1.1 SMALL ENTERPRISE TECHNOLOGY UPGRADING PROGRAM<br />

(SET-UP)<br />

1.1.1 Background<br />

The Department of Science and Technology (<strong>DOST</strong>) initiated<br />

in 2002 the Small Enterprises Technology Upgrading Program (SET-<br />

UP) to provide Philippine SMEs with a comprehensive package of<br />

S&T service and facilities that would improve their competitiveness<br />

and productivity.<br />

These assistance come in the following modes:<br />

a. Technology acquisition<br />

b. Product testing and standards<br />

c. Packaging and labeling<br />

d. Consultancy and advisory services<br />

e. Database and Information Management System<br />

f. Linkaging and networking<br />

1.1.2 Priority Sectors<br />

The SET-UP covers the following priority sectors:<br />

a. Food Processing<br />

b. Furniture and home furnishings<br />

c. Gifts, Holiday Decors and Fashion Accessories<br />

d. Marine and aquatic resources<br />

e. Horticulture<br />

1.2 SET-UP IN CENTRAL VISAYAS<br />

1.2.1 Profile of Central Visayas<br />

Central Visayas or Region <strong>VII</strong> together with the Eastern<br />

Visayas (Region <strong>VII</strong>I) and Western Visayas (Region VI) regions<br />

compose the Visayas group. (Figure 1 shows the map of the region<br />

and Table 1 presents a brief profile of Central Visayas.)<br />

1.2.3 SET-UP Projects in Central Visayas<br />

Since 2002, there are 196 SET-UP projects in the region.<br />

The classification of core funded and non-core funded SET-UP<br />

projects are just convenient terms to separate those projects that<br />

incorporate national SET-UP assistance funds, as follows:<br />

Core funded SET-UP Projects: Projects directly provided with<br />

technology acquisition assistance where the beneficiary goes into a<br />

rental agreement because they are not yet capable to fully acquire the<br />

technology on their own.<br />

Non-core funded SET-UP Projects: The projects do not require<br />

rental agreement for technology acquisitions. Usually, these<br />

beneficiaries have the resources to get these technologies.<br />

HIGHLIGHTS OF ACCOMPLISHMENTS<br />

I. TECHNOLOGY TRANSFER AND COMMERCIALIZATION<br />

A. Technology Acquisition and Upgrading<br />

For <strong>CY</strong> <strong>2008</strong>, a total of two hundred thirty four (234) S&T interventions<br />

were infused/rendered assisting one hundred ninety six (196) existing<br />

firms/SMEs in the region. These interventions resulted to a.) generation of<br />

additional two thousand four hundred ninety seven (2,497) man-months<br />

employment ; b.) generation of fifty four million two hundred thirty eight<br />

(P54,238,000) total gross sales of the assisted firms; and c.) Twenty one<br />

percent (21%) average improvement in productivity per firm.<br />

II.<br />

S&T SERVICES<br />

A. Testing and Calibration Services<br />

The <strong>DOST</strong> 7 Regional Standards and Testing Center (RSTC) has<br />

served one thousand twenty four (1,024) clients and assisted five hundred<br />

fifty seven (557) firms in maintaining high quality product standards through<br />

provision of four thousand one hundred seventy nine (4,179)<br />

testing/calibration services. In return, a total of One Million Eight Hundred<br />

Twenty Two Thousand Pesos (P1,822,000) income was generated and<br />

testing and calibration services given to some firms valued at Thirty Three<br />

Thousand Pesos (P33,000).<br />

B. Packaging and Labeling<br />

With the collaborative efforts of <strong>DOST</strong> 7 and the <strong>DOST</strong> Packaging<br />

Research and Development Center (PRDC, fifty three (53) firms were<br />

assisted with the provision of seventy four (74) S&T interventions such as<br />

package development, label designs, product/process development and<br />

nutrition information assistance. These interventions result to ten (10) new<br />

markets penetrated and increase in sales by One Million One Hundred Fifty<br />

Thousand Pesos (P1,150,000).<br />

services to one million fifty five thousand (1,055,000) clients.<br />

D. Technology Training<br />

As one of the strategies to assist SMEs, a total of one hundred eleven<br />

(111) technology trainings for manpower development on key production and<br />

other related areas were conducted with two thousand one hundred twenty<br />

eight (2,128) participants for four hundred eighty eight (488) firms.<br />

C. S&T Promotion<br />

With the thrust to nurture an S&T culture and enhance S&T<br />

awareness in the region, <strong>DOST</strong> 7 continued to develop and conduct S&T<br />

promotion activities and programs. This is facilitated by a total of one hundred<br />

fifty nine (159) press releases, thirty one (31) of which are released in radio,<br />

one hundred twenty one (121) are in print and seven (7) are through<br />

<strong>DOST</strong> while eleven (11) fairs are sponsored by other agencies. Fourteen (14)<br />

press conferences and interviews also helped to promote the programs and<br />

services of <strong>DOST</strong> 7.<br />
