Purpose<br />
•To expla<strong>in</strong> a planned clarification for <strong>the</strong> <strong>Market</strong><br />
Manual 2.12 <strong>Treatment</strong> <strong>of</strong> <strong>Local</strong> <strong>Market</strong> <strong>Power</strong><br />
–regard<strong>in</strong>g <strong>the</strong> treatment <strong>of</strong> trades constra<strong>in</strong>ed <strong>of</strong>f as<br />
<strong>the</strong> result <strong>of</strong> <strong>the</strong> TLR process (Transmission Load<strong>in</strong>g<br />
Relief)<br />
•The clarification is expected to be part <strong>of</strong> <strong>the</strong><br />
June 2008 Basel<strong>in</strong>e changes<br />

Issue<br />
•In 2007 <strong>the</strong>re were several <strong>in</strong>tertie transactions<br />
(exports) constra<strong>in</strong>ed <strong>of</strong>f us<strong>in</strong>g <strong>the</strong> TLR process<br />
–result<strong>in</strong>g <strong>in</strong> substantial CMSC payments<br />
•The <strong>IESO</strong> <strong>in</strong>itiated local market power<br />
<strong>in</strong>vestigations and recovered part <strong>of</strong> <strong>the</strong> CMSC<br />
–<strong>the</strong> TLR requirement to constra<strong>in</strong> <strong>of</strong>f specific<br />
transactions meant <strong>the</strong> transactions were pivotal to<br />
resolv<strong>in</strong>g <strong>the</strong> transmission flow problem.<br />
•Traders <strong>in</strong>volved had not anticipated this<br />
implication <strong>of</strong> <strong>the</strong> TLR process<br />
– Clarification <strong>in</strong> <strong>the</strong> market manual would be helpful<br />

Transmission Load<strong>in</strong>g Relief (TLR)<br />
• The TLR process is a NERC procedure followed by <strong>the</strong><br />
<strong>IESO</strong> and o<strong>the</strong>r reliability coord<strong>in</strong>ators<br />
– to deal with potentially unacceptable flows on critical flowgates<br />
<strong>in</strong> <strong>the</strong> <strong>in</strong>terconnected network.<br />

• Depend<strong>in</strong>g on <strong>the</strong> nature <strong>of</strong> <strong>the</strong> problem<br />
– a reliability coord<strong>in</strong>ator will identify a problem,<br />
– run <strong>the</strong> NERC Interchange Distribution Calculator (IDC) which<br />
specifies how much <strong>of</strong> which <strong>in</strong>tertie transactions must be cut,<br />
and<br />
– notifies o<strong>the</strong>r coord<strong>in</strong>ators <strong>of</strong> specific cuts needed<br />

<strong>IESO</strong> Actions<br />
•The <strong>IESO</strong> control room cuts imports & exports as<br />
specified by <strong>the</strong> IDC<br />
–Without regard to <strong>the</strong> economics <strong>of</strong> <strong>the</strong> situation<br />
•Imports or exports to Ontario cut by <strong>the</strong> process<br />
for flow problems <strong>in</strong> Ontario or at its <strong>in</strong>terties<br />
–would be treated as constra<strong>in</strong>ed <strong>of</strong>f and potentially<br />
receive CMSC<br />
•After <strong>the</strong> fact, <strong>the</strong> CMSC is reviewed<br />
–us<strong>in</strong>g <strong>the</strong> same procedures as o<strong>the</strong>r constra<strong>in</strong>ed on or<br />
<strong>of</strong>f transactions, e.g. with 3‐part test:<br />
• transmission, price & <strong>in</strong>sufficient competition<br />
