There was nothing ordinary about
the Smithsonian’s National Museum of
African American History and Culture
(NMAAHC) groundbreaking ceremony
on February 22. From the speakers,
which included President Barack Obama
and other distinguished guests, the ceremony
was filled with living history. More
than 600 guests joined the celebration
on the site of the new museum as speakers
stressed that the museum will not only
tell the African-American story, but also
an American one.
Clark was awarded a $290 million
construction contract for the museum
as part of a joint venture with Smoot
Construction and H.J. Russell & Company,
two of the largest minority-owned
construction firms in the nation.
Located on one of the last remaining
sites on the National Mall, the
NMAAHC will sit between the National
Museum of American History
and the Washington Monument. The
museum’s look, however, will be unlike
any of the neighboring structures. The
380,000 square-foot structure will be
defined by the Corona, a bronze- and
glass-panel façade that reflects traditional
African architecture. The Corona
will hang from the top of the museum
with no intermediate support. The
museum’s five above-grade levels will
be supported by four concrete towers,
linked at the top by steel trusses. The
structure also will have three belowgrade,
cast-in-place concrete floors: a
concourse level, mezzanine level, and
mechanical level.
Set to open in 2015, the museum is
designed to achieve LEED ® Gold certification.
Sustainable elements will include
solar hot water panels on the roof and a
geothermal ground water system.
The Clark-led joint venture is committed
to exceeding the project’s goals
for small and minority-owned business
participation, with a particular focus
on creating opportunities for small,
disadvantaged businesses.
This project continues the longstanding
relationship between Clark and the
Smithsonian Institution, which dates
back to the early 20th century. Since
1983, Clark has built more than 11
projects for the Institution totaling more
than 1.3 million square feet.
One of the many courtyards that will serve as an active wetland
in filtering runoff and reducing water use. The elevated
pedestrian bridge connects two of the three buildings.
CONSTRUCTION UPDATE:
U.S. COAST GUARD HEADQUARTERS
Over two years into its construction, the U.S. Coast Guard Headquarters
project has seen a number of noteworthy milestones, including:
• Placement of more than 200,000 cubic yards of concrete, which is the
amount of concrete needed to construct 10 downtown office buildings.
• Completion of Building One’s green roof, as well as nearly half the
garage’s green roof, which have flourished in the warm spring months.
The green roofs will significantly reduce runoff into the Anacostia River.
• Connection of permanent utilities.
SMALL BUSINESS SPOTLIGHT
REGIONAL CONTRACTING LEARNS FROM LARGE BUSINESS
Clark was recently selected as a mentor for the General Services
Administration’s (GSA) Mentor-Protégé Program. This program, designed to
benefit all categories of small businesses in the construction, professional
service, and security services industries, allows small businesses to
partner with large companies in order to compete for large contracts. By
fostering a successful partnership, the Mentor-Protégé Program strengthens
subcontracting opportunities and helps to ensure future business success in
the local community.
Clark has awarded several Mentor-Protégé contracts for the DHS
Operations Center at the U.S. Coast Guard Headquarters project, located at
the GSA-developed St. Elizabeths West Campus. One of the contracts was
awarded to Regional Contracting Services, a Washington, D.C., minorityand
woman-owned small business, and Cleveland Construction, Inc., a large,
national specialty contractor. The two companies’ scope of work includes the
furnishment and installation of drywall at the Operations Center.
Regional Contracting’s project manager is located on-site and works closely
with Cleveland Construction’s field staff, as well as Clark’s on-site project
team. Due to the size and complexity of the scope of work, this partnership
has offered both firms a competitive edge. Cleveland Construction is also
focused on training Regional Contracting in their business development
efforts. In addition, Regional Contracting is concentrating on employing
workers from the District’s Ward 8 community in order to ensure its prosperity.
“Regional’s partnership with Cleveland Construction has
provided me with a vast amount of knowledge regarding
the technical aspects of drywall construction. This has
helped me perform my daily duties with confidence,
and allowed me to rise to the challenge of handling
the largest project I have managed in my career.”
D.C. RESIDENT SPOTLIGHT: MICHAEL DUDLEY
clarkbuilds d.c.
Where did you grow up?
I grew up in Washington, D.C.
and I’ve lived here my entire life.
How did you come to work for
Clark?
I used to work for a demolition
company, but I had a friend
who worked for Clark. Seven
years ago, when work slowed
down with my company, he
encouraged me to come work
for Clark.
What’s your position at Clark?
I started in the concrete division
and I was responsible for
loading the trucks and directing
the crane operators. Now I
am in charge of traffic control
and flagging at CityCenter’s
main entrance.
What do you like most about
your job?
I really enjoy what I do and
there are so many opportunities
to earn certifications. Since starting
with Clark, I’ve received a
flagger’s license, rigger training,
fork lift certification, and CPR
certification. My personal goal
is to take every opportunity that
is presented to me.
Have you helped other D.C. residents
get a job with Clark?
It’s important for me to help
residents out as much as I can. I
often encourage applicants who
I meet on site to check back if
there aren’t any current positions
available. It’s a good feeling
when those people are able to
get a position with Clark and personally
thank me for my support.
What is the most important
aspect of what you do?
As with everyone working on
site, safety is most crucial. I
incorporate safe practices into
everything I do and promote the
Michael Dudley
use of proper safety attire, including
hard hats and safety glasses
to my fellow crewmembers.
A CBE GUIDE TO
QUICKPAY
The CityCenterDC project features the QuickPay
program, which provides expedited payment to
Certified Business Enterprise (CBE) firms, regardless
of tier. Under this program, which is sponsored by
the owner Hines | Archstone, CBEs with contract
values less than $5 million are eligible to apply
for expedited payment with each requisition. In
addition, subcontractors with CBE lower tiers fitting
the same contract value parameters are eligible. By
using QuickPay, subcontractors can expect payment
within one to two weeks, versus standard payment
terms, which are usually greater than thirty days
from requisition approval. The QuickPay application
process is simple, fast, and easy. Qualifying subcontractors
must complete a one-page application and
submit it to Clark/Smoot for processing.
To date at CityCenterDC, six subcontractors have
been enrolled in the QuickPay program, making
the first few months of the program a success. As
construction progress moves above grade, and the
number of on-site subcontractors reaches its peak,
Clark/Smoot anticipates the number of subcontractors
participating in the QuickPay program will
grow significantly.
If your firm is currently working on CityCenterDC
and you would like more information or to fill out
an application, please contact Clark/Smoot’s Sarah
Deisz at sarah.deisz@clarkconstruction.com.
CLARK FORMS PARTNERSHIP WITH PHELPS ARCHITECTURE,
CONSTRUCTION AND ENGINEERING (ACE) HIGH SCHOOL
Phelps ACE High School recently celebrated a 99% on-time graduation rate for students completing their fourth
year. This is the first graduating class since the school reopened in 2008!
Clark’s Michael Tato turtors students
from Phelps ACE High School
Clark recently partnered with the Phelps ACE High School to
develop specialized programs that will better prepare students to
succeed in the construction industry. Located in Northeast Washington,
D.C., Phelps offers a real-world, project-based curriculum
supported by core academic courses in math, English, science,
and more. Phelps was the first public high school in the country to
offer both college preparatory and vocational education exclusively
for the design professions and construction trades. After four years
of coursework, Phelps students are prepared for the transition to college
or a career in architecture, engineering, or construction.
Clark Vice Presidents Matt Haas and Tom Kenton met with Phelps’
Principal Michael Johnson in early spring to tour the school and learn
how Clark can assist students. From this initial information session,
Clark and Phelps developed these ongoing programs and initiatives:
Safety is Planning
Clark’s Division Safety Manager Andy Alexander and CityCenterDC’s
Safety Manager Sam Hanik lead the students through the Occupational
Safety and Health Administration (OSHA) 10-hour course. Students learned how to prevent accidents and injuries, increase workplace safety
awareness and compliance, and develop emergency exit routes and action and fire prevention plans. Students were presented with OSHA10-
