Who should attend?<br />

This workshop will be suitable for senior<br />

<strong>and</strong> mid-level public sector executives<br />

who need to identify <strong>and</strong> measure the<br />

public value in the work that they <strong>and</strong><br />

their departments do.<br />

It will be especially useful for those who<br />

are alumni <strong>of</strong> ANZSOG’s two flagship<br />

programs, Executive Fellows Program<br />

(EFP) <strong>and</strong> the Executive Master <strong>of</strong><br />

<strong>Public</strong> Administration (EMPA). However,<br />

the course will be valuable to all public<br />

sector <strong>of</strong>ficials who have an interest in<br />

performance measurement.<br />

Program benefits<br />

At the end <strong>of</strong> this program participants<br />

will be better equipped to:<br />

• underst<strong>and</strong> the practical applications <strong>of</strong><br />

the ‘public value’ concept<br />

• appreciate the links between<br />

recognising public value <strong>and</strong> measuring<br />

it<br />

• set up robust empirical measures <strong>of</strong> the<br />

public good <strong>of</strong> various programs<br />

• use performance measurement in a<br />

strategic way to align resources with<br />

priorities<br />

• build knowledge management systems<br />

around public value to drive program<br />

outcomes.<br />

The program<br />

Citizens, elected representatives, <strong>and</strong><br />

public <strong>of</strong>ficials have long desired a public<br />

sector equivalent <strong>of</strong> the private sector’s<br />

famed ‘bottom line’ that they could<br />

use to manage public organisations<br />

more effectively. This has stimulated<br />

many different efforts to measure the<br />

performance <strong>of</strong> public organizations. But<br />

these efforts have come up against a<br />

harsh reality: namely, that it takes a great<br />

deal <strong>of</strong> work to approximate an equally<br />

compelling measure <strong>of</strong> public value<br />

creation.<br />

Mark Moore developed the concept<br />

<strong>of</strong> public value in his groundbreaking<br />

book, Creating <strong>Public</strong> <strong>Value</strong>, in the mid<br />

90s <strong>and</strong> since then it has been a core<br />

organising concept for underst<strong>and</strong>ing<br />

what matters in public management.<br />

This new workshop delivers on the<br />

promise <strong>of</strong> Pr<strong>of</strong>essor Moore’s teaching<br />

<strong>and</strong> writing for public <strong>of</strong>ficials: how to<br />

identify, capture <strong>and</strong> measure public<br />

value in the work that governments do.<br />

<strong>Recognising</strong> <strong>Public</strong> <strong>Value</strong>: Strategic<br />

Uses <strong>of</strong> Performance Measurement<br />

in Government is a workshop built<br />

around interactive discussion <strong>and</strong> case<br />

materials. It will be suitable for all senior<br />

<strong>and</strong> middle public sector managers<br />

who want to go beyond underst<strong>and</strong>ing<br />

the concept <strong>of</strong> public value to effective<br />

implementation.<br />

The workshop considers four different<br />

types <strong>of</strong> work to be done in order to<br />

measure public value:<br />

1. philosophical work that is needed to<br />

work out both who is the proper arbiter<br />

<strong>of</strong> public value, <strong>and</strong> what particular<br />

dimensions <strong>of</strong> value those arbiters<br />

wish to see realized by <strong>and</strong> reflected in<br />

government operations<br />

2. technical work required to develop<br />

reliable empirical measures <strong>of</strong><br />

philosophically constructed dimensions<br />

<strong>of</strong> value<br />

3. political work essential to ensuring that<br />

the philosophical values <strong>and</strong> technical<br />

measures are closely aligned with<br />

values considered important by political<br />

overseers<br />

4. the managerial work focused on<br />

building the information systems to<br />

recognise whether public value is being<br />

created, <strong>and</strong> using those measures<br />

to drive the performance <strong>of</strong> public<br />

organizations through processes <strong>of</strong><br />

internal accountability <strong>and</strong> learning.<br />

This work can be focused by efforts<br />

to create two different types <strong>of</strong><br />

measurement systems:<br />

• a public value account that identifies<br />

the major categories <strong>of</strong> cost <strong>and</strong> value<br />

for public organizations<br />

• a public value scorecard that can be<br />

used by public sector managers not only<br />

to learn whether they have created value<br />

in the past, but also to guide their efforts<br />

to create more value in the future.<br />

While a great deal <strong>of</strong> complexity must<br />

be accommodated in the short run,<br />

over the long run it is only by doing<br />

this work that we can produce the<br />

simplicity, objectivity, <strong>and</strong> reliability that<br />

makes performance measurement <strong>and</strong><br />

management systems so valuable.

Pr<strong>of</strong>essor Mark Moore<br />

Mark H. Moore is the Hauser Pr<strong>of</strong>essor<br />

<strong>of</strong> Nonpr<strong>of</strong>it Organizations at Harvard’s<br />

Kennedy <strong>School</strong> <strong>of</strong> Government,<br />

<strong>and</strong> the Herbert Simon Pr<strong>of</strong>essor <strong>of</strong><br />

Organizations, Management, <strong>and</strong><br />

Education at Harvard’s Graduate <strong>School</strong><br />

<strong>of</strong> Education. He was the Founding<br />

Chairman <strong>of</strong> the Kennedy <strong>School</strong>’s<br />

Committee on Executive Programs,<br />

<strong>and</strong> served in that role for over a<br />

decade. He was also the Founding<br />

Director <strong>of</strong> the Hauser Center on<br />

Nonpr<strong>of</strong>it Organizations at the Kennedy<br />

<strong>School</strong>. From 1979 to 2004, he was<br />

the Guggenheim Pr<strong>of</strong>essor <strong>of</strong> Criminal<br />

Justice Policy <strong>and</strong> Management <strong>and</strong><br />

Faculty Chairman <strong>of</strong> the Program<br />

Criminal Justice Policy <strong>and</strong> Management<br />

at the Kennedy <strong>School</strong>. From 2007-<br />

2010 he was a Visiting Pr<strong>of</strong>essor at the<br />

Harvard Business <strong>School</strong>. He is a Fellow<br />

<strong>of</strong> ANZSOG <strong>and</strong> has been involved in<br />

the <strong>School</strong>’s teaching programs since its<br />

inception.<br />

Pr<strong>of</strong>essor Moore’s research interests are<br />

public management <strong>and</strong> leadership, civil<br />

society <strong>and</strong> community mobilisation, <strong>and</strong><br />

criminal justice policy <strong>and</strong> management.<br />

His publications in the field <strong>of</strong> public<br />

management include Creating <strong>Public</strong><br />

<strong>Value</strong>: Strategic Management in<br />

Government; Ports in a Storm: <strong>Public</strong><br />

Management in Turbulent Times (with<br />

John Donahue as editors); <strong>and</strong> a<br />
