Groundbreaking Ceremony Marks the Start <strong>of</strong> <strong>Museum</strong> Construction<br />

<strong>and</strong> Features Living <strong>History</strong><br />

There was nothing ordinary about<br />

the Smithsonian’s <strong>National</strong> <strong>Museum</strong> <strong>of</strong><br />

<strong>African</strong> <strong>American</strong> <strong>History</strong> <strong>and</strong> <strong>Culture</strong><br />

(NMAAHC) groundbreaking ceremony<br />

on February 22. From the speakers,<br />

which included President Barack Obama<br />

<strong>and</strong> other distinguished guests, the ceremony<br />

was filled with living history. More<br />

than 600 guests joined the celebration<br />

on the site <strong>of</strong> the new museum as speakers<br />

stressed that the museum will not only<br />

tell the <strong>African</strong>-<strong>American</strong> story, but also<br />

an <strong>American</strong> one.<br />

<strong>Clark</strong> was awarded a $290 million<br />

construction contract for the museum<br />

as part <strong>of</strong> a joint venture with Smoot<br />

Construction <strong>and</strong> H.J. Russell & Company,<br />

two <strong>of</strong> the largest minority-owned<br />

construction firms in the nation.<br />

Located on one <strong>of</strong> the last remaining<br />

sites on the <strong>National</strong> Mall, the<br />

NMAAHC will sit between the <strong>National</strong><br />

<strong>Museum</strong> <strong>of</strong> <strong>American</strong> <strong>History</strong><br />

<strong>and</strong> the Washington Monument. The<br />

museum’s look, however, will be unlike<br />

any <strong>of</strong> the neighboring structures. The<br />

380,000 square-foot structure will be<br />

defined by the Corona, a bronze- <strong>and</strong><br />

glass-panel façade that reflects traditional<br />

<strong>African</strong> architecture. The Corona<br />

will hang from the top <strong>of</strong> the museum<br />

with no intermediate support. The<br />

museum’s five above-grade levels will<br />

be supported by four concrete towers,<br />

linked at the top by steel trusses. The<br />

structure also will have three belowgrade,<br />

cast-in-place concrete floors: a<br />

concourse level, mezzanine level, <strong>and</strong><br />

mechanical level.<br />

Set to open in 2015, the museum is<br />

designed to achieve LEED ® Gold certification.<br />

Sustainable elements will include<br />

solar hot water panels on the ro<strong>of</strong> <strong>and</strong> a<br />

geothermal ground water system.<br />

The <strong>Clark</strong>-led joint venture is committed<br />

to exceeding the project’s goals<br />

for small <strong>and</strong> minority-owned business<br />

participation, with a particular focus<br />

on creating opportunities for small,<br />

disadvantaged businesses.<br />

This project continues the longst<strong>and</strong>ing<br />

relationship between <strong>Clark</strong> <strong>and</strong> the<br />

Smithsonian Institution, which dates<br />

back to the early 20th century. Since<br />

1983, <strong>Clark</strong> has built more than 11<br />

projects for the Institution totaling more<br />

than 1.3 million square feet.<br />

One <strong>of</strong> the many courtyards that will serve as an active wetl<strong>and</strong><br />

in filtering run<strong>of</strong>f <strong>and</strong> reducing water use. The elevated<br />

pedestrian bridge connects two <strong>of</strong> the three buildings.<br />

CONSTRUCTION UPDATE:<br />

U.S. COAST GUARD HEADQUARTERS<br />

Over two years into its construction, the U.S. Coast Guard Headquarters<br />

project has seen a number <strong>of</strong> noteworthy milestones, including:<br />

• Placement <strong>of</strong> more than 200,000 cubic yards <strong>of</strong> concrete, which is the<br />

amount <strong>of</strong> concrete needed to construct 10 downtown <strong>of</strong>fice buildings.<br />

• Completion <strong>of</strong> Building One’s green ro<strong>of</strong>, as well as nearly half the<br />

garage’s green ro<strong>of</strong>, which have flourished in the warm spring months.<br />

The green ro<strong>of</strong>s will significantly reduce run<strong>of</strong>f into the Anacostia River.<br />

• Connection <strong>of</strong> permanent utilities.<br />

SMALL BUSINESS SPOTLIGHT<br />

REGIONAL CONTRACTING LEARNS FROM LARGE BUSINESS<br />

<strong>Clark</strong> was recently selected as a mentor for the General Services<br />

Administration’s (GSA) Mentor-Protégé Program. This program, designed to<br />

benefit all categories <strong>of</strong> small businesses in the construction, pr<strong>of</strong>essional<br />

service, <strong>and</strong> security services industries, allows small businesses to<br />

partner with large companies in order to compete for large contracts. By<br />

fostering a successful partnership, the Mentor-Protégé Program strengthens<br />

subcontracting opportunities <strong>and</strong> helps to ensure future business success in<br />

the local community.<br />

<strong>Clark</strong> has awarded several Mentor-Protégé contracts for the DHS<br />

Operations Center at the U.S. Coast Guard Headquarters project, located at<br />

the GSA-developed St. Elizabeths West Campus. One <strong>of</strong> the contracts was<br />

awarded to Regional Contracting Services, a Washington, D.C., minority<strong>and</strong><br />

woman-owned small business, <strong>and</strong> Clevel<strong>and</strong> Construction, Inc., a large,<br />

national specialty contractor. The two companies’ scope <strong>of</strong> work includes the<br />

furnishment <strong>and</strong> installation <strong>of</strong> drywall at the Operations Center.<br />

Regional Contracting’s project manager is located on-site <strong>and</strong> works closely<br />

with Clevel<strong>and</strong> Construction’s field staff, as well as <strong>Clark</strong>’s on-site project<br />

team. Due to the size <strong>and</strong> complexity <strong>of</strong> the scope <strong>of</strong> work, this partnership<br />

has <strong>of</strong>fered both firms a competitive edge. Clevel<strong>and</strong> Construction is also<br />

focused on training Regional Contracting in their business development<br />

efforts. In addition, Regional Contracting is concentrating on employing<br />

workers from the District’s Ward 8 community in order to ensure its prosperity.<br />

Let the Digging Begin!<br />

Crews from Shelton Federal<br />

Group, a minority-, woman-,<br />

<strong>and</strong> veteran-owned small<br />

business have begun excavation<br />

work at the Smithsonian’s<br />

<strong>National</strong> <strong>Museum</strong> <strong>of</strong> <strong>African</strong><br />

<strong>American</strong> <strong>History</strong> <strong>and</strong> <strong>Culture</strong><br />

project. A Washington, D.C.-<br />

based contractor, <strong>and</strong> Certified<br />

Business Enterprise, Shelton’s<br />

services include erosion control,<br />

clearing <strong>and</strong> grubbing,<br />

mass excavation, <strong>and</strong> grading.<br />

Shelton has entered into<br />

a tiered agreement with Metro<br />

Earthworks, a large business<br />

headquartered in Northern<br />

Virginia. Metro <strong>of</strong>fers a full<br />

range <strong>of</strong> services including,<br />

excavation, site development,<br />

demolition, underground utilities<br />

work, grading <strong>and</strong> erosion<br />

control, as well as delivery <strong>and</strong><br />

disposal <strong>of</strong> fill material.<br />

The companies’ scope<br />

<strong>of</strong> work includes installation<br />

<strong>of</strong> stone access roads <strong>and</strong><br />

laydown areas, collection <strong>and</strong><br />

haul <strong>of</strong> spoil materials generated<br />

by wall fabrication, as well<br />

as excavation <strong>of</strong> 295,000<br />

cubic yards <strong>of</strong> dirt. At its peak,<br />

excavation will occur during<br />

both day <strong>and</strong> evening shifts.<br />

In addition, the two companies<br />

are responsible for the<br />

backfill <strong>of</strong> areas between the<br />

foundation wall <strong>and</strong> the PSHG<br />

wall, which is a 70-foot-deep,<br />

ring-shaped space that varies<br />

in width from seven feet to six<br />

inches <strong>and</strong> encircles the entire<br />

building footprint.<br />

CITY MARKET AT O<br />

REACHES BOTTOM<br />

The crowd looks on as <strong>Clark</strong> project<br />

team members thank everyone for their<br />

hard work <strong>and</strong> dedication.<br />

On May 11, the team at CityMarket<br />

at O shared a meal to celebrate the<br />

project’s bottoming out. The one million<br />

square-foot mixed-use development in<br />

the city’s Shaw neighborhood is one<br />

<strong>of</strong> 14 infrastructure projects around<br />

the country selected by the Obama<br />

administration to be expedited through<br />

the permitting <strong>and</strong> environmental review<br />

process. The $124 million project will<br />

help revitalize Shaw between 7th, 9th,<br />

O, <strong>and</strong> P streets, NW.<br />

<strong>Clark</strong> Superintendent George Sgouveakos<br />

<strong>and</strong> Senior Project Manager<br />

Greg Ruhl thanked the project team <strong>and</strong><br />

acknowledged the accomplishments <strong>of</strong><br />

all parties involved in reaching the milestone.<br />

To date, the team has removed<br />

150,000 cubic yards <strong>of</strong> dirt, driven<br />

236 soldier piles, installed lagging <strong>and</strong><br />

191 tiebacks, finalized excavation,<br />

poured concrete footings, waterpro<strong>of</strong>ed<br />

the foundation wall, <strong>and</strong> completed all<br />

underground plumbing.<br />

In April, <strong>Clark</strong> Concrete mobilized<br />

operations with the erection <strong>of</strong> two<br />

tower cranes. These cranes, along with<br />

two others planned for erection in June,<br />

will be used to place approximately<br />

40,000 cubic yards <strong>of</strong> concrete.<br />

The project’s first phase includes<br />

building two nine-story apartment<br />

towers, a 72,000 square-foot Giant<br />

supermarket (the largest in the city), a<br />

two-story below-grade parking garage,<br />

300 indoor bicycle parking spaces, a<br />

270 linear-foot ro<strong>of</strong>top dog park, <strong>and</strong><br />

market retail space. Future phases <strong>of</strong><br />

CityMarket at O include retail <strong>and</strong> restaurants,<br />

a 182-room Cambria Suites<br />

hotel, a condominium tower, <strong>and</strong> a<br />

senior living complex.<br />

CLARK/SMOOT/RUSSELL TEAM MEETS WITH SMALL BUSINESSES<br />

Specialty trades such<br />

as miscellaneous metals,<br />

waterpro<strong>of</strong>ing, vertical<br />

transportation, under-slab<br />

mechanical, under-slab<br />

electrical, <strong>and</strong> under-slab<br />

plumbing were invited<br />

to meet with representatives<br />

<strong>of</strong> the <strong>Clark</strong>/Smoot/<br />

Russell team to discuss<br />

bid opportunities for the<br />

Smithsonian’s NMAAHC.<br />

During the March 6,<br />

2012 pre-bid meeting,<br />

potential bidders received<br />

important information<br />

about the bidding<br />

requirements <strong>and</strong> small<br />

business goals for the<br />

museum project. In<br />

the project overview, a<br />

video presentation depicted<br />

how construction<br />

would progress on the<br />

museum from excavation<br />

through interior finishes.<br />

CONSTRUCTION UPDATE: CITYCENTERDC<br />

CityCenterDC is a 10-acre<br />

mixed-use project that will<br />

blend retail, entertainment,<br />

<strong>and</strong> <strong>of</strong>fices to create a pedestrian-friendly<br />

neighborhood<br />

in the heart <strong>of</strong> downtown<br />

Washington, D.C. The project<br />

is broken into four packages:<br />

• Two, 11-story <strong>of</strong>fice buildings<br />

• Two, 11-story apartment<br />

buildings<br />

• Two, 11-story condo buildings<br />

• A four-story parking garage,<br />

as well as site work <strong>and</strong> common<br />

area features<br />

Office Buildings<br />

Concrete was recently<br />

poured on the seventh <strong>and</strong><br />

fourth floors <strong>of</strong> Buildings<br />

1 <strong>and</strong> 2 respectively. The<br />

feature glass curtain wall has<br />

begun to arrive on site, <strong>and</strong><br />

its installation is scheduled to<br />

begin by the end <strong>of</strong> May.<br />

Apartment Buildings<br />

The condo buildings are<br />

beginning to take vertical<br />

shape. The concrete on floors<br />

five <strong>and</strong> two were recently<br />

poured on Buildings 5 <strong>and</strong><br />

6 respectively. To confirm the<br />

condo’s high-end finishes, the<br />

project team has constructed<br />

a unit entry mock-up, which is<br />

located on site for reference<br />

purposes.<br />

Condominium Buildings<br />

The rental structures are not<br />

far behind the condo buildings.<br />

Concrete pours were<br />

completed on the second<br />

<strong>and</strong> ground floors <strong>of</strong> Buildings<br />

3 <strong>and</strong> 4 respectively.<br />

Installation <strong>of</strong> the six large<br />

box girders that span the<br />

interior loading docks were<br />

recently completed, <strong>and</strong> the<br />

structure’s temporary shoring<br />

will be removed soon.<br />

Site <strong>and</strong> Garage<br />

Post-shores are slowly being<br />

removed within the one<br />

million square-foot parking<br />

garage. Finishing touches,<br />

including concrete topping<br />

slabs at stairwells are<br />

currently being added with<br />

masonry soon to follow.<br />

Where did you grow up?<br />

I grew up in Washington, D.C.<br />

<strong>and</strong> I’ve lived here my entire life.<br />

How did you come to work for<br />

<strong>Clark</strong>?<br />

I used to work for a demolition<br />

company, but I had a friend<br />

who worked for <strong>Clark</strong>. Seven<br />

years ago, when work slowed<br />

down with my company, he<br />

encouraged me to come work<br />

for <strong>Clark</strong>.<br />

What’s your position at <strong>Clark</strong>?<br />

I started in the concrete division<br />

<strong>and</strong> I was responsible for<br />

loading the trucks <strong>and</strong> directing<br />

the crane operators. Now I<br />

am in charge <strong>of</strong> traffic control<br />

<strong>and</strong> flagging at CityCenter’s<br />

main entrance.<br />

What do you like most about<br />

your job?<br />

I really enjoy what I do <strong>and</strong><br />

there are so many opportunities<br />

to earn certifications. Since starting<br />

with <strong>Clark</strong>, I’ve received a<br />

flagger’s license, rigger training,<br />

fork lift certification, <strong>and</strong> CPR<br />

certification. My personal goal<br />

is to take every opportunity that<br />

is presented to me.<br />

Have you helped other D.C. residents<br />

get a job with <strong>Clark</strong>?<br />

It’s important for me to help<br />

residents out as much as I can. I<br />

<strong>of</strong>ten encourage applicants who<br />

I meet on site to check back if<br />

there aren’t any current positions<br />

available. It’s a good feeling<br />

when those people are able to<br />

get a position with <strong>Clark</strong> <strong>and</strong> personally<br />

thank me for my support.<br />

What is the most important<br />

aspect <strong>of</strong> what you do?<br />

As with everyone working on<br />

site, safety is most crucial. I<br />

incorporate safe practices into<br />

everything I do <strong>and</strong> promote the<br />

to my fellow crewmembers.<br />

A CBE GUIDE TO<br />

QUICKPAY<br />

The CityCenterDC project features the QuickPay<br />

program, which provides expedited payment to<br />

Certified Business Enterprise (CBE) firms, regardless<br />

<strong>of</strong> tier. Under this program, which is sponsored by<br />

the owner Hines | Archstone, CBEs with contract<br />

values less than $5 million are eligible to apply<br />

for expedited payment with each requisition. In<br />

addition, subcontractors with CBE lower tiers fitting<br />

the same contract value parameters are eligible. By<br />

using QuickPay, subcontractors can expect payment<br />

within one to two weeks, versus st<strong>and</strong>ard payment<br />

terms, which are usually greater than thirty days<br />

from requisition approval. The QuickPay application<br />

process is simple, fast, <strong>and</strong> easy. Qualifying subcontractors<br />

must complete a one-page application <strong>and</strong><br />

submit it to <strong>Clark</strong>/Smoot for processing.<br />

To date at CityCenterDC, six subcontractors have<br />

been enrolled in the QuickPay program, making<br />

the first few months <strong>of</strong> the program a success. As<br />

construction progress moves above grade, <strong>and</strong> the<br />

number <strong>of</strong> on-site subcontractors reaches its peak,<br />

<strong>Clark</strong>/Smoot anticipates the number <strong>of</strong> subcontractors<br />

participating in the QuickPay program will<br />

grow significantly.<br />

United General Contractors was recently awarded a contract to install<br />

the wooden decking for the <strong>of</strong>fice trailers at the NMAAHC project. The<br />

firm has over 15 years <strong>of</strong> experience providing commercial construction<br />

services to businesses, institutions, <strong>and</strong> government agencies throughout<br />

the Washington, D.C. Metro region. The firm was also recently awarded<br />

a contract for doors, frames, <strong>and</strong> hardware at CityCenterDC. United<br />

General Contractors’ President, Nate Lewis, had this to say about the<br />

company’s involvement.<br />

QUESTION: What is your role on the NMAAHC project?<br />

“We are contributing to this monumental project by performing rough carpentry, however<br />

we will be submitting bids on other scopes as well, including glass <strong>and</strong> glazing,<br />

window treatments, as well as doors, frames, <strong>and</strong> hardware.”<br />

QUESTION: How did you prepare for this opportunity?<br />

“We attended the pre-bid meetings to gather information <strong>and</strong> other logistics about<br />

the project <strong>and</strong> then networked with several large subcontractors that expressed an<br />

interest in working alongside a small business.”<br />

QUESTION: What are you excited about as you help to construct the NMAAHC?<br />

“We look forward to being a part <strong>of</strong> history in the making <strong>and</strong> contributing to the<br />

legacy <strong>of</strong> this museum.”<br />

CITYMARKET AT O HOSTS SITE TOUR FOR<br />

UDC LAB PRESCHOOL PROGRAM<br />

On April 26, the CityMarket at O project team hosted a project presentation<br />

<strong>and</strong> tour for eighteen preschool students from the UDC Lab<br />

Preschool Program. The presentation included an overview <strong>of</strong> the project,<br />

safety highlights, facts about the existing site, as well as sample finish<br />

materials which students were able to touch.<br />

Prior to the site walk, students were outfitted with personal protective<br />

equipment such as hard hats, safety glasses, <strong>and</strong> safety vests. During the<br />

tour, the project team pointed out specific areas <strong>of</strong> work, including façade<br />

bracing, excavation, <strong>and</strong> concrete operations. In addition, the children<br />

learned how the project used track hoes, front end loaders, bobcats, dump<br />

trucks, <strong>and</strong> cranes.<br />

The mission <strong>of</strong> the UDC Early Childhood Lab School is to provide children<br />

with the knowledge needed to thrive <strong>and</strong> succeed in school <strong>and</strong> in<br />

life by providing them with an engaging learning environment. Additionally,<br />

the Lab School provides a setting where university students can participate<br />

in practicum <strong>and</strong> student teaching experiences <strong>and</strong> university faculty<br />

can pursue the development <strong>of</strong> curriculum <strong>and</strong> field-initiated research.<br />

experience for our children! The presentation was fabulous <strong>and</strong> the children were so<br />

CLARK FORMS PARTNERSHIP WITH PHELPS ARCHITECTURE,<br />

CONSTRUCTION AND ENGINEERING (ACE) HIGH SCHOOL<br />

Phelps ACE High School recently celebrated a 99% on-time graduation rate for students completing their fourth<br />

year. This is the first graduating class since the school reopened in 2008!<br />

<strong>Clark</strong> recently partnered with the Phelps ACE High School to<br />

develop specialized programs that will better prepare students to<br />

succeed in the construction industry. Located in Northeast Washington,<br />

D.C., Phelps <strong>of</strong>fers a real-world, project-based curriculum<br />

supported by core academic courses in math, English, science,<br />

<strong>and</strong> more. Phelps was the first public high school in the country to<br />

<strong>of</strong>fer both college preparatory <strong>and</strong> vocational education exclusively<br />

for the design pr<strong>of</strong>essions <strong>and</strong> construction trades. After four years<br />

<strong>of</strong> coursework, Phelps students are prepared for the transition to college<br />

or a career in architecture, engineering, or construction.<br />

<strong>Clark</strong> Vice Presidents Matt Haas <strong>and</strong> Tom Kenton met with Phelps’<br />

Principal Michael Johnson in early spring to tour the school <strong>and</strong> learn<br />

how <strong>Clark</strong> can assist students. From this initial information session,<br />

<strong>Clark</strong> <strong>and</strong> Phelps developed these ongoing programs <strong>and</strong> initiatives:<br />

Safety is Planning<br />

<strong>Clark</strong>’s Division Safety Manager Andy Alex<strong>and</strong>er <strong>and</strong> CityCenterDC’s<br />

Safety Manager Sam Hanik lead the students through the Occupational<br />

Safety <strong>and</strong> Health Administration (OSHA) 10-hour course. Students learned how to prevent accidents <strong>and</strong> injuries, increase workplace safety<br />

awareness <strong>and</strong> compliance, <strong>and</strong> develop emergency exit routes <strong>and</strong> action <strong>and</strong> fire prevention plans. Students were presented with OSHA10-<br />

hour certificates upon graduation.<br />

Introduction to Field Engineering<br />

Field Engineering Manager Dieter Agate <strong>and</strong> Construction Executive Tim Pritchard developed<br />

a two-day, h<strong>and</strong>s-on crash course on basic field engineering. Students used an array <strong>of</strong> the<br />

school’s surveying equipment, as well as some <strong>of</strong> <strong>Clark</strong>’s equipment. Both the returning students<br />

<strong>and</strong> <strong>Clark</strong> employees are looking forward to exp<strong>and</strong>ing the program this fall.<br />

Information Technology Support<br />

Phelps <strong>of</strong>fers a Networking Academy course, a global education program that teaches<br />

students how to design, build, troubleshoot, <strong>and</strong> secure computer networks for increased<br />

access to career <strong>and</strong> economic opportunities. <strong>Clark</strong>’s IT Department donated six computers<br />

for students to disassemble <strong>and</strong> reassemble as part <strong>of</strong> the Networking Academy.<br />

Tutoring Services<br />

Throughout the month <strong>of</strong> May, several <strong>Clark</strong> engineers tutored students to help them<br />

prepare for the Pathway to Engineering, Project Lead the Way (PLTW) Engineering Certification Exam. The exam tests teamwork <strong>and</strong><br />

communication pr<strong>of</strong>iciency, as well as organizational, critical thinking, <strong>and</strong> problem-solving skills. <strong>Clark</strong>’s Max Charamella, Sarah<br />

Deisz, Chad Dolgin, Justin Edmondson, Hannah Kiem, Drew Koeneman, Tim Manson, Molly Raglani, <strong>and</strong> Mike Tato, all volunteered<br />
