1 OUR VISION & MISSION
OUR VISION: An Ireland with a vibrant and dynamic community and voluntary sector, as united as
it is diverse, operating at the centre of Irish life and decision making as a necessary part of a
healthy democracy.
OUR MISSION: The Wheel is an organisation dedicated to strengthening the community and
voluntary sector, focusing on organisations who seek to create a better world. We advocate for an
environment that supports voluntary activity, and work to help this flourish by supporting
organisations and by representing their shared interests.
2

2 OUR STRATEGIC GOALS
To improve the legal,
political and operational
environment for the
community and
voluntary sector.
To strengthen the
capacity of organisations
to get things done.
STRATEGIC
GOALS
To build public
support for the sector.
To strengthen
The Wheel’s own
ability to deliver.
3 CHAIRMAN’S STATEMENT
I am honoured and delighted to have the opportunity to
introduce The Wheel’s annual review for 2008. Having
been involved with The Wheel since its foundation
almost ten years ago, and especially since becoming
chairman last year, I have had the opportunity to meet
many members and can confirm that The Wheel’s work
is highly valued in the sector and is now more important
than ever in these very challenging times.
There is a massive requirement now for high levels of
community involvement and a sustained focus on
supporting community development which is more
important than ever. There is a need for determined
active citizenship, and I would sincerely hope that many
more people will get involved in their local communities
to support and assist the many important projects, vital
to the sustainability of essential well being for everyone.
I have seen at first hand the way in which The Wheel
has continually expanded its membership and its suite
of services since it was founded, and I am certain that The Wheel will continue to grow into the
important role it plays in providing the support that all our organisations need to help us focus
on our own work. The Wheel has developed a great deal of expertise whilst monitoring the
development of the Charities Act 2009, and it has performed a very valuable role for the sector
in advising us all in relation to what it will mean for our organisations. I look forward to The
Wheel continuing to support and advise all our members when the Act is fully commenced and
the new requirements take effect.
I would like to thank my fellow Board members, the CEO Deirdre Garvey and all of the staff
team for the tremendous energies and dedication they bring to the service of The Wheel. I
would also like to thank each member of The Wheel for their strong support for our work over
the years, for it is from our members that we take inspiration in all that we do.
And finally I would like to thank the Department of the Taoiseach for their continued support,
and our many funders and sponsors over the last year, including the Department of Community,
Rural and Gaeltact Affairs, Vodafone Ireland Foundation, the Department of Enterprise, Trade
and Employment, Calouste Gulbunkian Foundation (UK), BT Ireland and the Department of
Communications, Energy & Natural Resources.
Seamus Boland, Chair
4 MESSAGE FROM THE CHIEF EXECUTIVE
If you’ve received our Annual Review over the past few years you
will immediately notice a significant change in the format and
structure of this publication. This reflects a significant change in
the purpose of The Wheel’s Annual Review. Rather than simply
listing our activities during the previous year, we want to present
a vivid picture of the tangible benefits of membership of The
Wheel, by clearly demonstrating the range of projects we have
initiated and developed over the past year, and their inherent
value for members of the community and voluntary sector.
Looking back on 2008, one thing is crystal clear: we have made
concrete, demonstrable progress in achieving every one of our
strategic goals. Each year, The Wheel’s efficacy as a unique
resource for the sector grows in scope, efficiency and
effectiveness, and as we enter a difficult and challenging new era, we do so with unprecedented
stability and the confidence that we can continue to assist the sector, especially in a climate of
increasing insecurity and uncertainty.
It’s this simple: if you’re a member of our sector, there’s no better time to be a member of the
organisation whose sole purpose is supporting and representing organisations in this sector: The Wheel.
The Wheel’s core role is to provide support, information and representation to enable our members
to achieve their own objectives more effectively. In this regard 2008 saw the further development of
a range of key supports for the sector, including our innovative fundingpoint.ie website and the
development of a range of high-quality workshops and guides focusing on the key area of
Governance.
These resources complemented our advocacy work to deliver a more supportive operational
environment for our members, work which focused strongly on ensuring that the Charities Act helps
and doesn’t hinder charities in delivering their mission. The innovative policy forum we introduced in
2008, and the regular policy-updater we produce, enable our members to participate fully in our
work. So again, if you would like to get involved in shaping the policy environment we all work in, then
you should join The Wheel.
In conclusion, I would like to take this opportunity to join our Chairperson Seamus Boland in thanking
both the members of the Board and our staff team for their unstinting efforts during the year. I would
also like to thank each member of The Wheel - it is because of your continued support and
commitment that we are able to support you in your own work.
Deirdre Garvey, Chief Executive Officer
VOLUNTARY ORGANISATIONS
5.1 CAPACITY BUILDING EVENTS
Throughout the year The Wheel operates a full schedule of events designed to help build
organisations’ capacity to achieve their goals. These events cover a wide range of topics, such as
governance, management, fundraising, communications and information technology, as well as
offering valuable networking and partnership opportunities for participants. To enable the widest
possible participation, we deliver them in venues throughout the country.
Our annual programme of events is a vital part of our service to the sector, and, reflecting its importance,
we hired a full-time Director of Programmes in July 2008. Already, this initiative has resulted in a more
focused and responsive programme of events, tailored to the specific needs of the sector.
5.2 NATIONAL FUNDRAISING AWARDS
In September, the first National Fundraising Awards were announced, officially celebrating
excellence among Ireland’s dedicated fundraisers. This new annual event is aimed at improving
fundraising standards in Ireland. The Wheel and Fundraising Ireland jointly developed the initiative,
which has been generously sponsored by Vodafone Ireland.
(joint winner, Volunteer Fundraiser of
the Year), Nicola Mullen receiving the
award on behalf of Legacy Promotion
Organisations), Maureen Forrest of the
Hope Foundation (joint winner,
Volunteer Fundraiser of the Year),
Angela Whyte receiving the award on
behalf of Concern (winner Fundraising
Campaign of the Year - Larger
Organisations) and Alison McNamara of
Bóthar (representing the Fundraiser of
the Year, Peter Ireton).
5.3 PARTNERING FOR SUCCESS
In a dramatic step towards bringing the corporate and voluntary sectors together for mutual
benefit, The Wheel - in association with private and community and voluntary sector partners -
organised Partnering for Success - a conference to explore the leadership and management
challenges facing charities in today’s climate.
The hugely successful conference - held
in Croke Park in November - brought
together over 200 representatives from
community and voluntary organisations
with leaders from the private sector.
Issues explored included human
resources, information technology,
fundraising practices, governance and
management, emphasising the sharing
of best practice.
Partnering for Success resulted from a
symbiotic collaboration between
corporate sector and voluntary sector
partners including The Wheel,
Carmichael Centre, GlaxoSmithKline
(Ireland) Ltd., Microsoft Ireland, Ulster
Bank Group and Vodafone Ireland
Foundation.
5.4 STRONGER LEADERS
We were fortunate in 2008 to be able once again to work with the Carmichael Centre - a resource
group for voluntary organisations in Ireland - to further develop our groundbreaking and very
successful Stronger Leaders programme.
Stronger Leaders is a professional development programme for the leaders of community and
voluntary organisations in Ireland, organised by The Wheel with funding from the National Training
Fund made available by the Department of Enterprise, Trade and Employment.
The intensive programme is conducted over six months (a total of twelve full-day sessions), and is
aimed at giving leaders the knowledge and skills required to guide their organisations through this
period of legislative, social and economic change.
If you are a CEO (or equivalent) of a community or voluntary organisation, joining The Wheel and
participating in Stronger Leaders could be of enormous benefit to you and your organisation.
Visit www.wheel/sectorskills/strongerleaders for more information.
“I can honestly say that the Stronger Leaders Programme was one of the best, most helpful
programmes I have participated in throughout my 18 years working in the voluntary sector. In my
current position as Director of the Limerick Rape Crisis Centre it has equipped me with many of the
tools necessary to perform well in my role. The skills and knowledge which I acquired on the course
and which filter through the organisation will help to re-energise the centre and progress our work
for survivors of sexual violence.”
- Miriam Duffy, Director, Rape Crisis Midwest
"The Stronger Leaders Programme proved to be an incredibly enriching experience for me and for
my charity - I would heartily recommend it. The programme is exciting, challenging and professionally
delivered. You will leave this programme with practical knowledge that will enrich you and
your charity."
- Mark Lloyd, General Manager, The Blue Box Creative Learning Centre
5.5 TRAINING LINKS
Organised by The Wheel (with funding from the National Training Fund made available by the
Department of Enterprise, Trade and Employment) Training Links is an innovative programme
designed to encourage community and voluntary organisations to unite in dedicated ‘training
networks’. These networks co-operate to identify mutual training needs and to apply for funds to
meet them. By working together through Training Links, organisations can take advantage of
significant cost efficiencies and other benefits of networking.
Training Links was launched in 2006, and the first phase of the programme concluded in 2007. The
success of this programme led to The Wheel’s securing funding to run a new phase of Training Links,
which launched in September 2008, and will run through mid 2010, with eleven new networks
selected for funding.
5.6.2 PUBLICATIONS
Online support is invaluable, but sometimes you need to be able to thumb
through a hard copy to have the information you need, literally at your fingertips.
In 2008, we produced a number of publications that are essential additions to any
community or voluntary organisation’s library.
GETTING TO GRIPS WITH GOVERNANCE GUIDE
The governing board of a community or voluntary group is vital to the success
of the organisation. We published the Getting to Grips with Governance guide
to help board members ensure that the organisation they represent and govern
is both effective and accountable.
Part of our Solid Foundations series of management guides, Getting to Grips with Governance gives
information about a board’s functions, roles, responsibilities and potential liabilities, whilst encouraging
best practice and offering other information and resources.
During 2008, The Wheel, in co-operation with Boardmatch, hosted seven governance workshops around
the country as part of our launch of the Getting to Grips with Governance guide, and these were both
well attended and widely praised for their efficacy. For your copy, contact The Wheel, or visit our website
PAY AND BENEFITS SURVEY
To help organisations assess their own pay and benefits structures and to assist with planning and
budgeting, The Wheel commissioned Ireland’s first-ever Pay and Benefits Survey of community,
voluntary and charitable organisations.
Kindly sponsored by consulting and recruiting firm 2into3 and charity website mycharity.ie, and
conducted by Sonraí HR Research, this invaluable survey of over 300 organisations also enables our
sector to strive towards greater parity with the supports available to other sectors. The survey revealed
a high demand for professional skills in the community and voluntary sector.
Members of The Wheel are entitled to one free copy (per organisation), and the survey may be
purchased via www.wheel.ie.
5.6.5 LE CHÉILE
The Wheel’s quarterly newsletter was substantially upgraded this year,
into a fully-fledged magazine for everyone interested in community and
voluntary activity.
The new-look magazine was launched in November, and featured
insightful and informative pieces on charities legislation, information
technology, fundraising, the Budget for 2009, and much more. Opened
with an insightful article from The Wheel’s CEO Deirdre Garvey about
the need for collaboration in these hard times, it is no accident that Le
Chéile is the Irish term for ‘together’.
The magazine is distributed free to 4,500 organisations and other
stakeholders, and is available as a free download from www.wheel.ie. Le Chéile magazine is
required reading for anyone wanting to stay informed about the community and voluntary sector.
5.7 CONSULTANCIES
Over the nine years since our founding, The Wheel has acquired a great deal of in-house expertise
in areas such as charities legislation, governance, fundraising, risk-management, information
technology, strategy development, general management, human resource management,
employment law and financial management.
The Wheel offers tailored consulting solutions for community and voluntary organisations seeking
advice and guidance in any of these areas - email liz@wheel.ie for more information.
The theme of The Wheel’s 2008
annual conference, which took place
at Croke Park on 1 May, was New
Futures - Mapping the Road Ahead.
"The Chairman, Fintan O’Toole,
was excellent and managed to
keep things focused and on time.
The final debate [Vincent Brown
versus Seán Healey] was perfect at
the end of the day, adding a sense
of fun to the event while raising
some very important issues. Well
done to all concerned."
Affairs, Pat Carey TD, delivering the keynote address; journalist and broadcaster, Vincent Brown in
6 REPRESENTATION
In furthering our core goal to improve the legal, political and operational environment for the
community and voluntary sector, The Wheel advocates for progress on the cross-cutting issues that
relate to the development of the sector (arguing, for example, for secure funding, sensitive
regulation and a comprehensive support infrastructure for the sector).
Our overarching objective is to ensure the development of a coherent policy framework for
community and voluntary activity in Ireland, and The Wheel works closely with our member
organisations and holds regular workshops at which members have an opportunity to contribute
to policy development.
The Wheel is a member of the Community and Voluntary Pillar in the national social partnership
process and we were centrally involved in ensuring that there is a dedicated section of the national
agreement Towards 2016 that addresses core developmental issues facing the sector. Section 34
of the Towards 2016 contains a range of commitments relating to the development of the sector
and we work to maintain a focus on delivering these commitments. These include commitments to:
• maximise the contribution of the community and voluntary sector by deepening the
partnership between statutory bodies and voluntary and community organisations.
• take account of the work of Task Force on Active Citizenship to develop future policy
to engage citizens and develop voluntary organsiations.
• enact the charities regulation bill and provide additional resources to assist the sector
in the transition to regulation.
• further develop policy to support volunteering.
• appropriately resource the sector into the future.
• the principle of providing multi-annual statutory funding.
We introduced a twice-yearly Policy Forum and published and distributed a Policy Updater paper
in 2008 to provide structured opportunities for our members to participate in our policy
development processes. Policy Updater is published twice yearly and widely distributed in the
sector.
We also participate in a consortium with other charities to research ‘public attitudes towards
charities’. The first wave of the research was completed at the end of 2008, with initial results
becoming available early in 2009. A total of three waves of research will be conducted annually,
helping substantially to inform our strategy in this area.
6.1 SOCIAL PARTNERSHIP
Early in 2008 The Wheel worked closely with colleagues in the Community and Voluntary Pillar and
Department of Community, Rural and Gaeltacht Affairs (CRGA) officials on a formal review of the
Social Partnership national agreement, Towards 2016.
One of our primary goals for this review was to begin to develop a new agreement for partnership
working (Comhaontú) between the sector and the state. In September, the review of Towards
2016 was published and the Government committed to "engage with the Community and
Voluntary pillar on how to progress development of future frameworks to support the deepening
of the partnership between statutory bodies and voluntary and community organsiations". The
Wheel will be continuing to work to ensure that the sector is provided with a coherent policy
framework to support the sector, underpinned by a new agreement for partnership working.
Although the current economic crisis may have far-reaching implications for our sector in many
areas, The Wheel will continue our efforts to develop the best possible relationship between the
state and the sector.
6 REPRESENTATION
6.2 THE CHARITIES ACT
The Wheel has taken a leadership role to ensure that the Charities Act is as supportive as possible
for organisations in the sector, and to help organisations to prepare themselves for the
implementation of the Charities Act. From the publication of the Heads of Bill in 2006, through
to the publication of the Bill in 2007 and during the Bill’s journey through the houses of the
Oireachtas throughout 2008, we worked hard to ensure that the sector’s concerns were reflected
in shaping the Bill. We prepared briefing papers, attending meetings with senior government
officials, conducted seminars and published documents to help charities prepare for regulation.
If you would like to keep abreast of The Wheel’s work in relation to the Charities Act, then you can
join our Network of Interest in Charities Regulation by emailing ivan@wheel.ie.
6.3 TRAINING GRANT SCHEME
The Wheel succeeded in its advocacy work to ensure a replacement Training Grant Scheme from
the Department of Community, Rural and Gaeltacht Affairs - the original being the ‘White Paper
Training and Support Services’ scheme. We were successful in persuading the Department to allow
organisations who deliver training and supports to apply for grant support. The Wheel will continue
to work as hard as we can to minimise the negative effects of the current economic situation on
this and all other government funded support-programmes for the sector.
6.4 GETTING INVOLVED
If you would like to become involved in The Wheel's work to deliver a supportive development
policy for the Sector, just contact our Director of Advocacy by emailing ivan@wheel.ie. The Wheel
holds regular policy meetings (not just in Dublin - but in the regions too!) and we actively
encourage members to participate in delivering a supportive environment for voluntary activity.
For detailed and up-to-the-minute information on all of our activities in the policy and advocacy
areas, visit www.wheel.ie/policyandadvocacy.
7 MEMBERSHIP PROGRAMME
THE WHEEL’S MEMBERSHIP GREW BY 19% IN 2008 (TOTAL: 805 MEMBERS AT 31 DECEMBER)
Who are we? We are you! The Wheel truly is its members. Drawn from every quarter of Irish
society, our members inform every aspect of how The Wheel operates, set our priorities, drive our
energy and fully participate in our programmes, events and resources.
Everyone - individuals or organisations - working in the community and voluntary sector in Ireland
is welcome to become a member of The Wheel, and over 800 of you have already done so! As that
membership grows, so does our authority, our effectiveness and our ability to support, advocate
for, inform and educate the sector we all cherish.
Why join The Wheel? Throughout this annual review you can see evidence of the multitude of
benefits The Wheel provides for the sector, and of the added benefits - discounts on events, free
publications, networking opportunities, and so much more - that membership provides.
But beyond the direct benefits to you as a member, membership also makes you a part of The
Wheel’s ability to build this dynamic network, lets you express your own interests and those of your
organisation and those it helps. In 2008, for example, we put in place a structure to involve our
members systematically in the development of governmental policy positions: two Dublin-based
meetings a year, and four regional meetings, to directly involve interested members in policy
formation.
Joining The Wheel means being informed, being heard, being respected and being supported.
Especially in these times of crisis and uncertainty, those are huge benefits, indeed.
8 FINANCIAL OVERVIEW
2008 was a challenging year for The Wheel - like every year is for community and voluntary
organisations! Nevertheless, we emerged from this difficult year in remarkably good shape. This
came about through a combination of savings on expenditure during the year and through
exceeding our income targets (primarily due to pre-payment of grants for work to be done in 2009).
Successful grant applications included a fourth grant from the Vodafone Ireland foundation
(€53,000) and a first grant from the Calouste Gulbenkian Foundation (€21,500). In addition, an
award of €9,000 was made from the e-Inclusion fund in the Department of Communication, Marine
and National Resources.
We also focused in 2008 on increasing the income we earn from sponsorship, advertising in Le
Chéile and fees for services.
