MCTEL Mobile Device Management solutions
MCTEL Device Management Center suite helps mobile operators increase ARPU, promote new services, reduce operational
costs and fully control handset lifecycle.
MCTEL Device Management Center is designed to take away the complexities of managing various devices in the mobile
networks using device and SIM management technologies. The MCTEL Device Management Center supports thousands
of existing phone models including phones based on OMA open standards. MCTEL Device Management Center offers a
complete set of features that helps operators manage their subscribers’ devices and market advanced services:
MCTEL Automatic Device Detection with Wireless Service Provider interface module detects new devices in the network,
keeps comprehensive history of subscribers’ handsets and enables automatic device configuration channel.
MCTEL Automatic Device Configuration Over the Air configures handsets automatically, once detected.
MCTEL Device Management Center can use this trigger to provision other nodes.
MCTEL Marketing Analysis with advanced Campaign Manager provides crystal reports giving a clear
view of the current installed base and the handset capabilities.
MCTEL EIR (Equipment Identity Register) prevents lost or prohibited devices to connect to the network to
ensure maximum security. It ensures a safe network environment to both the operator and its subscribers.
MCTEL SIM OTA (with BIP/CAT-TP SIM OTA over IP) is a global solution to manage SIM in a comprehensive,
easy and centralized way.
MCTEL FOTA (Firmware Over The Air) performs remote diagnosis and manages the firmware download
for FOTA-compliant devices. It provides a cost effective channel to ensure that subscriber’s devices
work smoothly.
MCTEL High performance embedded SMSC is dedicated to OTA provisioning operations. All the SMS sent
by the MCTEL Device Management Center no longer have to pass through and to load the operator‘s
SMS Center.
MCTEL OMA DM Continuous Provisioning aims at managing handsets transparently over GPRS bearer,
and provide additional services such Wipe & Lock, Backup & Restore, FOTA, Diagnostics and Monitoring.
It also enables the launch of Entreprise Device Management features, such as Security and Policy Management
or Application Management.

MCTEL Advanced Messaging
MCTEL’s messaging suite is designed to ensure maximum revenue and to bring comprehensive solutions to combat
increasing challenges in network security.
MCTEL SMS & MMS Centers provide operators reliable and high performance
SMS and MMS routing and delivery, along with advanced
features enabling to offer Value Added Services. Thanks to its conformance
to international standards, the MCTEL SMS and MMS Centers
integrate seamlessly in the operator’s network. MCTEL SMS Center
suite includes:
• Bulk SMSC
• SMS Router
• First Delivery Attempt
MCTEL SMS Firewall & Smart Messaging allows operators to offer advanced
security and smart messaging features to their subscribers. It
includes several optional modules:
• SMS Spam Filtering: detects and eliminates SMS Spam and
offers additional anti-fraud features (anti-faking, anti-flooding,
anti-spoofing).
• Smart Messaging: includes SMS Forwarding, SMS Copy, subscriber’s
private White and Black lists and Auto Reply.
• SMS Parental Control: provides a safe mobile messaging environment
for children.
• SMS Mobile Advertising: allows increasing SMS traffic and generating
additional revenue thanks to sponsored SMS.
MCTEL SMS Center Hub allows operators to expand their SMS coverage
and perform significant savings. MCTEL International SMSC Hub
offers the advanced Least Cost Routing to manage the routing of
International SMS traffic at an optimized cost, to connect to multiple
gateways and use the least cost route (latest GSM-A standard).
MCTEL Cell Broadcast Versatile Delivery is a unique solution ensuring
effective broadcasting of text messages to every subscriber
in a particular geographical area. As it relies on a Cell Broadcast
Center, the message delivery will not load the legacy SMSC.
Thanks to its unique Device Management knowledge and SIM
OTA expertise, MCTEL is the only supplier having solved the Cell
Broadcast delivery issue hampering its successful deployment and
will not require any manual configuration in handsets to reach nevertheless
nearly 100% of the subscribers. The solution also enable
to address specific subscriber segments and to launch interactive
and Premium charged Cell Broadcast services.
MCTEL USSD Gateway enables to launch USSD applications. USSD is
a GSM/UMTS service allowing subscribers to easily and quickly access
interactive applications and services. USSD benefits include:
• Ease of use with immediate access by dialing a USSD
request such as *123#. The USSD service is approximately 7
times quicker to activate than a SMS service.
• Working when roaming: The same dialing sequence is
used for easy on-net and worldwide access.
• Easy to use Interface: the USSD service code can be
stored on the SIM card. SIM Toolkit Applications can also use
USSD to communicate with a network application through
the USSD Gateway
• Supported by 99% of networks and handsets.

MCTEL Roamer Manager Suite
MCTEL Roaming solutions enable mobile operators to improve the interworking with other GSM networks and increase roaming
revenue streams and subscribers’ satisfaction.
MCTEL Roaming Steering (Preferred Network) controls the registration of outbound roamers on the operator’s preferred network abroad. By ensuring
that its subscribers are always directed to the partner network when travelling, this solutions reduces roamings costs for both the operator and
customers who benefit from the best rates for mobile services wherever they are.
MCTEL Border Roaming Controller allows retaining subscribers on the operators’ domestic
network when they are travelling near international borders. It enhances subscribers’ experience
by preventing them from undesirable roaming situations and additional costs. MCTEL
Border Roaming Controller helps operators protect their VAS revenues by keeping subscribers
connected to their network, reducing disatisfaction and churn.
MCTEL Welcome to Roamers and Bon Voyage welcome foreign mobile users arriving on the
network and extend customer relationship when home subscribers are roaming abroad. In
both cases, customized information is provided over SMS or USSD bearers, allowing subscribers
to better make use of the network and its value added services.
MCTEL Dynamic SIM Activation is designed to enable autoprovisioning of prepaid SIM without
requiring their prior registration on Home HLR. This avoids provisioning millions of unsold
SIM in the HLR, saving huge dimensioning costs. Coupled with MCTEL SIM OTA, the new SIM
could be instantly configured with the required profile.
MCTEL SIM Box Blocking detects and blocks automatically SIM Box used illegally to transmit
grey voice or SMS traffic to the home network from foreign operators and VoIP providers.
MCTEL Inbound Roamers Retention help retain inbound roamers by providing additional
services and detecting unwanted detach, caused by a network coverage problem
for example.
MCTEL SMS-Center International Hub helps increase operators’ SMS coverage and
lower international SMS costs. The Least Cost Routing feature manages the routing of
International SMS traffic at an optimized cost, to connect to multiple gateways and
use the least cost route (latest GSM-A standard).

MCTEL Service Delivery Platform for VAS
As an expert in network and services, MCTEL provides operators solutions that help them deliver value added services and

MCTEL VAS Development Platform is designed to offer operators a complete development
environment answering subscribers’ needs in multimedia messaging and mobile
applications. In addition, MCTEL provides applications enabling immediate services set

content owners and allows generating additional revenues through the reselling of the
media content. Thanks to advanced content translation algorithms and a device database,
efficient content translators ensure the appropriate content format is delivered to
the customer according to its media device capabilities,
MCTEL VAS Connectivity Gateway offers operators a network access point to securely
connect VAS applications to their network, along with Smart Charging on Content Delivery
for both Premium Pull (on-demand) and Premium Push (subscription) services, over
bearers such as SMS, MMS, USSD, Wap, IVR,Video. Smart Charging includes an integrated
suite of charging and billing interfaces to avoid the deployment of a separate charging
platform with the Gateway.
