This study commissioned by Policy and Practice adopts a gender perspective <strong>to</strong> look<br />
critically at the need for legislative reform in the area of child domestic labour. The paper<br />
argues that laws and policies developed <strong>to</strong> help protect and prevent child domestic labour<br />
cannot be developed in isolation from other laws that impact the issue. The paper analyses<br />
the need for a holistic approach <strong>to</strong> law-making in this area and sets out a methodology <strong>to</strong><br />
create a legal policy and programme framework <strong>to</strong> regulate and protect the domestic child<br />
worker. The framework does not pretend <strong>to</strong> be exhaustive but examines some critical<br />
elements that should be integral <strong>to</strong> law-making in the field of child domestic labour. The paper concludes that<br />
legislative reform <strong>to</strong> protect child domestic workers must not only consider the interrelatedness of issues affecting<br />
the social, economic and health ramifications of child domestic work but also address gender discrimination,<br />
making an anti-discrimination perspective critical <strong>to</strong> the examination of child domestic labour.<br />
