Dear Brothers and Sisters,<br />

Steward School 2010 is upon us, and by all indications it will be another fantastic<br />

turnout in attendance. The other day while making arrangements for the upcoming<br />

school, I realized that Pipeliners <strong>Local</strong> Union <strong>798</strong> Steward School is the largest UA<br />

attended event in the United States and Canada, with only one exception and that<br />

is the UA National Convention. That should say something for your commitment<br />

to your local and to the pipeline industry that you work in. If you have never been<br />

to the Steward School, now is the time to commit. The discussions and interpretations<br />

of our pipeline agreement are what help to promote harmony, and protects our<br />

working conditions on the r-o-w. But there is so much more to the experience. The<br />

whole week is more like a family reunion, with a carnival atmosphere to be enjoyed<br />

by all. With lots of fun, food, prizes, entertainment and some education thrown in<br />

for good measure, Tulsa is the place to be in <strong>Apr</strong>il.<br />

In mid-January, David and I along with UA Pipeline Director Phil Stephenson and his assistant Tom Gross, visited<br />

the two US spreads on the Enbridge work in Bemidji, MN. Enbridge and the contractor were very well pleased<br />

with the production and quality of the work. I would personally like to congratulate all the hands that worked on<br />

this project for their dedication to finish on time through all the winter weather. I also would like to thank all the<br />

hands that helped out on the emergency call out work for the REX project. Below is an e.mail of appreciation from<br />

Kinder-Morgan and my response. As always I am proud to say “I work for you, the finest pipeliners in the<br />

Brothers and Sisters,<br />

With the major ramp up of the 2010 work season almost upon us, I want to share with you some<br />

statistics from the work performed in the 2009 work season. Last year 5780 individuals worked on<br />

the pipeline work in <strong>Local</strong> Union <strong>798</strong>’s jurisdiction, and under the protection of the National Pipeline<br />

Agreement. Total payroll for the year for these workers was in excess of $338,000,000.00. Of the<br />

9,012,000 total National Agreement man-hours reported at the Pipeline Industry Benefit Fund, 8,120,295<br />

were man-hours worked by these individuals in our jurisdiction. This translates into 90% of the total<br />

pipeline man-hours performed in 2009 being in <strong>Local</strong> <strong>798</strong>’s jurisdiction. These numbers reveal that<br />

our active working members worked an average of 1405 hours each. The most man-hours recorded in<br />

2009 for one individual was 4151 hours. Nationally, there were 515 job notifications sent to the United<br />

Association in 2009. These notifications resulted in 358 pre-job meetings between Contractors and<br />

Business Agents in <strong>Local</strong> <strong>798</strong>’s jurisdiction.<br />

The following are a few of the major jobs we are looking to do in the 2010 work season:<br />

• The Ruby Pipeline Project is a three billion dollar project that consists of a 675 mile, 42 inch natural gas pipeline that runs from<br />

Opal, Wyoming to Malin, Oregon.<br />

• The Bison Pipeline Project is a 302 mile natural gas pipeline that runs from near Gillette, Wyoming to Morton County, North Dakota.<br />

• The last remaining leg of the original Keystone project is approximately 347 miles of 36 inch oil pipeline that will run from Steel City,<br />

Nebraska to Cushing, Oklahoma.<br />

• Florida Gas phase VIII Expansion is 440 miles of 30, 36, and 42 inch natural gas pipeline all in the state of Florida.<br />

• Tiger Pipeline is a 178 mile 42 inch natural gas pipeline that runs from Carthage, TX to near Delhi, LA.<br />

• <strong>Mar</strong>k West Energy has 50 miles of 30 inch natural gas pipeline to lay from Coalgate, OK to near Bennington, OK.<br />

• The Fayetteville Express is a 185 mile 42 inch natural gas pipeline that runs from Conway County, Arkansas to Panola County,<br />

Mississippi.<br />

• A portion of the Southern end of the 478 mile Keystone XL 36 inch oil pipeline which runs from Cushing, OK to Port Arthur, TX<br />

may get going this year but is unsure at this time.<br />

• The Chicago Pipeline Project consists of 226 miles of 42 inch from Arlington, WY to Harper, IA and could possibly go late in<br />

the year.<br />

Besides these major projects to be built, there are a large number of smaller projects to round out the season. We have a habit of<br />

focusing on the large projects to be built in any given year, but the truth is the smaller projects pull much of the weight in the man-hour<br />

calculations.<br />

We are in the final stages of preparing for this year’s Steward School. If you are planning to attend, it is imperative that you send in<br />

your registration so we can be best prepared for the most accurate number of participants. All of these convention arrangements are<br />

based upon our commitments to the final number of participants. If we turn in a large number and don’t achieve it, many times you<br />

are still charged for the full commitment. The more accurate we can be on projecting our attendance, the less waste we will have in<br />

the final billing. If you do register and realize for one reason or another that you are not going to be able to attend, just pick up the<br />

telephone and call us. Right up to the start of the event the number of participants is a moving number, but the more accurate we can<br />

project on the week prior to the event, the more cost effective we can be. This is how you can help us to spend your money wisely.<br />

Many of us are getting ready to attend this<br />

year’s Steward School. It is always a pleasure to<br />

see everyone and I hope the weather will break by<br />

then. I am ready, like many of you, for spring and<br />

warm weather. What a winter this has been in the<br />

northeast. Of course, like they say, every day is<br />

one day closer to spring.<br />

I have received many calls from members looking<br />

for work. I expect the work to break by the<br />

end of <strong>Mar</strong>ch or early <strong>Apr</strong>il. The last few years<br />

have been tremendous and I know everyone is<br />

hoping to get back to work. As with any year, work will finally start, we just always<br />

hope it starts earlier than it does.<br />

I have had excellent communication from numerous members in this area, making<br />

me aware of the non-union work in the east. It makes me proud to be a part of<br />

the family of <strong>798</strong> and the value system we share by being Union members. When<br />

work is slow, our family members hang tough and get through those times. Once a<br />

person becomes a committed <strong>798</strong> Union member, you will never see them working<br />

anything but Union. The thought does not even cross their minds. This is what<br />

being a member of Pipeline <strong>Local</strong> <strong>798</strong> is all about. Our value system is not for sale.<br />

We are Union no matter what the work situation is. We celebrate in the good times<br />

and hold each other up in the slow times.<br />

I am writing this report in route to the February<br />

staff meeting. The gas companies are continuing<br />

to hold the work, but the good news is the union<br />

contractors are continuing to get the market share<br />

on jobs being let. The Ruby Line is still set for a<br />

June start. The non-union work in the west is not<br />

a factor. If you have any information on non-union<br />

jobs in my area, please call and inform me so we<br />

can aggressively picket these jobs. Once again,<br />

thanks to all the members who work hard to help<br />

me police the work in the west. To all the stewards<br />

who are serving the members and working hard to<br />

uphold our working conditions, you have my gratitude.<br />

I am writing this report while in Tulsa attending<br />

our staff meeting. I hope everyone had a Merry<br />

Christmas and a Happy New Year. It was good to<br />

see and visit with those who were able to attend<br />

the January meeting. It was, as always, a great<br />

meeting.<br />

The work in my area is pretty slow now. I have<br />

held several pre-jobs, most of which most will<br />

be completed by the time this letter comes out. I<br />

have a couple of projects that will hopefully start<br />

in the spring in NC and MI, in addition to various<br />

rehab and smaller projects. I am looking forward<br />

to another great year in our industry, and hope to see you in the field soon.<br />

I want to thank those members who dropped their holiday plans and went to Ohio<br />

to help with the repairs on the REX east emergency project. Also, I want to thank<br />

those who called and offered their help. This project went well and finished on time.<br />

I am very sorry for the tragic loss of two of our Brothers: <strong>Mar</strong>cus and John<br />

McCleese. This was indeed a great loss to all of us. My thoughts and prayers go out<br />

to the McCleese family and friends. They will always be in our hearts and minds.<br />

Steward school is just around the corner. I hope everyone is making plans to<br />

I am writing my Blue Light report while in Tulsa<br />

for our February Staff metting. We have these<br />

meetings every month to share information about<br />

what is happening in our different jurisdictions.<br />

Chesapeake has opened gas fields in Darrell<br />

Turner’s area of Louisiana and Rick Taylor’s area<br />

in New York and Pennsylvania. This country<br />

has 100 years of natural gas reserves that we are<br />

going to tap into so we can be less dependant on<br />

foreign energy.<br />

The work is slow for the winter months in<br />

my area, with the Enbridge work finishing in<br />

Minnesota. Precision and US Pipeline are Hydro-Testing the last sections of the 36”<br />

and 20” with smart pig runs and final tie-ins. I will have four spreads in my area<br />

starting in May. One Sheehan spread in Arkansas has 64 miles of 42” for Energy<br />

Transfer that will be done stick rod. The Keystone 36” will lay from Steel City,<br />

Nebraska to Cushing, Oklahoma, to be done with the automatic process. Sheehan<br />

has one spread and Price Gregory has two spreads. The four spreads I have will prejob<br />

sometime in <strong>Apr</strong>il. The warehouse locations and welder foremen are not decided<br />

at this writing, and will be posted on the web site when pre-jobbed.<br />

Our union contractors are bidding the Bison Project for TransCanada in Wyoming,<br />

Montana, and North Dakota. This is 304 miles of 30” that will be awarded the end<br />

of February. Also the Keystone XL should be awarded in early <strong>Mar</strong>ch. <strong>Local</strong> <strong>798</strong><br />

and our contractors have been fighting the non-union contractors to get the work that<br />

belongs to you and your families. If you are working for these non-union contractors<br />

you are the problem that <strong>Local</strong> <strong>798</strong> is fighting every day to get this work back.<br />

The easy organizing has been done - we have the welders that came to us wanting a<br />

better wage, health care, and a pension to build for their retirement. The hard part of<br />

organizing starts now to get the contractors that are getting our work by undercutting<br />

the employers that pay your benefits for you.<br />

We have some members out there now, working non-union for sub standard<br />

wages and no benefits. That tears down everything we stand for, and are fighting<br />

against every day. I get anonymous calls reporting <strong>798</strong> welders working on nonunion<br />

jobs every week. When you are found, you will be charged and go before the<br />

Executive Board, receive a big fine that you will probably not pay, and then you will<br />

go expelled. So if you don’t believe in this union and don’t want to be part of it, turn<br />

your book in and go back from where you came. There, you can bow down to those<br />

contractors who don’t provide good working conditions, health care, or pension, and<br />

where you will work for half of what you should be making on your check.<br />

One by one, we will weed out those who are destroying what we stand for to make<br />

room for the ones that are proud to be a member of <strong>Local</strong> Union <strong>798</strong> and make this<br />

family strong.<br />

This year has started out like a normal pipeline<br />

year - not a lot of work in the winter, slowly<br />

starting in <strong>Mar</strong>ch, and wide open in June. That’s<br />

normal. The pipeline work in Texas is still slow;<br />

the Building & Trades work has not yet fully<br />

materialized. I am getting a few Tig welders out<br />

working 40 hours.<br />

We do have some things going on as far as<br />

organizing. I would like to clarify a few things<br />

first. The rules have not changed. If you get<br />

caught working for a non-signatory contractor<br />

doing UA work, you will be fined. Any Brother or<br />

Sister member who sees you has the right to file charges on you. The only thing<br />

that will keep you safe is if the Business Agent in the area has sent you a salt letter<br />

to go out and honestly try to organize a particular contractor. As long as these nonsignatory<br />

contractors are able to hire good quality hands for cheap wages, they will<br />

never sign our agreement. Help us help you!<br />

If you are working non-union, your choices are leave, mail your union book to<br />

Tulsa, or get fined. We know who you are, because a lot of members and nonmembers<br />

are calling us. They are also unemployed. Why would anyone take our<br />

oath of obligation, and then turn around and break it. Where is your dignity?<br />

If you are one those members that have dishonored yourself and this Great<br />

Union, be expecting to get a phone call or charge papers in the mail.<br />

By the time you read this we will have completed the procedures for the Ruby,<br />

Keystone, and Florida Gas work.<br />

The 2010 work season promises to be another<br />

really good one for Pipeliners Union <strong>798</strong> and its<br />

membership in the southeastern United States.<br />

We are waiting for Florida Gas Increment VIII to<br />

get under way. This mega job is progressing at<br />

a rapid rate. It is awarded. IT WILL BE BUILT.<br />

Rumors that it has been canceled are not true.<br />

Contractors include Sheehan, US Pipeline, and<br />

Price Gregory.<br />

Projects out for bid at this writing include big<br />

inch pipe for Spectra Energy, Sempra, Georgia<br />

Gas, Williams/Transco, Energy Transfer, and<br />

Tiger Pipeline in Louisiana. Once these projects get under way (after 2010 Steward<br />

School), I expect the work to last until the end of the year. Some will go well into<br />

2011. The Chesapeake Energy work in the Haynesville Shale field is also picking up,<br />

and we continue to share in that field’s production. Patriot Pipeline and SC Electric<br />

and Gas also have small diameter projects that we expect to help build this summer.<br />

I must also report that Southern Natural Gas has awarded two projects in Georgia<br />

to NON-SIGNATORY contractors. We are watching those projects as they develop.<br />

SNG is owned by El Paso Energy.<br />

Brothers and sisters, as union members we must stand up for our <strong>Local</strong> and its<br />

organizing efforts. Our future depends on it. We must never get so complacent that<br />

we forget where our fair wages and conditions come from. I have spent the last two<br />

months on the road talking to contractors and welders. I have, for the most part, been<br />

well received, but it is still a fact that contractors will cut wages and benefits when<br />

they can. More often than not non-union companies express their pride in being<br />

open shop. What they are really saying is that they care more for profits than they do<br />

for their employees. Welders, (union and non-union) think about it!!! A contract and<br />

representation puts us on a level playing field with the contractor. We deserve nothing<br />

less than a fair day’s pay with healthcare and retirement. With the UA and <strong>Local</strong> <strong>798</strong><br />

behind us, we have it. Remember, United we stand, divided we fall.<br />

Jerry Augustine writes that he has been in <strong>Local</strong><br />

had surgery on his right foot, and the doctor<br />

said he would be down three months. Within<br />

one week, he had help from the Voluntary<br />

Don Foster would like to thank the Voluntary<br />

Brian and Tonya Baxter send their heartfelt<br />

Their daughter Miranda had to have emergency<br />

surgery to remove a large tumor from her jaw,<br />

and they lost their home to a fire while working<br />

on a job for Michels in Spencer, SD. They had<br />

to leave the job and go home. They want to<br />

give a special thank you to Mike Green, Ronnie<br />

and Michelle Hill and Harold Daniel. Thank you<br />

from the bottom of their hearts.<br />

Ryan Roberts thanks all of the Brothers and<br />

Sisters who have made the Voluntary Fund<br />

possible to help each other in times of need.<br />

His family really appreciates the support of<br />

<strong>Local</strong> <strong>798</strong> in a time when an unexpected injury<br />

had occurred. He is a proud member of <strong>Local</strong><br />

<strong>798</strong>, along with other family members. He has<br />

enjoyed the people he has met through the years<br />

while a member. He has a family of 6, and the<br />

money he received from the Voluntary Fund<br />

meant a lot to him, his wife, and family. He has<br />

been laid off for 4 months now and looks forward<br />

to returning to work. Thanks again to the<br />

members who understand what the Voluntary<br />

Fund means to families when it is needed most.<br />

Kevin Leeper would like to thank everyone<br />

for their support and prayers during his recent<br />

illness. People outside the Union don’t understand<br />

that our greatest asset is not benefits<br />

and conditions – it is the “family” we inherit.<br />

that has ever had chronic back issues and surgery<br />

knows “It ain’t no picnic!” Pipeliners really<br />

Randy and Michelle Plants thank you for the<br />

financial support you sent to them. It couldn’t<br />

have come at a better time. It’s great to know<br />

the money they put in the Voluntary Fund is<br />

truly put to good use. Thanks to all who support<br />

it. Randy never thought a broken wrist<br />

would keep him from working for so long. But<br />

over two years and three surgeries later, it still<br />

doesn’t work properly. Hopefully the year 2010<br />

will bring better fortune for everyone.<br />

Mr. & Mrs. Tim Beckham would like to thank<br />

everyone in the <strong>798</strong> family who has given to the<br />

Voluntary Fund. To his Brothers and sisters who<br />

give unselfishly, they thank you. Tim had been<br />

home from the Ohio spread only a week when<br />

his wreck occurred. Your generous help in this<br />

difficult time was an answer to prayers.<br />

Lance S. Herren appreciates the check that you<br />

sent to him following his accident. He would like<br />

to thank each and every one of the people who<br />

contribute to the fund. The money really came<br />

J.P. Reed would like to say thanks for your<br />

concern with his health, and also for the letter.<br />

Without your contributions, his situation<br />

would have definitely been harder to endure.<br />

His appreciation extends farther than you can<br />

imagine, from everyone at the office in Tulsa, to<br />

all the Brothers and Sisters in the field making<br />

their mark on the pipeline world. Due to his<br />

injury he has been temporarily sidelined, but<br />

this fraternity, he hasn’t felt left out or alone in<br />

his pain. There are not many days that go by<br />

thanks is due because those people are the ones<br />

that make this fraternity such a privilege to be<br />

a part of.<br />

The Family of Merwyn “Pete” Dobbs want to<br />

thank each and every one who contributes to<br />

the Voluntary Fund. Some of the older members<br />

will remember him. He lived, ate, slept,<br />

and dreamed about the many miles of pipeline<br />

and his friends he had from all the years he<br />

worked. Even non-pipeliners enjoyed hearing<br />

Wendell Derrick wants to thank all the members<br />

who give so freely to the Voluntary Fund for<br />

the assistance during and following his father,<br />

Jack Derrick’s fight with cancer. He was a loyal<br />

supporter of the Voluntary Fund and this Lcoal<br />

Union. Also, he would like to send a special<br />

thanks to Robert & Julie Doane for their cards,<br />

prayers, and friendship, as well as Joe Dean<br />

Dickerson and all the hands on the U.S. Pipeline<br />

job in Bemidji, MN. Also a very special thanks<br />

Morgan Hubble would like to thank you for<br />

the letter sent to her father Kevin, and also the<br />

Voluntary Fund check. It was very thoughtful<br />

and will help out a lot. It was a scary situation<br />

that she went through but it really opened up<br />

her eyes to life. She was very glad she was okay,<br />

because from the looks of the car, she was very<br />

lucky to be alive. Once again, she would like<br />

to thank you for what you have done because<br />

in the days that we are living in now, not many<br />

people would have done so. You are very special<br />

people and once again she thanks you from the<br />

bottom of her heart.<br />

Kevin Hubble writes that on November 16,<br />

2009, his daughter Morgan was involved in an<br />

auto accident. As a result of this accident, she<br />

rolled her car twice, not only escaping death but<br />

also any serious injuries. Besides being thankful<br />

Morgan was alive, he was also thankful that his<br />

family was there, including his extended family<br />

at <strong>Local</strong> <strong>798</strong>. The assistance provided by the<br />

Voluntary Fund and all of the members who<br />

contribute to it was greatly appreciated, and will<br />

never be forgotten.<br />

James “Bud” Cosper wants to say thank you<br />

Holland and Bobbie McHam would like to thank<br />

than a title or occupation. It is a family. In a<br />

The <strong>Apr</strong>il Membership Meeting of Pipeliners <strong>Local</strong> Union<strong>798</strong> will be held on Friday, <strong>Apr</strong>il 9, 2010,<br />

beginning at 7:00 p.m. at the Renaissance Tulsa Hotel, 6808 S. 107th E. Ave. Tulsa, OK 74133.<br />

SPECIAL BUSINESS: Nomination and Election of an Election Committee. This election committee<br />

will oversee the 2010 Election of <strong>Local</strong> <strong>798</strong> Officers and Convention Delegates for the 2011 UA<br />

Convention. Therefore, Election Committee members will not be eligible to seek election as a <strong>Local</strong><br />

<strong>798</strong> officer, or as a Convention Delegate.<br />

As provided in the <strong>Local</strong> <strong>798</strong> Constitution & By-Laws under Article XVII, Elections, Section 7: “For<br />

each general election for officers, an Election Committee consisting of three (3) members will be nominated<br />

and elected at the nominating meeting. The member with the highest number of votes shall<br />

be Chairman of said committee, or, if no such plurality exists, the Committee shall appoint its own<br />

Chairman. The nominating meeting will be held at least one meeting prior to the election meeting. Its<br />

term of office shall be for that election only.”<br />

Any member who has been in continuous good standing for the two years prior to election is eligible<br />

to run for Election Committee. Nominations will be accepted on the floor at the <strong>Apr</strong>il 9, 2010<br />

Membership meeting. In addition, letters of nomination may be submitted via fax to 918 627-9327, via<br />

email to information@local<strong>798</strong>.org, or via mail to PO Box 470<strong>798</strong>, Tulsa, OK 74147. Faxed, emailed<br />

and mailed nominations must be submitted by 12:00 noon on Friday, <strong>Apr</strong>il 9, 2010. It is the nominator’s<br />

responsibility to verify that the nomination has been received in the <strong>Local</strong> Union office.<br />

All nominees must sign a nomination acceptance letter. Nomination acceptance letters must be submitted<br />

prior to the start of the <strong>Apr</strong>il 9, 2010 membership meeting. Letters can be submitted via fax to 918<br />
