Managed Long-Term Care<br />

VillageCareMAX began enroll<strong>in</strong>g members on June 15, 2012.<br />

It was the first new MLTC approved by the State <strong>in</strong> many years, and the first <strong>in</strong> a new <strong>in</strong>itiative by the Department of<br />

Health <strong>to</strong> expand managed care resources for Medicaid recipients.<br />

At year’s end, more than 900 <strong>in</strong>dividuals were members of the new Managed Long-Term Care plan.<br />

The MLTC creates an important source of a considerable number of referrals <strong>in</strong> addition <strong>to</strong> <strong>those</strong> received from other<br />

managed care organizations. VillageCareMAX provides clients and patients directly <strong>to</strong> VillageCare’s program array.<br />

Managed care has been penetrat<strong>in</strong>g VillageCare’s service system s<strong>in</strong>ce the middle of the previous decade and had<br />

already risen <strong>to</strong> 16 percent of <strong>those</strong> served by 2009. With New York State’s mandate <strong>to</strong> place <strong>those</strong> receiv<strong>in</strong>g Medicaid<br />

<strong>in</strong><strong>to</strong> managed long-term care, and through the establishment of VillageCare’s own MLTC, the managed care patients<br />

and clients reached 34 percent by the end of 2012.<br />

By mak<strong>in</strong>g sure that it has a key role <strong>in</strong> managed care, VillageCare can preserve its long-held commitment <strong>to</strong> serve<br />

the care <strong>need</strong>s of poor and underserved <strong>in</strong>dividuals and communities.<br />

VillageCareMAX is a managed long-term care plan established by a care provider rather than an <strong>in</strong>surance company.<br />

VillageCare has a long his<strong>to</strong>ry and considerable experience <strong>in</strong> understand<strong>in</strong>g <strong>in</strong>dividual <strong>need</strong>s and <strong>in</strong> provid<strong>in</strong>g the<br />

appropriate care and services at the right time and <strong>in</strong> the right place. By carefully coord<strong>in</strong>at<strong>in</strong>g these services for<br />

adults who are chronically ill, VillageCare’s MLTC can help them rema<strong>in</strong> at home for as long as possible, and do so <strong>in</strong><br />

a cost-effective way.<br />

The New York State Health Department has notified the organization that VillageCareMAX has been selected <strong>to</strong><br />

participate <strong>in</strong> an <strong>in</strong>itiative <strong>to</strong> establish a second managed care entity, known as a Fully Integrated Dual Advantage<br />

(FIDA) program. New York is one of 12 states selected by the federal Centers for Medicare and Medicaid Services<br />

(CMS) <strong>to</strong> create such a program <strong>in</strong> order <strong>to</strong> address the <strong>need</strong>s of dual eligibles. As members of a FIDA plan, dual eligibles<br />

– <strong>those</strong> who are receiv<strong>in</strong>g both Medicaid and Medicare – would see their benefits from both <strong>those</strong> programs<br />

put <strong>to</strong>gether <strong>in</strong> a s<strong>in</strong>gle managed long-term care plan.<br />
