Training Academy The Training Academy is responsible for providing basic recruit training to all new officers, in-service training to current officers each year, and provides specialized training as needed. The Training Academy keeps officers current on new trends in professional policing and is responsible for providing training for the civilian employees of the Department, which includes training for police cadets. In addition to the main training facility at Moses Bubel’s Laws 1. Go home alive at the end of every shift. 2. Nothing is more important than your partner. 3. If you look like food, you will be eaten. Officer Van James Bubel Center in Knoxville’s Mechanicsville Community, the Police Department also has a modern facility, the Phil E. Keith Training Center, located on the east side of the city. The Knoxville Police Department, who has partnered with Partners for Highway Safety, provided “Collision Avoidance Training” (CAT) for newly licensed drivers between the ages of 16-18. C.A.T. is a two-day, advanced defensive driving and vehicle control program. All classes are conducted under the direct supervision of Knoxville police officers who are certified high liability driving instructors. Students receive much of the same behind-the-wheel training as police officers. In 2010, 36 participants successfully completed the program. Highlights of the Phil E. Keith Training Center : • State of the art firearms center including two 50-yard, 30 point pistol ranges, one 100-yard, 20 point rifle range with a rappelling and sniper tower • Electronic targeting systems controlled from the range tower and the range deck. • Two 45-person classrooms • A computerized use of force simulator • Driving track with a sophisticated skid pad, large skills area, and city response course • Roadway to simulate highway and interstate driving encircles the track • Lighting for nighttime use and has a central control point housed within the four-story control center. • Simulators used by aircraft pilots • Computerized driving simulator is used to advance police driving skills Page 34 2010 Annual Report
