THE CONFERENCE
The 13th Annual International Conference of the Technical Consultancy Development Program for Asia
& Pacific (TCDPAP) was organized to enhance effectiveness in promoting consulting business worldwide
and opening opportunities to global partnership utilizing the WTO context. The Kathmandu Conference
themed: “Making Globalization Work: The Role of Consultants” has become most relevant event for
the Governments, Consultants and the Donors for direct interaction and sharing of experience thereby
enhancing a favourable consultancy business climate. Each Conference day was programmed with
opportunities to interact, debate and learn through the knowledge of distinguished participants.
The Conference became global platform for sharing experience and knowledge on consulting business.
The nine Country Representatives from TCDPAP member countries made presentations on the status
of the Consulting Industry in their countries, namely Bangladesh, China, India, Malaysia, Nepal,
Pakistan, Srilanka, Thailand, and Uzbekistan. Similarly, the government organizations and private sector
participants shared the information on business opportunities in Nepal through seven brilliant papers.
Sixteen Theme Papers were presented by participants of TCDPAP member countries. Main technical
sessions were divided into 3 segments: country papers, business opportunities for consultants in Nepal
& theme papers. A Total 32 papers were presented; 9 country papers, 7 business opportunities & 16
theme papers.
The Organizers
The Main Organizers of the Conference were the Society of Consulting Architectural and Engineering
Firms (SCAEF), Nepal and TCDPAP supported by FIDIC/ASPAC.
SCAEF
Established in 1990, the Society of Consulting Architectural and Engineering Firms (SCAEF) was entrusted
to help and promote the consulting business as a service industry of the country. Currently, SCAEF had
the membership strength of 78 consulting firms operating in the country. SCAEF is the national apex
body of the consulting industry as recognized by the Government of Nepal (GON).
SCAEF represents the country in the international consulting organizations such as FIDIC and TCDPAP. The
GON, Ministry of Physical Planning and Works in the line Ministry supporting SCAEF for developing and
strengthening the Consulting Industry in Nepal. SCAEF has been nominated by GON as a member of the
Construction Business Development Council (CBDC). SCAEF along with the Federation of Contractors’
Association (FCAN) and Nepal Engineering College is the founder member of the Construction Industry
Training Centre, established in 2001 for capacity building of stakeholders of the industry such as
Consultants, Contractors, Suppliers and Clients.
