Teleserve Unit The Teleserve Unit of the Knoxville Police Department is a telephone investigations unit that provides citizens with a convenient alternative for reporting certain crimes, non-violent in nature. Sworn personnel and cadets staff the Teleserve Unit 24 hours a day, seven days a week. The Teleserve Unit provides citizens with a location to obtain advice telephonically, call in nonurgent complaints, request property checks, and make reports for crimes that are not in progress. The Teleserve Unit is staffed by experienced officers and cadets, who provide a wealth of information and knowledge, which benefits the citizens troubled with police related issues and concerns. In turn, this enables patrol officers to remain proactive in their efforts to address other serious issues and crimes in our city. Inspections Unit 2000 1800 1600 1400 1200 1000 800 600 400 200 1895 The Inspections Unit is responsible for enforcing local and state laws, which pertain to the sale of alcoholic beverages and vehicles for-hire. Police Cadet Program The Police Cadet Program is an option for individuals 18 to 21 years of age to pursue a career in law enforcement. Cadets receive law enforcement training and have the opportunity to attend college utilizing the City of Knoxville’s tuition reimbursement benefit. This program also serves as an enhancement in recruiting future police officers and developing future ranks of the Knoxville Police Department with exceptional young men and women. Upon successful completion of the Cadet Program, cadets are eligible for employment as a police officer with the City of Knoxville. Cadet Hightlights A total of 1302 police reports were taken by cadets assigned in Teleserve in 2010. As for parking enforcement activities, cadets were responsible for ensuring the open flow of traffic on streets in the Fort Sanders neighborhood, campus areas and downtown. For the year, this enforcement resulted in well over $470,121.96 worth of parking fines. Crisis Negotiation The Crisis Negotiations Unit is responsible for responding to incidents that require officers trained in crisis intervention and negotiation techniques to deescalate, stabilize and peacefully resolve a wide array of situations that officers encounter when dealing with persons in crisis. Volunteer Courtesy Officer The Volunteer Courtesy Officer (VCO) Program promotes community service, citizenship, and responsibility, as the Program seeks to provide ambassadors to those visiting, working and living in Knoxville. The VCO Program volunteers worked events held on the Market Square Mall and specifically provided a constant presence at the Saturday morning Farmer's Market. They also provided assistance during UT football games, downtown festivals, Safety City events, and parades. In 2010, the VCO Program volunteered for approximately 600 hours. The cadets have various assignments within the Knoxville Police Department, including bicycle patrols, parking enforcement, traffic direction during special events, Career Days and Job Fairs, assistance during sobriety checkpoints and underage alcohol buys. Crisis Negotiation 2010 Highlights • Responded to 12 incidents in 2010 that included a bridge jumper, barricaded suspects and suicidal individuals. • Participated in 80 hours of training during the monthly training days. • Provided regional training to negotiators from the Oak Ridge Police Department, Morgan County Regional Correctional Facility and the Pigeon Forge Police Department.
