Introduction<br />

This 3 rd edition of the <strong>Step</strong> By <strong>Step</strong> Guide aims<br />

to simplify the transition period for newly<br />

arrived expatriates in Russia, as well as serve<br />

as an information guide to those who may be<br />

considering relocating to Russia, or who have<br />

already made Russia their new home.<br />

In this edition, we have identified 5 themes<br />

to focus on.<br />

Immigration to Russia has always been a<br />

hot topic, as the rules for work permits and<br />

visas were in constant flux. The recent introduction<br />

of special work permits for Highly Qualified<br />

Specialists has greatly eased the difficulties<br />

involved in attracting experienced expatriate<br />

talent to Russia, and we dedicate one section<br />

of the book to explaining the rules in this area.<br />

The import and export of Household Goods<br />

has been a contentious area since the introduction<br />

of a tariff on these items in 2010. This<br />

and other topics concerning bringing goods in<br />

and out of Russia are covered in the ‘Moving<br />

to Russia’ section.<br />

The ‘Living in Russia’ section of the guide<br />

covers the practical aspects of life in Russia,<br />

the ‘dos and don’ts’, popular residential areas<br />

in Moscow, international schools, expatriate<br />

business and social organisations, and so on.<br />

This year we have also looked at Yekaterinburg<br />

as an expatriate destination, and given<br />

an overview of life in this city.<br />

expatriate that are a must-read for all expats<br />
