Overall, the combined efforts of the Board,
staff, committees, and affiliates have led
to “better than expected” achievements in
many areas. We are grateful for the continued
support of TASBO members.
The Year in Review
OBJECTIVE #1
Customer Satisfaction and Service—
Provide benefits and services to the
network of school business and
operations officials.
A Curriculum Survey was completed and
was used to improve TASBO’s curriculum
and a variety of professional development
processes. A Member Survey was also
completed, and results are being used to
improve current programs and guide new
programs. Evaluations of programs and
events are now handled electronically. Cost
reduction and revenue enhancement strategies
being used by school districts throughout
the State of Texas were posted on TASBO’s
website as a resource for all school districts.
Information was provided to members of
the Legislature regarding the importance of
fund balances, enhancing the understanding
of staffing ratios, and the burden of financial
mandates. Speed and efficiency were
improved by: modifying the Conference
registration process; installing new software,
and enhancing eFACTS+ by adding an Excel
function just to name a few. Online membership
sign-up and renewal became a reality.
Continual changes were made to the State
and Federal Compliance Workshops as rules
were changed at the state and federal level.
OBJECTIVE #2
Knowledge and Resource Center—
Deliver relevant services to enhance
professional growth and development.
Recommendations included in the Curriculum
Review led to acquisition of both
Content Management and Learning Management
Systems. Members of the Professional
Certification Committee and an associated
Ad Hoc Committee have been involved
in a lengthy study related to accreditation.
Discussions with university representatives
are likely to culminate in additional higher
education opportunities for TASBO
members. TASBO’s system for sharing great
ideas to improve efficiency and effectiveness
was enhanced through the myTASBO portal.
OBJECTIVE #3
Public Awareness—Promote the value
of school business and operations.
TASBO monitored State agency and Legislative
activities and posted updates on the
website. Information was shared with legislators
and legislative staff members regarding
misunderstandings related to fund balance
and staff issues among other issues. TASBO
exhibited at TASA Midwinter, TASA/TASB,
TAPT, and TASN Conferences. TASBO
staff members furnished information to
members of the State Board of Education.
An Editorial Board for the TASBO magazine
was set up through myTASBO. The
TASBO Sponsorship Program was changed
to a Strategic Sponsorship Program. A
Buyer’s Guide was introduced and is credited
with contributing to additional interest and
participation by exhibitors. Informz, direct
mail, and new marketing pieces have been
used to promote membership and services.
Texas School Business magazine, TexasISD.
com, and other resources were used to
identify new hires in the school business and
operations areas.
President’s Perspective
Houston, What Matters: Accountability,
Training, Budgets and Students
By David Garcia, RTSVA, Midland ISD, TASBO President
TASBO did it again! Our 66 th Annual
Conference went off without a hitch
and brought unprecedented learning
opportunities to our members.
I don’t know about you, but the addition
of the Conference app was an incredible
upgrade in giving me access to everything
happening at the Conference. From letting
me know where and when a learning session
was taking place, to letting me know where
a vendor was located in the exhibit hall,
this app delivered! Preliminary conference
survey results reveal that nearly one in four
attendees used the app.
As a time-saving, confusion-reduction tool,
the Conference app is a perfect example
that our organization not only is keeping
pace with technology, but stepping further
into the 21 st century. This forward-thinking
endeavor makes me want to approach
my school district technology department
and say, “Hey, let’s do this at our school
district!” Wouldn’t this be a great resource
for parents and kids? “Where’s my class,
what’s for lunch, what’s on tap for this
afternoon”—all this data could be loaded
into the campus app to make information
readily available 24/7. After all, don’t we all
crave instant information?
As I mentioned in the President’s
Challenge in the third General Session,
the goal for this year is “continuous
improvement” in the services provided
to our membership. Our committees did
an excellent job in providing learning
sessions that targeted the most pressing
issues facing our members in all specializations
of our organization.
This is the time of year that we
pack up and physically leave our
districts so we can network with
one another, share experiences,
learn, and build relationships.
The sessions I attended were absolutely
spot-on in providing the information I
needed to hear. We are extremely blessed to
have members that are willing to share their
knowledge on a wide variety of subjects.
Without the support of the individuals
who participate in the on-going committee
work, we couldn’t produce great yearly
conferences.
Committee work begins in the fall of each
year. Please think about joining! However,
if you can't participate at the committee
level, please take part in post-event surveys
— whether for the annual conference,
your courses or the upcoming Summer
Conference. This tool is critical in determining
which ideas worked and didn’t work.
After all, this Conference is all about creating
value for you, so your opinion counts. We
all know budgets aren’t getting any bigger!
Therefore, our goal is to deliver quality workshops
and networking sessions so that every
TASBO event is a worthwhile expenditure.
This year is guaranteed to bring us new
challenges as we continue to experience
limited resources with more accountability.
Knowing this, we must work to meet these
challenges by evolving and creating more
opportunities for efficiency and effectiveness.
myTasbo is a great avenue to share
your thoughts with members and, perhaps,
even outline a new, innovative idea. We
need fresh, exciting ideas to present to the
membership as we inch closer to the 67 th
Annual Conference in San Antonio in
2013! Have a great ending to the 2011-12
school year, and let’s start planning for an
even better 2012-13 year!
OBJECTIVE #4
The Model Association—Maintain a model association to
serve the profession and membership.
Bob Harris, of the Nonprofit Center, provided assistance with
strategic planning by working with the Board of Directors and
the staff. All evaluation reports for conferences and events are
reviewed for ideas to improve programs and services for members.
Staff members are grouped into teams organized around specific
objectives in the Strategic Plan. These teams meet on a regular
basis to assess progress and identify new strategies and tactics for
achieving objectives. TASBO staff members have made significant
improvements in efficiency, which have enabled improvements
in operations even though staff was reduced from the prior year
due to retirement. ASAE Operating Ratio Reports are used as
benchmarks to compare TASBO operations to other associations.
Installation of a fiber-optic connection and a new server with
virtualization technologies have improved the speed of systems
used by staff and members who interact with the TASBO technology
systems. The first PEP Award winners were recognized at
the Annual Conference. The Purchasing Award of Merit winners
were also recognized at the Annual Conference.
Money Matters: The Law Dawg
By Jim Walsh, Walsh, Anderson, Gallegos, Green & Trevino, PC
Well, what do you know?
Money does make a difference.
According to Representative
Scott Hochberg, districts in
Texas that are rated “exemplary” by the Texas
Education Agency are spending, on average,
more than $1,000 more per pupil than
those rated “unacceptable.” In fact, there is a
direct and clear correlation between money
spent per pupil and accountability ratings
all the way from “unacceptable” to “exemplary.”
Hochberg cited the following from
the TEA database:
School Accountability Ratings
TASBO staff used eFACTS+ to analyze the patterns mentioned in Jim Walsh’s
article for revenue per student versus academic ratings.
The chart below shows historic average revenues per student in the General Fund by
school year according to academic ratings assigned to school districts for school year
2010-2011 (the term WADA is weighted average daily attendance).
Exemplary Districs: $6,580 per student
Recognized Districs: $5,751 per student
Acceptable Districs: $5,662 per student
Unacceptable Districs: $5,538 per student
Coincidence? I think not. I continue to be
baffled and mildly amused by the no-newrevenue
crowd that insists that there is no
correlation. Money matters in every other
area of life. Why would it not matter in
education?
My wife and I recently bought a new car.
As we were shopping around, it was pretty
clear that more money bought more car. I
notice this same phenomenon everywhere I
go. Take something as simple as breakfast.
More money gets you more eggs and some
bacon on the side.
Being a sports fan, I notice the same thing
there as well. In baseball, for example, the
big-money teams are always going to be
competitive. The little guys will have their
occasional triumphs, but if you want to
have a team that consistently competes for
the Big Prize, you better spend some money.
But there are those who insist that there
is absolutely no connection between the
What are the demographic characteristics of the school districts that were rated
exemplary for school year 2010-2011? The table below shows that there were relatively
low percentages of economically disadvantaged and minority students.
Also, about 25% of the exemplary-rated school districts only educated students
through the eighth grade and about half of these school districts had a total enrollment
of less than 400 students.
Feature
amount we spend and the quality of our
schools. Of course, they can cite lots of
examples to prove their argument. There
are schools that spend large amounts of
money and continue to have poor student
performance. There are schools that operate
on a shoestring with stunning success.
But you can make the same argument
with cars, breakfasts or baseball teams.
The most expensive car I ever bought
(relative to the times) was a gorgeous
1976 Audi. It was completely unreliable
and incredibly expensive to maintain and
repair. Bad decision. I have known people
who have bought stripped-down basic cars
from used lots and driven them happily
for years. I once went to a breakfast buffet
that was priced at $25, for which I got
nothing better than what I would have
gotten with the senior special at IHOP.
The baseball documentary, Moneyball,
argues that really smart management can
overcome gobs of money. Which it can—
for a year or so.
But these are all exceptions. Do we want
to subject our children to the fortunes of
good luck and exceptional leadership? We
will not always have good luck, and we
cannot count on exceptional leadership.
Over the long haul, when you look at it on
a statewide level, money matters.
How we spend the money matters. Our
priorities matter, of course. But could we
please acknowledge that the sheer amount
of the money matters also? If we could
at least agree on that, perhaps then we
could agree on two simple propositions.
First, that everyone should have access to
the same amount, at the same tax rate. If
spending $1,000 more per pupil significantly
increases the likelihood that the
district will earn an “exemplary” rating,
shouldn’t every district have an equal shot
at that extra $1,000? Second, that when
more kids are moving to Texas, when more
kids are showing up with greater educational
needs, when the state is committed
to raising standards for student achievement,
the overall pot of money should be
more—not less—than in the past.
Seems pretty simple to me.
This column originally ran in the March
2012 issue of Texas School Business. Jim
Walsh is the co-author of The Educator’s
Guide to Texas School Law and the
author of The Common Sense Guide to
Special Education Law. He is publisher
Help Wanted: Curriculum Writers and Course Instructors
TASBO’s strength is built on the involvement of its members, who guide every facet
of TASBO professional development. In our efforts to take TASBO Education Courses
to the next level, we are establishing a Curriculum Refinement Process. The first step
in the process is the Application for Curriculum Instructors and Writers. All individuals
interested in writing curriculum or being an instructor (face-to-face or online) must
complete the application.
Since the beginning of TASBO Education Courses, instructors have both written and
delivered the curriculum. In this new process, the duties of Instructor and Writer have
been separated. Though both roles will have much in common—depth of knowledge
and experience in school business operations—separating them will allow TASBO to
strengthen content integrity, provide professional grade material that is relevant and
engaging, and to align curriculum within and across specialties.
If you are interested in either writing and/or delivering TASBO Curriculum, please
contact Esmeralda Gonzalez, TASBO Education Coordinator, esmer@tasbo.org.
