Parliament and democracy in the twenty-first century: A <strong>guide</strong> <strong>to</strong> good practice provides<br />
a comprehensive and systematic account of the central role that parliament plays in a<br />
democracy. It identifies the five key objectives for a parliament: <strong>to</strong> be representative, transparent,<br />
accessible, accountable and effective. It then proceeds <strong>to</strong> give examples of how <strong>parliaments</strong>,<br />
in concrete terms, are seeking <strong>to</strong> fulfil those objectives. Drawing on submissions from<br />
more than 75 national <strong>parliaments</strong>, the <strong>guide</strong> provides clear evidence that democratic<br />
change is possible and offers practical illustrations of how it might be brought about.<br />

This UNICEF IRC study reviews the legislation concerning the rights of children adopted by<br />
52 States parties since the adoption of the Convention on the Rights of the Child. With the<br />
goal of providing an overview of the scope and content of new legislation adopted since<br />
1989 across the globe, the report covers 18 of the general principles and rights contained<br />
in the Convention. Three subjects that deserve further investigation are identified: the<br />
process of law reform, its place as part of a broad children’s rights strategy, and the actual<br />
impact of legislation of this kind on children.<br />

Parliamentary oversight is a multifaceted activity. Tools for Parliamentary Oversight examines the mechanisms and<br />
processes used in oversight activities. It identifies and analyses the <strong>to</strong>ols that are commonly found in plenary<br />
and committee work, where detailed scrutiny of governmental policies can often be carried out most effectively.<br />
By developing a catalogue of <strong>to</strong>ols for parliamentary oversight, the study invites <strong>parliaments</strong> <strong>to</strong> examine their own<br />
practices. It also offers a range of examples from national <strong>parliaments</strong> that may be of wide interest.<br />
