INTRODUCTION<br />

a review <strong>of</strong> the research <strong>and</strong> literature on the site <strong>and</strong> structures, <strong>and</strong><br />

historical, architectural <strong>and</strong> archaeological findings.<br />

Historic preservation is <strong>of</strong> concern to all sectors in society.<br />

It has 'been<br />

addressed by legislation on federal, state <strong>and</strong> local levels because <strong>of</strong> citizen<br />

desires to retain ties with the past. Protection <strong>of</strong> historic <strong>and</strong> natural<br />

resources <strong>of</strong> national significance can be traced to the Antiquities Act <strong>of</strong> 1906<br />

<strong>and</strong> the Hi stort c Sites Act <strong>of</strong> 1935.<br />

<strong>The</strong> Nati ona1 Hi stori c Preservati on Act <strong>of</strong><br />

1966 exp<strong>and</strong>ed the federal government's concern for historic resources to include<br />

those <strong>of</strong> state <strong>and</strong> local significance. This firmly established a partnership<br />

between the federal government <strong>and</strong> the states in preservation. <strong>The</strong> National<br />

Register <strong>of</strong> Historic Places serves as the basic catalogue <strong>of</strong> historic properties<br />

in the U.S., <strong>and</strong>i.ts 1isting includes buildings, sites, districts, structures<br />

<strong>and</strong> objects significant in history, architecture, archaeology or culture.<br />

Criteria for inclusion in this listing are designed to guide federal<br />

agencies,<br />

state <strong>and</strong> local governments, the pub l ic <strong>and</strong> the Secretary <strong>of</strong> the Interior in<br />

evaluating potential entries to the National Register. <strong>The</strong> criteria for the<br />

National Register states:<br />

"<strong>The</strong> quality <strong>of</strong> significance in American history, architecture,<br />

archaeology, <strong>and</strong> culture is present in districts, sites, buildings,<br />

structures, <strong>and</strong> objects <strong>of</strong> state <strong>and</strong> local importance that possess<br />

integrity <strong>of</strong> location, design, setting, materials, workmanship,<br />

feeling, <strong>and</strong> association, <strong>and</strong>:<br />

c.<br />

D.<br />

that are associated with events that have made a significant<br />

contribution to the broad pattern <strong>of</strong> our history; or<br />

that are associated with the lives <strong>of</strong> persons significant in<br />

our past; or<br />

that embody the distinctive characteristics <strong>of</strong> a type,<br />

period, or method <strong>of</strong> construction, that represent the work <strong>of</strong><br />

a master, or that possess high artistic value, or that<br />

represent significant <strong>and</strong> a distinguishable entity whose<br />

components may lack individual distinction; or<br />

that have yielded or may be likely to yield, informati"on<br />

important in history or prehistory" (36 CFR Part 60).<br />
