Agenda Item #1. Consent Items.<br />
a. <strong>Minutes</strong> of the May 27, 2009 Meeting, and b. Checks and Claims<br />
Commissioner Workman made a motion to approve the minutes of the May<br />
27, 2009, meeting and the checks and claims as submitted. Commissioner<br />
Harris seconded the motion, and the motion passed unanimously on a voice<br />
vote.<br />
Agenda Item #2. Communications and Outreach.<br />
a. Rethink Recycling: 2009 Eco Awards – Award of Merit<br />
Linda Gondringer, RRA, announced that the <strong>SWMCB</strong> received a 2009 Award of<br />
Merit for excellence in environmental communications. Commissioner<br />
Reinhardt acknowledged that the award was recognition of hard work by the<br />
<strong>Board</strong> and staff and recognition of the success of the campaign.<br />
b. Round 9 Community POWER Grants<br />
Jen Aspengren, Community POWER, presented the Round 9 Community<br />
POWER update. Commissioner McLaughlin asked how the level of funding<br />
compared to previous years, and Linda Gondringer noted that it was down<br />
slightly. Commissioner Workman requested additional information on<br />
Juxtaposition Arts. Staff will forward the information.<br />
c. State Fair Update<br />
Kaia Johnson, Ramsey County, gave an update on the 2009 State Fair and<br />
the <strong>SWMCB</strong>’s collaboration with the MPCA on the Lost Treasure of Trash<br />
Mountain display.<br />
Agenda Item #3. <strong>Management</strong> and Policy.<br />
a. 2010 Budget and Work Plan
Linda Gondringer noted that the funding agreement with MPCA terminates on<br />
June 30, 2010, and that the MPCA agreed to extend the term of the<br />
agreement to December 2012. Any amendments to the funding agreement<br />
will be brought to the <strong>SWMCB</strong> for approval. Ms. Gondringer presented the<br />
estimated 2010 revenue and the process for developing the 2010 Work Plan<br />
and Budget. Ms. Gondringer also mentioned that the Community POWER<br />
Grant Manager RFQ was released. Commissioner Rettman asked that<br />
information on the draft Work Plan, budget and related contracts, including<br />
the RFP process and timeline, be shared with all <strong>Board</strong> members at the same<br />
time as the Executive Committee.<br />
b. <strong>Waste</strong> Processing Technologies Forum<br />
Commissioner Harris gave an update of the forum and noted that it was a<br />
success. Commissioner McLaughlin agreed that the forum was good and<br />
suggested the <strong>Board</strong> also look at other technologies such as anaerobic<br />
digestion.<br />
c. Source Separated Organics <strong>Management</strong>: Objectives and Alternatives<br />
Paul Kroening, Hennepin County, presented information on the quantity of<br />
organics available in the residential, commercial and institutional sectors and<br />
the opportunities for recovery. Mr. Kroening also introduced the topic of the<br />
role for the region in organics management.<br />
d. MPCA Integrated <strong>Solid</strong> <strong>Waste</strong> <strong>Management</strong> Stakeholder Process<br />
i. Metro Centroid Committee Report<br />
Commissioner Reinhardt provided an update on the Committee’s work.<br />
ii. <strong>Waste</strong> Reduction Model (WARM) for Greenhouse Gas Emissions<br />
Tina Patton, MPCA, presented an update on WARM.<br />
Agenda Item #4. Other.<br />
Commissioner Reinhardt requested that counties continue to provide opportunities to<br />
use shingles in road projects so Mn/DOT can analyze the results.<br />
Without any further business, the meeting was adjourned
