On August 30, 2011, gunmen riding a motorbike shot dead Zulfiqar Naqvi, a Shia judge in<br />

Quetta, his driver, Essa Khan, and a police bodyguard, Abdul Shakoor. 38 Those murders<br />

prompted the police to re-arrest Ishaq the following day on charges of inciting violence<br />

against the Shia community on August 9, 2011. 39 Pakistani judicial authorities<br />

subsequently released Ishaq on bail on September 10, 2011. 40 Then, in the aftermath of<br />

the September 20, 2011 Mastung massacre, on September 21, police placed Ishaq under<br />

house arrest under Maintenance of Public Order (MPO) 41 provisions. 42 Sohail Chatta, the<br />

local police chief, told the media that house arrest had been imposed because Ishaq’s<br />

behavior endangered “sectarian harmony and caused a sudden rise in sectarian<br />

temperature in the country.” 43 The Lahore High Court ordered Ishaq’s release on January<br />

21, 2012 because of lack of sufficient evidence. 44 Police re-arrested Ishaq under the MPO<br />

on February 25, 2013, after two suicide bombings killed about 200 Hazaras in Quetta. 45<br />

While Ishaq remains under formal detention, the police have made no progress in<br />

investigating existing charges against him nor have they brought any additional charges<br />
