Dear Brothers and Sisters,
Steward School 2010 is upon us, and by all indications it will be another fantastic
turnout in attendance. The other day while making arrangements for the upcoming
school, I realized that Pipeliners Local Union 798 Steward School is the largest UA
attended event in the United States and Canada, with only one exception and that
is the UA National Convention. That should say something for your commitment
to your local and to the pipeline industry that you work in. If you have never been
to the Steward School, now is the time to commit. The discussions and interpretations
of our pipeline agreement are what help to promote harmony, and protects our
working conditions on the r-o-w. But there is so much more to the experience. The
whole week is more like a family reunion, with a carnival atmosphere to be enjoyed
by all. With lots of fun, food, prizes, entertainment and some education thrown in
for good measure, Tulsa is the place to be in April.
In mid-January, David and I along with UA Pipeline Director Phil Stephenson and his assistant Tom Gross, visited
the two US spreads on the Enbridge work in Bemidji, MN. Enbridge and the contractor were very well pleased
with the production and quality of the work. I would personally like to congratulate all the hands that worked on
this project for their dedication to finish on time through all the winter weather. I also would like to thank all the
hands that helped out on the emergency call out work for the REX project. Below is an e.mail of appreciation from
Kinder-Morgan and my response. As always I am proud to say “I work for you, the finest pipeliners in the
world.”
Brothers and Sisters,
With the major ramp up of the 2010 work season almost upon us, I want to share with you some
statistics from the work performed in the 2009 work season. Last year 5780 individuals worked on
the pipeline work in Local Union 798’s jurisdiction, and under the protection of the National Pipeline
Agreement. Total payroll for the year for these workers was in excess of $338,000,000.00. Of the
9,012,000 total National Agreement man-hours reported at the Pipeline Industry Benefit Fund, 8,120,295
were man-hours worked by these individuals in our jurisdiction. This translates into 90% of the total
pipeline man-hours performed in 2009 being in Local 798’s jurisdiction. These numbers reveal that
our active working members worked an average of 1405 hours each. The most man-hours recorded in
2009 for one individual was 4151 hours. Nationally, there were 515 job notifications sent to the United
Association in 2009. These notifications resulted in 358 pre-job meetings between Contractors and
Business Agents in Local 798’s jurisdiction.
The following are a few of the major jobs we are looking to do in the 2010 work season:
• The Ruby Pipeline Project is a three billion dollar project that consists of a 675 mile, 42 inch natural gas pipeline that runs from
Opal, Wyoming to Malin, Oregon.
• The Bison Pipeline Project is a 302 mile natural gas pipeline that runs from near Gillette, Wyoming to Morton County, North Dakota.
• The last remaining leg of the original Keystone project is approximately 347 miles of 36 inch oil pipeline that will run from Steel City,
Nebraska to Cushing, Oklahoma.
• Florida Gas phase VIII Expansion is 440 miles of 30, 36, and 42 inch natural gas pipeline all in the state of Florida.
• Tiger Pipeline is a 178 mile 42 inch natural gas pipeline that runs from Carthage, TX to near Delhi, LA.
• Mark West Energy has 50 miles of 30 inch natural gas pipeline to lay from Coalgate, OK to near Bennington, OK.
• The Fayetteville Express is a 185 mile 42 inch natural gas pipeline that runs from Conway County, Arkansas to Panola County,
Mississippi.
• A portion of the Southern end of the 478 mile Keystone XL 36 inch oil pipeline which runs from Cushing, OK to Port Arthur, TX
may get going this year but is unsure at this time.
• The Chicago Pipeline Project consists of 226 miles of 42 inch from Arlington, WY to Harper, IA and could possibly go late in
the year.
Besides these major projects to be built, there are a large number of smaller projects to round out the season. We have a habit of
focusing on the large projects to be built in any given year, but the truth is the smaller projects pull much of the weight in the man-hour
calculations.
We are in the final stages of preparing for this year’s Steward School. If you are planning to attend, it is imperative that you send in
your registration so we can be best prepared for the most accurate number of participants. All of these convention arrangements are
based upon our commitments to the final number of participants. If we turn in a large number and don’t achieve it, many times you
are still charged for the full commitment. The more accurate we can be on projecting our attendance, the less waste we will have in
the final billing. If you do register and realize for one reason or another that you are not going to be able to attend, just pick up the
telephone and call us. Right up to the start of the event the number of participants is a moving number, but the more accurate we can
project on the week prior to the event, the more cost effective we can be. This is how you can help us to spend your money wisely.
We are looking forward to seeing you there!
Until then Work Safe, Work Proud and Work Union!
Sincerely and Fraternally,
Many of us are getting ready to attend this
year’s Steward School. It is always a pleasure to
see everyone and I hope the weather will break by
then. I am ready, like many of you, for spring and
warm weather. What a winter this has been in the
northeast. Of course, like they say, every day is
one day closer to spring.
I have received many calls from members looking
for work. I expect the work to break by the
end of March or early April. The last few years
have been tremendous and I know everyone is
hoping to get back to work. As with any year, work will finally start, we just always
hope it starts earlier than it does.
I have had excellent communication from numerous members in this area, making
me aware of the non-union work in the east. It makes me proud to be a part of
the family of 798 and the value system we share by being Union members. When
work is slow, our family members hang tough and get through those times. Once a
person becomes a committed 798 Union member, you will never see them working
anything but Union. The thought does not even cross their minds. This is what
being a member of Pipeline Local 798 is all about. Our value system is not for sale.
We are Union no matter what the work situation is. We celebrate in the good times
and hold each other up in the slow times.
I am looking forward to seeing everyone at the April 2010 Steward School.
If I can be of any help don’t hesitate to call, either through the answering service or
home. As always: Be Safe! Be Proud! Be Union!
I am writing this report in route to the February
staff meeting. The gas companies are continuing
to hold the work, but the good news is the union
contractors are continuing to get the market share
on jobs being let. The Ruby Line is still set for a
June start. The non-union work in the west is not
a factor. If you have any information on non-union
jobs in my area, please call and inform me so we
can aggressively picket these jobs. Once again,
thanks to all the members who work hard to help
me police the work in the west. To all the stewards
who are serving the members and working hard to
uphold our working conditions, you have my gratitude.
Please call anytime if I can be of assistance.
I am writing this report while in Tulsa attending
our staff meeting. I hope everyone had a Merry
Christmas and a Happy New Year. It was good to
see and visit with those who were able to attend
the January meeting. It was, as always, a great
meeting.
The work in my area is pretty slow now. I have
held several pre-jobs, most of which most will
be completed by the time this letter comes out. I
have a couple of projects that will hopefully start
in the spring in NC and MI, in addition to various
rehab and smaller projects. I am looking forward
to another great year in our industry, and hope to see you in the field soon.
I want to thank those members who dropped their holiday plans and went to Ohio
to help with the repairs on the REX east emergency project. Also, I want to thank
those who called and offered their help. This project went well and finished on time.
I am very sorry for the tragic loss of two of our Brothers: Marcus and John
to the McCleese family and friends. They will always be in our hearts and minds.
attend. I look forward to seeing you there. If I can be of help don’t, hesitate to call.
I am writing my Blue Light report while in Tulsa
for our February Staff metting. We have these
meetings every month to share information about
what is happening in our different jurisdictions.
Chesapeake has opened gas fields in Darrell
Turner’s area of Louisiana and Rick Taylor’s area
in New York and Pennsylvania. This country
has 100 years of natural gas reserves that we are
going to tap into so we can be less dependant on
foreign energy.
The work is slow for the winter months in
my area, with the Enbridge work finishing in
Minnesota. Precision and US Pipeline are Hydro-Testing the last sections of the 36”
and 20” with smart pig runs and final tie-ins. I will have four spreads in my area
starting in May. One Sheehan spread in Arkansas has 64 miles of 42” for Energy
Transfer that will be done stick rod. The Keystone 36” will lay from Steel City,
Nebraska to Cushing, Oklahoma, to be done with the automatic process. Sheehan
has one spread and Price Gregory has two spreads. The four spreads I have will prejob
sometime in April. The warehouse locations and welder foremen are not decided
at this writing, and will be posted on the web site when pre-jobbed.
Our union contractors are bidding the Bison Project for TransCanada in Wyoming,
Montana, and North Dakota. This is 304 miles of 30” that will be awarded the end
of February. Also the Keystone XL should be awarded in early March. Local 798
and our contractors have been fighting the non-union contractors to get the work that
belongs to you and your families. If you are working for these non-union contractors
you are the problem that Local 798 is fighting every day to get this work back.
The easy organizing has been done - we have the welders that came to us wanting a
better wage, health care, and a pension to build for their retirement. The hard part of
organizing starts now to get the contractors that are getting our work by undercutting
the employers that pay your benefits for you.
We have some members out there now, working non-union for sub standard
wages and no benefits. That tears down everything we stand for, and are fighting
against every day. I get anonymous calls reporting 798 welders working on nonunion
jobs every week. When you are found, you will be charged and go before the
Executive Board, receive a big fine that you will probably not pay, and then you will
go expelled. So if you don’t believe in this union and don’t want to be part of it, turn
your book in and go back from where you came. There, you can bow down to those
contractors who don’t provide good working conditions, health care, or pension, and
where you will work for half of what you should be making on your check.
One by one, we will weed out those who are destroying what we stand for to make
room for the ones that are proud to be a member of Local Union 798 and make this
family strong.
This year has started out like a normal pipeline
year - not a lot of work in the winter, slowly
starting in March, and wide open in June. That’s
normal. The pipeline work in Texas is still slow;
the Building & Trades work has not yet fully
materialized. I am getting a few Tig welders out
working 40 hours.
We do have some things going on as far as
organizing. I would like to clarify a few things
first. The rules have not changed. If you get
caught working for a non-signatory contractor
doing UA work, you will be fined. Any Brother or
Sister member who sees you has the right to file charges on you. The only thing
that will keep you safe is if the Business Agent in the area has sent you a salt letter
to go out and honestly try to organize a particular contractor. As long as these nonsignatory
contractors are able to hire good quality hands for cheap wages, they will
never sign our agreement. Help us help you!
If you are working non-union, your choices are leave, mail your union book to
Tulsa, or get fined. We know who you are, because a lot of members and nonmembers
are calling us. They are also unemployed. Why would anyone take our
oath of obligation, and then turn around and break it. Where is your dignity?
If you are one those members that have dishonored yourself and this Great
Union, be expecting to get a phone call or charge papers in the mail.
By the time you read this we will have completed the procedures for the Ruby,
Keystone, and Florida Gas work.
The 2010 work season promises to be another
really good one for Pipeliners Union 798 and its
membership in the southeastern United States.
We are waiting for Florida Gas Increment VIII to
get under way. This mega job is progressing at
a rapid rate. It is awarded. IT WILL BE BUILT.
Rumors that it has been canceled are not true.
Contractors include Sheehan, US Pipeline, and
Price Gregory.
Projects out for bid at this writing include big
inch pipe for Spectra Energy, Sempra, Georgia
Gas, Williams/Transco, Energy Transfer, and
Tiger Pipeline in Louisiana. Once these projects get under way (after 2010 Steward
School), I expect the work to last until the end of the year. Some will go well into
2011. The Chesapeake Energy work in the Haynesville Shale field is also picking up,
and we continue to share in that field’s production. Patriot Pipeline and SC Electric
and Gas also have small diameter projects that we expect to help build this summer.
I must also report that Southern Natural Gas has awarded two projects in Georgia
to NON-SIGNATORY contractors. We are watching those projects as they develop.
SNG is owned by El Paso Energy.
Brothers and sisters, as union members we must stand up for our Local and its
organizing efforts. Our future depends on it. We must never get so complacent that
we forget where our fair wages and conditions come from. I have spent the last two
months on the road talking to contractors and welders. I have, for the most part, been
well received, but it is still a fact that contractors will cut wages and benefits when
they can. More often than not non-union companies express their pride in being
open shop. What they are really saying is that they care more for profits than they do
for their employees. Welders, (union and non-union) think about it!!! A contract and
representation puts us on a level playing field with the contractor. We deserve nothing
less than a fair day’s pay with healthcare and retirement. With the UA and Local 798
behind us, we have it. Remember, United we stand, divided we fall.
the beautiful Bible sent at Ross’ going home.
He was always proud to be a 798 member, and
would praise Unions and their members whenever
the occasion would arise. He always said
everything they own was due to 798. Thanks
also to all the 798 members in Clendenin, WV
who came to the gravesite rites.
Dennis Stiles would like to extend his deepest
appreciation to the 798 members for their support
during a recent family emergency. Special
thanks to Chad Gilbert and Jordan Lindsey for
their concern on his behalf. He was truly overwhelmed.
Eric S. Bundy & Family would like to thank
those who helped them during a rough time in
their lives. You are greatly appreciated.
Jerry Augustine writes that he has been in Local
798 for 32 years. It is a good thing knowing
that each one of us care about each other. Even
in the good times and bad, we are a family. He
had surgery on his right foot, and the doctor
said he would be down three months. Within
one week, he had help from the Voluntary
Fund. He appreciates it more than he can say.
Special thanks go to Phillip Wallace. Thanks so
very much.
The Families of Maxwell Burdge and Gale
Swartz would like to thank all the Brothers
and Sisters of Local Union 798 and Local Union
420 for the expression of sympathy show to
them at the passing of their father, Barry M.
Burdge. A special thank you to Charlie Garrett
for his understanding and consideration during
that time. May God bless each and every one
of you.
Sandi Joiner (George Joiner’s Widow) says
thanks for the extra check, the first COL raise in
8 years, and the insurance.
Ed & Rose Noga send thanks to all the members
who contribute to the Voluntary Fund.
A special thanks to David Barnett for the help
they received after Ed’s surgery – it was greatly
appreciated. Thanks so much.
Becky Gandee & Family send a special thanks
to all who contribute to the Voluntary Fund.
James always gave to the Voluntary Fund, never
knowing that his family would be a recipient.
Thanks to Rick Taylor for his concern during
Jim’s illness and death. The family really
appreciates the thoughtfulness of the members
of Local 798.
Jeffree L. Wyatt wants to thank everyone for
their assistance and donation. He received it
during a very hard time. It helped him get
the medical help that he needed during the
holiday season. It was a great blessing to him
and his family. He is proud to be a member of
798, and is glad to have so many good friends
in the Union. Thank you again for all of your
support.
Don Foster would like to thank the Voluntary
Fund and all who contribute for the monetary
help he received after his shoulder surgery. A
special thank you to Jeff Doyle and Joe Berry.
Brian and Tonya Baxter send their heartfelt
thanks to their Brothers and Sisters of Local
798 that give to the Voluntary Fund each week.
Their daughter Miranda had to have emergency
surgery to remove a large tumor from her jaw,
and they lost their home to a fire while working
on a job for Michels in Spencer, SD. They had
to leave the job and go home. They want to
give a special thank you to Mike Green, Ronnie
and Michelle Hill and Harold Daniel. Thank you
from the bottom of their hearts.
Ryan Roberts thanks all of the Brothers and
Sisters who have made the Voluntary Fund
possible to help each other in times of need.
His family really appreciates the support of
Local 798 in a time when an unexpected injury
had occurred. He is a proud member of Local
798, along with other family members. He has
enjoyed the people he has met through the years
while a member. He has a family of 6, and the
money he received from the Voluntary Fund
meant a lot to him, his wife, and family. He has
been laid off for 4 months now and looks forward
to returning to work. Thanks again to the
members who understand what the Voluntary
Fund means to families when it is needed most.
Kevin Leeper would like to thank everyone
for their support and prayers during his recent
illness. People outside the Union don’t understand
that our greatest asset is not benefits
and conditions – it is the “family” we inherit.
Thank You.
Wayne & Kathy Morgan wish to thank the
Voluntary Fund for the check they received. It
was greatly appreciated. Wayne is healing very
slowly after colon surgery. They enjoy belonging
to an organization that takes care of its members
in such a generous way. Wishing you all a great
year in 2010. May God bless you all.
Bob, Leslie, Emily & Shelley Fatherree write that
words cannot express their appreciation for all
that’s been done to help Bob with his recovery!
The flood of blood donations, help from the
Voluntary Fund, and prayers from everyone
have all been a huge help. They are blessed to
have your love and support.
Johnnie & Cathy Feeler want to thank everyone
for the cards, prayers, and donations they
received after Cathy broke both of her legs (it’s a
long story) while they were on the Price Gregory
job in MO last year. Thanks to the Voluntary
Fund and special thanks to Steve and Clydie
Hinton, Dean Hinson, and Brenda Sickles.
Thanks to Rodger Hastings and a very special
thanks to Franky & Sherry Craddick for helping
with their truck and trailer. Pipeliners are a
special breed, and he is honored to be one. He is
happy to say that Cathy is progressing well and
is on a walker. They can’t wait to see all their
friends again. Love to all.
Nancy and Tom Geohagan send a great big
thank you to the Pipeliners Voluntary Fund and
everyone who contributes to the fund. Anyone
that has ever had chronic back issues and surgery
knows “It ain’t no picnic!” Pipeliners really
are the finest folks in the world!
Randy and Michelle Plants thank you for the
financial support you sent to them. It couldn’t
have come at a better time. It’s great to know
the money they put in the Voluntary Fund is
truly put to good use. Thanks to all who support
it. Randy never thought a broken wrist
would keep him from working for so long. But
over two years and three surgeries later, it still
doesn’t work properly. Hopefully the year 2010
will bring better fortune for everyone.
Mr. & Mrs. Tim Beckham would like to thank
everyone in the 798 family who has given to the
Voluntary Fund. To his Brothers and sisters who
give unselfishly, they thank you. Tim had been
home from the Ohio spread only a week when
his wreck occurred. Your generous help in this
difficult time was an answer to prayers.
Lance S. Herren appreciates the check that you
sent to him following his accident. He would like
to thank each and every one of the people who
contribute to the fund. The money really came
in handy for all his expenses. Thanks again!
J.P. Reed would like to say thanks for your
concern with his health, and also for the letter.
Without your contributions, his situation
would have definitely been harder to endure.
His appreciation extends farther than you can
imagine, from everyone at the office in Tulsa, to
all the Brothers and Sisters in the field making
their mark on the pipeline world. Due to his
injury he has been temporarily sidelined, but
B L U E L I G H T R E P O R T S • M A R C H / A P R I L 2 0 1 0 • PA G E 1 0
with all the inspiration that he has received from
this fraternity, he hasn’t felt left out or alone in
his pain. There are not many days that go by
without the inspiration of a phone call or visit
from his brethren telling him to keep his chin
up and keep digging. For those people, a special
thanks is due because those people are the ones
that make this fraternity such a privilege to be
a part of.
The Family of Merwyn “Pete” Dobbs want to
thank each and every one who contributes to
the Voluntary Fund. Some of the older members
will remember him. He lived, ate, slept,
and dreamed about the many miles of pipeline
and his friends he had from all the years he
worked. Even non-pipeliners enjoyed hearing
stories about the jobs after he retired. A special
thank you to Darrell Turner, J.D. Williams, Bo
Scarbrough. Also, thanks to their sons Petey,
and Dan and his wife Roxie, and Tina Diem.
Thank you and please keep them in your
prayers. Have a good year.
Jimmie Dale Feagin & Family would like to
thank the members of 798, and Danny Hendrix
for remembering their family during the loss of
the Union for all the help toward their son’s
surgery.
Kenneth Pentlicki would like take this time to
thank everyone in 798 for your help through
the Voluntary fund. He has had two neck surgeries
within 2 years. Most of all he wants to
thank Bud Mathis, Scott Stacy, Carl Traweek,
and everyone else at Bud’s Welding for all of
your help over the last 2 years! He is very proud
to be a 798 member. Thank you very much.
the retirees.
Wendell Derrick wants to thank all the members
who give so freely to the Voluntary Fund for
the assistance during and following his father,
Jack Derrick’s fight with cancer. He was a loyal
supporter of the Voluntary Fund and this Lcoal
Union. Also, he would like to send a special
thanks to Robert & Julie Doane for their cards,
prayers, and friendship, as well as Joe Dean
Dickerson and all the hands on the U.S. Pipeline
job in Bemidji, MN. Also a very special thanks
to Danny & David for continuing a great tradition
that defines the integrity and compassion of
our great Local Union.
Morgan Hubble would like to thank you for
the letter sent to her father Kevin, and also the
Voluntary Fund check. It was very thoughtful
and will help out a lot. It was a scary situation
that she went through but it really opened up
her eyes to life. She was very glad she was okay,
because from the looks of the car, she was very
lucky to be alive. Once again, she would like
to thank you for what you have done because
in the days that we are living in now, not many
people would have done so. You are very special
people and once again she thanks you from the
bottom of her heart.
John Mullens & Family sends thanks to the
Voluntary Fund and all the members who
contribute to the fund for the help received at
the time of their loss. A special thanks to all of
Spread 6 of the Alberta Clipper.
Kevin Hubble writes that on November 16,
2009, his daughter Morgan was involved in an
auto accident. As a result of this accident, she
rolled her car twice, not only escaping death but
also any serious injuries. Besides being thankful
Morgan was alive, he was also thankful that his
family was there, including his extended family
at Local 798. The assistance provided by the
Voluntary Fund and all of the members who
contribute to it was greatly appreciated, and will
never be forgotten.
Fund. The check has come in handy since his illness.
Your generosity was heartwarming. They
feel so blessed to be a part of the 798 family.
May God bless you all. Thanks again.
Mike “Cotton” and DeAnna Alden thank all of
their Brothers and Sisters who contribute to the
Voluntary Fund. Being a 798 member is more
than a title or occupation. It is a family. In a
time of need, you really start to realize just how
big of a family we are. Again, they would like to
say thanks for all the phone calls, and especially
everyone’s prayers. A special thanks to Roger
Wheeler and J.C. Thornburg for helping his family
get him home.
Billy and Carolyn Hipps wish to say thank you
to all who give to the Voluntary Fund. They
appreciate the help received after Billy underwent
back surgery in December. He is doing
really well now. A special thanks to Mike Miller
and Randy Martin. They won’t forget your
kindness.
Kenneth & JoAnn Springer express their great
gratitude and say thank you for the help from
the Voluntary Fund while Ken was in the hospital.
It will help for the time off and the days
spent in the hospital. They are grateful for the
help given by the Brothers and Sisters of the
Local. They are still waiting to see the heart
doctor on the 17th of February. Kenneth is
doing well, and his spirits are high for the most
part. Again, thank you so much for the help, it
is greatly appreciated.
