in your prayers and know that you will
remain in mine.
DIOCESAN ASSISTANCE PROCESS IS OPEN
For the 22nd consecutive year, the Diocesan Tuition Assistance
Program (TAP) is striving to keep Catholic School Education affordable
for Catholic families who desire it for their children but may need some
financial assistance to make that dream a reality. Thanks to the ongoing
and genuine commitment of Bishop Michael J. Bransfield to the
Catholic schools in our Diocese, funds have, once again, been allocated
for distribution to Catholic families in need of assistance.
Applying for TAP through FACTS is easy and affordable. You are
encouraged to apply if your child is already enrolled or has been
accepted by one of the Catholic schools in the Diocese of Wheeling-
Charleston for the 2012-2013 school year.
Who is eligible? Any Catholic student accepted for the 2013-2014
school year in any Diocesan Catholic school (PK thru grade 12) is
eligible. Determinations are based upon a family's degree of need
relative to all other applicants.
How do I apply? Contact your local Catholic school for a paper
application or you may apply on-line at:
https://www.factstuitionaid.com/facts/gaindex
Cost? The application fee is $25. The Diocese will pay $12.50 and
families pay the other $12.50.
Grants: Diocesan grants for families who have completed their
applications and show financial need will receive up to 50% of the
child’s tuition.
Phase II: In order to receive notification in mid-to-late September, all
applications for 2012-2013 (including all required documentation)
MUST be RECEIVED by FACTS no later than August 15, 2013. This is a
firm deadline.

The Immaculate Conception Youth Group
traveled to Kennywood this past Tuesday for
Catholic Youth Day. 18 parishioners of our
church gathered for Mass at one of the Park’s
Pavilions followed by a full day of fun. The youth
enjoyed rides, entertainment, and stomachs full
of candy and soda as they enjoyed the company
of each other and the Catholic Communities
represented at the amusement park. We would
like to especially thank Rose Trupo for putting
the trip together,
Glen Palmer,
Betty Davis, and
Matt Verona for
driving and all
the chaperones
that made the day
possible. We
hope to see more
youth next year!
Pastor’s Ponderings
On a recent trip to Baltimore, I was once again made aware of
the impact the Hispanic Community is having upon the Church in the
US and the country itself. Baltimore is known for its “Little Italy.” 25
years ago when I was in seminary there, “Little Italy” was still
populated heavily by Italian families who attended St. Leo’s Church,
and ran the restaurants and staffed them. Their children went on to
colleges and moved away for the most part. Last week I had an
excellent meal at one of the restaurants there but could not help but
notice that only the owner who greeted me at the door had an
“Italian accent.” All of the waiters and busboys were Hispanics who
provided terrific service and a wonderful dinner. The shuttle driver
told me that the Hispanic Immigrants had been doing a great deal of
their own “urban renewal” on parts of downtown Baltimore, buying up
old “row-houses,” doing the work to remodel them and moving more
people in to do the same with the next row-house. According to my
driver, they had done as much to revitalize neglected parts of the city
as the City Government itself. We were blessed recently with our first
Spanish Mass held with Fr. Francisco Cruz from the Eastern
Panhandle. We hosted 50 people for that event in the old Parish
Center. Another Mass is scheduled for July 28th, same time, same
place.
It is once again time to start thinking about the return to school.
Families are quickly signing up at Notre Dame and St. Mary’s Grade
School. All are reminded that each student who claims membership at
the contributing parish, if approved, receives that discounted
Catholic Rate, but the cooperating parishes have to pay for that.
Now, this is where we get into trouble. Some are wonderful and
responsible and teach their children the responsibility and privilege of
a Catholic school education. (Remember Garrison Keilor’s Lake
Woebegone and “Our Lady of Perpetual Responsibility” Catholic
Church?) Some fail to understand the connection between the
discounted Catholic Tuition Rate and actually going to Mass every
Sunday. (No-Brainer!) Some mistakenly believe that when denied that
rate at one parish (because they don’t go to church,) that they can
just flee to “register” at the next!WRONG! Last year, every student
who claimed to attend Immaculate Conception for Mass (from Notre
Dame, alone) received approximately $1,327 from the parish funds
toward their tuition, paid directly to the school. Do we see them at
Mass on Sunday? Some we do, some we don’t. Sadly, some have
abused the policy. They take the assistance from a parish but do not
go to Mass or support the Church financially. (Just having
grandparents who go to Mass doesn’t count!!) You have to go to Mass
yourself! Jesus says so! The school teaches that! This year those
students who do not come to Mass cannot be granted the
tuition break. The schools cannot afford it. If families do not
support the parishes, the parishes do not pay their school
assessment. If the parishes do not or cannot pay their assessments
the school cannot pay the teachers. If they cannot pay teachers, Fr.
Casey has to either give up on Catholic Schools or beg the Bishop for
money. If Fr. Casey has to beg for money to pay the teachers of kids
who don’t come to church anyway, the Bishop gets grumpy, if he gets
grumpy, Fr. Casey does too. He starts thinking things like: “This
parent is teaching their child to steal from the purse of the Blessed
Mother.” Help me, help you!! I know I am “preaching to the saved,”
but help spread the word. Parishes can no longer afford to subsidize
the education of people who are not faithful and contributing
members of the parish. Our Lady of Perpetual Responsibility,
