Highway Interdiction course addresses<br />

the legal, ethical, procedural,<br />

investigative and tactical<br />

issues that may arise during<br />

a highway criminal/drug interdiction<br />

traffic stop, along with<br />

the techniques needed to perform<br />

proper roadside interviews<br />

and vehicle searches. The<br />

course provides current information<br />

and proven techniques<br />

needed to combat today’s, everchanging<br />

criminal element.<br />

(Familiarize the street officer with the<br />

basic concepts of criminal interdiction. To<br />

include: Pre-stop Indicators and vehicle<br />

content analysis)<br />

Roadside Interview/<br />

Clarifying Questions<br />

Instruction and study of the roadside<br />

interview used by Veteran criminal<br />

interdiction officers that has resulted in<br />

the seizure of illegal contraband and the<br />

arrest of those involved in criminal<br />

activity. This will include a in-depth look<br />

into the human behavior when under<br />

stress and how our bodies reacts. The use<br />

of clarifying questions, and what verbal<br />

and non-verbal indicators have lead<br />

officers to ask for consent to search a<br />

vehicle or property.<br />

VEHICLE SEARCHES<br />

Instructors will cover and show the<br />

student how to conduct a comprehensive<br />

and systematic vehicle search. This will<br />

include a practical application where the<br />

student will be given an opportunity to<br />

have a “hands on approach” during a<br />

actual vehicle search.<br />

INSTRUCTOR’S BIOGRAPHY’S<br />

Joe H. Medrano is a Highway Patrol<br />

Sergeant, Texas Department<br />

of Public Safety (DPS) currently<br />

assigned to the Borger, Texas Patrol<br />

Office (Amarillo, Texas area).<br />

Joe graduated from the DPS academy<br />

in 1995 and has been a Sergeant<br />

since 2000. Additionally, he<br />

is the Assistant State Coordinator,<br />

Texas DPS State Drug and Criminal<br />

Interdiction Program and<br />

serves as the lead instructor for<br />

the State Interdiction Team. He<br />

has responsibilities in all facets of<br />

the State Criminal Interdiction<br />

Program, which includes training<br />

in criminal, drug, and terrorism<br />

interdiction strategies and techniques.<br />

Consistent with these duties<br />

and responsibilities, Joe conducts<br />

regular and systematic field<br />

training sessions and criminal interdiction<br />

enforcement operations<br />

throughout the state. He has been<br />

involved in hundreds of drug and<br />

criminal highway interdiction<br />

cases resulting in innumerable<br />

drug and money seizures and<br />

hundreds of felony arrests. In addition,<br />

he has provided instruction<br />

on highway interdiction topics for<br />

the U.S. Drug Enforcement Administration<br />

(DEA), El Paso Intelligence<br />

Center (EPIC) and Department<br />

of Justice (DOJ) outside the<br />

U.S. He has also been national<br />

recognized for his instruction on<br />

the subject of criminal interdiction.<br />

Prior to his DPS service Joe<br />

served five years with the United<br />

States Marine Corps participating<br />

in combat operations in the Philippines<br />

and the Gulf War.<br />

Oscar Esqueda is a Corporal,<br />

Texas Department of Public<br />

Safety, assigned to the Borger,<br />

Texas Patrol Office (Amarillo, TX<br />

area). Oscar graduated from the<br />

DPS Academy in 1996. He is<br />

highly experienced in highway<br />

drug interdiction operations, intelligence<br />

networking, commercial<br />

motor vehicle interdiction, transport<br />

of bulk currency and controlled<br />

deliveries of contraband.<br />

Oscar has been involved in more<br />

than 100 significant felony drug<br />

cases resulting in the seizure of<br />

substantial quantities of illicit<br />

drugs and currency. He is one of<br />

the lead instructors for the Texas<br />

DPS State Drug and Criminal Interdiction<br />

Program and routinely<br />

provides classroom and field<br />

training sessions throughout the<br />

state. Additionally, he provides<br />

instruction in mobile video, commercial<br />

motor vehicle interdiction,<br />

and serves as a field training<br />

officer. He has provided instruction<br />

on highway interdiction topics<br />

for the U.S. Drug Enforcement<br />

Administration (DEA) and the El<br />

Paso Intelligence Center (EPIC).<br />

Trooper Esqueda has received<br />

the DPS Service Commander<br />

Award successively for 11 years<br />

for his accomplishments in highway<br />

drug and criminal interdiction<br />

operations.
