A guide to concessions
and other ways of keeping costs down
This is the 5 th edition of “Getting By” that Ruah Community Services has prepared for the
benefit of people on low incomes, as a resource for Ruah workers, and as a referral tool
for use by the broader Perth community sector.
This guide includes information about useful concessions and other ways of getting by on
a low income that people are already tapping into, information which people requested to
be included, and information about new services and programs.
Ruah extends a big THANK YOU to all contributors.
Centrepay is a free direct bill-paying service offered to
customers receiving payments from Centrelink. Through
Centrepay you can choose to pay bills by having a regular
amount deducted from your Centrelink payment. There are
many types of expenses you can pay using Centrepay,
such as: private rent, telecommunications, electricity, gas
and water, education fees and expenses, ambulance costs,
child care, home care services, rental of household goods
and court fines. There are several ways to start Centrepay
deductions. You can telephone Centrelink on your usual
payment number or use Centrelink’s online services.
The Financial Information Service (FIS) educates and
informs a wide range of people on financial and lifestyle
issues. FIS Officers can show you how to make informed
financial decisions and help you to understand the
consequences of those decisions in the short, medium and
long term. FIS Officers provide information to people over
the telephone, at personal interviews or through financial
education seminars.
COST OF
LIVING REBATE
SCHEME
CREDIT CARDS
FINES
PROMPT
PAYMENT
TAX
An annual payment to eligible WA Seniors Card holders
which was introduced by the state government in 2009 to
assist with rising living expenses.
In 2011 singles received $150 and couples (where both
members hold a WA Seniors Card and live together)
received $225. This amount is adjusted to the Consumer
Price Index (CPI) each year.
Payments in 2012 will commence in late July. If the
Seniors Card holder received a payment in 2011 and their
bank details have not changed, they do not need to do
anything as the payment will be made again automatically.
See the website for more information or contact the WA
Seniors Card Centre 8.30am and 4.30pm weekdays.
CONSUMER CREDIT LEGAL SERVICE
Assists with problems with credit, banking and financial
services. Free telephone advice, representation, legal
information and training.
FINES ENFORCEMENT REGISTRY
Most unpaid fines are sent to the Fine Enforcement
Registry after a period of time, after which the amounts may
increase. You can check if you have any outstanding fines
by phoning them – a good idea when you have moved
house or changed your contact details. If you can’t afford to
pay your fine(s) in a lump sum, you can apply to make a
payment plan with the Fines Enforcement Registry.
Paying your bills on time means that you avoid a late fee,
which can be up to $15.00. If you can’t pay by the due date,
phone the company beforehand and ask for a “time to pay”
arrangement. Some companies even have a “prompt
payment discount”.
TAX HELP
Network of community volunteers, trained by the Tax Office,
provide FREE help with tax returns to people on low
incomes, between 1 July and 31 October.
CAT HAVEN
Every year thousands of unwanted kittens are born in Perth
that will never find homes. Sterilisation can solve this
problem and it doesn't have to cost a lot.
Under soon to be introduced state wide laws, all cats 6
months and over will need to be sterilised and
microchipped. Cat Haven is offering both under a “Snip and
Chip” promotion for $105 or $85 with a concession card.
ACCESS HOME
LOANS
GOODSTART
RENTAL SALES
SCHEME
SHAREDSTART
A shared
ownership home
loan
ELIGIBILITY: People with a permanent disability or who
care for a dependant with a permanent disability.
SERVICE: The Access Home Loan Scheme helps people
with disabilities buy their own home or modify an existing
private home to cater for their needs.
This loan can help Department of Housing tenants
purchase from 60% share in their existing rental property (if
it is available for sale) or a property on the open market.
The remaining share is owned by the Department of
Housing and can be purchased by the borrower at a later
date.
ELIGIBILITY: A minimum period of three years continuous
tenancy with the Department of Housing and no interest in
any lot of residential land. Sufficient income to repay the
home loan. No current arrears or other debts to Department
of Housing – including water consumption debts.
SERVICE: Eligible Department of Housing tenants can
purchase their rental property (if it is available for sale).
Purchasers may receive a grant of up to $3000 for stamp
duty, valuation and settlement fees and a discount for any
approved capital improvements they have made to the
property.
The SharedStart home loan is a unique loan that has been
developed in response to the Department of Housing's
'affordable housing' initiative.
The initiative involves the Department of Housing (through
the Housing Authority) providing affordable properties for
sale, with the intention of sharing the ownership of the
property with eligible West Australians.
Keystart's role is to offer home loans to owner-occupiers to
assist with financing those properties.
WELLNESS RECOVERY ACTION PLAN (WRAP)
The WRAP program is a 8 week (2.5 hours per week) recovery based program for people living with mental
illness. WRAP is designed to reduce and prevent negative feelings, thoughts and behaviours, while aiming to
increase personal empowerment, awareness and improve quality of life.
Through interactive and educational sessions participants learn to manage the distressing effects of their
illness and develop plans and tools to prevent becoming unwell by increasing their awareness of risk factors
(e.g. triggers to relapse, early warning signs) and learning about what works for them ( personal wellness
plans).
The power of the WRAP program is that it is facilitated by people who have had personal experience living
with mental illness and have used the program to work towards personal wellness and recovery.
