Local Development Framework
LDF Evidence Base
1 Summary
Planning Policy Statement 3: Housing (PPS3)
requires Local Planning Authorities to
demonstrate five years of deliverable housing
land within their boundaries.
applications are approved and existing
approvals are implemented.
This document has been produced in
accordance with the guidelines published in
PPS3. It shows Allerdale’s current supply of
deliverable sites which the Council feels will
be developed within the next 5 years.
The Council’s 5 year target has been
established using the original ’Option 1 figure’
from the Regional Spatial Strategy (RSS)
annual target for Allerdale of 267 new houses
per year. This means a total of 1,335 houses
over 5 years.
This document demonstrates that Allerdale
currently has a supply of deliverable
housing land to provide 1,186 new units,
equating to a 4.4 year housing land supply,
64% of which is on previously developed
land. This means a shortfall of 149 new
homes.
The identification and monitoring of available
housing land is an on going process, and the
level of supply will be updated as new
Local Development Framework
2 Methodology
This document puts forward a selection of
deliverable and developable housing sites that
the Council believes will be built within the
next 5 years.
Establishing the 5 Year Housing Target
For the purposes of this document, the
Council considered four possible targets:
• 2,375 - The RSS target covering the
period 2003 to 2021, including residual
shortfall since 2003, translating to 475
dwellings per year
• 1,584 - The RSS target, including the
residual shortfall since 2003, but
extended to 2026 to better reflect the
emerging development plan period,
translating to 317 dwellings per year
• 1,335 - The original RSS annualised
target, without the residual shortfall,
translating to 267 dwellings per year
• 840 - The actual completion rate in
Allerdale over the last five years,
translating to an average 168 dwellings
per year.
It was felt that the two options that include the
residual shortfall in meeting the RSS annual
housing target since 2003 presented an
unrealistic and unsustainable completion rate
when considered in light of the figure for
actual completions over the last 5 years.
However, it was felt that to use the past
completion rate figure would also prove to be
unsustainable in that it did not allow for the
aspirational levels of growth presented within
the Energy Coast Masterplan and could lead
to a stifling of economic development. In light
of this, it was felt that the original RSS figure,
based as it was on evidence that remains
sound, was the most realistic target and would
best reflect anticipated levels of growth until
the Council was able to conduct its own study
into producing a revised housing target.
This document uses the original RSS
target of 267 dwellings to calculate the
Council’s five year housing target of 1,335
new houses by 2016.
Sources of Housing Land
In accordance with guidance on the
identification of a five year supply of housing
land, four main sources of new housing were
considered. These included:
• Outstanding Planning Approvals
These are sites that currently have planning
permission, either full or outline, on which
Meeting the 5 Year Housing Land Supply 5

Allerdale
Local Development Framework
LDF Evidence Base
construction may or may not have
commenced. On larger sites of 3 or more
dwellings where work had not commenced a
year after the date of approval, applicants and
agents were contacted to establish a continued
interest in the site. Only those approvals where
it was felt that work would commence within 5
years were included.
• Existing Housing Allocations
These are sites that have been identified in the
Local Plan as being suitable for housing. They
can be either green or brownfield. Allocations
that were considered unlikely to come forward,
perhaps due a lack of interest or a history of
on-site refusal, were not included. Where it
could be demonstrated that existing allocations
have been subjected to renewed interest, then
these sites have been brought back into
consideration as part of the 5 year housing
land supply.
• Unallocated Brownfield Land
Guidance on the 5 year housing land supply
does allow for the inclusion of sites on
previously developed land (brownfield land)
that, whilst not having a current planning
approval, may have still made considerable
progress through the planning process and are
therefore considered likely to have realistic
prospects of being implemented within the next
5 years. This may include brownfield sites
which are awaiting the signing of Section 106
agreements before full approval can be
granted.
• SHLAA Sites
In some cases sites identified in the Strategic
Housing Land Availability Assessment
(SHLAA) as likely to come forward within the
first 5 years of the plan period were included
within the study. Only SHLAA sites on which
owners or developers had specifically
expressed in interest in developing and which
were within existing settlement limits were
considered.
Deliverability of Housing Land
For each site identified, regardless of type, an
assessment has been made pertaining to its
deliverability. This is, in essence, an
assessment of how likely it is that a particular
site will come forward for development over
the 5 year period.
In order to be considered ’deliverable’ a site
must be:
• Available: The site is currently ready to
be developed.
Local Development Framework
Methodology
• Suitable: The site currently offers a
developable location that would
contribute to the creation of sustainable,
mixed communities.
• Achievable: The site should be
economically viable.
The Five Year Supply 2010 -
2015
Allerdale Housing Land Supply
The council has identified 132 housing sites
across the borough, which will provide 1,186
houses between now and 2016. This equates
to a 4.4 year housing land supply based on a
target of 267 dwellings per year. This means
the Council is 149 houses short of its 5 year
target of 1,335 new homes by 2016.
Currently the Council has not broken down
housing targets by settlement or locality areas.
This will be done in the Core Strategy as part
of the Local Development Framework process
over the next 12 months. For now the housing
land supply is presented as a borough wide
figure measured against a borough wide
target.
Land has been identified as follows:
Major Planning Approvals
(10+ Houses): 736
Minor Planning Approvals
(Less than 10 Houses): 244
Existing Allocations: 203
SHLAA Sites: 7
Further details on major sites of 10 or more
dwellings, including existing allocations have
been given on the following pages. A complete
list of sites, including minor approvals, has
been provided in Appendix A.
Implications of Housing Land Supply
It has been established that the Council cannot
currently demonstrate a 5 year supply.
Currently it falls short of the 5 year target by
195 dwellings. In this instance PPS 3 states
that Local Planning Authorities should look
more favourably on new applications for
housing development, with each new proposal
being considered on its own merit.
While this may allow for greater flexibility in
determining planning applications, it does not
mean that new housing applications will
automatically be granted permission. Local
Planning Authorities will still assess sites with
regard to standard development management
principles and relevant local and national
policies. These include ensuring that
development:
• Is of a high quality
• Achieves a good mix of housing reflecting
the accommodation requirements of
specific groups, in particular, families and
older people
8 Meeting the 5 Year Housing Land Supply

LDF Evidence Base
Allerdale
Local Development Framework
• Is in a suitable location and is
environmentally sustainable
• Uses land efficiently and effectively
• Is in line with planning for housing
objectives, reflecting the need and
demand for housing in, and the spatial
vision for, the area and does not
undermine wider policy objectives e.g.
addressing housing market renewal
issues
The Council will be closely monitoring its five
year supply. Once it can be demonstrated that
5 year targets can be met, then standard
policies will once more apply.
