Annual Report Summary (2010-11)<br />

It is a pleasure to report to our members<br />
that the <strong>Association</strong> is doing well and<br />
stands ready to serve the members who<br />
make the success <strong>of</strong> TASBO possible.<br />
Interesting Statistics:<br />
• Membership increased<br />
from 5,443 to 5,505;<br />
• Annual Conference Registration<br />
increased from 1,509 to 1,622;<br />
• Annual Conference Exhibitors<br />
grew from 282 to 312;<br />
• Workshops—from 27 to 45;<br />
• Academies—7;<br />
• The number <strong>of</strong> education courses<br />
decreased from 210 to 174;<br />
• The number <strong>of</strong> certifications earned<br />
increased from 306 to 321;<br />
• Online course registrations from 0 to 54;<br />
• Legislative Pipeline, from<br />
93 to 125 districts;<br />
• eFACTS+ decreased from 107 to 96;<br />
• Mentoring program—19;<br />
• Actual revenue was higher than anticipated,<br />
and expenses were lower than<br />
anticipated, leading to an increase in<br />
Unrestricted Net Assets <strong>of</strong> $798,131.<br />
Overall, the combined efforts <strong>of</strong> the Board,<br />
staff, committees, and affiliates have led<br />
to “better than expected” achievements in<br />
many areas. We are grateful for the continued<br />
support <strong>of</strong> TASBO members.<br />
The Year in Review<br />
OBJECTIVE #1<br />
Customer Satisfaction and Service—<br />
Provide benefits and services to the<br />
network <strong>of</strong> school business and<br />
operations <strong>of</strong>ficials.<br />
A Curriculum Survey was completed and<br />
was used to improve TASBO’s curriculum<br />
and a variety <strong>of</strong> pr<strong>of</strong>essional development<br />
processes. A Member Survey was also<br />
completed, and results are being used to<br />
improve current programs and guide new<br />
programs. Evaluations <strong>of</strong> programs and<br />
events are now handled electronically. Cost<br />
reduction and revenue enhancement strategies<br />
being used by school districts throughout<br />
the State <strong>of</strong> <strong>Texas</strong> were posted on TASBO’s<br />
website as a resource for all school districts.<br />
Information was provided to members <strong>of</strong><br />
the Legislature regarding the importance <strong>of</strong><br />
fund balances, enhancing the understanding<br />
<strong>of</strong> staffing ratios, and the burden <strong>of</strong> financial<br />
mandates. Speed and efficiency were<br />
improved by: modifying the Conference<br />
registration process; installing new s<strong>of</strong>tware,<br />
and enhancing eFACTS+ by adding an Excel<br />
function just to name a few. Online membership<br />
sign-up and renewal became a reality.<br />
Continual changes were made to the State<br />
and Federal Compliance Workshops as rules<br />
were changed at the state and federal level.<br />
OBJECTIVE #2<br />
Knowledge and Resource Center—<br />
Deliver relevant services to enhance<br />
pr<strong>of</strong>essional growth and development.<br />
Recommendations included in the Curriculum<br />
Review led to acquisition <strong>of</strong> both<br />
Content Management and Learning Management<br />
Systems. Members <strong>of</strong> the Pr<strong>of</strong>essional<br />
Certification Committee and an associated<br />
Ad Hoc Committee have been involved<br />
in a lengthy study related to accreditation.<br />
Discussions with university representatives<br />
are likely to culminate in additional higher<br />
education opportunities for TASBO<br />
members. TASBO’s system for sharing great<br />
ideas to improve efficiency and effectiveness<br />
was enhanced through the myTASBO portal.<br />
OBJECTIVE #3<br />
Public Awareness—Promote the value<br />
<strong>of</strong> school business and operations.<br />
TASBO monitored State agency and Legislative<br />
activities and posted updates on the<br />
website. Information was shared with legislators<br />
and legislative staff members regarding<br />
misunderstandings related to fund balance<br />
and staff issues among other issues. TASBO<br />
exhibited at TASA Midwinter, TASA/TASB,<br />
TAPT, and TASN Conferences. TASBO<br />
staff members furnished information to<br />
members <strong>of</strong> the State Board <strong>of</strong> Education.<br />
An Editorial Board for the TASBO magazine<br />
was set up through myTASBO. The<br />
TASBO Sponsorship Program was changed<br />
to a Strategic Sponsorship Program. A<br />
Buyer’s Guide was introduced and is credited<br />
with contributing to additional interest and<br />
participation by exhibitors. Informz, direct<br />
mail, and new marketing pieces have been<br />
used to promote membership and services.<br />

com, and other resources were used to<br />
identify new hires in the school business and<br />
operations areas.<br />

Houston, What Matters: Accountability,<br />
Training, Budgets and Students<br />

TASBO did it again! Our 66 th Annual<br />
Conference went <strong>of</strong>f without a hitch<br />
and brought unprecedented learning<br />
opportunities to our members.<br />
I don’t know about you, but the addition<br />
<strong>of</strong> the Conference app was an incredible<br />
upgrade in giving me access to everything<br />
happening at the Conference. From letting<br />
me know where and when a learning session<br />
was taking place, to letting me know where<br />
a vendor was located in the exhibit hall,<br />
this app delivered! Preliminary conference<br />
survey results reveal that nearly one in four<br />
attendees used the app.<br />
As a time-saving, confusion-reduction tool,<br />
the Conference app is a perfect example<br />
that our organization not only is keeping<br />
pace with technology, but stepping further<br />
into the 21 st century. This forward-thinking<br />
endeavor makes me want to approach<br />
my school district technology department<br />
and say, “Hey, let’s do this at our school<br />
district!” Wouldn’t this be a great resource<br />
for parents and kids? “Where’s my class,<br />
what’s for lunch, what’s on tap for this<br />
afternoon”—all this data could be loaded<br />
into the campus app to make information<br />
readily available 24/7. After all, don’t we all<br />
crave instant information?<br />
As I mentioned in the President’s<br />
Challenge in the third General Session,<br />
the goal for this year is “continuous<br />
improvement” in the services provided<br />
to our membership. Our committees did<br />
an excellent job in providing learning<br />
sessions that targeted the most pressing<br />
issues facing our members in all specializations<br />
<strong>of</strong> our organization.<br />
This is the time <strong>of</strong> year that we<br />
pack up and physically leave our<br />
districts so we can network with<br />
one another, share experiences,<br />
learn, and build relationships.<br />
The sessions I attended were absolutely<br />
spot-on in providing the information I<br />
needed to hear. We are extremely blessed to<br />
have members that are willing to share their<br />
knowledge on a wide variety <strong>of</strong> subjects.<br />
Without the support <strong>of</strong> the individuals<br />
who participate in the on-going committee<br />
work, we couldn’t produce great yearly<br />
conferences.<br />
Committee work begins in the fall <strong>of</strong> each<br />
year. Please think about joining! However,<br />
if you can't participate at the committee<br />
level, please take part in post-event surveys<br />
— whether for the annual conference,<br />
your courses or the upcoming Summer<br />
Conference. This tool is critical in determining<br />
which ideas worked and didn’t work.<br />
After all, this Conference is all about creating<br />
value for you, so your opinion counts. We<br />
all know budgets aren’t getting any bigger!<br />
Therefore, our goal is to deliver quality workshops<br />
and networking sessions so that every<br />
TASBO event is a worthwhile expenditure.<br />
This year is guaranteed to bring us new<br />
challenges as we continue to experience<br />
limited resources with more accountability.<br />
Knowing this, we must work to meet these<br />
challenges by evolving and creating more<br />
opportunities for efficiency and effectiveness.<br />
myTasbo is a great avenue to share<br />
your thoughts with members and, perhaps,<br />
even outline a new, innovative idea. We<br />
need fresh, exciting ideas to present to the<br />
membership as we inch closer to the 67 th<br />
Annual Conference in San Antonio in<br />
2013! Have a great ending to the 2011-12<br />
school year, and let’s start planning for an<br />
even better 2012-13 year!<br />

OBJECTIVE #4<br />
The Model <strong>Association</strong>—Maintain a model association to<br />
serve the pr<strong>of</strong>ession and membership.<br />
Bob Harris, <strong>of</strong> the Nonpr<strong>of</strong>it Center, provided assistance with<br />
strategic planning by working with the Board <strong>of</strong> Directors and<br />
the staff. All evaluation reports for conferences and events are<br />
reviewed for ideas to improve programs and services for members.<br />
Staff members are grouped into teams organized around specific<br />
objectives in the Strategic Plan. These teams meet on a regular<br />
basis to assess progress and identify new strategies and tactics for<br />
achieving objectives. TASBO staff members have made significant<br />
improvements in efficiency, which have enabled improvements<br />
in operations even though staff was reduced from the prior year<br />
due to retirement. ASAE Operating Ratio Reports are used as<br />
benchmarks to compare TASBO operations to other associations.<br />
Installation <strong>of</strong> a fiber-optic connection and a new server with<br />
virtualization technologies have improved the speed <strong>of</strong> systems<br />
used by staff and members who interact with the TASBO technology<br />
systems. The first PEP Award winners were recognized at<br />
the Annual Conference. The Purchasing Award <strong>of</strong> Merit winners<br />
were also recognized at the Annual Conference.<br />

Well, what do you know?<br />
Money does make a difference.<br />
According to Representative<br />
Scott Hochberg, districts in<br />
<strong>Texas</strong> that are rated “exemplary” by the <strong>Texas</strong><br />
Education Agency are spending, on average,<br />
more than $1,000 more per pupil than<br />
those rated “unacceptable.” In fact, there is a<br />
direct and clear correlation between money<br />
spent per pupil and accountability ratings<br />
all the way from “unacceptable” to “exemplary.”<br />
Hochberg cited the following from<br />
the TEA database:<br />

TASBO staff used eFACTS+ to analyze the patterns mentioned in Jim Walsh’s<br />
article for revenue per student versus academic ratings.<br />
The chart below shows historic average revenues per student in the General Fund by<br />
school year according to academic ratings assigned to school districts for school year<br />
2010-2011 (the term WADA is weighted average daily attendance).<br />
Exemplary Districs: $6,580 per student<br />
Recognized Districs: $5,751 per student<br />
Acceptable Districs: $5,662 per student<br />
Unacceptable Districs: $5,538 per student<br />
Coincidence? I think not. I continue to be<br />
baffled and mildly amused by the no-newrevenue<br />
crowd that insists that there is no<br />
correlation. Money matters in every other<br />
area <strong>of</strong> life. Why would it not matter in<br />
education?<br />
My wife and I recently bought a new car.<br />
As we were shopping around, it was pretty<br />
clear that more money bought more car. I<br />
notice this same phenomenon everywhere I<br />
go. Take something as simple as breakfast.<br />
More money gets you more eggs and some<br />
bacon on the side.<br />
Being a sports fan, I notice the same thing<br />
there as well. In baseball, for example, the<br />
big-money teams are always going to be<br />
competitive. The little guys will have their<br />
occasional triumphs, but if you want to<br />
have a team that consistently competes for<br />
the Big Prize, you better spend some money.<br />
But there are those who insist that there<br />
is absolutely no connection between the<br />

exemplary for school year 2010-2011? The table below shows that there were relatively<br />
low percentages <strong>of</strong> economically disadvantaged and minority students.<br />
Also, about 25% <strong>of</strong> the exemplary-rated school districts only educated students<br />
through the eighth grade and about half <strong>of</strong> these school districts had a total enrollment<br />
<strong>of</strong> less than 400 students.<br />

amount we spend and the quality <strong>of</strong> our<br />
schools. Of course, they can cite lots <strong>of</strong><br />
examples to prove their argument. There<br />
are schools that spend large amounts <strong>of</strong><br />
money and continue to have poor student<br />
performance. There are schools that operate<br />
on a shoestring with stunning success.<br />
But you can make the same argument<br />
with cars, breakfasts or baseball teams.<br />
The most expensive car I ever bought<br />
(relative to the times) was a gorgeous<br />
1976 Audi. It was completely unreliable<br />
and incredibly expensive to maintain and<br />
repair. Bad decision. I have known people<br />
who have bought stripped-down basic cars<br />
from used lots and driven them happily<br />
for years. I once went to a breakfast buffet<br />
that was priced at $25, for which I got<br />
nothing better than what I would have<br />
gotten with the senior special at IHOP.<br />
The baseball documentary, Moneyball,<br />
argues that really smart management can<br />
overcome gobs <strong>of</strong> money. Which it can—<br />
for a year or so.<br />
But these are all exceptions. Do we want<br />
to subject our children to the fortunes <strong>of</strong><br />
good luck and exceptional leadership? We<br />
will not always have good luck, and we<br />
cannot count on exceptional leadership.<br />
Over the long haul, when you look at it on<br />
a statewide level, money matters.<br />
How we spend the money matters. Our<br />
priorities matter, <strong>of</strong> course. But could we<br />
please acknowledge that the sheer amount<br />
<strong>of</strong> the money matters also? If we could<br />
at least agree on that, perhaps then we<br />
could agree on two simple propositions.<br />
First, that everyone should have access to<br />
the same amount, at the same tax rate. If<br />
spending $1,000 more per pupil significantly<br />
increases the likelihood that the<br />
district will earn an “exemplary” rating,<br />
shouldn’t every district have an equal shot<br />
at that extra $1,000? Second, that when<br />
more kids are moving to <strong>Texas</strong>, when more<br />
kids are showing up with greater educational<br />
needs, when the state is committed<br />
to raising standards for student achievement,<br />
the overall pot <strong>of</strong> money should be<br />
more—not less—than in the past.<br />
Seems pretty simple to me.<br />

Help Wanted: Curriculum Writers and Course Instructors<br />
TASBO’s strength is built on the involvement <strong>of</strong> its members, who guide every facet<br />
<strong>of</strong> TASBO pr<strong>of</strong>essional development. In our efforts to take TASBO Education Courses<br />
to the next level, we are establishing a Curriculum Refinement Process. The first step<br />
in the process is the Application for Curriculum Instructors and Writers. All individuals<br />
interested in writing curriculum or being an instructor (face-to-face or online) must<br />
complete the application.<br />
Since the beginning <strong>of</strong> TASBO Education Courses, instructors have both written and<br />
delivered the curriculum. In this new process, the duties <strong>of</strong> Instructor and Writer have<br />
been separated. Though both roles will have much in common—depth <strong>of</strong> knowledge<br />
and experience in school business operations—separating them will allow TASBO to<br />
strengthen content integrity, provide pr<strong>of</strong>essional grade material that is relevant and<br />
engaging, and to align curriculum within and across specialties.<br />

to the prior school year? The map shows changes in reported<br />
