Auf Kurzfilmfestivals erinnert die Anhäufung<br />
kleiner Eindrücke an die unübersichtlich<br />
lockende Vielfalt der Videoportale im Internet.<br />
Ein Sonderfall sind die eben zu Ende gegangenen<br />
Kurzfilmtage <strong>Ober</strong>hausen: Das älteste<br />
Kurzfilmfestival fand heuer zum 56. Mal statt<br />
und bleibt das renommierteste – wegen der<br />

Wim Wenders purportedly had his<br />
first cigarette here; a historic<br />
manifesto by 26 filmmakers declared<br />
the birth of a new kind of German<br />
feature film here; a filmmaker is the<br />
chef of the festival café and the short is<br />
the supreme expression of film practice.<br />
Welcome to the 56th <strong>International</strong> <strong>Short</strong><br />
<strong>Film</strong> <strong>Festival</strong> <strong>Ober</strong>hausen, which I had<br />
the pleasure of attending in early May<br />
this year.<br />
<strong>The</strong> term ‘short film’ seems reductive<br />
at this kind of festival, but perhaps<br />
it is vague enough to be understood as<br />
what it’s not – feature length narrative<br />
film – and serves to encompass all other<br />
kinds of filmmaking activity. <strong>The</strong> festival<br />
screens non-narrative, animation,<br />
avant-garde, artists’ film / video, experimental<br />
documentary and music video.<br />
<strong>Ober</strong>hausen was the first film festival<br />
to recognise music videos as genre of<br />
filmmaking – they have programmed a<br />
special music video competition ‘MuVi’<br />
since 1999.<br />
As well as its prominent international<br />
and German competition screenings<br />
(with substantial prize money), there are<br />
also themed programmes, a children’s<br />
and youth section, mini-retrospective<br />
profiles of filmmakers and independent<br />
distributor showcases. It is a filmmaker’s<br />
film festival with over 1 000 accredited<br />
film professionals attending, and<br />
thought-provoking early morning sessions<br />
on wider philosophical questions on<br />
film culture.<br />
<strong>The</strong> international competition comprises<br />
of ten programmes of approximately<br />
six shorts, each spread over the<br />
six days of the festival. In this section,<br />
64 films from 36 countries were shown,<br />
chosen by groups of international filmmakers,<br />
programmers and curators<br />
from over 4 000 entries. As with many<br />
short film competitions, there is often a<br />
mixed-bag feeling to the programmes.<br />
With all this condensed impact having<br />
to be screened consecutively, there<br />
were some loose curatorial groupings<br />
that allowed for more coherent viewing<br />
pleasures. <strong>The</strong> political programme<br />
on Saturday afternoon was particularly<br />
strong with non-narrative films Promotional<br />
Video (Omer Krieger and Dana<br />
Yahalomi, Israel, 2008), Instruction<br />
(Wendelien van Oldenborgh, Netherlands,<br />
2009) and Flag Mountain (UK,<br />
John Smith, 2010), all notable for<br />
their investigations of the aesthetics<br />
of power. Flag Mountain even won the<br />
ARTE Prize for a European short film at<br />
<strong>Ober</strong>hausen. Also in this programme<br />
was a lo-fi video Las Remesas (Juan<br />
Carrascal, El Salvador / Spain, 2009) on<br />
the subject of remittances from the USA<br />
to El Salvador. This is the kind of film<br />
that might have trouble elsewhere due<br />
its unpolished nature, but in <strong>Ober</strong>hausen<br />
there is a commitment to encouraging<br />
diverse kinds of filmmaking from all over<br />
the world, and encouraging new talent.<br />
<strong>The</strong> festival pays for all of its filmmakers<br />
to attend the festival and hosts postshow<br />
discussions, which makes this<br />
festival stand out. It’s an opportunity for<br />
filmmakers to network with each other<br />
and to encourage them to keep making<br />
more films, through this kind of respect<br />
and validation.<br />
Two stand-out films by Scandinavian<br />
directors both dealt with the<br />
pains of growing up, refreshing this<br />
overused genre for first-time filmmakers<br />
with darker undertones and the<br />
confidence to deny closure. Dark Island<br />
(Jöns Mellgren, Great Britain, 2009)<br />
used pastel paper cut-out puppets to<br />
counterpoint the story of a guilt-ridden<br />
teenage boy in masculine crisis. <strong>The</strong><br />
Little Snow Animal (Miia Tervo, Finland,<br />
2009) was a dark exploration of sexual<br />
politics through the fragmented story of<br />
a teenage girl. It mixed live-action with a<br />
soundtrack of a radio show agony uncle<br />
advising a distraught teenager; their<br />
conversation was illustrated by abstract<br />
hand-drawn animation, pulsing with the<br />
rhythm and timbre of their voices.<br />
Artists’ crossover films were some<br />
of the more intellectually stimulating<br />
screenings, such as Reconstructing<br />
Damon Albarn in Kinshasa (Jeanne<br />
Faust, Germany, 2010) and Life of Imitation<br />
(Ming Wong, Singapore, 2009)<br />
an outstanding gem that remade a<br />
scene from Douglas Sirk’s 1959 film<br />
of the same name. It explored race,<br />
gender and identity and cinema itself<br />
in a 4-minute double-screen tour de<br />
force that overshadowed the remainder<br />
of that particular programme. It<br />
premiered in the Venice Biennale last<br />
year, illustrating the crossover appeal<br />
of <strong>Ober</strong>hausen for artist-turned-filmmakers<br />
and the successful presentation of<br />
a multi-screen filmwork in a cinematic<br />
environment.<br />
<strong>The</strong> Shutdown (Adam Stafford,<br />
Great Britain, 2009) was a deceptively<br />
simple documentary that has stayed<br />
with me since. A poignant swansong<br />
of industrial Scotland, the film consists<br />
of factory-scapes with a voiceover narrating<br />
the circumstances of one man’s<br />
father’s crippling accident in a factory.<br />
This film was especially topical in the<br />
post-industrial town of <strong>Ober</strong>hausen that<br />
is experiencing its highest unemployment<br />
to date. Another documentary that<br />
played with form while still informing<br />
was Madame & Little Boy, (Magnus Bärtås<br />
Sweden, 2009). This made startling<br />
correlations between seemingly unrelated<br />
elements of the life of Korean actress<br />
Madame Choi – cinematic monsters such<br />

as Godzilla and the rise of atomic weapons.<br />
This won the Grand Prize of the<br />
City of <strong>Ober</strong>hausen, worth EUR 7,500.<br />
Sadly, there were no Irish films in<br />
the international competition – in fact,<br />
only six of the 4000+ submissions were<br />
entered from Ireland. <strong>The</strong>se six I had<br />
the opportunity to watch in the press<br />
mediatheque and I imagine they did<br />
not get through because of their more<br />
classical approach. So why are there<br />
not more Irish filmmakers entering,<br />
especially considering the commitment<br />
to digital video and young filmmakers<br />
that the festival has? <strong>The</strong>re are<br />
experimental filmmakers in Ireland,<br />
as well as a plethora of visual artists<br />
who have taken a cinematic ‘turn’. <strong>The</strong><br />
<strong>Ober</strong>hausen festival director seemed a<br />
little bewildered by the Irish films that<br />
are sent to the festival (with the exception<br />
of Ken Wardrop who won an award<br />
in <strong>Ober</strong>hausen in 2005) when I questioned<br />
him about it, but is eager to see<br />
more. With the Arts Council of Ireland’s<br />
recent funding stream to support nonnarrative<br />
film projects, I am looking<br />
forward to what might be screened in<br />
<strong>Ober</strong>hausen from Ireland in 2011.<br />
<strong>The</strong> theme of this year’s festival<br />
was an ambitious early cinema programme<br />
“From the Deep: <strong>The</strong> Great<br />
Experiment 1898–1918”. An eclectic<br />
potpourri of early silent films from Europe,<br />
most have never seen the light<br />
of the projector since they were first<br />
made and some have never screened<br />
at all. Subversive comedy, magic shows<br />
with dismembered bodies, and actuality<br />
footage of the Suffragettes, made the<br />
early ‘cinema of attractions’ seem just<br />
as experimental as the contemporary<br />
films. This was particularly the case as<br />
a special programme of damaged films<br />
was included highlighting ideas of time<br />
and nostalgia inherent in the medium,<br />
while bringing some otherworldly sense<br />
beyond science and aesthetics into play.<br />
As well as the early cinema<br />
screenings, there were four “No Wave”<br />
profile programmes, which included<br />
two early films by Ireland’s experi mental<br />
filmmaker Vivienne Dick, Guerillere<br />
Talks and She Had her Gun All Ready.<br />
<strong>The</strong>se films and the other 10 or so in<br />
the programme were closely tied to the<br />
music scene of late ’70s lower east side<br />
New York. Although difficult to define<br />
under one label as the ‘movement’ was<br />
neither premeditated nor coherent, in<br />
this kind of programme they could be<br />
viewed as countercultural utopian artefacts<br />
as well as films in their own right.<br />
<strong>The</strong> “No Wave” films presented unlikely<br />
correlations that echoed with the early<br />
cinema programme with a strange mix<br />
of naïve wonder and intelligent subversion,<br />
and a preoccupation with experimentation<br />
as though mainstream film<br />
did not exist yet! Of course, the “No<br />
Wave” filmmakers were certainly more<br />
self-conscious in their style. Although<br />
many films here were a treat to see,<br />
certain key works were also omitted,<br />
leaving the feeling that “No Wave” was<br />
about style over substance which more<br />
content-inspired “No Wave” filmmakers<br />
would surely debate was not the case.<br />
This was my first experience of the<br />
<strong>Ober</strong>hausen festival and it has quickly<br />
become ‘my’ festival, as I plan to return<br />
every year. <strong>International</strong> in scope, it still<br />
manages to operate on a very human<br />
scale, perhaps because of its location<br />
– there is not much else to do in <strong>Ober</strong>hausen<br />
besides the festival, so there is a<br />
summer-camp immersion atmosphere,<br />
where for one extended weekend, a<br />
tiny nation seems to develop, a fantasy<br />
of citizens who live their lives through<br />
all things celluloid and digital. So what<br />
more can I say – a call to arms ye filmmakers<br />
of Ireland: get your montage<br />
skills flexing and send your submissions<br />
to the filmmakers’ film festival.<br />

Neunundzwanzig Jahre nach dem US-<br />
Start am 1. August 1981 zeigt MTV,<br />
der Sender, der synonym für die Blütezeit<br />
des Musikvideos steht, keine Clips mehr.<br />
An die Stelle einer programmierten TV-<br />
Auswahl trat das frei anwählbare Internet,<br />
namentlich YouTube und Vimeo. Einher<br />
mit den neuen Plattformen ging die<br />
digitale Evolution: Jeder kann sich heute<br />
eine HD-Kamera für wenig Geld kaufen,<br />
ergo <strong>Film</strong>e drehen, und produziert wird<br />
nicht mehr für rechen- und kostenintensive<br />
Bildschirmdiagonalen, sondern<br />
für zigarettenschachtelgroße Mini-Bildschirmfenster<br />
und Screens.<br />
Die Zeiten der Postökonomie<br />
herrschen also auch dort, wo noch vor<br />
zehn Jahren hunderttausende Euros<br />
oder Dollars in immer aufwendigeren<br />
Produktionen verbrannt wurden – diese<br />
teuren Produktionen gibt es zwar immer<br />
noch, aber leisten tun sie sich heute<br />
nurmehr die zwei, drei verbliebenen<br />
wirklichen Superstars. An ihre Stelle<br />
traten im besten Falle radikale Auseinandersetzungen<br />
mit den neuen Produktionsbedingungen.<br />
Auch in Spex beschäftigen wir uns<br />
regelmäßig in der Reihe „ Wichtige<br />
Musikvideos“ mit Clips, welche die Bedingungen<br />
des digitalen Zeitalters spiegeln<br />
und Musik auf innovative Weise<br />
illustrieren. Nach etlichen Folgen der<br />
Serie komme ich zu demselben Schluss<br />
wie nach der Sichtung aller Musik videos,<br />
die in <strong>Ober</strong>hausen im Rahmen des MuVi<br />
<strong>International</strong>-Programms laufen: Entscheidend<br />
ist die glasklare, in einem Satz<br />
kommunizierbare Idee – und im Idealfall<br />
reflektiert der Clip Musik, Entstehungszeit<br />
und Produktions bedingungen.<br />
Während eine Lady Gaga (das Video<br />
zu ihrem aktuellen Hit Telephone ist leider<br />
bei den <strong>Ober</strong>hausener Kurzfilmtagen<br />
nicht zu sehen) selbstreflexive Materialschlachten<br />
kämpft und in ihren Clips<br />
Pop, Größenwahn, Schleichwerbung<br />
und Fashion zusammendenkt, kommt<br />
das beste Video, das dieses Jahr im<br />
MuVi <strong>International</strong>-Programm zu sehen<br />
ist, ausschließlich mit nackter Typografie<br />
aus. Das von Arnaud Fleurent-Didier gedrehte<br />
Video zu seinem Song France Culture<br />
erinnert in seiner Verliebtheit in die<br />
Buchstaben wie auch in seiner konzeptuellen<br />
Strenge an berühmte Vorspänne<br />
zu <strong>Film</strong>en Jean-Luc Godards, etwa<br />
an „Pierrot le fou“ oder „ Détective“, in<br />
denen der Zuschauer mit modernistischem<br />
Minimalismus konfrontiert wird.<br />
In Fleurent-Didiers Video hören wir den<br />
Sänger, und wir sehen Schlüsselworte<br />
seines gesprochen / gesungenen Textes<br />
wie „Marx“, „Apocalypse Now“ oder<br />
„Petain“ in weißer Typo auf schwarzem<br />
Grund. Das Video zu France Culture ist<br />
der beste Beweis für den nicht immer,<br />
aber eben immer wieder gültigen Satz:<br />
„Form follows function“.<br />
Wie dated wirkt dagegen der im<br />
Jahr 2009 entstandene Clip On to the<br />
Next One für Jay-Z: Auch hier gibt es<br />
popkulturelle Querbezüge – zu sehen<br />
ist etwa ein Replika von Damien Hirsts<br />
Diamantenschädel –, doch verharrt der<br />
Art-Clip in einer am Ende ziellosen Verknüpfung<br />
von Musik und visuellen Ausdrucksformen.<br />
Wie weit das Musikvideo heutzutage<br />
gehen kann, welcher Tabubrüche es<br />
fähig ist und wie zugleich ohne den<br />
Einsatz von Kapital eine größtmögliche<br />
Aus sage erzielt werden kann, beweist<br />
das in <strong>Ober</strong>hausen laufende Video zu<br />
Xiu Xius Song Dear God, I Hate Myself.<br />
„Gefilmt in einer ruhenden Einstellung,<br />
welche im modernistischen Kino einmal<br />
die Funktion hatte, Gegebenes<br />
zum Ikonischen aufzuwerten, wird hier<br />
der drastische Akt des Übergebens gezeigt“,<br />
schreibt Tim Stüttgen in der aktuellen<br />
Ausgabe von Spex. Der Zuschauer<br />
schaut Angela Ceo, Mitglied von Xiu Xiu,<br />
dabei zu, wie sie sich ein ums andere<br />
Mal den Finger in den Mund steckt, um<br />
sich bulimisch auszukotzen – während,<br />
direkt neben ihr sitzend, Jamie Stewart,<br />
der Kopf der Band, eine Tafel Schokolade<br />
verspeist. Wenn die Frage also lautet:<br />
„Was kann Musikvideo?“, dann geben<br />
Clips wie die zu Xiu Xiu oder Fleurent-<br />
Didier die einzige gültige Antwort: alles.<br />
Man muss nur etwas zu sagen haben,<br />
man muss es klar sagen und, vor allem<br />
muss man es sich trauen.<br />

wenty-nine years after its US<br />
launch on 1 August 1981, MTV, the<br />
station synonymous with the golden<br />
age of the music video, is no longer<br />
showing clips. A programmed TV<br />
selection has been replaced by the Internet<br />
with its freely selectable platforms,<br />
in particular YouTube and Vimeo. Along<br />
with these new platforms came the<br />
digital evolution: these days, everyone<br />
can buy an HD camera cheaply and thus<br />
make films; and clips are no longer produced<br />
for CPU-intensive and expensive<br />
screen diagonals, but for cigarette-packsized<br />
mini windows and screens. <strong>The</strong><br />
post-economic era thus also prevails in<br />
an area where, just ten years ago, hundreds<br />
of thousands of euros or dollars<br />
were still being thrown into more and<br />
more extravagant productions – there<br />
still are such expensive productions,<br />
but only the two or three real superstars<br />
that are left still make them. <strong>The</strong>y<br />
have been replaced in the best cases by<br />
radical attempts to come to terms with<br />
the new conditions of production.<br />
In the series “Important Music<br />
Videos” in Spex, we also regularly take a<br />
look at clips that reflect the conditions of<br />
the digital era and illustrate music in an<br />
innovative way. After many instalments<br />
of the series, I have come to the same<br />
conclusion as after viewing all the music<br />
videos that will be shown in <strong>Ober</strong>hausen<br />
as part of the MuVi <strong>International</strong> programme:<br />
what is important is a crystalclear<br />
idea that is communicable in one<br />
sentence – and, ideally, the clip reflects<br />
the music, its period of origin and its<br />
production.<br />
While Lady Gaga (the video for her<br />
current hit Telephone is unfortunately<br />
not to be seen at the <strong>Short</strong> <strong>Film</strong> <strong>Festival</strong><br />
<strong>Ober</strong>hausen) fights self-reflexive<br />
materiel battles and combines pop,<br />
megalomania, surreptitious advertising<br />
and fashion in her clips, the best<br />
video to be seen this year in the MuVi<br />
<strong>International</strong> programme manages with<br />
just naked typo graphy. In its infatuation<br />
with letters and its conceptual rigour,<br />
the video filmed by Arnaud Fleurent-<br />
Didier for his song France Culture recalls<br />
famous opening credits to films<br />
by Jean-Luc Godard, for example “Pierrot<br />
le fou”and “Détective”, in which<br />
viewers are confronted by modernist<br />
minimalism. In Fleurent-Didier’s video<br />
we hear the singer, and we see key<br />
words from his spoken / sung lyrics<br />
such as “Marx”, “Apocalypse Now” or<br />
“ Petain” as white typography against a<br />
black background. <strong>The</strong> video for France<br />
Culture is the best demonstration of<br />
the validity of the not always, but very<br />
often, true sentence: “Form follows<br />
function”. How dated the clip On to<br />
the Next One for Jay-Z, made in 2009,<br />
appears in comparison: here, too, there<br />
are pop-cultural cross-references – for<br />
example, one sees a replica of Damien<br />
Hirst’s diamond skull – but the art clip<br />
remains within a combination of music<br />
and visual forms of expression that is ultimately<br />
aimless. <strong>The</strong> video to Xiu Xiu’s<br />
song Dear God, I Hate Myself, which will<br />
be shown in <strong>Ober</strong>hausen, shows how<br />
far music videos can go today, what taboos<br />
they are capable of breaking and<br />
how a very power ful statement can be<br />
made without the use of capital.<br />
“Here, filmed in a calm shot that in<br />
modernist cinema once had the function<br />
of elevating objects to iconic status,<br />
the drastic act of vomiting is shown,”<br />
Tim Stüttgen writes in the current<br />
issue of Spex. Viewers watch Angela<br />
Ceo, a member of Xiu Xiu, as she repeatedly<br />
sticks her finger in her mouth<br />
to bulimically throw up – while Jamie<br />
Stewart, the leader of the band, sits next<br />
to her eating a block of chocolate. So if<br />
the question is: “What is music video<br />
capable of?”, clips like those for Xiu Xiu<br />
or Fleurent-Didier give the only valid<br />
answer: everything. You only need to<br />
have something to say, to say it clearly<br />
and, above all, to have the courage.<br />

In ihrer Videoinstallation Journal No. 1<br />
– An Artist‘s Impression begibt sich die<br />
<strong>Film</strong>emacherin Hito Steyerl auf die Suche<br />
nach einer während der Belagerung Sarajevos<br />
(1992–95) verschwundenen bosnischen<br />
<strong>Film</strong>monatsschau aus dem Jahr 1947. Ein<br />
Mitarbeiter von Sutjeska <strong>Film</strong> führt durch<br />
kriegszerstörte <strong>Film</strong>lagerhallen und zeigt<br />
abgebrannte Requisiten. Die Gebäude der<br />
<strong>Film</strong>produktion wurden während des Bosnien-Krieges<br />
weitgehend zerstört.<br />
Steyerls Suche konfrontiert mit den<br />
unterschiedlichsten Versionen über den<br />
Verbleib der Kopie. Verbrannte sie tatsächlich<br />
an der bosnischen Frontlinie im<br />
Jugoslawien-Krieg? Oder wurde sie von<br />
Serben „geraubt“ und nach Belgrad gebracht,<br />
wie manche Zeitzeugen behaupten?<br />
Auch wenn es Steyerl in Journal<br />
No. 1 nicht um ein investigatives Aufspüren<br />
geht, verdeutlicht die Konfusion<br />
und Legendenbildung um den Verbleib<br />
dieser einen Kopie die allgemeine Lage<br />
des bosnisch-herzegowinischen <strong>Film</strong>erbes:<br />
kriegszerstört, existiert es bestenfalls<br />
fragmentarisch. Nur ein Bruchteil der<br />
<strong>Film</strong>e lagert heute im nationalen <strong>Film</strong>archiv,<br />
der „Kinoteka Bosne i Hercegovine“.<br />
Die Kinoteka selbst arbeitet mit äußerst<br />
knappen Mitteln. Das Archiv verfügt über<br />
keinen einzigen funktionierenden Sichtungstisch,<br />
die Sichtungen erfolgen auf<br />
Jahrzehnte alten Projektoren.<br />
Die <strong>Film</strong>produktion im sozialistischen<br />
Jugoslawien war überwiegend auf Ebene<br />
der Republiken organisiert. Bereits zu dieser<br />
Zeit war die <strong>Film</strong>infrastruktur Bosnien-<br />
Herzegowinas, vor allem im Vergleich zu<br />
den <strong>Film</strong>zentren Belgrad und Zagreb, nicht<br />
besonders gut ausgebaut. Wegen der fehlenden<br />
Ressourcen konzentrierte sich die<br />
Produktion in Bosnien-Herzegowina auf<br />
kleinere Formate – vor allem auf kurze<br />
Dokumentarfilme, die als Vorfilme in den<br />
Kinos des Landes liefen. Auch griff in Bosnien<br />
die Zensurpolitik strenger, dementsprechend<br />
vorsichtiger mussten die Sujets<br />
gewählt und behandelt werden. Dennoch,<br />
die bosnische Dokumentarfilmproduktion<br />
war über Jugoslawien hinaus auch in der<br />
übrigen sozialistischen Welt und im Westen<br />
hoch angesehen. Die <strong>Film</strong>produktion<br />
konzentrierte sich auf einige wenige staatliche<br />
Unternehmen. Sutjeska <strong>Film</strong> wurde<br />
1960 speziell für die Kurzfilmproduktion<br />
gegründet. 1 Im Arbeitskontext dieses Produktionshauses<br />
entwickelte sich die Sarajevoer<br />
Schule des Dokumentarfilms.<br />
War die jugoslawische Dokumentarfilmproduktion<br />
der 1950er Jahre noch ganz<br />
auf Parteilinie eingeschworen – insbesondere<br />
in der Beschwörung von heldenhaftem<br />
Partisanenkampf, Volksbefreiungskrieg<br />
und Tito-Kult – so wechselte der Fokus<br />
in den filmisch äußerst produktiven 1960er<br />
Jahren mehr und mehr zur Gesellschaftskritik.<br />
Dabei waren die <strong>Film</strong>emacher stark<br />
von <strong>Film</strong>en und Schulen aus dem Westen<br />
inspiriert, insbesondere von Nouvelle<br />
Vague, Cinémavérité und Direct Cinema.<br />
Im jugoslawischen Kontext standen sie der<br />
Praxis-Gruppe nahe: bestehend aus Professoren<br />
der Soziologie und Philosophie,<br />
die ein humanistisch-marxistisches Programm<br />
vertraten und unter Bezugnahme<br />
auf Marx‘ Frühschriften eine schöpferische<br />
sozialistische Praxis forderten.<br />
Die jugoslawische <strong>Film</strong>produktion war<br />
sowohl auf <strong>Festival</strong>s im Westen als auch<br />
im Ostblock vertreten. Der „Neue <strong>Film</strong>“<br />
(1961–72) thematisierte die Verklärung der<br />
Vergangenheit und übte Kritik an den sozialen<br />
Verhältnissen im Sozialismus, entmythologisierte<br />
den Volks-Befreiungskrieg<br />
und widmete sich verstärkt zeitgenössischen<br />
<strong>The</strong>men. Die abgründigen Seiten<br />
der jugoslawischen Gesellschaft gerieten<br />
ins Zentrum der Aufmerksamkeit. Es entwickelte<br />
sich ein zuvor ungekannter ästhetischer<br />
Pluralismus und Radikalismus.<br />
Neben den Dokumentarfilmstilen bzw.<br />
-schulen entstanden lebendige Kinoklubund<br />
Amateurfilmerszenen. Die <strong>Film</strong>kritik<br />
war äußerst lebendig; in Sarajevo vor allem<br />
in Form der 1967 gegründeten <strong>Film</strong>zeitschrift<br />
Sineast.<br />
Die Sarajevoer Schule überschnitt sich<br />
auf thematischer und personeller Ebene mit<br />
der jugoslawischen „Schwarzen Welle“.<br />
Bato Čengićs erste dokumentarische Arbeiten<br />
entstanden bei Sutjeska <strong>Film</strong>, bevor er<br />
vor allem mit seinem Spielfilm Mali vojnici<br />
(Kleine Soldaten) von 1967 in die Kritik geriet<br />
und wie Dušan Makavejev und Želimir Žilnik<br />
von der Zensur als „Schwarze Welle“-Autor<br />
gebrandmarkt wurde. Im Zuge der allgemeinen<br />
gesellschaftlichen und politischen Krise<br />
Ende der 1960er und Anfang der 1970er<br />
Jahre kam es zur ideologischen Offensive<br />
seitens des Staates. Die Regisseure der<br />
„Schwarzen Welle“ wurden als „Anarcholiberalisten“<br />
angegriffen und zensiert. 2<br />
Ein zentrales Merkmal der Sarajevoer<br />
Dokumentarfilme war ihr Fokus auf soziale<br />
<strong>The</strong>men. Die Kritik begann früh von einem<br />
dezidiert „soziologischen“ Stil zu sprechen.<br />
Dabei hatte die Schule selbst kein theoretisch<br />
oder poetologisch festgelegtes Konzept.<br />
Sie entwickelte sich relativ spontan,<br />
entlang der Produktionsbedingungen und<br />
der tiefgreifenden Transformation der jugoslawischen<br />
und vor allem bosnischen Gesellschaft,<br />
die sie zu dokumentieren suchte.<br />
Die Sarajevoer <strong>Film</strong>e aus den 1960er,<br />
1970er und frühen 1980er Jahren beobachten<br />
teilnehmend und bleiben auf Augenhöhe<br />
mit ihren Protagonisten. Auch wenn sich<br />
manchmal ein gewisser Pathos bemerkbar<br />
macht, ist die Grundhaltung solidarisch<br />
und empathisch. Vor allem die <strong>Film</strong>e Vefik<br />
Hadžismaj lovićs zeichnet diese Empathie<br />
aus. Sein Augenmerk gilt in erster Linie der<br />
Lebenswelt der Kinder in Bosnien und Herzegowina:<br />
Ugljari (Die Köhler) beobachtet<br />
eine Gruppe von Jungen und Mädchen im<br />

Grundschulalter bei schwerer körperlicher<br />
Arbeit. Die Kinder hämmern in einem Tagebau<br />
mit ihrem Werkzeug auf Kohlebrocken,<br />
beladen ihre Strohkörbe und schleppen<br />
diese nach Hause. Hadžismajlovićs Perspektive<br />
auf diese Schwerstarbeit ist nicht<br />
moralisierend, sie ist anerkennend und<br />
solidarisch.<br />
Petar Ljubojev und Zlatko Lavanić<br />
entwickelten im Verhältnis etwa zu<br />
Hadžismajlović und auch Vlatko Filipović<br />
einen experimentelleren Stil. Die <strong>Film</strong>e<br />
werden oft von eigens komponierten Popsongs<br />
begleitet, die den Alltag der Porträtierten<br />
kommentieren. Lavanićs Jedan dan<br />
Rajka Maksima (Ein Tag im Leben von Rajko<br />
Maksim) begleitet seinen Protagonisten<br />
einen Tag über beim Gänsehüten, durch<br />
das warme Sonnenlicht und die endlose<br />
Weite der Vojvodina-Landschaft.<br />
Es ist der Alltag des Subproletariats<br />
(Fasade / Fassaden, Carski dan / Der<br />
Kaiser tag) und der Landbevölkerung (Dva<br />
zakona / Zwei Gesetze, Na objedu / Bei der<br />
Mahlzeit), der Alten (U kafani / Im Kaffeehaus)<br />
und Straßenkinder (Sanjari / Träumer),<br />
der in den Blick gerät – jenseits von<br />
Arbeiter- und Bauernkitsch und idealisierender<br />
Verklärung. Die <strong>Film</strong>e wahren<br />
die Integrität ihrer Protagonisten. Ohne<br />
zu sentimentalisieren vermitteln sie eine<br />
gewisse Traurigkeit und Melancholie. In<br />
ihrer Kritik der Verhältnisse sind sie doch<br />
auch leise optimistisch, in ihrer Nähe zu<br />
den jeweiligen Lebenswelten halten sie<br />
ausreichend Distanz.<br />
Die komplette Erschließung des Sutjeska<br />
<strong>Film</strong>erbes steht noch aus und wird<br />
hoffentlich im institutionellen Rahmen des<br />
neu gegründeten <strong>Film</strong>zentrums Sarajevo<br />
erfolgen. Der bosnisch-herzegowinische<br />
<strong>Film</strong> wird – was für die Selbst- als auch<br />
Fremdwahrnehmung gleichermaßen gilt –<br />
stark auf das Kriegsnarrativ der 1990er Jahre<br />
reduziert. Das Gegenwartskino ist fast<br />
ausschließlich auf die Be- und Verarbeitung<br />
der Kriegtraumata konzentriert. Weitgehend<br />
vergessen ist die <strong>Film</strong>geschichte<br />
der Zwischenkriegszeit, die Möglichkeiten<br />
und Ausblicke, die sich damals im Kontext<br />
des „Neuen <strong>Film</strong>s“, der engagierten Dokumentar-<br />
und Experimentalfilmszene boten.<br />
Ein Wiedersehen steht an.<br />

In her video installation Journal No. 1 -<br />
An Artist’s Impression, the filmmaker<br />
Hito Steyerl sets out to search for a Bosnian<br />
monthly film review from the year<br />
1947 that disappeared during the siege<br />
of Sarajevo (1992–95). A staff member<br />
of Sutjeska <strong>Film</strong> takes her through<br />
war-ravaged film-storage depots and<br />
shows her burnt props. <strong>The</strong> buildings<br />
that housed the film production company<br />
were largely destroyed during the<br />
Bosnian War.<br />
Steyerl’s search confronts us with<br />
very different versions of what happened<br />
to the copy. Was it really burnt on the<br />
Bosnian front line in the war in Yugoslavia?<br />
Or was it “stolen” by the Serbs<br />
and taken to Belgrade, as many contemporary<br />
witnesses maintain? Even if<br />
Steyerl is not concerned with investigative<br />
research in Journal No. 1, the confusion<br />
and legends surrounding the whereabouts<br />
of this one copy underlines the<br />
general state of the Bosnia-Herzegovinian<br />
film legacy: ravaged by war, it exists<br />
at best in fragments. Only a fraction of<br />
the films is now stored in the national<br />
film archive, the “Kinoteka Bosne i Hercegovine”.<br />
<strong>The</strong> Kinoteka itself works on<br />
an extremely small budget. <strong>The</strong> archive<br />
does not possess a single functioning<br />
viewing table; viewings are carried out<br />
using decades-old projectors.<br />
<strong>Film</strong> production in socialist Yugoslavia<br />
was organised mainly at the level of<br />
the republics. Even at this time, the film<br />
infrastructure of Bosnia- Herzegovina<br />
was not very well developed, especially<br />
when compared with the film centres<br />
of Belgrade and Zagreb. Because of<br />
the lack of resources, production in<br />
Bosnia-Herzegovina was concentrated<br />
on smaller formats – above all, on short<br />
documentary films that were shown<br />
as supporting films in the country’s<br />
cinemas. Political censorship was more<br />
rigorous in Bosnia as well, so subjects<br />
had to be chosen and presented with<br />
greater caution. Despite all this, Bosnian<br />
documentary film production was held<br />
in high esteem outside of Yugoslavia<br />
as well, both in the rest of the socialist<br />
world and in the West. <strong>Film</strong> production<br />
was concentrated among a few stateowned<br />
companies. Sutjeska <strong>Film</strong> was<br />
founded in 1960 especially to produce<br />
short films. 1 <strong>The</strong> Sarajevo School of Documentary<br />
<strong>Film</strong> arose in the context of<br />
the work of this company. Whereas the<br />
Yugoslav production of documentary<br />
films in the 1950s was still completely<br />
committed to the party line – especially<br />
in its invocation of the heroic partisan<br />
struggle, the People’s Liberation War<br />
and the Tito cult –, during the extremely<br />
productive 1960s, the focus turned more<br />
and more towards social criticism. Here,<br />
the filmmakers were heavily inspired by<br />
films and schools in the West, especially<br />
Nouvelle Vague, Cinémavérité and Direct<br />
Cinema. In the Yugoslavian context,<br />
they were close to the Praxis Group, a<br />
group consisting of professors of sociology<br />
and philosophy who advocated<br />
a humanist, Marxist agenda and called<br />
for a creative socialist praxis based on<br />
Marx’s early writings.<br />
Yugoslav film productions were<br />
shown both at festivals in the West and in<br />
the Eastern Bloc. “New <strong>Film</strong>” (1961–72)<br />
examined the glorification of the past<br />
and exercised criticism of social conditions<br />
under socialism, de-mythologised<br />
the People’s Liberation War and devoted<br />
itself more to contemporary themes. <strong>The</strong><br />
hidden sides of Yugoslav society took<br />
centre stage. A hitherto unknown aesthetic<br />
pluralism and radicalism developed.<br />
Alongside the documentary-film styles<br />
and schools, vibrant cinema-club and<br />
amateur-filmmaking scenes came into<br />
being. <strong>Film</strong> criticism was also extremely<br />
lively; in Sarajevo, this was particularly<br />
evident in the film magazine Sineast,<br />
founded in 1967.<br />
<strong>The</strong> Sarajevo School shared some<br />
of its themes and members with the<br />
Yugoslav “Black Wave”. Bato Čengić first<br />
documentary films were made at Sutjeska<br />
<strong>Film</strong>, before he came under criticism<br />
above all for his feature film Mali<br />
vojnici (Little Soldiers) of 1967 and, like<br />
Dušan Makavejev and Želimir Žilnik,<br />
was branded by the censors as a “Black<br />
Wave” filmmaker. In the course of the<br />
general social and political crisis at the<br />
end of the 1960s and beginning of the<br />
1970s, the state opened up an ideological<br />
offensive. <strong>The</strong> directors of the “Black<br />
Wave” were attacked and censored as<br />
“anarcho-liberalists”. 2<br />
A central characteristic of the Sarajevo<br />
documentary films was their focus<br />
on social themes. Critics began early<br />
on to speak of a definite “sociological”<br />
style. However, the school itself did not<br />
have a fixed theoretical or poetological<br />
concept. It developed relatively spontaneously,<br />
influenced by the production<br />
conditions and the profound transformation<br />
of Yugoslav, and above all Bosnian,<br />
society that it tried to document.<br />
<strong>The</strong> Sarajevo films from the 1960s,<br />
1970s and early 1980s observe with<br />
empathy and remain at eye level with<br />
their protagonists. Even if a certain pathos<br />
is sometimes to be noticed, the<br />
basic attitude is one of solidarity and<br />
empathy.<br />
This empathy characterises the<br />
films of Vefik Hadžismajlović above all.<br />
His main focus is the life of children in<br />
Bosnia and Herzegovina: Ugljari (<strong>The</strong><br />
Charcoal Bearers) observes a group of<br />
boys and girls of primary school age<br />

carrying out heavy physical work. <strong>The</strong><br />
children hammer with their tools on<br />
lumps of coal in an opencast mine, load<br />
their straw baskets and lug them home.<br />
Hadžismajlović´s view of this hard labour<br />
is not a moralising one, but instead<br />
shows recognition and solidarity.<br />
In comparison with Hadžismajlović<br />
and Vlatko Filipović as well, Petar<br />
Ljubojev and Zlatko Lavanić developed<br />
a more experimental style. <strong>The</strong>ir films<br />
are often accompanied by pop songs<br />
they wrote themselves, which comment<br />
on the everyday life of the portraitees.<br />
Lavanić‘s Jedan dan Rajka Maksima<br />
(A Day in the Life of Rajko Maksim)<br />
follows its protagonist for a whole day<br />
while he looks after geese, through<br />
the warm sunlight and endless expanses<br />
of the Vojvodina landscape. It is<br />
the everyday life of the sub-proletariat<br />
(Fasade / Facades, Carski dan / Emperor’s<br />
Day) and the rural population (Dva zakona<br />
/ Two Laws, Na objedu / At the Meal),<br />
of old people (U kafani / In the Inn) and<br />
street children (Sanjari / Dreamers) that<br />
comes into view – without any workerand-peasant<br />
kitsch or glorification. <strong>The</strong><br />
films preserve the integrity of their protagonists.<br />
Without sentimentality, they<br />
convey a certain sadness and melancholy.<br />
In their criticism of conditions, they<br />
are also quietly optimistic; despite their<br />
closeness to the respective spheres of<br />
life, they keep enough distance.<br />
A complete review of the Sutjeska<br />
<strong>Film</strong> legacy has not yet been carried out;<br />
it is to be hoped that it will take place<br />
within the institutional framework of the<br />
newly founded Sarajevo <strong>Film</strong> Centre.<br />
Bosnia-Herzegovinian film is often<br />
reduced to the war narrative of the 1990s<br />
– this is equally true at home and abroad.<br />
Contemporary cinema is concentrated<br />
almost solely on presenting and coping<br />
with war traumas. What has been largely<br />
forgotten is the film history of the period<br />

die Werke das Vorführrecht erworben. Die Werke<br />
müssen in sämtlichen mit ihrer Aufführung zusammenhängenden<br />
Publikationen unter dem Titel<br />
„Aus dem Archiv der <strong>International</strong>en Kurzfilmtage<br />
<strong>Ober</strong>hausen“ angekündigt werden.<br />

im Verleih (<strong>Film</strong>e von 2006–2010):<br />
je Titel bis 20 Min. Euro 40; über 20 Min. Euro 60<br />
Programm bis 80 Min. Euro 180; bis 100 Min. Euro 200<br />
Im Archiv (<strong>Film</strong>e bis 2005) mit Aufschlag von 50%.<br />

acquires or rents films/videos shown at its festival for<br />
the archive of the City of <strong>Ober</strong>hausen which it also<br />
manages. <strong>The</strong> <strong>Festival</strong> has obtained rights for public<br />
screening of these titles. All public announcements<br />
of any form and in any format in connection with the<br />
public screening of these films/videos must be made<br />
under the title “From the Archive of the <strong>International</strong><br />
<strong>Short</strong> <strong>Film</strong> <strong>Festival</strong> <strong>Ober</strong>hausen”.<br />
RENTAL FEE PER PUBLIC SCREENING<br />
distribution-list film (2006–2010):<br />
per title up to 20 min. Euro 40; exceeding 20 min. Euro 60<br />
programme up to 80 min. Euro 180; up to 100 min. Euro 200<br />
Archive film (up to 2005) will be charged an extra<br />

<strong>The</strong> detailed conditions will be given to the borrower<br />

OBERHAUSEN ON TOUR 2011<br />
<strong>The</strong> participation requires the booking of two programmes<br />
from January to June 2011. <strong>The</strong> booking needs to<br />
be done until 31 December 2010. <strong>The</strong> borrower profits by<br />
special advertising material and low priced rental fees.<br />
