The _ Structure Plan for the Bangalore Metropolitan Region (BMR), notified v<strong>id</strong>e Government<br />

Order No. UOD 51 BMR 2002 dated 21.9.2005 had proposed to develop a set of major road network for<br />

an integrated and balanced development of the BMR. These include the BMR- Satellite Town Ring Road<br />

(BMR-STRR), the BMR- Intermediate Ring Road (BMR-IRR), and the various Radial Roads. The need for<br />

having these .roads has become all the more important as well as urgent in the wake of the coming up of<br />

the new. International Airport near Devanahalli in BMR. The development of the BMR-STRR, the BMR­<br />

IRR and the various Radial Roads was discussed in detail in the 8 th ,<br />

9 th<br />

and the 10 th Meetings of the<br />

Executive Committee of the BMROA wherein it was dec<strong>id</strong>ed to undertake the survey work of these roads<br />

with a view to determine and freeze the alignments to facilitate the land acquisition and road development<br />

in the future. Accordingly, tne Authority undertook a survey for determining the align.ment of these roads<br />

through the Public Works Department (PWD). In course of the $urvey work, it was found desirable to<br />

develop indiv<strong>id</strong>ual ring roads, in place of the traditional bypass, forS towns in the BMR that were coming<br />

in the alignments for the BMR-STRR and the BMR-IRR. In the 11lh Meeting of the Authority held on<br />

25.10.2006, it was dec<strong>id</strong>ed to declare the development of the Satellite Town Ring Road (BMR-STRR), thE?<br />

Intermediate Ring Road (BMR-IRR), the Illdiv<strong>id</strong>ual Town Ring Roads (ITRR) and the various Radial<br />

Roads in the BMR as scheme under section 9 of the <strong>BMRDA</strong> Act, 1985, to freeze the alignments -for<br />

these roads, as determined by the- survey work, for further development and to prevent construction etc.<br />

on the alignments; to take action for development of these roads under various schemes of the Central<br />

and the State' Governments including the systems of 'Build-Own-Operate-Transfer (BOOTY etc. and to<br />

authorise the Metropolitan Commissioner to take further action in these respects.<br />

As' of now, the detailed survey report has become available for the BMR-STRR, which is<br />

indicated in a map form in Annexure- 2·and in terms of village wise and survey number wise details in

Annexure- 3. Sallent features of the proposed BMR-STRR are indicated in Annexur~1. The survey work<br />

for the other roads. namely. the Intermediate Ring Road (BMR-IRR). the Indiv<strong>id</strong>ual Town Ring Roads<br />

(ITRR) a~d the va'rious Radial Roads, is in progress. It is also necessary to prescribe a w<strong>id</strong>th of 10 metres<br />

as building Hne for the entire alignment of these roads.<br />

Accordmgly,Jhe foUowing-.directions·areissuedjn terJl'l&of.the -sections 9 and to oH,he <strong>BMRDA</strong> Act,<br />

·1. Th,e development of the BMR- Satellite Town Ring Road (BMR-STRR), the Intermediate Ring<br />

Road (BMR-IRR), the Indiv<strong>id</strong>ual Town Ring Roads (ITRR) and the various Radial Roads is<br />

declared as a Scheme under section 9 of the <strong>BMRDA</strong> Act, 1985. A copy of the Scheme is placed<br />

at Annexure-1.<br />

2. The alignment foe the BMR-STRR shall be indicated in a map form in Annexure-.2 and in terms<br />

of village wise and survey number wise details in Annexure- 3 to this Notification. This would.<br />

however, be subjec! to minor c:;hanges as could come up during the developmentJ construction of<br />

the respective roads.<br />

3. Notwithstanding anything contained in any law for the time being In force, except with the<br />

previous permission of the <strong>BMRDA</strong>, no authority or person shall undertake or permit any<br />

development within the alignments for the BMR-STRR.<br />

4. For the purposes of this Notification,"Developmenf' with its graml1.1atical variations would mean<br />

the carrying out of building, engineering, or other operations in or qver or under the land or<br />

making of any material change in any building or lalJd, or in the use of any building or land and .<br />

,includes, redevelopment and forming of layouts and subdivision of any land including ~menitjes.<br />

5. Further, no authority or person shall undertake or permit any construction in a w<strong>id</strong>th of 10 metres<br />

building line for the entire alignments of these roads.<br />

6. ,Notification~ detailing the alignments for the Jntermediate Ring Road (BMR-IRR), the Indivjdual<br />

Town Ring Roads (ITRR) and the various Radial Roads will be issued separately.<br />

7. A·copy of this Notification along with its Annexures is placed on website of <strong>BMRDA</strong>, namely,<br />

8. Copies of this Notification along with its Annexures are also available for perusal by the intending<br />

Rersonsl authorities in the following offices:<br />

ANNEXURE-1<br />

SALIENT FEATURES OF THE PROPOSED BMR-5TRR_<br />

Bangalore is one the fastest growing city in Asia. The city is growing phenomenally in terms of .<br />

econom1c..activit1es and· population. The salubriOI:.lS environsofthe..city haveattractedpeopfe -throughout<br />

·the world.; cBangaloredty has ·aJsobecome ·synonymoos,·witll.·the "-IT&' BTand--relatedJndustries. The<br />

growth potential of the city is enhanced by the proposed intematiOf:Jal airport. The unbr<strong>id</strong>tedgrowth of the<br />

city has however brought crucial traffic concern causing serious problem of co,"!ge?tion and environmental<br />

concern.<br />

The economic growth of the city is largely industry-driven that generates the large requirement of<br />

motor transport. Consequently the city and the surrounding areas are facing acute pressure of traffic as<br />

the road ne~ork is not able to cope with the ever growing movement of goods and pa$senger traffic. The<br />

traffic related problem of the city are Compounded due-to criss-cross of large number of national and state<br />

highway passing .through the city. 'The growing traffic traversing in and through Bangatore has been<br />

leading to chaotic condition on the city roads, resulting economic, efficiency, manifestation by traffic<br />

congestion resulting in increasing loss of man-hours, and delayed delivery of good,S and services.<br />

Structure Plan prepared for the balanced growth of Bangalore Metropolitan Region prov<strong>id</strong>es a<br />

broad framework for area planning for Bangalore Metropolitan Region including road networks consisting<br />

of concentric ring roads.The Bangalore Metropolitan Region Satellite Town-Ring Road (BMR STRR) links<br />

9 satemte towns to Bangalore by way of upgrading the existing circular road, part of this, now existing in<br />

terms of NH-207.<br />

BMR·STRR<br />

The BMR-STRRpresently covered in part by NH-207 between Dobaspetand Hosur via towns of<br />

Doddaballapur, Devanahalli and Hoskote. The remaining portion is covered by set of state highways and<br />

major district roads. The estimated length_of BMR-STRR is 208 kms. (excluding the bye pass ring roads<br />

for the towns) and 90 mtr. w<strong>id</strong>e high speed corr<strong>id</strong>or. It is proposed to develop 4 lanes .and 2 service<br />

lanes on.either s<strong>id</strong>e with 20 mtr.median at the centre for the provision for metro/mono rail.<br />

Town Ring Roads (TRR)<br />

The major towns falling on the alignments of the BMR-STRR n~ed to be bypassed. The ring<br />

/ roads Would facilitate an even growth of the town a"nd act as a bypass for the traffic over a much longer<br />

,period. There are eight towns in the Baogalore Metropolitan Region thatneeds such Town Ring Roads<br />

urgently. These are Devanahalli (NH-7), Doddaballapura (NH-207), Kanakapura (NH-209), Hosakote<br />

(NH-207), Nelamangala (NH-48), Ramanagara (SH-3), Anekal (SH-35)& Magadi (SH-3); The <strong>BMRDA</strong><br />

has taken an advance action to conduct the survey for these Town Ring Roads, in collaboration with the<br />

KPWD, with a view to prevent further development on the alignments and facilitate the land acquisition.<br />

The Structure Plan for the Ba'ngalore Metropolitan Region (BMR), m;>tified v<strong>id</strong>e Government order<br />

No.UDD 51 BMR 2002 dated 21.09.2005 had proposed to develop a set of major road network for an<br />

integrated and balanced development of the BMR. There include the BMR-Satellite Town Ring Road<br />

(BMR-8TRR), the BMR-Intermediate Ring Road (BMR-IRR); Indiv<strong>id</strong>ual Town Ring Roads (BMR-ITRR)<br />

and the various Radial Roads. The need for having these roads has become all the more important as<br />

_ well as urgent in the wake of the coming up of .the new International Airport near Devanahalli ,in BMR.<br />

The development of the BMR-STRR, the BMR-IRR and the various Radial Roads was discussed in detail<br />

in the 8 th , 9 tht and the 10 th Meetings of the Executive Committee of the <strong>BMRDA</strong>wherein it was, dec<strong>id</strong>ed to<br />

undertake the survey work of these roads with a view to determine and freeze the alignments to facilitate<br />

the land acquisition and road development in the future. Accordingly, the Authority undertook a survey<br />

for determining the alignment of these roads through the Public Works Department (PWD). In course of<br />

the survey work, it was found desirable to develop indiv<strong>id</strong>ual town ring roads, in place of the traditional<br />

bypasS', for 8 towns in the BMR that were coming in the alignments·for the BMR-STRR and the BMR-IRR.<br />

In the 11th Meeting of the Authority held on 25.10.2006, it was dec<strong>id</strong>ed to declare the<br />

development of the Satellite Town Ring Road (BMR-STRR), the Intermediate Ring Road (BMR-IRR), the<br />

Indiv<strong>id</strong>ual Town Ring Roads(ITRR) and the various Radial Roads in the BMR as scheme under section 9<br />

of the <strong>BMRDA</strong> ·Act, 1985, to freeze the alignments for these roads, as determined by the survey work, for<br />

further development and to prevent construction etc. on the alignments; to take action for development of<br />

these roads under various schemes of the Central and the State Governments including the systems of<br />

'Build-Own-Operate-Transfer (BOOT), etc. and to authorize the Metropolitan Commissioner to take

further action in these respects. 'Notifications have been issued cited under reference regarding<br />

developm'ent of the Satellite Town Ring Road and the Intermediate Ring Road. Salient features of the<br />

proposed BMR-ITRR are indicated in Annexure-1.<br />

As of now, the detailed survey report has become ~vailable for the BMR-ITRR, which is indicated<br />

in a map form in Annexure-2 and in terms of village wise details in Annexure-3. it is also necessary to<br />

prescribe the Building Linefor,theentire alignmentofthese.Jndiv<strong>id</strong>ual Town Ring Roads.<br />

Act, 1985.<br />

Accordingly; the following directions are issued in terms of the sections 9 and 10 of the <strong>BMRDA</strong><br />

1. The development of the Indiv<strong>id</strong>ual Town Ring Roads (ITRR) is declared as a Scheme under<br />

section of the BMRD~ Act, 1985. A copy of the Scheme is placed at Annexure-1.<br />

2. The alignment for the BMR-ITRR shall be as indicated in a map form in Annexure-2 and in terms<br />

of village wise details in Annexure-3 to this Notification. This would, however, be subject-to minor<br />

changes as could come up during the developmenU construction of the respectiv~ roads.<br />

3. Notwithstanding anything contained in any law for the time being in force, except with the<br />

previous permission of the Bangalore Metropolitan Region Development Authority" no authority<br />

or person shall undertake or permit any deveiopment within the alignments for the BMR-ITRR.<br />

4. For the purposes of this Notification, "Development" with its grammatical variations would mean<br />

the carrying out of building, engineering, or other operations in or over or under the land or<br />

. making of ar;ty mqterial change in any building or land, or in the use of any building or land and<br />

includes redevelopment and forming of layouts and subdivision of any land including amenities.<br />

5. Further, no. authority or person shall undertake or permit any construction in a w<strong>id</strong>th of 10 meters<br />

building tine for the entire alignments of these roads.<br />

6. A copy of this Notification along with its Annexure and survey number wise details is placed on<br />

website Bangalor~ Metropolitan ~egion Development Authority~, namely, www.bmrda.kar.nic.in ...<br />

7. Copies of this Notification along with its Annexure are also available for perusal by the intending<br />

persons/ authorities in the following offices:<br />

Annexure·1<br />

SALIENT FEATURES OF THE PROPOSED BMR·ITRR<br />

Bangalore is one the fastest growing city in Asia. The city is growing phenomenally in terms of<br />

economic activities an~ population. The salubrious environs of the city have attracted people throughout<br />

the world.~ Banga/ore city has a~s(J become synonymous with the IT. & BT and related industries. ·The<br />

growth potenti~1 of the city. is enhanced by the proposed international ,airport. The jmbr<strong>id</strong>ledtlrowth of the<br />

city has however brought in concerns serious problems of traffic congestion and environmental concerns.<br />

The economic growth of the city i~ largely industry-driven that generates the large requirement of<br />

motor transport. Consequently, the city and the surrounding area are facing acute pressure of traffic as<br />

the road. network is not able to cope with the ever growing movement of goods and passenger traffic.<br />

The traffic related problem of the city are compouQded due to criss -crossing of large number of natioQal<br />

and state highway passing through the city. The growing traffic traversing in and through Bangalore has<br />

been leading to chaotic condition on the city roads, resulting in economic inefficiency manifested by traffic<br />

congestion resulting in increasing loss .-of man-hours, and delayed delivery of goods and services,<br />

bes<strong>id</strong>es adversely affecting the health and weH being of the general public ..<br />

The Structure Plan prepared for the balanced growth of Bangalore Metropolitan Region prov<strong>id</strong>es<br />

a board framework for area planning and infrastruCture development for the Bangalore Metropolitan<br />

Region including road networks conSisting of concentric ring roads and radial roads. The Bangalore<br />

Metropolitan Region Intermediate Ring Road (BMR-IRR) links the various industrial hubs around<br />

Bangalore city like Harohalli. Badadi, Nelemangala, Devanahalli, Hosakote, Sarjapura, Jigani, Tavarekere<br />

etc. with the upcoming International Airport n~ar Devanahalli. by way of upgrading the existing road<br />

network, with suitable geometric improvements and fresh alignments.<br />

The major towns falling on the alignments of the BMR-STRR need to be bypassed. The ring<br />

roads would facilitate an even growth of the town and 'act as a bypass for the traffic over a much longer<br />

period. There are eight towns in the Bangalore Metropolitan Region that need~ such Indiv<strong>id</strong>ual Town<br />

Ring Roads urgently. These are Devanahalli (NH-7) Kanakapura (NH-209), Hosakote (NH-207),<br />

Nelemangala (NH-48), and Ramanagara (SH-3), Anekal.(SH-35) & Magadi (SH-a) The <strong>BMRDA</strong> has<br />

taken an advance action to conduct the survey for .these Indiv<strong>id</strong>ual Town Ring Roads, in collaboration<br />

with the KPWD, with a view to prevent further development on the alignments and facilitate the land<br />

acquisition. Initially, it was planned to prov<strong>id</strong>e bypass on one s<strong>id</strong>e for important Towns along the<br />

.Rroposed STRRJIRR. Subsequently, the concept of prov<strong>id</strong>ing a full ring road to these towns was<br />

envisaged to have easy connectivity with STRR, IRR & RR and to prevent passing of high speed traffic<br />

through the developed and proposed development areas. Further Town Ring Roads. will also act as<br />

bypass for all the other intersecting roads.<br />

Hence, ITRR is finalized for Kanakapura (25Km), Ramanagaram (24Km), Magadi(15Km),<br />

Doddaballapura(24Km), Devanahalli (25Km), Hoskote (28Km), Anekal (24Km) and Nelamangala (27Km)<br />

Towns. Jhe cumulative length of ITRR is 190 Km. It will be a 90 Il'!etre w<strong>id</strong>e high speed corr<strong>id</strong>or with 4<br />

lanes and 2 service lanes on either s<strong>id</strong>e and with provision for a railway line also.

The Structure Plan for the Bangalore Metropolitan Region (BMR), notified v<strong>id</strong>e ~oyemment<br />

Order No. ,UDD 51 BMR 2002 dated 21.9.2005 had proposed to develop, a set of major road network for<br />

an integrated and balanced development of the BMR. There in.clude the BMR-Satellite Town Ring Road<br />

(BMR-STRR), the BMR- Intermediate Ring Road (BMR-IRR), and the various Radial Roads. The need for<br />

having these roads has become all the more important as well as urgent in the wake of the coming up of<br />

the new International Airport ~ear Devanahalli in BMR. The development of the BMR-STRR, the BMR­<br />

'!RR and the various Radial Roads' wa~ discussed in'detail in the 8 th , 9 th and the 10 th Meetings of the<br />

Executive Committee of the <strong>BMRDA</strong> wherein it was dec<strong>id</strong>ed to undertake the survey work of these roads<br />

with a view, to determine and freeze the alignments to facilitate 'the land acquisition and road development<br />

in the future. Accordingly, the AuthoritY undertook a survey for determimng'the alignment of these roads<br />

through the Public Works Department (PWD). In course of the survey work, it was found desirable to<br />

-develop indiv<strong>id</strong>ual ring roads, in place of the traditional bypass, for 8 towns in the BMR that were coming<br />

in the alignments for the BMR-$TRRand the BMR-IRR. In the 11th Meeting of the Authority held on<br />

25.10.2006, it was dec<strong>id</strong>ed to declare the development of the Satellite Town Ring Road (BMR-STRR),<br />

the Intermediate Ring Road (BMR-IRR), the Indiv<strong>id</strong>ual Town Ring Roads (ITRR) and the various Radial<br />

~ .<br />

Roads in the BMR as scheme under section 9 of the <strong>BMRDA</strong> Act, 1985, to freeze the alignments for.<br />

these. roads, as determined by the survey work, for further developl;11ent and to prevent construction etc.<br />

on the aligl')ments; to tak~action for development of these roads under various schemes of the Central<br />

and the State Governments including the systems of 'BuJld-Own-Operate-Transfer (BOOT), etc. and to<br />

authorize the Metropolitan Commissioner to take further action in these respects. A Notification has been<br />

issued cited under reference regarding'development of the Satellite Town Ring Rqad. Salient features of<br />

.the proposed BMR-IRR are indicated in Annexure- 1 ..

As of now, the detail~d survey report has become available for the BMR-IRR, which is indicated<br />

in a map form in Annexure- 2 and in terms of village wise and survey number wise details in Annexure- 3.<br />

The survey work for the other (oads, nam~ly the Indiv<strong>id</strong>ual Town Ring Roads (lTRR) and the various<br />

Radial Roads. is in progress. It is also necessary to prescribe suitable w<strong>id</strong>th for the building !ine for the<br />

entire alignment of ~hese roads.<br />

Act, 1985.<br />

Accordingly. the following directions,are issued in terms of the sections 9 and 10 of the <strong>BMRDA</strong><br />

,1. The development of the Intermediate Ring Road (BMR-IRR) is declared as a Scheme under<br />

section 9 of the BM RDA Act, 1985. A copy of the Scheme is placed at Annexure- 1.<br />

2. The alignment for the BMR-IRR shall be as indicated in amap form in Annexure- 2 and in terms<br />

of village wise and survey number wise details in Annexure- 3 to this Notification. This would,<br />

however, be subject to minor changes as could come up during the development! construction of<br />

the respective roads.<br />

3. NotwithstC!nding anything contained in any law for the time being in force, except with the<br />

previous permission of the <strong>BMRDA</strong>, no authority or person shall undertake or permit any<br />

development within the 'alignments for the BMR-IRR.<br />

4'.<br />

For the purposes of this Notification, "Developmenf' with its grammatical variations would mean<br />

the carrying out of building, engineering, or other operations in or over or under the land or<br />

making of any material change in any building or land, or in the use of any building or land and<br />

includes redevf!lopment and forming of li3youts and subdivision of any land including amenities.<br />

5. Further, no authority or person shall undertake or permit any construction in a w<strong>id</strong>th of 10 metres<br />

building line fpr the entire alignments of these roads.<br />

6. Notification detailing the alignments for the Indi~<strong>id</strong>ual Town Ring Roads (lTRR) and the various<br />

Radial Roads will be issued separately.<br />

7. A cOpy of this Notification along with its Annexures is placed on website of<strong>BMRDA</strong>, namely,<br />

www.bmrda.olJJ.<br />

2. The alignment for the Radial Roads shall be as indicated'in a map form in Annexure-2 and in<br />

terms of village wise details in Annexure-3 to this Notification. This would, however.,be subject to<br />

minor changes as could come up during the developmentl construction of the respective roads.<br />

3. Notwithstanding anything cOntained in any law for the time being in force, except with the<br />

previous permission of the Bangalore Metropolitan Region Development Authority .. no authority<br />

, or person shall undertake or permit any development within the alignments for the ~adial Roads.<br />

4. For the purposes of this Notification, "Developmenf' with its grammatical variations would mean<br />

the carrying ollt of building, engineering, or of her operations in or over or under the land or<br />

making of any material change in any building or land, or In the use of any bU,ilding or land and<br />

, includes redevelopment and forming of layouts and subdivision of any land including amenities. '<br />

5. Further, no authority or person shall undertake or permit any construction in a w<strong>id</strong>th of 10 meters I<br />

building line for the entire alignments of these roads.<br />
