Objectives<br />

The <strong>Health</strong> <strong>Systems</strong> <strong>20</strong>/<strong>20</strong> Project is a Leader with <strong>Associates</strong> award that helps USAID-supported<br />

countries solve problems in health governance, finance, operations, and capacity building. By<br />

working on these dimensions of strengthening health systems, HS<strong>20</strong>/<strong>20</strong> enables people in developing<br />

countries to gain access to and use priority population, health, and nutrition (PHN) services.<br />

The delivery of all health services, including priority PHN services, depends on the underlying<br />

health system. To combat malaria, TB, HIV, and maternal and child health problems, the health<br />

system needs adequate and appropriately allocated financing, inclusive decision making and<br />

accountability, and financial and human resource management systems that deliver inputs where<br />

and when needed. HS<strong>20</strong>/<strong>20</strong> takes a holistic approach to the health system by addressing its<br />

weaknesses comprehensively in the areas of<br />

financing, governance, and operations, while<br />

building sustainable capacity for addressing system<br />

issues across these areas.<br />

• Finance – HS<strong>20</strong>/<strong>20</strong> partners with national<br />

actors to improve mobilization and allocation<br />

of financing, reduce financial barriers to the<br />

use of priority services, especially by the<br />

disadvantaged, and introduce incentives for<br />

efficiency and quality.<br />

• Governance – HS<strong>20</strong>/<strong>20</strong> works with citizens and<br />

oversight entities inside and outside of<br />

government to enhance their voice and<br />

accountability, while simultaneously promoting<br />

institutional arrangements that enhance the<br />

likelihood of improved governance.<br />

• Operations – HS<strong>20</strong>/<strong>20</strong> provides expertise in<br />

process management, tools for financial and<br />

human resources management, and training to address weaknesses in planning,<br />

implementing, and organizational processes in a sustainable manner.<br />

• Capacity Building – HS<strong>20</strong>/<strong>20</strong> helps key stakeholders effectively contribute to systems<br />

strengthening efforts through development of supportive policies and institutional<br />

arrangements, strengthening mechanisms to engage stakeholders, and developing the capacity<br />

of institutions and individuals.<br />

In late <strong>20</strong>06, HS<strong>20</strong>/<strong>20</strong> launched global leadership activities in all of the above topic areas and<br />

began implementing field support projects in Côte d’Ivoire, Ghana, Kenya, Rwanda, and Yemen.<br />

HS<strong>20</strong>/<strong>20</strong> continues to provide global leadership on National <strong>Health</strong> Accounts and sub-accounts<br />

on reproductive health, child health, and HIV/AIDS. In HIV/AIDS, HS<strong>20</strong>/<strong>20</strong> is working to<br />

address human resource issues in African countries and to implement ART Information <strong>Systems</strong><br />

(ARTIS) to capture patient information for national monitoring and evaluation. In Yemen,<br />

HS<strong>20</strong>/<strong>20</strong> is helping to strengthen health system stewardship, increase use of health information<br />

systems to improve planning, strengthen the role of midwives to improve reproductive health<br />

services, and building capacity to improve routine immunizations. With REDSO funds, HS<strong>20</strong>/<strong>20</strong><br />

is planning a regional conference in Africa to share what is known about performance-based<br />

financing and identify next steps for design, implementation, and evaluation.
