2012 <strong>Clark</strong> <strong>County</strong> 4-H / FFA <strong>Livestock</strong> <strong>Sale</strong> <strong>Rules</strong><br />

1. Any 4-H or FFA member, third grade or older (as of January 1, current year) enrolled in the beef,<br />

dairy beef, sheep, swine, rabbit <strong>and</strong> poultry projects may participate.<br />

2. In order to sell an animal in the sale youth are required to attend <strong>and</strong> SIGN-IN at least two of the<br />

following educational activities**:<br />

• High School graduates (including those graduating in the current year) do not have to meet the<br />

two session requirements but they must be MQA certified to sell swine.<br />

• All educational sessions count as one point except for Shepherds Clinic.<br />

• All educational sessions must be completed by JULY 9 to be eligible for sale.<br />

• **Educational sessions may include training sessions from outside of county with approval of<br />

species committee chair. Participant is responsible for submitting proof to the <strong>Livestock</strong> Committee<br />

<strong>and</strong> to the UW-Extension Office of participation in an activity that is not hosted by the <strong>Livestock</strong><br />

3. All exhibitors are encouraged to be actively involved in the feeding <strong>and</strong> fitting of their animal. All<br />

animals must be in the exhibitor's possession by the time of the initial weigh-in.<br />

4. Only <strong>Clark</strong> <strong>County</strong> junior members, immediate family members, <strong>and</strong> project leaders may help fit<br />

animals at the fair in designated areas <strong>and</strong> exhibitors must be active in fitting the animal.<br />

5. A member may initially enter the sale program in as many of the species areas as they desire.<br />

However, they may sell only one animal at the sale.<br />

6. Participants must be present for the livestock sale <strong>and</strong> sell their own animal. Emergencies<br />

situations will be taken up with the Executive Committee prior to the sale.<br />

7. An exhibitor shall be determined to be ineligible to sell at the <strong>Clark</strong> <strong>County</strong> <strong>Livestock</strong> <strong>Sale</strong> if he/she has<br />

sold animals in more than one county livestock sale program the previous year. This does not include<br />

state junior livestock shows or state fair sponsored events.<br />

8. All animals in this project must be females or castrated males except beef <strong>and</strong> dairy beef where only<br />

castrated males may be weighed. Castration must be completed before initial weigh-in. THIS DOES<br />

NOT APPLY TO RABBITS AND POULTRY.<br />

9. Any exhibitor who shows misrepresentation (i.e. stag) will be held financially responsible or if they do<br />

not make compensation of any animal <strong>and</strong>/or refuses to abide by the rules set forth by the <strong>Livestock</strong><br />

<strong>Show</strong> <strong>and</strong> <strong>Sale</strong> Committee will receive the following penalty:<br />

1 st Offense Suspended from selling during the next year from any livestock species.<br />

2 nd Offense Permanently suspended from selling at the <strong>Clark</strong> <strong>County</strong> <strong>Livestock</strong> <strong>Show</strong> <strong>and</strong> <strong>Sale</strong> for<br />

any livestock species.<br />

10. All animals must be weighed in on entry day at the fair by the specified time. Normal consumption of<br />

feed <strong>and</strong> water is allowed; however, no forced feeding will be allowed.<br />

11. Animal Drug History Form/Bidder Slips - These forms will be mailed to all participating individuals prior<br />

to the fair. Animal Drug History Forms must be turned in on Fair weigh-in day.<br />

12. Legal withdrawal periods for specific drugs used must be followed. Failure to do so will result in<br />

forfeiture of sale money, premiums <strong>and</strong> awards. Participants are required to complete a Drug History<br />

on their animal.<br />

13. Any animal showing blemishes that could cause damage to the quality of the carcass can be eliminated<br />

by the committee.<br />

14. All animals selected for the carcass show must be slaughtered.<br />

15. Any animal selected as either a Gr<strong>and</strong> or Reserve Champion for the Market <strong>Sale</strong> program must sell<br />

<strong>and</strong> cannot withdraw. If an exhibitor has more than one Gr<strong>and</strong> or Reserve Champion, they may select<br />

the animal to remain in the auction.<br />

16. Exhibitors have 2 hours after all showing is completed to determine which animal remains in the<br />

sale. Exhibitor must contact a species committee chairperson or a member of the species committee<br />

<strong>and</strong> let them know which animal they are selling. If not done in that time frame, the <strong>Livestock</strong><br />

Committee will designate your sale animal.<br />

17. Bidders Slips—each sale participant is required to submit 1 (one) bidder slip (2 is<br />

recommended) by the required due date to be eligible to sell.<br />

18. <strong>Sale</strong>s commission is 6%. This commission will be assessed to cover costs incurred in conducting the<br />

sale, such as promotion <strong>and</strong> transportation of animals to slaughter facilities. This commission goes to<br />

the <strong>Livestock</strong> <strong>Show</strong> <strong>and</strong> <strong>Sale</strong> for educational purposes, awards <strong>and</strong> buyers social <strong>and</strong> banquet.<br />

19. Once an animal is sold it becomes the property of the buyer. However, the exhibitor has the<br />

responsibility of caring for said animal until it leaves the fairgrounds. Failure of exhibitor to comply with<br />

this rule will result in a cash penalty.<br />

20. All youth are required to present a buyer thank you note in an addressed, stamped envelope prior to<br />

receiving their check. Checks will be available beginning at the buyers <strong>and</strong> awards banquet. No<br />

checks will be given out without the exchange of a thank you card in completely addressed <strong>and</strong><br />

stamped envelope.


21. An incentive awards program for sheep <strong>and</strong> beef will be based on:<br />

a. Live animal ranking<br />

b. Rate of gain (must meet grade qualifications, sale animals only)<br />

c. Carcass or real time qualifications<br />

d. Overall champion (points assigned by rankings of carcass eligible animals for live ranking, ROG,<br />

<strong>and</strong> carcass or real time ranking; low point total is overall champion.<br />

22. <strong>Sale</strong> bid price on all animals will start .05 above established current market price. The current market<br />

price will be designated by the species sub-committees. If no bid, or the final bid is under market<br />

price the animal remains the property of the youth. If the animal is selected for the carcass show <strong>and</strong><br />

does not receive a bid <strong>and</strong> the exhibitor wishes to participate in the carcass show a 6% commission will<br />

be charged on the starting bid price to cover costs.<br />

23. A total of five head in each species area (market beef/dairy beef, sheep, swine, rabbit, <strong>and</strong> poultry) may<br />

be weighed <strong>and</strong> registered at each species initial weigh-in date per youth.<br />

24. FLOATER ANIMALS:<br />

a) If several youth within one family (brother/sister) weigh in 1 (one) animal each, they may weigh-in<br />

<strong>and</strong> share an additional animal with one or more family member for their second animal.<br />

b) Floater animals must be identified on all weigh-in sheets at time of weigh-in for all family members<br />

who are sharing this animal. If not on all weigh-in sheets for the family it will be the floater animal<br />

for those youth who have the floater animal listed.<br />

c) You cannot have a floater animal if you weigh in two or more animals per species.<br />

d) All floater animals must be identified to an individual exhibitor at time of final weigh-in.<br />

Examples:<br />

• Bill <strong>and</strong> Sue are brother <strong>and</strong> sister. Each weighs in one pig. They can weigh in one additional pig as<br />

a floater <strong>and</strong> it can be shown/sold by either Bill or Sue as long as they both indicate it as a floater<br />

pig.<br />

• But—if Bill weighs in two pigs <strong>and</strong> did not register his 2nd pig as a floater Sue could not show/sell<br />

this pig.<br />

• Or—if Bill <strong>and</strong> Sue each weigh in two pigs they cannot have a floater pig.<br />

25. All animals must be clean at weigh-in <strong>and</strong> maintained clean prior to the sale. The species subcommittee,<br />

along with the <strong>Livestock</strong> Executive Committee, have the right to exclude the animal from the<br />

current year sale if it is determined the animal has not met Herdsmanship criteria.<br />

26. Youth must show their own animal in showmanship. Youth must have animal in their name<br />

showing a weight class <strong>and</strong> youth must be signed up for showmanship at fair entry time.<br />

27. Recommended dress code for market sale: all youth are to wear appropriate attire as one would wear<br />

for showmanship in their respective animal species.


2012 <strong>Rules</strong> for Market Beef / Dairy Beef Exhibitors<br />

Initial Weigh-in date is: SATURDAY, JANUARY 28<br />

Fair weigh-in will be: WEDNESDAY, AUGUST 8<br />

<strong>Clark</strong> <strong>County</strong> Fairgrounds<br />

12:00 p.m.—3:00 p.m.<br />

Ultrasound will take place for all sale animals on WEDNESDAY, AUGUST 10 (tentatively).<br />

1. Premises ID information will be needed on initial weigh-in forms.<br />

2. “Country of Origin” (Cool) affidavit must be turned in at initial weigh-in date.<br />

3. Dairy beef must contain 100% of one of the following breeds: Ayrshire, Brown Swiss, Guernsey, Holstein,<br />

or Jersey dairy breeds. All other breeds or crosses will compete as beef. Any steer in question can be<br />

blood or DNA tested.<br />

4. Only calves born after January 1, preceding year will be allowed to participate. The committee reserves<br />

the right to mouth any animal in question. All beef <strong>and</strong> dairy beef males must be castrated <strong>and</strong> all<br />

animals dehorned at time of initial weigh-in.<br />

5. Minimum weight on fair entry day will be 1,000 pounds for beef <strong>and</strong> dairy beef. Maximum initial weigh-in<br />

weight will be 1,100 pounds. All animals must be reasonably cleaned at time of final weigh-in.<br />

6. To be eligible for livestock sale animals must have a minimum of 2# per day rate of gain (effective 2012).<br />

7. All sale animals are eligible for rate-of-gain. Only low choice or higher beef making the sale will be eligible<br />

for Gr<strong>and</strong> or Reserve Champion for total performance.<br />

8. All steers must be weighed during the designated weigh-in dates. Registered participants will be informed of<br />

the date, time <strong>and</strong> location of weigh-ins.<br />

9. A total of five head may be weighed <strong>and</strong> registered at initial weigh-in date per youth.<br />

10. FLOATER ANIMALS: If several youth within one family (brother/sister) weigh in 1 (one) animal each, they<br />

may weigh-in <strong>and</strong> share an additional animal with one or more family member for their second animal.<br />

Floater animals must be identified for all family members who are sharing this animal. You cannot have a<br />

floater animal if you weigh in two or more animals per species. All floater animals must be identified on all<br />

weigh-in forms if they are shared with family members. If not identified on all forms only those where floater<br />

animal is identified will be allowed to use the floater animal. See general rule #24 for examples.<br />

11. No re-weighs will be allowed!<br />

12. All beef animals will be identified by ear tag(s) <strong>and</strong> a metal ear-tag at the time of the initial weigh-in by<br />

members of the beef committee. If tags are lost prior to the fair participant must notify the beef committee<br />

chairperson or the Extension Office immediately.<br />

13. All animals showing must be shown with a show halter <strong>and</strong> a show stick. Rope halters will not be allowed.<br />

14. Only appointed ringmen are allowed in the ring. No parents/guardians are allowed in the ring during<br />

the show.<br />

15. Any unruly animal can be disqualified from the show <strong>and</strong>/or sale at the discretion of the beef committee <strong>and</strong><br />

executive committee.<br />

16. If you do not want to sell your animal, the beef committee chairperson <strong>and</strong> co-chairperson must be notified<br />

at final weigh-in. Note: Gr<strong>and</strong> <strong>and</strong> Reserve Champion animals must sell (refer to #15 in general rules)<br />

17. All beef animals must be double tied with rope halter <strong>and</strong> neck strap through the entire length of fair.<br />

18. Beef will be sold by judges live grade—not real time grade.


2012 <strong>Rules</strong> for Market Lamb Exhibitors<br />

Initial weigh-in date for wethers <strong>and</strong> ewes: SATURDAY, MAY 12<br />

3. Castration <strong>and</strong> weaning must be complete by the time of initial weigh-in.<br />

4. A total of five head may be weighed <strong>and</strong> registered at initial weigh-in date per youth.<br />

5. FLOATER ANIMALS: If several youth within one family (brother/sister) weigh in 1 (one) animal each,<br />

they may weigh-in <strong>and</strong> share an additional animal with one or more family member for their second<br />

animal. Floater animals must be identified for all family members who are sharing this animal. You<br />

cannot have a floater animal if you weigh in two or more animals per species. All floater animals must<br />

be identified on all weigh-in forms if they are shared with family members. If not identified on all forms<br />

only those where floater animal is identified will be allowed to use the floater animal. See general rule<br />

#24 for examples.<br />

7. All lambs will be ear tagged at the initial weigh-in.<br />

8. All lambs must have scrapie tags <strong>and</strong> Premises ID number at time of weigh-in or animal will not be<br />

weighed in.<br />

9. Only lambs grading prime or choice are allowed to sell in the sale.<br />

10. Gr<strong>and</strong> <strong>and</strong> Reserve live lambs will be in the sale <strong>and</strong> entered in carcass show. 18 additional lambs will<br />

be selected for a total of 20 lambs in the carcass show.<br />

NOTE: only carcass animals are eligible for carcass <strong>and</strong> overall performance awards.<br />

11. Minimum weight on fair entry day is 105 pounds. There is no maximum weight.<br />

12. A penalty fee of $5.00 will be deducted for each of the following:<br />

A) not waiting for buyer card to be placed after the sale<br />

B) not penning sale lambs on Sunday afternoon prior to release<br />

The fee(s) will be deducted from sale checks.


2012 <strong>Rules</strong> for Market Swine Exhibitors<br />

Initial weigh-in date for swine is: SATURDAY, APRIL 14<br />

<strong>Clark</strong> <strong>County</strong> Garage—Loyal<br />

9:00 a.m.—1:00 p.m.<br />

Fair weigh-in is: WEDNESDAY, AUGUST 8<br />

<strong>Clark</strong> <strong>County</strong> Fairgrounds<br />

8:30 a.m.—2:00 p.m.<br />

Ultrasound will take place for all sale animals on WEDNESDAY, AUGUST 8.<br />

1. Premises ID information will be needed on initial weigh-in forms.<br />

2. “Country of Origin” (Cool) affidavit must be turned in at initial weigh-in date.<br />

3. All animals exhibited must be barrows or gilts. Castration must be completed by the time of the initial weighin.<br />

4. All animals must be ear notched under the 3-9-27 system. Any animals not ear notched before the initial<br />

weigh-in will be notched at that time. No two hogs raised together may have the same ear notches. All<br />

hogs will be ear tagged at initial weigh-in.<br />

5. Animals <strong>and</strong> ear tags must be clean (free of mud, etc.) at time of initial weigh in <strong>and</strong> final weigh in at fair. If<br />

they are not clean they will be weighed last.<br />

6. Premises ID information <strong>and</strong> PQA numbers must be listed on weigh-in form.<br />

7. A total of five head may be weighed <strong>and</strong> registered at initial weigh-in date per youth.<br />

8. FLOATER ANIMALS:<br />

If several youth within one family (brother/sister) weigh in 1 (one) animal each, they may weigh-in <strong>and</strong> share<br />

an additional animal with one or more family member for their second animal. Floater animals must be<br />

identified for all family members who are sharing this animal. You cannot have a floater animal if you weigh<br />

in two or more animals per species. All floater animals must be identified on all weigh-in forms if they are<br />

shared with family members. If not identified on all forms only those where floater animal is identified will be<br />

allowed to use the floater animal. See general rule #24 for examples.<br />

9. No animal can weigh more than a maximum of 65 pounds on the initial weigh-in day. Hogs cannot be<br />

water dumped prior to final scaling. Maximum of 2 hogs weighed in per person at final weigh-in. If the<br />

hog weighs more than 65 pounds at initial weigh-in or less than 230 pounds at final weigh-in the<br />

animal may be shown but can’t be sold.<br />

10. Minimum weight on fair entry day will be 230 pounds. There will be no maximum weight. Maximum sale<br />

pay weight is 280 pounds.<br />

11. No re-weighs will be allowed!<br />

12. Barrows <strong>and</strong> gilts will be real time graded.<br />

13. Youth must sell gr<strong>and</strong>/reserve champion of the live show.<br />

14. Youth must sell top performance hog or will be designated by committee<br />

15. Hogs with back fat of .5—1.09 inches are eligible for Performance contest. Performance hogs are based on<br />

Real Time <strong>and</strong> Fat Free Lean Pound Per Day Gain. Gr<strong>and</strong> <strong>and</strong> reserve gr<strong>and</strong> champion performance hogs<br />

are the overall winners.<br />

16. This is a non-terminal swine show. Non sale hogs may be taken back to owners residence. All hogs must<br />

leave through the wash rack east of the pig barn on Sunday.<br />

17. After live show performance sheets will be disbursed to exhibitors. Demonstration hogs will be in carcass<br />

show.<br />

18. Youth must make arrangements with the processor <strong>and</strong>/or hauler to guarantee the destination of any nonsale<br />

animals not returning home. <strong>Livestock</strong> committee will determine destination for all animals not<br />

designated for shipping.<br />

19. A $20.00 penalty fee will be assed for each sale participant who does not return their hogs to their assigned<br />

pen after the sale. The fee will be deducted from the sale checks.<br />

20. PQA Requirements for Swine Participants:<br />

• According to the National Pork Board st<strong>and</strong>ards members who attend a PQA session are only certified for<br />

one (1) year. Anyone who took the class in 2010 WILL NEED to be recertified again in 2011.<br />

• Initial certification or re-certification can be completed by attending an MQA session.<br />

• The MQA / PQA session will include information on all three meat animal species (pork, beef, <strong>and</strong> lamb)<br />

<strong>and</strong> will count towards the educational requirements necessary to sell your animal at the livestock sale.

1. Premises ID information will be needed on initial weigh-in forms.<br />

2. “Country of Origin” (Cool) affidavit must be turned in at initial weigh-in date.<br />

3. All general <strong>Livestock</strong> <strong>Show</strong> <strong>and</strong> <strong>Sale</strong> <strong>Rules</strong> <strong>and</strong> <strong>Regulations</strong> apply.<br />

4. All animals exhibited must be of a meat breed/type. Meat breeds qualify under any 6 class st<strong>and</strong>ard by<br />

the ARBA St<strong>and</strong>ard of Perfection. Examples: CALIFORNIAN, NEW ZEALAND, AND SATIN.<br />

5. Only roasters will be allowed in the livestock sale <strong>and</strong> roasters must be owned by the exhibitor by May<br />

1 st of current year. Proof of sale date signed or pedigree required. Rabbits will be identified at the<br />

initial weigh-in.<br />

6. All rabbits must be under 6 months of age. Rabbits will be tattooed in their ears.<br />

7. A total of five head may be weighed <strong>and</strong> registered at initial weigh-in date per youth.<br />

8. FLOATER ANIMALS: If several youth within one family (brother/sister) weigh in 1 (one) animal each,<br />

they may weigh-in <strong>and</strong> share an additional animal with one or more family member for their second<br />

animal. Floater animals must be identified for all family members who are sharing this animal. You<br />

cannot have a floater animal if you weigh in two or more animals per species. All floater animals must<br />

be identified on all weigh-in forms if they are shared with family members. If not identified on all forms<br />

only those where floater animal is identified will be allowed to use the floater animal. See general rule<br />

#23 for examples.<br />

9. ROASTERS: All rabbits entered in this class must be under 6 months of age.<br />

Minimum weight of 5 pounds; maximum weight of 8 pounds.<br />

CAN CHOOSE TO SHOW 2 RABBITS FROM ANY COMBINATION IN MEAT SHOW.<br />

10. No re-weighs will be allowed.<br />

11. Must complete drug history forms. The last day to administer a medication is July 1 st . Check website<br />

a) not waiting for buyer card to be placed after the sale<br />

b) not delivering sale animal to butcher the Monday following the sale<br />

18. Youth may only sell one animal.<br />

19. Market rabbits may represent only two of the total rabbits exhibited by the exhibitor. Rabbit quotas<br />
