OUR VISION: An Ireland with a vibrant and dynamic community and voluntary sector, as united as<br />
it is diverse, operating at the centre of Irish life and decision making as a necessary part of a<br />
healthy democracy.<br />
OUR MISSION: The Wheel is an organisation dedicated to strengthening the community and<br />
voluntary sector, focusing on organisations who seek to create a better world. We advocate for an<br />
environment that supports voluntary activity, and work to help this flourish by supporting<br />
organisations and by representing their shared interests.<br />

3 CHAIRMAN’S STATEMENT<br />
I am honoured and delighted to have the opportunity to<br />
introduce The Wheel’s annual review for <strong>2008</strong>. Having<br />
been involved with The Wheel since its foundation<br />
almost ten years ago, and especially since becoming<br />
chairman last year, I have had the opportunity to meet<br />
many members and can confirm that The Wheel’s work<br />
is highly valued in the sector and is now more important<br />
than ever in these very challenging times.<br />
There is a massive requirement now for high levels of<br />
community involvement and a sustained focus on<br />
supporting community development which is more<br />
important than ever. There is a need for determined<br />
active citizenship, and I would sincerely hope that many<br />
more people will get involved in their local communities<br />
to support and assist the many important projects, vital<br />
to the sustainability of essential well being for everyone.<br />
I have seen at first hand the way in which The Wheel<br />
has continually expanded its membership and its suite<br />
of services since it was founded, and I am certain that The Wheel will continue to grow into the<br />
important role it plays in providing the support that all our organisations need to help us focus<br />
on our own work. The Wheel has developed a great deal of expertise whilst monitoring the<br />
development of the Charities Act 2009, and it has performed a very valuable role for the sector<br />
in advising us all in relation to what it will mean for our organisations. I look forward to The<br />
Wheel continuing to support and advise all our members when the Act is fully commenced and<br />
the new requirements take effect.<br />
I would like to thank my fellow Board members, the CEO Deirdre Garvey and all of the staff<br />
team for the tremendous energies and dedication they bring to the service of The Wheel. I<br />
would also like to thank each member of The Wheel for their strong support for our work over<br />
the years, for it is from our members that we take inspiration in all that we do.<br />
And finally I would like to thank the Department of the Taoiseach for their continued support,<br />
and our many funders and sponsors over the last year, including the Department of Community,<br />
Rural and Gaeltact Affairs, Vodafone Ireland Foundation, the Department of Enterprise, Trade<br />

4 MESSAGE FROM <strong>THE</strong> CHIEF EXECUTIVE<br />
If you’ve received our Annual Review over the past few years you<br />
will immediately notice a significant change in the format and<br />
structure of this publication. This reflects a significant change in<br />
the purpose of The Wheel’s Annual Review. Rather than simply<br />
listing our activities during the previous year, we want to present<br />
a vivid picture of the tangible benefits of membership of The<br />
Wheel, by clearly demonstrating the range of projects we have<br />
initiated and developed over the past year, and their inherent<br />
value for members of the community and voluntary sector.<br />
Looking back on <strong>2008</strong>, one thing is crystal clear: we have made<br />
concrete, demonstrable progress in achieving every one of our<br />
strategic goals. Each year, The Wheel’s efficacy as a unique<br />
resource for the sector grows in scope, efficiency and<br />
effectiveness, and as we enter a difficult and challenging new era, we do so with unprecedented<br />
stability and the confidence that we can continue to assist the sector, especially in a climate of<br />
increasing insecurity and uncertainty.<br />
It’s this simple: if you’re a member of our sector, there’s no better time to be a member of the<br />
organisation whose sole purpose is supporting and representing organisations in this sector: The Wheel.<br />
The Wheel’s core role is to provide support, information and representation to enable our members<br />
to achieve their own objectives more effectively. In this regard <strong>2008</strong> saw the further development of<br />
a range of key supports for the sector, including our innovative fundingpoint.ie website and the<br />
development of a range of high-quality workshops and guides focusing on the key area of<br />
Governance.<br />
These resources complemented our advocacy work to deliver a more supportive operational<br />
environment for our members, work which focused strongly on ensuring that the Charities Act helps<br />
and doesn’t hinder charities in delivering their mission. The innovative policy forum we introduced in<br />
<strong>2008</strong>, and the regular policy-updater we produce, enable our members to participate fully in our<br />
work. So again, if you would like to get involved in shaping the policy environment we all work in, then<br />
you should join The Wheel.<br />
In conclusion, I would like to take this opportunity to join our Chairperson Seamus Boland in thanking<br />
both the members of the Board and our staff team for their unstinting efforts during the year. I would<br />
also like to thank each member of The Wheel - it is because of your continued support and<br />
commitment that we are able to support you in your own work.<br />

5.1 CAPACITY BUILDING EVENTS<br />
Throughout the year The Wheel operates a full schedule of events designed to help build<br />
organisations’ capacity to achieve their goals. These events cover a wide range of topics, such as<br />
governance, management, fundraising, communications and information technology, as well as<br />
offering valuable networking and partnership opportunities for participants. To enable the widest<br />
possible participation, we deliver them in venues throughout the country.<br />
Our annual programme of events is a vital part of our service to the sector, and, reflecting its importance,<br />
we hired a full-time Director of Programmes in July <strong>2008</strong>. Already, this initiative has resulted in a more<br />
focused and responsive programme of events, tailored to the specific needs of the sector.<br />

5.2 NATIONAL FUNDRAISING AWARDS<br />
In September, the first National Fundraising Awards were announced, officially celebrating<br />
excellence among Ireland’s dedicated fundraisers. This new annual event is aimed at improving<br />
fundraising standards in Ireland. The Wheel and Fundraising Ireland jointly developed the initiative,<br />
which has been generously sponsored by Vodafone Ireland.<br />

5.3 PARTNERING FOR SUCCESS<br />
In a dramatic step towards bringing the corporate and voluntary sectors together for mutual<br />
benefit, The Wheel - in association with private and community and voluntary sector partners -<br />
organised Partnering for Success - a conference to explore the leadership and management<br />
challenges facing charities in today’s climate.<br />
The hugely successful conference - held<br />
in Croke Park in November - brought<br />
together over 200 representatives from<br />
community and voluntary organisations<br />
with leaders from the private sector.<br />
Issues explored included human<br />
resources, information technology,<br />
fundraising practices, governance and<br />
management, emphasising the sharing<br />
of best practice.<br />
Partnering for Success resulted from a<br />
symbiotic collaboration between<br />
corporate sector and voluntary sector<br />
partners including The Wheel,<br />
Carmichael Centre, GlaxoSmithKline<br />
(Ireland) Ltd., Microsoft Ireland, Ulster<br />
Bank Group and Vodafone Ireland<br />
Foundation.<br />

5.4 STRONGER LEADERS<br />
We were fortunate in <strong>2008</strong> to be able once again to work with the Carmichael Centre - a resource<br />
group for voluntary organisations in Ireland - to further develop our groundbreaking and very<br />
successful Stronger Leaders programme.<br />
Stronger Leaders is a professional development programme for the leaders of community and<br />
voluntary organisations in Ireland, organised by The Wheel with funding from the National Training<br />
Fund made available by the Department of Enterprise, Trade and Employment.<br />
The intensive programme is conducted over six months (a total of twelve full-day sessions), and is<br />
aimed at giving leaders the knowledge and skills required to guide their organisations through this<br />
period of legislative, social and economic change.<br />
If you are a CEO (or equivalent) of a community or voluntary organisation, joining The Wheel and<br />
participating in Stronger Leaders could be of enormous benefit to you and your organisation.<br />

5.5 TRAINING LINKS<br />
Organised by The Wheel (with funding from the National Training Fund made available by the<br />
Department of Enterprise, Trade and Employment) Training Links is an innovative programme<br />
designed to encourage community and voluntary organisations to unite in dedicated ‘training<br />
networks’. These networks co-operate to identify mutual training needs and to apply for funds to<br />
meet them. By working together through Training Links, organisations can take advantage of<br />
significant cost efficiencies and other benefits of networking.<br />
Training Links was launched in 2006, and the first phase of the programme concluded in 2007. The<br />
success of this programme led to The Wheel’s securing funding to run a new phase of Training Links,<br />
which launched in September <strong>2008</strong>, and will run through mid 2010, with eleven new networks<br />
selected for funding.<br />

FUNDINGPOINT.IE<br />
On July 4, The Wheel launched a powerful new fundraising resource:<br />
www.fundingpoint.ie. Fundingpoint is a website dedicated entirely to helping<br />
community and voluntary organisations find new sources of funding. It<br />
comprises a robust and continually updated database of funding sources<br />
including local and central government, the European Union, independent<br />
grant-making trusts, the corporate sector and various awards. The website<br />
also provides a range of online tools to make tracking down funding easier,<br />
as well as offering fundraising guidance and maintaining a huge resource library.<br />

access an extensive database of training courses and providers for the community and voluntary sector<br />
in Ireland, along with all the latest training news and events from across the sector.<br />

The Wheel’s dedicated information technology website www.ictpoint.ie was completed in the spring.<br />
We created this remarkable user-friendly website to help make even complicated technology accessible<br />
and effective for community and voluntary organisations. An invaluable feature of the site is a panel of<br />
experts who are available to answer your questions on virtually any information or communications<br />
technology issue.<br />

5.6.2 PUBLICATIONS<br />
Online support is invaluable, but sometimes you need to be able to thumb<br />
through a hard copy to have the information you need, literally at your fingertips.<br />
In <strong>2008</strong>, we produced a number of publications that are essential additions to any<br />
community or voluntary organisation’s library.<br />
GETTING TO GRIPS WITH GOVERNANCE GUIDE<br />
The governing board of a community or voluntary group is vital to the success<br />
of the organisation. We published the Getting to Grips with Governance guide<br />
to help board members ensure that the organisation they represent and govern<br />
is both effective and accountable.<br />
Part of our Solid Foundations series of management guides, Getting to Grips with Governance gives<br />
information about a board’s functions, roles, responsibilities and potential liabilities, whilst encouraging<br />
best practice and offering other information and resources.<br />
During <strong>2008</strong>, The Wheel, in co-operation with Boardmatch, hosted seven governance workshops around<br />
the country as part of our launch of the Getting to Grips with Governance guide, and these were both<br />
well attended and widely praised for their efficacy. For your copy, contact The Wheel, or visit our website<br />

PAY AND BENEFITS SURVEY<br />
To help organisations assess their own pay and benefits structures and to assist with planning and<br />
budgeting, The Wheel commissioned Ireland’s first-ever Pay and Benefits Survey of community,<br />
voluntary and charitable organisations.<br />
Kindly sponsored by consulting and recruiting firm 2into3 and charity website mycharity.ie, and<br />
conducted by Sonraí HR Research, this invaluable survey of over 300 organisations also enables our<br />
sector to strive towards greater parity with the supports available to other sectors. The survey revealed<br />
a high demand for professional skills in the community and voluntary sector.<br />
Members of The Wheel are entitled to one free copy (per organisation), and the survey may be<br />

5.6.5 LE CHÉILE<br />
The Wheel’s quarterly newsletter was substantially upgraded this year,<br />
into a fully-fledged magazine for everyone interested in community and<br />
voluntary activity.<br />
The new-look magazine was launched in November, and featured<br />
insightful and informative pieces on charities legislation, information<br />
technology, fundraising, the Budget for 2009, and much more. Opened<br />
with an insightful article from The Wheel’s CEO Deirdre Garvey about<br />
the need for collaboration in these hard times, it is no accident that Le<br />
Chéile is the Irish term for ‘together’.<br />
The magazine is distributed free to 4,500 organisations and other<br />
stakeholders, and is available as a free download from www.wheel.ie. Le Chéile magazine is<br />
required reading for anyone wanting to stay informed about the community and voluntary sector.<br />
5.7 CONSULTANCIES<br />
Over the nine years since our founding, The Wheel has acquired a great deal of in-house expertise<br />
in areas such as charities legislation, governance, fundraising, risk-management, information<br />
technology, strategy development, general management, human resource management,<br />
employment law and financial management.<br />

6 REPRESENTATION<br />
In furthering our core goal to improve the legal, political and operational environment for the<br />
community and voluntary sector, The Wheel advocates for progress on the cross-cutting issues that<br />
relate to the development of the sector (arguing, for example, for secure funding, sensitive<br />
regulation and a comprehensive support infrastructure for the sector).<br />
Our overarching objective is to ensure the development of a coherent policy framework for<br />
community and voluntary activity in Ireland, and The Wheel works closely with our member<br />
organisations and holds regular workshops at which members have an opportunity to contribute<br />
to policy development.<br />
The Wheel is a member of the Community and Voluntary Pillar in the national social partnership<br />
process and we were centrally involved in ensuring that there is a dedicated section of the national<br />
agreement Towards 2016 that addresses core developmental issues facing the sector. Section 34<br />
of the Towards 2016 contains a range of commitments relating to the development of the sector<br />
and we work to maintain a focus on delivering these commitments. These include commitments to:<br />
• maximise the contribution of the community and voluntary sector by deepening the<br />
partnership between statutory bodies and voluntary and community organisations.<br />
• take account of the work of Task Force on Active Citizenship to develop future policy<br />
to engage citizens and develop voluntary organsiations.<br />
• enact the charities regulation bill and provide additional resources to assist the sector<br />
in the transition to regulation.<br />
• further develop policy to support volunteering.<br />
• appropriately resource the sector into the future.<br />
• the principle of providing multi-annual statutory funding.<br />
We introduced a twice-yearly Policy Forum and published and distributed a Policy Updater paper<br />
in <strong>2008</strong> to provide structured opportunities for our members to participate in our policy<br />
development processes. Policy Updater is published twice yearly and widely distributed in the<br />
sector.<br />
We also participate in a consortium with other charities to research ‘public attitudes towards<br />
charities’. The first wave of the research was completed at the end of <strong>2008</strong>, with initial results<br />
becoming available early in 2009. A total of three waves of research will be conducted annually,<br />
helping substantially to inform our strategy in this area.<br />
6.1 SOCIAL PARTNERSHIP<br />
Early in <strong>2008</strong> The Wheel worked closely with colleagues in the Community and Voluntary Pillar and<br />
Department of Community, Rural and Gaeltacht Affairs (CRGA) officials on a formal review of the<br />
Social Partnership national agreement, Towards 2016.<br />
One of our primary goals for this review was to begin to develop a new agreement for partnership<br />
working (Comhaontú) between the sector and the state. In September, the review of Towards<br />
2016 was published and the Government committed to "engage with the Community and<br />
Voluntary pillar on how to progress development of future frameworks to support the deepening<br />
of the partnership between statutory bodies and voluntary and community organsiations". The<br />
Wheel will be continuing to work to ensure that the sector is provided with a coherent policy<br />
framework to support the sector, underpinned by a new agreement for partnership working.<br />
Although the current economic crisis may have far-reaching implications for our sector in many<br />
areas, The Wheel will continue our efforts to develop the best possible relationship between the<br />
state and the sector.<br />

6 REPRESENTATION<br />
6.2 <strong>THE</strong> CHARITIES ACT<br />
The Wheel has taken a leadership role to ensure that the Charities Act is as supportive as possible<br />
for organisations in the sector, and to help organisations to prepare themselves for the<br />
implementation of the Charities Act. From the publication of the Heads of Bill in 2006, through<br />
to the publication of the Bill in 2007 and during the Bill’s journey through the houses of the<br />
Oireachtas throughout <strong>2008</strong>, we worked hard to ensure that the sector’s concerns were reflected<br />
in shaping the Bill. We prepared briefing papers, attending meetings with senior government<br />
officials, conducted seminars and published documents to help charities prepare for regulation.<br />

6.3 TRAINING GRANT SCHEME<br />
The Wheel succeeded in its advocacy work to ensure a replacement Training Grant Scheme from<br />
the Department of Community, Rural and Gaeltacht Affairs - the original being the ‘White Paper<br />
Training and Support Services’ scheme. We were successful in persuading the Department to allow<br />
organisations who deliver training and supports to apply for grant support. The Wheel will continue<br />
to work as hard as we can to minimise the negative effects of the current economic situation on<br />
this and all other government funded support-programmes for the sector.<br />
6.4 GETTING INVOLVED<br />

society, our members inform every aspect of how The Wheel operates, set our priorities, drive our<br />
energy and fully participate in our programmes, events and resources.<br />
Everyone - individuals or organisations - working in the community and voluntary sector in Ireland<br />
is welcome to become a member of The Wheel, and over 800 of you have already done so! As that<br />
membership grows, so does our authority, our effectiveness and our ability to support, advocate<br />
for, inform and educate the sector we all cherish.<br />
Why join The Wheel? Throughout this annual review you can see evidence of the multitude of<br />
benefits The Wheel provides for the sector, and of the added benefits - discounts on events, free<br />
publications, networking opportunities, and so much more - that membership provides.<br />

8 FINANCIAL OVERVIEW<br />
<strong>2008</strong> was a challenging year for The Wheel - like every year is for community and voluntary<br />
organisations! Nevertheless, we emerged from this difficult year in remarkably good shape. This<br />
came about through a combination of savings on expenditure during the year and through<br />
exceeding our income targets (primarily due to pre-payment of grants for work to be done in 2009).<br />
Successful grant applications included a fourth grant from the Vodafone Ireland foundation<br />
(€53,000) and a first grant from the Calouste Gulbenkian Foundation (€21,500). In addition, an<br />
award of €9,000 was made from the e-Inclusion fund in the Department of Communication, Marine<br />
and National Resources.<br />
We also focused in <strong>2008</strong> on increasing the income we earn from sponsorship, advertising in Le<br />
Chéile and fees for services.<br />
