NOTICE INVITING PRE-QUALIFICATION (NIP)
NIP NO. HRBC/PL. & DN./09 of 2012-2013 Dated 04.09.2012
Name of Project: Construction of Aliah University Campus with 18 (eighteen) storied Tower
Building including all civil works, sanitary & plumbing works, internal and
external electrification works, elevators and other ancillary works,
at New Town, Rajarhat, West Bengal.
1) Hooghly River Bridge Commissioners (HRBC) under Transport Department, Govt. of West
Bengal invites applications for pre-qualification of experienced and reputed engineering firms /
Joint Ventures to carry out construction of the above project.
2) Scope of work: The University campus shall accommodate the main tower block of 18
(eighteen) floors with basement along with other low height structures like Laboratory &
Workshops, Library Block, Administrative Block, Auditorium etc. The work broadly comprises
of piling, pile-cap / raft foundation, basement & superstructure work along with sanitary &
plumbing work including vertical stack, underground & O/H reservoirs, internal electrification
work, supply/erection/commissioning of elevators, supply/installation of A.C. machines, fire
fighting, sewerage system, internal roads, street lighting, landscaping, car parking etc for
proposed Aliah University Campus at New Town, Rajarhat, West Bengal.
3) Estimated cost of the Project: Rs. 286.00 crore (approx.).
4) Time of completion: 24 (twenty four) months.
5) Eligibility of the Agency: Eligibility for prequalification will be judged based on the following
parameters:
i) Technical and Equipment Capability: List of technical personnel required to be deployed as
also list of machineries and equipment required to be deployed for the project are given in
Annexure – A and Annexure - B respectively. Compliance with the technical and equipment
capability criteria will be considered to be fulfilled if the tenderer submits undertaking to this
effect in the proforma given in Annexure – C.
ii) Financial Capability: To have a minimum average annual turnover of Rs.200 crore during the
last 3 (three) years ending on 31 st March, 2012 and a minimum net worth of at least Rs.20 crore as
on 31 st March, 2012.
All documents in support of financial criteria are to be submitted duly certified by
Chartered Accountant.
iii) Work Experience: Should demonstrate experience in construction of R.C.C. multistoried
building of at least 12 storied tower building resting on piles and pile-cap/raft foundation with
basement including allied utility services like electrical, water supply, sewerage, drainage, fire
fighting etc. The agency must have executed similar type of building with allied works valued at
least Rs.143 crore in a single package during the last 5 (five) years. Value of work executed
earlier may be updated assuming 5% inflation every year for the purpose of deriving value of
works executed. The agency should submit project completion certificate or certificate for
execution of the said value of work done for ongoing projects from competent authority.

6) Joint Venture: A Joint Venture applicant shall not have more than two partners. Each member
shall have to separately submit documents supporting pre-qualification criteria. Lead partner shall
have at least 51% share of holding in the company. Legal and valid agreements among the
partners of the Joint Venture Company will be made indicating a lead partner. The Joint Venture
Agreement will be binding on all the partners jointly and separately. Capabilities of both partners
will be combined to evaluate the eligibility of the Joint Venture Company as stated in Sl. No.5.
7) General: Agencies and each of the partners of joint venture company are requested to submit :-
i) Self attested copies of PAN Card, VAT registration certificate and other relevant documents.
ii) Undertaking for ‘Not Blacklisted and Not involved in Litigation’ shall be submitted as per
proforma given in Annexure – D.
iii) All documents to be submitted must be duly self attested by the authorized representative
of the company.
8. Only firms/ joint ventures prequalified under this procedure will be invited by HRBC to bid for
the contract package. Firm may apply either individually or in a joint venture.
9. HRBC reserves the right to reject any or all prequalification applications or prequalification
process/list and also any or all tenders at any stage without assigning any reason to the applicant.
10. Last date of receipt of Application for prequalification along with all documents in support of
eligibility requirement and other relevant particulars is 12.09.2012 upto 14.00 hrs. at the office of
Director (Pl. & Dn.), HRBC.
11. Interested agencies may consult the HRBC website mentioned below regularly to see
Corrigenda/Addenda which may be issued by HRBC from time to time.
12. This Notice Inviting Prequalification is issued in cancellation of the previous NIP, i.e.,
NIP NO. HRBC/PL. & DN./08 of 2012-2013, dated 03.09.2012, published in different
newspapers.
