Allerdale Local Development Framework LDF Evidence Base 3 The Five Year Supply 2010 - 2015 Allerdale Housing Land Supply The council has identified 132 housing sites across the borough, which will provide 1,186 houses between now and 2016. This equates to a 4.4 year housing land supply based on a target of 267 dwellings per year. This means the Council is 149 houses short of its 5 year target of 1,335 new homes by 2016. Currently the Council has not broken down housing targets by settlement or locality areas. This will be done in the Core Strategy as part of the Local Development Framework process over the next 12 months. For now the housing land supply is presented as a borough wide figure measured against a borough wide target. Land has been identified as follows: Major Planning Approvals (10+ Houses): 736 Minor Planning Approvals (Less than 10 Houses): 244 Existing Allocations: 203 SHLAA Sites: 7 Further details on major sites of 10 or more dwellings, including existing allocations have been given on the following pages. A complete list of sites, including minor approvals, has been provided in Appendix A. Implications of Housing Land Supply It has been established that the Council cannot currently demonstrate a 5 year supply. Currently it falls short of the 5 year target by 195 dwellings. In this instance PPS 3 states that Local Planning Authorities should look more favourably on new applications for housing development, with each new proposal being considered on its own merit. While this may allow for greater flexibility in determining planning applications, it does not mean that new housing applications will automatically be granted permission. Local Planning Authorities will still assess sites with regard to standard development management principles and relevant local and national policies. These include ensuring that development: • Is of a high quality • Achieves a good mix of housing reflecting the accommodation requirements of specific groups, in particular, families and older people 8 Meeting the 5 Year Housing Land Supply
LDF Evidence Base Allerdale Local Development Framework • Is in a suitable location and is environmentally sustainable • Uses land efficiently and effectively • Is in line with planning for housing objectives, reflecting the need and demand for housing in, and the spatial vision for, the area and does not undermine wider policy objectives e.g. addressing housing market renewal issues The Council will be closely monitoring its five year supply.
