3. a) Approval of Minutes from the Appraisal <strong>Panel</strong> <strong>Meeting</strong> (30 May <strong>20</strong>12)<br />

Minutes of the meeting held on 30 May <strong>20</strong>12 were agreed as a correct record.<br />

b) Matters Arising<br />

Two awards had riders one of which was Ash Village Hall who had confirmed<br />

that building regulations did take into account for the heavy loads on the new<br />

mezzanine floor and BM had agreed on behalf of <strong>Panel</strong> that the money could be<br />

released.<br />

Was also satisfied that Elvington and Tilmanstone Colliery Welfare Cricket Club<br />

had advertised the coaching sessions for young people in their Parish Magazine<br />

so funding was released.<br />

4. Conflicts of Interest and Confidentiality


BM advised the <strong>Panel</strong> that if anyone has an interest in an application they must<br />

declare this. They may sit in when the application is being presented to the panel but<br />

would be asked to leave when the grant is discussed and a decision is being made.<br />

BM also stressed that everything discussed at these meetings is confidential.<br />

PC has conflict of interest for application from Aylesham Carnival Association.<br />

Awarded £11,751.00; £61,140.62 remaining.<br />

7. Correspondence<br />

E-mail from Elvington and Tilmanstone Colliery Welfare Cricket Club – they are<br />

upgrading scoreboard as have managed to find some additional money – asked<br />

permission to do this and UM agreed.<br />

L1-1-6 – Ash Sports Pavilion Committee<br />

The project was presented to the panel by a representative from Ash Sports Pavilion<br />

Committee and the following points were raised:<br />

Provide facility for Ash clubs, hire out to associations such as young farmers.<br />

Need new kitchen as current one is <strong>20</strong> years old and does not meet Health & Safety<br />

standards.<br />

Need stainless steel prep area for cooked food.<br />

Will allow groups using facilities such as the Rugby Club to cook.<br />

<strong>Panel</strong> raised the following questions:<br />

How did committee manage to raise £6000?<br />

Lot of it came from cricket club running refreshment area which is now under Pavilion<br />

Committee.<br />

Are you confident that once spent £6,000 got enough money to keep running?<br />

Yes.<br />

Member of <strong>Panel</strong> said that Environmental Health Officer/Health & Safety people will want<br />

new signage etc in kitchen and was advised that Chairman of committee was aware of this<br />

type of thing as had experience of doing this.<br />

<strong>Panel</strong> felt it was a good project as another place for young people to meet, enjoy sport.<br />

Group seem to know what they doing and facilities appear to be well used.<br />

Grant of £5,000.00 awarded – unanimous.<br />

L1-1-10 – Aylesham Carnival Association<br />

The project was presented to the panel by a representative from Aylesham Carnival<br />

Association and the following points were raised:<br />

Minibus available for community groups around district and ask for small donation<br />

towards maintenance for use of minibus.<br />

Have managed to find cheaper quote for insuring vehicle, the laptop can be used in<br />

conjunction with overhead projector, flyers will increase number of people attending,<br />

magician for entertainment and would also like to fund 3 cadet bands at £125 each.<br />

Currently borrow radio microphones but would be easier to have own. Do also have a<br />

laptop but getting old and quality of playing music is not good.<br />

<strong>Panel</strong> raised the following questions:<br />

Why do you need to hire venue and magician?<br />

Hire of venue is for event after the carnival. Magician is for 2 hours slots before and<br />

during carnival.<br />

Where is venue?<br />

St Finbarrs Church in Aylesham. Need to hire this venue because of size as usually<br />

have around <strong>20</strong>0 people attending.


Do you think would be better to have higher spec laptop?<br />

Did not look at higher spec, one looked at is mid range.<br />

Member of panel had concern over the cheaper minibus insurance and was advised that had<br />

spoken to Insurance Group who went to same insurers and managed to match and drop<br />

cost slightly but is a like for like policy.<br />

Grant of £2,600.00 awarded – unanimous. Was agreed that included in grant would be<br />

donations for 3 cadet bands, £1000 towards tax and insuring vehicle and for group to look at<br />

higher spec laptop/and or microphones – confirmation of this to be given before release of<br />

grant.<br />

L1-1-11 – Deal, Walmer and Kingsdown Amateur Rowing Club<br />

The project was presented to the panel by a representative from Deal, Walmer and<br />

Kingsdown Amateur Rowing Club and the following points were raised:<br />

Grant is for Cross boat pairing and double sculling to train youngsters to row and for<br />

competitions.<br />

Can now compete at Double sculling so have had to borrow one at competitions.<br />

Have quite a lot of new members particularly aged 9-16 years and encouraging a lot of<br />

older member to come back to rowing.<br />

Every 5-6 years renew shoes etc in boat instead of replacing.<br />

Want club to move forward to do double sculling.<br />

Boat is made from carbon fibre.<br />

<strong>Panel</strong> raised the following questions:<br />

Have you got storage space to house the boat?<br />

Yes have room in boat house and got racking for it.<br />

Is the club open to anyone regardless of ability to pay?<br />

Yes there are no financial barriers. Junior membership only £<strong>20</strong> per year and do<br />

subsidise this and race entry fees if unable to pay.<br />

How many members have club got?<br />

Got 45 new youngsters in last few months and have at least another 100 junior<br />

members.<br />

What is delivery timescale?<br />

Quite quick turnaround, do not know exact dates but should be no longer than 2-3<br />

months.<br />

Is the club open all year round?<br />

Yes not just summer sport as participate in lot of river rowing in winter months and more<br />

affiliation in summer months.<br />

Grant awarded of £4,151.00 - unanimous.
