January is Kentucky observation <strong>of</strong> <strong>School</strong> Board Member Recognition Month. The Superintendent<br />

wants to take this opportunity to thank the school <strong>board</strong> members for their service to the children <strong>of</strong><br />

our school district. Thank you to Karen Collins, Carl Wicklund, Tamara Miano, Becky Melching,<br />

and Mike Martin.<br />

to Louisville for the Special Olympic State Bowling Competition. Our driver, Mr. Charles Seifert, did<br />

a fabulous job <strong>of</strong> making sure over the 2 days that all Special Olympic Athletes made it to the correct<br />

destination on time. Other BIG thanks go to Mr. Gerald Turner and Ms. Sherry Eagler for their help in<br />

setting all this in motion. Without their help it would not have come about. We cannot THANK YOU<br />

enough for what you have done for this group <strong>of</strong> Special People.<br />

As you can imagine, it takes a great deal <strong>of</strong> work, coordination and thought to produce a schedule that<br />

accommodates seven researchers visiting numerous classes and interviewing approximately 50


teachers for approximately 35 minutes in seven different schools. We never would have been able to<br />

pull this <strong>of</strong>f without the extraordinary coordination <strong>of</strong> Jenny Barrett and Gary McCormick. Jenny and<br />

Gary have been enormously helpful and responsive to our many research requests, making our work in<br />

<strong>Kenton</strong> <strong>County</strong> not only possible but enjoyable. We are learning so much from <strong>Kenton</strong> <strong>County</strong> about<br />

the LDC and MDC initiatives – teachers’ experiences with the tools, their perceptions <strong>of</strong> students’<br />

experiences with the tools, and so much more. We wanted to take this opportunity to thank <strong>Kenton</strong><br />

<strong>County</strong> and to thank two remarkable people, Jenny and Gary, for helping us with our research.<br />

In order to serve the needs <strong>of</strong> <strong>Kenton</strong> <strong>County</strong>’s highest achieving students, the Prep/Prep Plus content<br />

acceleration program will be implemented in language arts and math beginning with the 2012-2013 school<br />

year. The Prep/Prep Plus Program will allow students who excel in language arts and/or math to take<br />

courses based on mastery and to move beyond their grade level in math and/or language arts if their skills<br />

permit. By accelerating these courses, students will be able to add more advanced courses during their<br />

high school years or begin taking college level courses while in high school. This program will provide<br />

rigorous instruction in the Kentucky Common Core Standards with emphasis on mastery <strong>of</strong> the standards,<br />

critical thinking / writing, and college/career readiness.<br />

D. Elementary <strong>School</strong> Health Survey Enc. 6<br />

The district is required by state regulations (KRS 158) to submit a nutrition assessment and a physical<br />

activity assessment <strong>of</strong> the district yearly to the <strong>board</strong>.<br />

The attached summary for Elementary <strong>School</strong> Health and Physical Activity highlights thirteen standards that<br />

schools complete as a self-assessment.


This year all eleven elementary schools scored a 100% on all 13 standards.<br />

The attached summary for <strong>School</strong> Nutrition Assessment indicates that our district is in full compliance with<br />

KRS 158.<br />

<strong>School</strong> in Richmond, KY on January 21, 2012 for the Middle <strong>School</strong> State Cheer and Dance<br />

Classic. Supervision will be provided by staff and parent at a ratio <strong>of</strong> 1:2. Transportation, food and<br />

lodging (if desired) provided by the parents. There is no cost per student.<br />

Recommendation: It is recommended that the Board approve the trip request.<br />

2. Field Trip Request – Summit View Middle <strong>School</strong> 7 th Grade Boys Basketball<br />

Summit View Middle <strong>School</strong> requests permission for 13 students to travel to Lexington, KY on<br />

February 3-6, 2012 to attend the Boys Middle <strong>School</strong> State Tournament. Supervision will be<br />

provided by staff and parents at a ratio <strong>of</strong> 1:1. Transportation, food and lodging will be parent<br />

responsibility. Funds have been secured for indigent students.<br />

Recommendation: It is recommended that the Board approve the trip request.<br />

3. Field Trip Requests – Summit View Middle <strong>School</strong> 8 th Grade Boys Basketball<br />

Summit View Middle <strong>School</strong> requests permission for 12 students to travel to Lexington, KY on<br />

February 17-19, 2012 to attend the Boys Middle <strong>School</strong> State Tournament. Supervision will be<br />

responsibility.<br />

4. Field Trip Requests – Turkey Foot Middle <strong>School</strong> Forensic Team


Turkey Foot Middle <strong>School</strong> requests permission for 28 students to travel to LaRue <strong>County</strong>, KY on<br />

January 14, 2012 to attend a Forensic Tournament. Supervision will be provided by staff and<br />

parents at a ratio <strong>of</strong> 1:2. Transportation, meals, and lodging will be parent responsibility. Cost per<br />

student is $5. Funds have been secured for indigent students.<br />

Recommendation: It is recommended that the Board approve the trip request.<br />

5. Field Trip Requests – Twenh<strong>of</strong>el Middle <strong>School</strong> 6 th grade boys basketball<br />

Twenh<strong>of</strong>el Middle <strong>School</strong> requests permission for 12 students to travel to Lexington, KY on<br />

January 20-22, 2012 to the KY Basketball Academy for a basketball tournament. Supervision will<br />

be provided by staff and parents at a ratio <strong>of</strong> 1:1. Transportation, meals, and lodging will be parent<br />

responsibility. There is no cost per student.<br />

Turkey Foot Middle <strong>School</strong> requests permission for 28 students to travel to Danville High <strong>School</strong> in<br />

Danville, KY on January 21, 2012 to attend a forensics tournament. Supervision will be provided<br />

by staff and parents at a ratio <strong>of</strong> 1:2. Transportation and meals are parent responsibility. Cost per<br />

student is $5 per event. Funds are available for indigent students.<br />

Lexington, KY on January 28, 2012 to attend a forensics tournament. Supervision will be provided<br />

by staff and parents at a ratio <strong>of</strong> 1:2. Transportation and meals are parent responsibility. Cost per<br />

student is $5 per event. Funds are available for indigent students.<br />

8. Field Trip Requests – Turkey Foot Middle <strong>School</strong>-Forensic Team<br />

Turkey Foot Middle <strong>School</strong> requests permission for 28 students to travel to Harrison <strong>County</strong>, KY<br />

on February 11, 2012 to attend a forensics tournament. Supervision will be provided by staff and<br />

parents at a ratio <strong>of</strong> 1:2. Transportation and meals are parent responsibility. Cost per student is $5<br />

per event. Funds are available for indigent students.<br />

Recommendation: It is recommended that the Board approve the trip request<br />

9. Field Trip Requests – Scott High <strong>School</strong>-Junior Statesmen <strong>of</strong> America<br />

Scott High <strong>School</strong> requests permission for 12 students to travel to Washington, DC February 17-19,<br />

2012 to attend the JSA 2012 Winter Congress. Supervision will be provided by staff at a ratio <strong>of</strong><br />

1:4. Transportation is via chartered bus arranged by and shared with Lloyd High <strong>School</strong>. Lodging<br />

will be in the Doubletree Hilton Hotel in Arlington, VA. Students will eat meals with their<br />

chaperones at one <strong>of</strong> four restaurants in the Doubletree Hilton Hotel Complex. Cost per student is<br />

$285. Funds are available for indigent students.

Recommendation: It is recommended that the Board approve the trip request<br />

Turkey Foot Middle <strong>School</strong> requests permission for 28 students to travel to the Clarion Hotel in<br />

Lexington, KY March 1-3, 2012 to attend a forensics tournament. Supervision will be provided by<br />

staff and parents at a ratio <strong>of</strong> 1:2. Transportation, meals, and lodging are parent responsibility. Cost<br />

per student is $5 per event. (Hotel is $50) Funds are available for indigent students.<br />

Recommendation: It is recommended that the Board approve the trip request<br />

Turkey Foot Middle <strong>School</strong> requests permission for 28 students to travel to UK in Lexington, KY<br />

March 30-31, 2012 to attend a forensics tournament. Supervision will be provided by staff and<br />

parents at a ratio <strong>of</strong> 1:2. Transportation and meals are parent responsibility. Cost per student is $5<br />

per event. Funds are available for indigent students.<br />

Recommendation: It is recommended that the Board approve the trip request<br />

Surplus Equipment Disposition: Enc. 9<br />

The district originally purchased the enclosed list <strong>of</strong> items for <strong>education</strong>al purposes, but has since either<br />

become obsolete, is no longer needed, or is in unsatisfactory condition for continued use. In accordance<br />

with KRS 45A.425 it is requested that the <strong>board</strong> disposition the attached list <strong>of</strong> items as surplus and sold<br />

through a sealed bid process in accordance with KRS 45A.365. The bids shall be brought before the <strong>board</strong><br />

for approval prior to sale.<br />

Recommendation: It is recommended that the <strong>Kenton</strong> <strong>County</strong> Board <strong>of</strong> Education disposition the<br />

items listed in Enclosure titled "Proposed Surplus Equipment List" as surplus.<br />

V. DISCUSSION AND ACTION<br />

1. Revised Classified Handbook Enc. 10<br />

A committee comprised <strong>of</strong> Dr. Kim Banta, Diane Cook, Kelly Gamble, Teal Nally, and Paula Rust worked<br />

on the classified handbook to bring it up to date from 2003. It will be posted on the website and each<br />

classified person will receive notification <strong>of</strong> its availability.<br />

Recommendation: It is recommended that the Board approve the revisions to the Classified<br />

Handbook.<br />

2. Change Order No. 28 – The Quandel Group – Scott High <strong>School</strong> – Site<br />

Improvements - Phase I- BG 09-225 Enc. 11<br />

This change order is the twenty-eighth <strong>of</strong> the Scott High <strong>School</strong> – Site Improvements – Phase I<br />

associated with The Quandel Group. The original contract with The Quandel Group was $1,787,585.00.<br />

This change order deduct for $494.70 brings the contract total to date to $1,939,678.78.<br />

Item No. 1 – Credit for generator charges paid for by the owner. DEDUCT: $494.70<br />

Recommendation: It is recommended that the <strong>Kenton</strong> <strong>County</strong> Board <strong>of</strong> Education approve Change<br />

Order No. 28 with The Quandel Group associated with Scott High <strong>School</strong> – Site Improvements –<br />

Phase I – BG 09-225 for a deduct <strong>of</strong> $494.70, contingent on Kentucky Department <strong>of</strong> Education<br />

approval.<br />

SUMMARY OF CHANGE ORDERS FOR THE SCOTT HIGH SCHOOL – SITE<br />

IMPROVEMENTS AND ADDITION - PHASE I - BG 09-225<br />

The total for all change orders for this project - $147,313.04<br />

3. BG-4 Project Closeout Application – Scott High <strong>School</strong> – Phase 1 –<br />

Site Improvements – BG 09-225 Enc. 12<br />

Enclosed is a copy <strong>of</strong> the BG-4 Project Closeout Applications declaring the completion <strong>of</strong> the Scott High<br />

<strong>School</strong> – Phase 1 – Site Improvements – BG 09-225. The work on this project has been completed by<br />

The Quandel Group using materials identified by The Quandel Group and purchased by the <strong>Kenton</strong><br />

<strong>County</strong> Board <strong>of</strong> Education. Included in this enclosure are the actual BG-4 applications for The Quandel<br />

Group and vendors that have supplied materials for this project.<br />

The Quandel Group’s original contract plus change orders result in a total Quandel cost <strong>of</strong> $1,939,678.78,<br />

There was an additional $1,075,294.26 for materials furnished by the <strong>School</strong> <strong>District</strong> and assigned to The<br />

Quandel Group for use on the project; therefore, the total construction cost is $3,014,973.04.


Recommendation: It is recommended that the <strong>Kenton</strong> <strong>County</strong> Board <strong>of</strong> Education approve the<br />

BG-4 Project Closeout Applications totaling $3,014,973.04 with The Quandel Group and material<br />

suppliers associated with Scott High <strong>School</strong> – Phase 1 – BG 09-225, contingent on Kentucky<br />

Department <strong>of</strong> Education approval.<br />

4. Alter Site at Turkey Foot Middle <strong>School</strong><br />

The Turkey Foot Middle <strong>School</strong> Athletic Department is requesting permission to alter the site and construct<br />

an athletic storage building. The building will be used to store athletic equipment. The Patton students<br />

will construct the storage building. <strong>District</strong> staff will oversee the construction project. The Turkey Foot<br />

Athletics Department will fund the entire cost <strong>of</strong> the project.<br />

Recommendation: It is recommended that the <strong>Kenton</strong> <strong>County</strong> Board <strong>of</strong> Education approve the<br />

alteration <strong>of</strong> site and approve the construction <strong>of</strong> a storage building with all expenditures to be borne<br />

to Turkey Foot <strong>School</strong> Athletics Department.<br />
