</strong> strengthen our shared vision<br />
<strong>and</strong> missions (p.30)<br />
• developed an alliance with i-GAIN Quality Learning, a Gippsl<strong>and</strong><br />
organisation which provides training, disability support <strong>and</strong> leadership<br />
programs (p.6)<br />
• substantially increased our support, through Vista, providing<br />
support to children requiring crisis support <strong>and</strong> out-of-home care,<br />
including sibling groups<br />
• fostered community capital through a low-cost loan<br />
to the Frankston Peninsula Carers Group for their new<br />
accommodation facility at Hastings (p.10)<br />
• provided support to older carers through the Ageing Carers<br />
Initiative, the National Respite for Carers Program <strong>and</strong><br />
the new Respite for Older Carers project in four regions<br />
(pp.8 & 28)<br />
• continued with our innovative auspiced projects such as<br />
DirectLife, Yoorooga <strong>and</strong> WinAccom (p.20)<br />
• received a grant from the Victorian Government’s<br />
Sustainability Fund for our innovative SustainAbility Project,<br />
which fosters environmental action for people with disabilities<br />
living in group housing (p.12)<br />
• continued our support of National Disability Services <strong>and</strong><br />
Disability Professionals Victoria<br />
• introduced our Leadership Development Program (p.4)<br />
The Governor of Victoria, Professor David de Kretser AC,<br />

The importance of QUALITY<br />
One of the most important aspects of our organization is our focus on<br />
providing quality services for the people we support.<br />
This focus on quality enables us to identify <strong>and</strong> meet the needs of the people<br />
we support <strong>and</strong> measure their satisfaction with our services.<br />
Early in <strong>2008</strong>, we appointed Rebecca Bradshaw <strong>and</strong> Sarah Wright,<br />
who form our Systems <strong>and</strong> Quality team. “Our aim is to always support<br />
the achievement of the best possible outcomes for people we<br />
support,” Sarah said.<br />
“Quality is about the people we support, their families, our staff <strong>and</strong><br />
systems,” said Rebecca. “Quality is everyone’s business.”<br />

Our Team of LEADERS<br />
We are able to deliver high quality services<br />
to people we support because of our great<br />
staff team.<br />
Staff achievements <strong>and</strong> leadership in <strong>2008</strong> include:<br />
• Ashleigh Wilkie, <strong>EW</strong>TF disability support<br />
worker, received the University of Ballarat<br />
Vice Chancellor Award at her graduation<br />
• M<strong>and</strong>y Littlehales, <strong>EW</strong>TF team leader, had<br />
her image <strong>and</strong> story in the “Care to make a<br />
Difference” exhibition by the Victorian Council<br />
of Social Services<br />
• Jenny Hammett, i-GAIN Chief Executive<br />
Officer, received the Department of Human<br />
Services Ethel Temby Scholarship to study<br />
community inclusion of people with disabilities<br />
in North America<br />
• Carolynne Smith, <strong>EW</strong>TF Area Manager,<br />
<strong>and</strong> Caroline Sarah, <strong>EW</strong>TF Ageing<br />
Carers Initiative Coordinator, both<br />
received NDS Distinguished Service<br />
Awards for their outst<strong>and</strong>ing<br />
contribution. Carolynne has<br />
challenged traditional cultures <strong>and</strong><br />
models in Shared Supported<br />
Accommodation; <strong>and</strong> Caroline has<br />
galvanised the families <strong>and</strong> carers<br />
she works with in this multi-agency<br />
project through the ‘power of<br />
story-telling’ <strong>and</strong> shared<br />
experiences.<br />
Congratulations to all these individuals,<br />
<strong>and</strong> to all our staff for their work<br />
throughout the year.<br />
Leadership Development Program <strong>2008</strong><br />
Our inaugural Leadership Development Program <strong>2008</strong><br />
has allowed 10 of our leadership team to hear from<br />
leaders across the community such as Ann Barker<br />
MP; Kellie Watson, Sustainability Victoria; Richard<br />
Bluck, Executive Director Leadership Victoria;<br />
Professor Rob Adams, Urban Design Melbourne<br />
Caroline Sarah <strong>and</strong><br />
Carolynne Smith,<br />
winners of <strong>2008</strong><br />
NDS Distinguished<br />
Service Awards.<br />
Ashleigh Wilkie, who is a direct<br />
support worker at two of our<br />
Ballarat houses, has been studying<br />
case management, a Diploma in<br />
Community Service Management,<br />
<strong>and</strong> Certificate IV in Aged Care.<br />
She also has Certificates IV in<br />
Alcohol <strong>and</strong> Drugs, Youth Work,<br />
Mental Health <strong>and</strong> Disability.<br />
She says working at <strong>EW</strong> <strong>Tipping</strong><br />
Foundation is challenging <strong>and</strong><br />
enjoyable. “I like helping people<br />
out <strong>and</strong> see them achieve things,<br />
<strong>and</strong> know that I have been a part<br />
of it,” she said.<br />

during their field trip to CERES Community<br />
Environment Park.<br />
City Council. Our emerging leaders have found the<br />
seven sessions stimulating, inspiring <strong>and</strong> challenging:<br />

skill <strong>and</strong> experiences to share with us. The program<br />
has developed my confidence in my role as a leader.<br />
It has been insightful <strong>and</strong> inspiring.”<br />

Our FINANCES<br />
The <strong>EW</strong> <strong>Tipping</strong> Foundation, in<br />
conjunction with Vista (formerly Victorian<br />
Person Centred Services) <strong>and</strong> i-GAIN<br />
Quality Learning, provides support to<br />
over 1300 people across Victoria.<br />
The Foundation continues to be in<br />
good financial health. Payments to the<br />
Foundation <strong>and</strong> network partners from<br />
Government, from people choosing us<br />
to provide their services, from donors<br />
<strong>and</strong> from other sources reached more<br />
than $24 million in 2007-08.<br />

We recorded a responsible operating<br />
surplus, almost all of which is being<br />
invested in a range of new capital <strong>and</strong><br />
service development projects, as well<br />
as increasing our infrastructure to be<br />
able to support such rapid growth.<br />
The Foundation engaged accounting<br />
firm Saward Dawson to undertake a<br />
full audit of our financial activities for<br />
the 2007-08 financial years.<br />

Jeff raised approximately $100 for ‘Shave for a<br />
Cure’. “I enjoy getting involved in fundraisers<br />
that are for a good cause,” he said.<br />

continue our vision <strong>and</strong> mission.<br />

GAINING an ally<br />

i-GAIN Quality Learning<br />
<strong>and</strong> the <strong>EW</strong> <strong>Tipping</strong><br />
Foundation have both been<br />
providing community<br />
services in Gippsl<strong>and</strong> for<br />
more than 30 years.<br />
Early in <strong>2008</strong>, we<br />
announced our intention<br />
to form an alliance from<br />
1 July, leading the way in<br />
showing how community<br />
groups can work together.<br />
i-GAIN, a registered training<br />
organization, provides<br />
educational <strong>and</strong> training<br />
services, disability services,<br />
<strong>and</strong> auspices the renowned<br />
Gippsl<strong>and</strong> Community<br />
Leadership Program.<br />
“We believe there are<br />
significant benefits in this<br />
alliance for the communities<br />
we support,” said i-GAIN<br />
Chief Executive Officer<br />
Jenny Hammett.<br />
“These include exp<strong>and</strong>ing,<br />
developing <strong>and</strong> increasing<br />
the effectiveness of our<br />
services. It also means we<br />
can share ideas, improve<br />
practice, <strong>and</strong> raise<br />
efficiency which will allow<br />
us to invest more funding<br />
into services.”<br />
As part of the alliance,<br />
the two organisations are<br />
planning a ground-breaking<br />
– perhaps world first –<br />
project looking at best<br />
practice in disability day<br />
programs. This project aims<br />
to pilot best practice in<br />
disability services in<br />
Gippsl<strong>and</strong>, providing new<br />
opportunities for people<br />
with disabilities.<br />
The Gippsl<strong>and</strong> Community Leadership Program<br />
provides a unique opportunity for participants to<br />
develop influence <strong>and</strong> foster a community vision.<br />

TERRY’S Tuesdays<br />
Terry <strong>and</strong> James head out to the course for their weekly game of golf<br />
Terry Meade of Ballarat looks forward to Tuesdays with<br />
a passion.<br />
It’s the day he gets out to play several hours of golf with<br />
his Vista staff member, James.<br />
Terry receives five hours of support every week from Vista<br />
as part of its federally-funded dementia support program,<br />
leading the way in showing how creative support can be.<br />
Terry, 83, was diagnosed with dementia after suffering a<br />
stroke nearly two years ago.<br />
Until then, he had been very active. “When we were told<br />
the support hours were for whatever Terry wanted to do,<br />
I knew that he really wanted to try <strong>and</strong> continue to play<br />
golf,” said his wife Jill.<br />
Every Tuesday, Terry <strong>and</strong> James head out for a round on<br />
the golf course, often playing up to 18 holes.<br />
“Golf gives Terry a sense of normalcy in his daily life;<br />
a sense of achievement in completing a round,” said Jill.<br />
“It also keeps him physically <strong>and</strong> mentally alert.”<br />
For Terry, it’s also a chance for some male company.<br />
“James is very attuned to my way of thinking,” said Terry.<br />
“We suit each other really well.”<br />
For Jill, it’s a break from caring. “I was just beginning to<br />
feel like I never had a break,” she said. “The program has<br />
been great for both of us.”<br />

A SECURE future<br />
“Either we can stay victims of<br />
the system, or we can do<br />
something about it.”<br />
Those are the words of Marie<br />
Hell from the Frankston/<br />
Peninsula Carers Association,<br />
which is determined to lead<br />
the way in building a new<br />
accommodation facility at<br />
Hastings to provide a home<br />
lifestyle <strong>and</strong> secure future for<br />
adults with intellectual disability.<br />
The group is aiming at<br />
something different; a mix of<br />
independent <strong>and</strong> shared living<br />
units together with supported<br />
accommodation that will provide<br />
a home for up to 15 people.<br />
It will also provide training in<br />
independent living skills, respite<br />
<strong>and</strong> carer support.<br />
“We listened to carers <strong>and</strong><br />
people with disabilities <strong>and</strong> they<br />
all want a small community<br />
setting where the residents can<br />
live independently with on-site<br />
support,” said Marie. “It will also<br />
give people an opportunity to<br />
move from home to independent<br />
living.”<br />
Already, the group has obtained<br />
funding of $200,000 from the<br />
Mornington Peninsula Shire<br />
Council, <strong>and</strong> a low interest loan<br />
from the <strong>EW</strong> <strong>Tipping</strong> Foundation.<br />
CEO Richard Dent says that part<br />
of the role of the Foundation is<br />
showing leadership in fostering<br />
community capital. “This is a<br />
great project <strong>and</strong> we are proud<br />
to be able to support it,” he said.<br />

We can all be leaders for the ENVIRONMENT<br />
Maggie Riddington <strong>and</strong> Deb, a person<br />
we support through Vista, take the<br />
lead in environmental action through<br />
the “Earth to Earthlings” group in<br />
Warragul. The group helps to keep<br />
parks <strong>and</strong> gardens rubbish-free.<br />
Now everyone at <strong>EW</strong> <strong>Tipping</strong><br />
Foundation can be a leader<br />
in taking action for our<br />
environment, through our<br />
innovative SustainAbility<br />
Project, which has<br />
been funded by the<br />
Victoria Government’s<br />
Sustainability Fund.<br />
Project Officer, Kate Lowe,<br />
is already working closely<br />
with residents <strong>and</strong> staff in our<br />
houses to look at ways that<br />
residents can choose to save<br />
energy <strong>and</strong> water <strong>and</strong> reduce<br />
waste. As well, people we<br />
support will be able to<br />
develop their own interests<br />
in areas such as creating<br />
veggie gardens, joining local<br />
community groups, or giving<br />
presentations <strong>and</strong> advice<br />
to other groups about what<br />
they have achieved.<br />
“This project will provide<br />
training <strong>and</strong> resources<br />
across all of our houses<br />
so that everyone can take<br />
part <strong>and</strong> find a way to<br />
contribute,” said Chief<br />
Executive Officer<br />
Richard Dent.<br />
“We will promote the project<br />
<strong>and</strong> share the materials<br />
we develop throughout<br />
the disability sector for<br />
other organisations to use.<br />
This is a great opportunity<br />
for people with disability<br />
to make a difference in the<br />
community,” said Richard.<br />
“The environment is<br />
everyone’s concern.”<br />
The Victorian Government Sustainability Fund supports innovative projects that foster<br />
sustainable resource use <strong>and</strong> have economic social benefits for Victorians.<br />
The Sustainability Fund is administered by the Victorian Treasurer <strong>and</strong> the Minister for<br />
Environment <strong>and</strong> Climate Change <strong>and</strong> managed on behalf of the Government by<br />
Sustainability Victoria.<br />

A FAMILY Affair<br />
It’s not very often that you<br />
have husb<strong>and</strong>, wife <strong>and</strong> son<br />
on the same fundraising<br />
committee.<br />
Leo <strong>and</strong> Joan, <strong>and</strong> their son<br />
Sean, are all members of the<br />
<strong>EW</strong> <strong>Tipping</strong> Foundation<br />
Ballarat Committee, showing<br />
leadership, raising funds <strong>and</strong><br />
increasing awareness for<br />
people with disabilities.<br />
The Callinans <strong>and</strong> other<br />
dedicated committee<br />
members have raised<br />
thous<strong>and</strong>s of dollars through<br />
events like trivia nights <strong>and</strong><br />
golf days, as well as raising<br />
awareness of disability issues.<br />
“There’ll never be enough<br />
resources for people with<br />
disabilities,” said Joan. “But I<br />
think things are getting better.<br />

“Leadership through Community Support”<br />
Their reason for involvement<br />
is very personal. Leo <strong>and</strong><br />
Joan’s son, <strong>and</strong> Sean’s twin<br />
brother, Kieran, was one of<br />
the first residents in the<br />
<strong>EW</strong> <strong>Tipping</strong> shared supported<br />
house in Edwards Street,<br />
Ballarat, when it opened<br />
nine years ago.<br />
When Leo decided to step<br />
down as Chairman, Sean, 43,<br />
took over – keeping it in the<br />
family.<br />
“Really, the main issue is that<br />
people with disabilities just<br />
want to be treated normally.<br />
Kieran hates going out in a<br />
large group of people with<br />
disabilities, because they are<br />
always stared at.<br />
“If people can do one thing to<br />
help, it would be to just treat<br />
people with disabilities like<br />
everyone else.”<br />

Really GOOD FUN<br />
Clinton <strong>and</strong> Trevor prepare dinner in their shared unit<br />
It doesn’t matter what your<br />
age or ability, nearly everyone<br />
wants to be independent.<br />
Clinton <strong>and</strong> Trevor are<br />
enjoying life in their shared<br />
unit. They love getting out<br />
to watch footy games, going<br />
to the movies <strong>and</strong> meeting<br />
their friends. Clinton plays<br />
basketball on a regular basis,<br />
<strong>and</strong> during the day, they both<br />
work for Waverley Industries.<br />
“Their confidence has grown<br />
immensely,” said Project<br />
Coordinator Christine LaRive.<br />
“They now use public<br />
transport <strong>and</strong> taxis, they<br />
have basic budgeting skills,<br />

The two are members of the<br />
DirectLife project, auspiced by<br />

The pair are supported<br />
regularly by Vista staff, who<br />
assist with budgeting, paying<br />
bills, shopping for food <strong>and</strong><br />

CRUISING along<br />
“I had a ball.”<br />
Sun, s<strong>and</strong>, sea <strong>and</strong> lots of fun<br />
were the magic ingredients for<br />
a holiday for five people<br />
supported by the Foundation.<br />
Kevin, John, Penny, Kerry <strong>and</strong><br />
Kim spent eight spectacular<br />
days cruising the South<br />
Pacific on board the Pacific<br />
Sun, visiting places like<br />
Noumea <strong>and</strong> the Isle of Pines.<br />
“I had a ball helping out with<br />
the shipboard survivor<br />
challenge <strong>and</strong> made a friend,<br />
Kelly, who won,” said Kerry.<br />
Others in the group enjoyed<br />
the trips to isl<strong>and</strong>s along the<br />
way, meeting the captain,<br />
the spa, <strong>and</strong> the four wheel<br />
drive tour.<br />
The holiday was a pilot project<br />
for the residents <strong>and</strong> staff who<br />
accompanied them.<br />
“In the past, the only option<br />
for people we support to go<br />
on holiday was to use a<br />
supported holiday with a<br />
specific disability tour<br />
provider,” said Senior<br />
Coordinator Joanne Ploog.<br />
“But we wanted more<br />
independence <strong>and</strong> choice,<br />
so we said ‘let’s go it alone’ ”.<br />
So a small group of friends<br />
were supported to have an<br />
independent holiday.<br />
Several months of planning<br />
went into the event, which<br />
became a reality in October<br />
2007.<br />
“The holiday was very<br />
affordable <strong>and</strong> it allowed the<br />
people we support to do the<br />
tours <strong>and</strong> activities they<br />
chose,” said Joanne. “It was<br />
all about the individual <strong>and</strong> for<br />
the individual.”<br />

COOKING up a storm<br />

People with disabilities in West Gippsl<strong>and</strong> have had a<br />
great chance to bond over dinner.<br />
The Yoorooga Project launched a six-month initiative,<br />
a community kitchen, with funding assistance from<br />
the <strong>EW</strong> <strong>Tipping</strong> Foundation as part of our aim to<br />
foster leadership in the disability sector.<br />
Participants were able to shop for ingredients,<br />
prepare <strong>and</strong> cook the meal, sit together to share their<br />
creation, <strong>and</strong> plan a meal for the following week.<br />
“The kitchen allowed people to learn skills not only<br />
in meal preparation, but also in nutrition, food<br />
h<strong>and</strong>ling, hygiene <strong>and</strong> safety, budgeting, teamwork,<br />
networking <strong>and</strong> shopping,” said Project Coordinator<br />
Kerryn Vaughan.<br />
“People living independently can become quite<br />
isolated <strong>and</strong> lonely, often causing depression.<br />
“We hope this project will create some<br />
genuine <strong>and</strong> long-lasting friendships.”<br />
Yoorooga is a family governed project that assists<br />
people with disabilities to live independently. It is<br />
directed by a Governance Group, funded by the<br />
Department of Human Services <strong>and</strong> auspiced by the<br />
<strong>EW</strong> <strong>Tipping</strong> Foundation.<br />

Controlling your own money helps control your own destiny<br />
PILOTING payments<br />
The <strong>EW</strong> <strong>Tipping</strong> Foundation<br />
Corporate Services team took<br />
the lead this year in helping<br />
people take charge of their<br />
service.<br />
Financial Controller Katie<br />
Davies <strong>and</strong> her team<br />
participated in a Department of<br />
Human Services pilot called<br />
the “Direct Payments Project”.<br />
“The Department transferred<br />
an agreed amount of funding<br />
directly to a person with a<br />
disability, in line with an agreed<br />
plan,” said Katie.<br />
“The person with a disability<br />
then had more flexibility <strong>and</strong><br />
control over their services.<br />
For instance, they could<br />
decide whether they wanted<br />
support on a public holiday,<br />
which would cost more<br />
because of penalty rates,<br />
or whether they would save<br />
that money <strong>and</strong> have a<br />
holiday later.”<br />
The pilot was a steep learning<br />
curve for both our Corporate<br />
Services team <strong>and</strong> the<br />
individuals being supported.<br />
“People learned just how<br />
complex the whole system is –<br />
things like WorkCover, sick<br />
leave, staffing issues,” said<br />
Katie. “But it was also a<br />
positive experience – it was<br />
empowering for the people<br />
we support to learn more<br />
about what we do, <strong>and</strong> we<br />
learnt how to communicate<br />
better in the process.”<br />
“After all, we want people to<br />
live their lives, not just receive<br />
support.”<br />

PEACE of mind<br />
Jules always had a smile for everyone<br />
Julian Vivian – better known as Jules –<br />
loved staying at our new respite house in<br />
Bacchus Marsh.<br />
“I love going there – I can go into my room<br />
to have some time to myself or I can do<br />
great stuff with my friends,” he said.<br />
His Mum Glenis said Jules’ first request after<br />
staying at the house was: “When can I go<br />
back?” He didn’t want to come home –<br />
he wanted to stay longer.<br />
For Glenis, the new house was a godsend.<br />
Jules’ complicated medical care, as well<br />
as his disability, meant that finding respite<br />
places for him as a young adult has<br />
been difficult.<br />
Over the past four years, Glenis has built<br />
a solid relationship with the <strong>EW</strong> <strong>Tipping</strong><br />
Foundation, both as a member of the<br />
community committee leading the way in<br />
helping to build the new respite house, <strong>and</strong><br />
as a mum whose son received support.<br />
“When I met Claire from <strong>Tipping</strong> <strong>and</strong> we<br />
arranged for carer support at home, I was<br />
a bit doubtful,” she said. “But Claire assured<br />
me there wouldn’t be any problems, <strong>and</strong><br />
there never has been. The <strong>Tipping</strong> staff<br />
have been wonderful. I can’t speak highly<br />
enough of them – they have become our<br />
very dear friends.”<br />
Jules’ staff provided support several days<br />
a week, including activities at home <strong>and</strong> in<br />
the community. Many also work at the<br />
respite house.<br />
“It meant peace of mind for me,” said<br />
Glenis. “I knew I could go away <strong>and</strong> Jules<br />
would be cared for <strong>and</strong> well supported.”<br />
People we support sometimes have<br />
complex medical conditions: Julian died<br />
not long after this article was written.<br />
He is greatly missed by his family, friends<br />
<strong>and</strong> staff. This story is a tribute to Julian;<br />
he was just 21.<br />

Bermingham has seen<br />
her dream of swimming<br />
come true.<br />
Because she uses a<br />
wheelchair, swimming has<br />
always been a difficult<br />
proposition for Maree.<br />
However, her support staff at<br />
the <strong>EW</strong> <strong>Tipping</strong> Foundation,<br />
with assistance from many<br />
others, have found a way to<br />
make it work.<br />
The team at the shared<br />
supported accommodation<br />
home in Maffra where Maree<br />
lives, formed strong<br />
partnerships with staff at the<br />
Maffra Swimming Pool <strong>and</strong><br />
the George Gray Centre.<br />
“We were also able to identify<br />
some improvements in<br />
procedure, signage <strong>and</strong><br />
equipment at the pool which<br />
would help not only Maree<br />
but also many others who<br />
access the hydrotherapy pool.<br />
The team at the pool were<br />
only too happy to help.”<br />
Maree is now able to swim<br />
on a regular basis, both with<br />
her staff at the <strong>EW</strong> <strong>Tipping</strong><br />
Foundation <strong>and</strong> the George<br />
Gray Centre.<br />
“Everyone has worked<br />
together to make Maree’s<br />
goal a reality,” said Pauline.<br />
“This is a great example of<br />
how communities are<br />
becoming more <strong>and</strong> more<br />
inclusive. Maffra should<br />
be proud!”<br />
“We investigated safety issues<br />
with the pool management<br />
team, <strong>and</strong> we organised staff<br />
to complete a swimming<br />
certificate,” said staff member<br />

If the Loddon Mallee’s Ageing<br />
Carers Initiative had a “poster”<br />
family, it would probably be<br />
the Stubbings.<br />
Jo <strong>and</strong> her parents Bill <strong>and</strong><br />
Theresa have been involved in<br />
the project since it began two<br />
years ago.<br />
The Initiative provides support<br />
<strong>and</strong> planning to older people<br />
who are caring for someone<br />
with a disability.<br />
“It really opened our eyes,”<br />
said Bill. “We never thought<br />
about what would happen to<br />
Jo when we died; I guess we<br />
just thought the family would<br />
look after her.”<br />
Now everyone in the family<br />
has an entirely different<br />
outlook. They have all shared<br />
in the planning of Jo’s future<br />
with facilitator David Silvagni,<br />
looking at options like shared<br />
supported accommodation or<br />
a family unit.<br />
Jo is also being supported<br />
once a fortnight to do trips<br />
<strong>and</strong> activities, developing her<br />
confidence <strong>and</strong> skills, <strong>and</strong><br />
giving Bill <strong>and</strong> Theresa a break<br />
from their carers’ role.<br />
“I hope to move out of home<br />
one day, because I want to<br />
live my life like everyone else,”<br />
said Jo.<br />
“When you’re caring for a<br />
child with a disability, you<br />
don’t like to think about the<br />
future but it’s terribly, terribly<br />
important that you do,” said<br />
Bill. “We all found it difficult to<br />
talk about at times, but the<br />
Initiative has led the way in<br />
steering us into a positive <strong>and</strong><br />
definite direction.<br />
“What do they say – there’s<br />
nothing more definite than<br />
change?”<br />

training, leadership development,<br />
child <strong>and</strong> youth services <strong>and</strong> aged<br />
care services, as well as our disability<br />
accommodation, homecare <strong>and</strong> other<br />
community services.<br />
And we have so much more to do.<br />
We are seeking more people who want to<br />
be supported by us. We are seeking other<br />
partners for our network: organisations<br />
with a local focus who want to benefit<br />
from our strength <strong>and</strong> infrastructure.<br />
We are seeking talented individuals<br />
to join our paid <strong>and</strong> volunteer teams.<br />
We are seeking community donations.<br />
We are seeking change in Victoria.<br />
Our network’s services have changed this<br />
year. Though our partner i-GAIN, we now<br />
have a substantial presence in industry<br />
training <strong>and</strong> a world-class community<br />
leadership program. Through our partner<br />
Vista we are now one of the largest<br />
providers of out-of-home care for young<br />
people. And although the Foundation has<br />
traditionally been a disability organisation,<br />
we are committed to offering a much<br />
broader range of community services,<br />
with disability comprising around 50%<br />
of our activity by 2012.<br />
We are supported by a wonderful team<br />
of committed, passionate, dedicated<br />
staff. Congratulations to each <strong>and</strong> every<br />
one of them <strong>and</strong> on behalf of all the<br />
people we support, we give them our<br />
heartfelt thanks.<br />
We thank also the many organisations<br />
<strong>and</strong> individuals who have helped us<br />
achieve our mission: the Department of<br />
Human Services, the Transport Accident<br />
Commission, the Department of Families<br />
Housing Community Services <strong>and</strong><br />

the Foundation. The Board ensures we<br />
uphold the values <strong>and</strong> philosophies<br />
that are so important to our identity<br />
as an organisation <strong>and</strong> which have<br />
inspired generations with the legacy<br />
of Bill <strong>Tipping</strong>.<br />
In <strong>2008</strong> two long-st<strong>and</strong>ing Board<br />
members – Ray Snell <strong>and</strong> Rex Hobson –<br />
retired, having served for 10 <strong>and</strong> 36 years<br />
respectively. We are profoundly grateful<br />
for their support over such a long period<br />
of time. We also welcome new Board<br />
members Ernest Barr, Corinna Dieters<br />
<strong>and</strong> Geoff Donovan, all of whom bring<br />

In 2009 we will be building our new<br />
strategic plans. We will be increasing<br />
our focus on service quality, workforce<br />

<strong>EW</strong> <strong>Tipping</strong> Foundation is a not-for-profit<br />
community organisation providing support to<br />
members of the Victorian community since 1970.<br />
The <strong>EW</strong> <strong>Tipping</strong> Foundation is named after<br />
<strong>EW</strong> (Bill) <strong>Tipping</strong>. Bill was a journalist for the<br />
Melbourne Herald who wrote passionately about<br />
people with disabilities <strong>and</strong> about other social<br />
issues. When Bill died, there was a<br />
large public meeting in Melbourne to form the<br />
<strong>EW</strong> <strong>Tipping</strong> Foundation. Today the Foundation<br />
continues to enjoy the support of many thous<strong>and</strong>s<br />
of people across Victoria, including our<br />
distinguished patrons.<br />

Together, we employ more than 1000 staff in a variety of roles ranging from our<br />
frontline team working directly with the people we support, to our management<br />
<strong>and</strong> support team assisting in the background.<br />
