Municipal services such as drinking water<br />

matter hugely to the poor, and so do the<br />

organizations that deliver them. These<br />

organizations may be (local) government<br />

departments, private enterprises, or something<br />

in between, and poor people have several ways<br />

of influencing them. In the first part of this<br />

publication, Mr Shantayanan Devarajan, lead<br />

author of the World Development Report 2004<br />

‘Making Services Work for the Poor’, discusses<br />

the quality of and access to services, and the<br />

accountability of the service providers to the<br />

poor. The case of the city of Gedaref in Sudan<br />

is presented in highly informative detail.<br />

It concludes that the poor influence local<br />

government providers and NGO providers in<br />

many ways, through a layer of local<br />

intermediate institutions for participation<br />

and local democracy.
