The UK Financial Services Authority (predecessor to the new Financial<br />
Conduct Authority) continued to press the boundaries of regulation<br />
over equity <strong>com</strong>mission allocation late last year. The 2012 “Conflicts of<br />
interest between asset managers and their customers” document<br />
suggested “best practice” was for investment managers to set specific<br />
monetary research <strong>com</strong>mission limits per provider and then pay<br />
execution-only rates to a broker who had been paid its research limit.<br />
The FSA then required 195 UK asset management CEOs to personally<br />
attest that their firms were <strong>com</strong>pliant (along with the threat of multimillion<br />
pound fines). What are the implications of monetary limits on<br />
research spending for asset-manager <strong>com</strong>mission allocation, equal
treatment of asset management clients globally and for investment<br />

church of Santa Engracia, The National Pantheon houses the tombs of<br />
many of Portugal’s most noted historical figures. Within its walls can be<br />
found the tombs of the explorer Vasco da Gama and the president of<br />
the first Portuguese republic, Manuel de Arriaga. The building was<br />
founded during the second half of the sixteenth century and <strong>com</strong>pletely<br />
rebuilt at the end of the seventeenth century by the architect Joao<br />
Antunes. It was only fully <strong>com</strong>pleted in the twentieth century, leading to<br />
the proverb “obras de Santa Engracia” which means work that has no<br />
end.
