cost. What are the channels by which restrictive measures affect the European<br />

<strong>in</strong>dustry? What are the effects of restrictive measures <strong>on</strong> <strong>com</strong>petitiveness? On<br />

develop<strong>in</strong>g countries? Have there been attempts to quantify these costs?<br />

multilateral c<strong>on</strong>text? What would c<strong>on</strong>stitute a susta<strong>in</strong>able, <strong>com</strong>prehensive and efficient<br />

strategy <strong>in</strong> the field?<br />
