1 Summary<br />
Planning Policy Statement 3: Housing (PPS3)<br />
requires Local Planning Authorities to<br />
demonstrate five <strong>year</strong>s of deliverable housing<br />
land within their boundaries.<br />
applications are approved and existing<br />
approvals are implemented.<br />
This document has been produced in<br />
accordance with the guidelines published in<br />
PPS3. It shows <strong>Allerdale</strong>’s current <strong>supply</strong> of<br />
deliverable sites which the <strong>Council</strong> feels will<br />
be developed within the next 5 <strong>year</strong>s.<br />
The <strong>Council</strong>’s 5 <strong>year</strong> target has been<br />
established using the original ’Option 1 figure’<br />
from the Regional Spatial Strategy (RSS)<br />
annual target for <strong>Allerdale</strong> of 267 new houses<br />
per <strong>year</strong>. This means a total of 1,335 houses<br />
over 5 <strong>year</strong>s.<br />
This document demonstrates that <strong>Allerdale</strong><br />
currently has a <strong>supply</strong> of deliverable<br />
housing land to provide 1,186 new units,<br />
equating to a 4.4 <strong>year</strong> housing land <strong>supply</strong>,<br />
64% of which is on previously developed<br />
land. This means a shortfall of 149 new<br />
homes.<br />
The identification and monitoring of available<br />
housing land is an on going process, and the<br />
level of <strong>supply</strong> will be updated as new<br />

2 Methodology<br />
This document puts forward a selection of<br />
deliverable and developable housing sites that<br />
the <strong>Council</strong> believes will be built within the<br />
next 5 <strong>year</strong>s.<br />
Establishing the 5 Year Housing Target<br />
For the purposes of this document, the<br />
<strong>Council</strong> considered four possible targets:<br />
• 2,375 - The RSS target covering the<br />
period 2003 to 2021, including residual<br />
shortfall since 2003, translating to 475<br />
dwellings per <strong>year</strong><br />
• 1,584 - The RSS target, including the<br />
residual shortfall since 2003, but<br />
extended to 2026 to better reflect the<br />
emerging development plan period,<br />
translating to 317 dwellings per <strong>year</strong><br />
• 1,335 - The original RSS annualised<br />
target, without the residual shortfall,<br />
translating to 267 dwellings per <strong>year</strong><br />
• 840 - The actual completion rate in<br />
<strong>Allerdale</strong> over the last five <strong>year</strong>s,<br />
translating to an average <strong>16</strong>8 dwellings<br />
per <strong>year</strong>.<br />
It was felt that the two options that include the<br />
residual shortfall in meeting the RSS annual<br />
housing target since 2003 presented an<br />
unrealistic and unsustainable completion rate<br />
when considered in light of the figure for<br />
actual completions over the last 5 <strong>year</strong>s.<br />
However, it was felt that to use the past<br />
completion rate figure would also prove to be<br />
unsustainable in that it did not allow for the<br />
aspirational levels of growth presented within<br />
the Energy Coast Masterplan and could lead<br />
to a stifling of economic development. In light<br />
of this, it was felt that the original RSS figure,<br />
based as it was on evidence that remains<br />
sound, was the most realistic target and would<br />
best reflect anticipated levels of growth until<br />
the <strong>Council</strong> was able to conduct its own study<br />
into producing a revised housing target.<br />
This document uses the original RSS<br />
target of 267 dwellings to calculate the<br />
<strong>Council</strong>’s five <strong>year</strong> housing target of 1,335<br />
new houses by 20<strong>16</strong>.<br />
Sources of Housing Land<br />
In accordance with guidance on the<br />
identification of a five <strong>year</strong> <strong>supply</strong> of housing<br />
land, four main sources of new housing were<br />
considered. These included:<br />
• Outstanding Planning Approvals<br />
These are sites that currently have planning<br />
permission, either full or outline, on which<br />

construction may or may not have<br />
commenced. On larger sites of 3 or more<br />
dwellings where work had not commenced a<br />
<strong>year</strong> after the date of approval, applicants and<br />
agents were contacted to establish a continued<br />
interest in the site. Only those approvals where<br />
it was felt that work would commence within 5<br />
<strong>year</strong>s were included.<br />
• Existing Housing Allocations<br />
These are sites that have been identified in the<br />
Local Plan as being suitable for housing. They<br />
can be either green or brownfield. Allocations<br />
that were considered unlikely to come forward,<br />
perhaps due a lack of interest or a history of<br />
on-site refusal, were not included. Where it<br />
could be demonstrated that existing allocations<br />
have been subjected to renewed interest, then<br />
these sites have been brought back into<br />
consideration as part of the 5 <strong>year</strong> housing<br />
land <strong>supply</strong>.<br />
• Unallocated Brownfield Land<br />
Guidance on the 5 <strong>year</strong> housing land <strong>supply</strong><br />
does allow for the inclusion of sites on<br />
previously developed land (brownfield land)<br />
that, whilst not having a current planning<br />
approval, may have still made considerable<br />
progress through the planning process and are<br />
therefore considered likely to have realistic<br />
prospects of being implemented within the next<br />
5 <strong>year</strong>s. This may include brownfield sites<br />
which are awaiting the signing of Section 106<br />
agreements before full approval can be<br />
granted.<br />
• SHLAA Sites<br />
In some cases sites identified in the Strategic<br />
Housing Land Availability Assessment<br />
(SHLAA) as likely to come forward within the<br />
first 5 <strong>year</strong>s of the plan period were included<br />
within the study. Only SHLAA sites on which<br />
owners or developers had specifically<br />
expressed in interest in developing and which<br />
were within existing settlement limits were<br />
considered.<br />
Deliverability of Housing Land<br />
For each site identified, regardless of type, an<br />
assessment has been made pertaining to its<br />
deliverability. This is, in essence, an<br />
assessment of how likely it is that a particular<br />
site will come forward for development over<br />
the 5 <strong>year</strong> period.<br />
In order to be considered ’deliverable’ a site<br />
must be:<br />
• Available: The site is currently ready to<br />
be developed.<br />

• Suitable: The site currently offers a<br />
developable location that would<br />
contribute to the creation of sustainable,<br />
mixed communities.<br />
• Achievable: The site should be<br />
economically viable.<br />

The Five Year Supply 2010 -<br />
2015<br />
<strong>Allerdale</strong> Housing Land Supply<br />
The council has identified 132 housing sites<br />
across the borough, which will provide 1,186<br />
houses between now and 20<strong>16</strong>. This equates<br />
to a 4.4 <strong>year</strong> housing land <strong>supply</strong> based on a<br />
target of 267 dwellings per <strong>year</strong>. This means<br />
the <strong>Council</strong> is 149 houses short of its 5 <strong>year</strong><br />
target of 1,335 new homes by 20<strong>16</strong>.<br />
Currently the <strong>Council</strong> has not broken down<br />
housing targets by settlement or locality areas.<br />
This will be done in the Core Strategy as part<br />
of the Local Development Framework process<br />
over the next 12 months. For now the housing<br />
land <strong>supply</strong> is presented as a borough wide<br />
figure measured against a borough wide<br />
target.<br />
Land has been identified as follows:<br />
Major Planning Approvals<br />
(10+ Houses): 736<br />
Minor Planning Approvals<br />
(Less than 10 Houses): 244<br />
Existing Allocations: 203<br />
SHLAA Sites: 7<br />
Further details on major sites of 10 or more<br />
dwellings, including existing allocations have<br />
been given on the following pages. A complete<br />
list of sites, including minor approvals, has<br />
been provided in Appendix A.<br />
Implications of Housing Land Supply<br />
It has been established that the <strong>Council</strong> cannot<br />
currently demonstrate a 5 <strong>year</strong> <strong>supply</strong>.<br />
Currently it falls short of the 5 <strong>year</strong> target by<br />
195 dwellings. In this instance PPS 3 states<br />
that Local Planning Authorities should look<br />
more favourably on new applications for<br />
housing development, with each new proposal<br />
being considered on its own merit.<br />
While this may allow for greater flexibility in<br />
determining planning applications, it does not<br />
mean that new housing applications will<br />
automatically be granted permission. Local<br />
Planning Authorities will still assess sites with<br />
regard to standard development management<br />
principles and relevant local and national<br />
policies. These include ensuring that<br />
development:<br />
• Is of a high quality<br />
• Achieves a good mix of housing reflecting<br />
the accommodation requirements of<br />
specific groups, in particular, families and<br />
older people<br />

• Is in a suitable location and is<br />
environmentally sustainable<br />
• Uses land efficiently and effectively<br />
• Is in line with planning for housing<br />
objectives, reflecting the need and<br />
demand for housing in, and the spatial<br />
vision for, the area and does not<br />
undermine wider policy objectives e.g.<br />
addressing housing market renewal<br />
issues<br />
The <strong>Council</strong> will be closely monitoring its five<br />
<strong>year</strong> <strong>supply</strong>. Once it can be demonstrated that<br />
5 <strong>year</strong> targets can be met, then standard<br />
policies will once more apply.<br />

Workington<br />
This brownfield site currently has full permission<br />
for 119 houses, granted in 2008.<br />
Discussions with the developer suggest<br />
that this is still considered to be an active<br />
site. A revised scheme is currently pending.<br />
CK09 - Sullart St Depot, Cockermouth<br />
This brownfield site, currently has full<br />
permission for 101 houses, granted in<br />
<strong>2011</strong>.<br />

This greenfield site currently has full permission<br />
for 58 new houses approved in<br />
<strong>2011</strong>. Awaiting signing of Section 106<br />
agreement.<br />

This greenfield site, and former Local<br />
Plan Allocation, currently has full permission<br />
for 59 houses, granted in 2010.<br />

the site will be renewed and development<br />
is likely within 5 <strong>year</strong>s. At 30 dwellings<br />
per hectare this site could provide<br />
