Title VI<br />

The Civil Rights Act of 1964, as amended, and its<br />

implementing regulations provide that no person shall<br />

be subject to discrimination on the basis of race, color<br />

or national origin under any program or activity that<br />

receives Federal financial assistance. Section 601 of<br />

Title VI of the Civil Rights Act of 1964, 42 U.S.C.<br />

2000d<br />

“national origin” = individuals who have a limited<br />

proficiency with the English language and their<br />

primary language is not English.<br />

“limited English proficiency” or LEP.<br />
