INTRODUCTION:<br />
SBPD continues to handle the increased volume of calls for service attendant to the peak<br />
season. Our numbers continue to rise both as the season progresses and incrementally over<br />
the same periods one year prior.<br />
We continue to curtail advanced / non-mandatory training and outside activities to a<br />
minimum level so as to maintain the staffing levels required by our call for service volume.<br />
Organizationally, we’ve settled into the new departmental layout and supervisory structure,<br />
and our officers continue to respond well to the increased demands placed upon them attendant<br />
to the service level to which we aspire. Although we continually task the officers with the<br />
additional work that a true dedication to service demands, the days don’t seem to get any<br />
longer. They do the work in the same amount of time, with little (or no) grousing. I am very<br />
proud of the work that they perform, and the level at which they’ve “bought in” to our mindset.<br />
PERSONNEL ACTIONS:<br />
SBPD initiated no demotions, terminations, or transfers during this reporting period.<br />
One non-sworn employee received a one-day suspension without pay after a reprimand for<br />
improper job performance (second offense).<br />
We received one complaint against an officer (actually, the department as a whole) during<br />
this reporting period. A citizen accused SBPD of “harassing” her 17 year-old son, based upon<br />
the fact that he received three summons in less than a month from various officers (one of<br />
which required an arrest). I met with the mother, who (naturally) did not have all of the facts<br />
attendant to the cases. Two of the cases actually stemmed from a Quality of Life (QOL) case<br />
we’re managing wherein youth loitering, underage drinking, and illegal drug activity had<br />
deteriorated the quality of life in an entire residential block. In less than one month of active<br />
management, the problems have, for the most part, been mitigated. Residents there report a<br />
greatly reduced nuisance level, although we continue to work the area as a QOL project.<br />
Once the mother learned the details, she withdrew her complaint and agreed to partner with<br />
us as we continue to work the problems in that neighborhood- a perfect example of how the<br />
QOL system works to maintain the very high quality of life (and correspondingly low crime rate)<br />
we enjoy here.<br />

I included a copy of the form we use to track these projects for your review; it’s fairly<br />
straightforward and should demonstrate the multi-disciplinary problem solving approach we<br />
bring to bear when these types of situations arise.<br />
Although all of our officers continue to embrace our service mindset and commitment to<br />
excellence, I commended several officers in regard to particularly exemplary performance of<br />
duty during this reporting period.<br />
We received an outside commendation from the US District Court (Federal Probation Office)<br />
in regard to OFF Al Sanabria’s excellent courtroom demeanor, law enforcement knowledge, and<br />
spirit of cooperation. Sanabria had coordinated with Federal probation in regard to a case he<br />
investigated which resulted in a probation violation hearing in federal court. His abilities and<br />
attitude represented us well.<br />
Internally, I formally commended OFF Dave Trilety in regard to his successful handling of a<br />
prescription fraud / financial transaction card fraud case. Trilety caught the case at the patrol<br />
level, and in keeping with our goal of working each case as a major incident (time permitting, of<br />
course) was able to locate suspects, obtain warrants, and eventually obtain full confessions. As<br />
a side note, SGT Travis Bailey’s participation in the US Marshal Service’s Operation Intercept<br />
Fugitive Task Force (detailed for you in last month’s report) assisted in this case- Bailey was<br />
able to locate and arrest the suspects in two separate locations in Myrtle <strong>Beach</strong>.<br />
I’ve included both commendations for your review.<br />
HIGH RISK LAW ENFORCEMENT ACTIVITIES:<br />
SBPD conducted no vehicle pursuits, and no officers were injured on-duty during this<br />
reporting period.<br />
We used a reportable level of force on one occasion during this reporting period (standard<br />
handcuffing, escort holds, etc. do not require additional reporting beyond our Uniform Crime<br />
Report). On 22 JUL 11, CPL David Reyher arrested a combative suspect who resisted arrest<br />
and efforts to transport him to the PD for the booking. The suspect damaged Reyher’s patrol<br />
car by knocking the rear side window out of its track, and continued to threaten Reyher and<br />
struggle throughout the booking process (despite three TASER strikes). Reyher was able to<br />
safely restrain and control the suspect without injury to himself or the suspect (a testament to<br />
his professionalism and experience level).<br />
We conducted one brief foot pursuit during this reporting period, when OFF Julian<br />
Ziolkowski detected a vehicle break-in suspect fleeing from a parking lot and gave chase.<br />
Ziolkowski captured the suspect without incident after a one-block pursuit.<br />
Officers responded to an active shooting call during this reporting period; luckily it resulted in<br />
neither injuries nor a use of force. CPL Chris King and OFF David Turbeville responded to<br />
reports of an individual on the beach discharging both fireworks and a handgun. The officers<br />
located the suspect and arrested him without incident, seizing a .45 caliber pistol in the process.<br />

TRAINING:<br />
Due to the strenuous demands of our peak season service volume, SBPD continues to<br />
curtail non-essential training. Officers continue to complete their required monthly in-service<br />
training and legal updates online during their standard duty tours.<br />
Officers Julian Ziolkowski and Chevis Ridgeway completed a four-day Basic Narcotics<br />
Investigation and Interdiction course in Greenville, SC from 18-21 JUL.<br />
On 27 JUL, Ziolkowski and OFF Brian Clark traveled to Lexington County to attend<br />
Advanced Tactical Handgun Training sponsored by the SC Law enforcement Officers<br />
Association.<br />
WORKLOAD / PERFORMANCE METRICS:<br />
As usual, we’ve included our Monthly Activity Report (along with the same period last year<br />
spreadsheet for comparison purposes). Also included are the usual supplemental reports: the<br />
Criminal Investigations log, <strong>Beach</strong> Services Field Activities, and the USMS Fugitive Task Force.<br />
This month, SBPD officers issued 99 written warnings in lieu of Uniform Traffic Tickets.<br />
NOTABLE EVENTS / INFORMATION:<br />
Subsequent to the Accommodations Tax Advisory Committee recommendation (and your<br />
formal approval), we fast-tracked the acquisition and outfitting of our new <strong>Beach</strong> Services utility<br />
vehicles (two Kawasaki Mules). As<br />
we thought would be the case, the<br />
<strong>Beach</strong> Services officers have found<br />
the Mules to be a dramatic<br />
improvement over the four-wheelers<br />
in comfort level, access, and<br />
operability. They are registered now<br />
and street-legal now, so we’ve<br />
ordered trailer hitches to provide for<br />
the movement of rescue equipment<br />
(trailers, personal watercraft, etc.).<br />
They will be particularly useful<br />
should we experience a major storm,<br />
as they are able to move through<br />
debris and small areas much better<br />
than squad cars or trucks.<br />

through crowded beach areas, and their amphibious design has already benefited the Town in<br />
that one vehicle was partially submerged while traversing a swash without engine damage.<br />
Traversing salt water in the four-wheelers often created engine problems.<br />

We’ll have one of the Mules parked outside of Council Chambers prior to Tuesday evening’s<br />
meeting for your examination. I’ll be happy to answer any questions you may have at that time<br />
as well.<br />
As the final piece of our transformation / rebranding effort, we’ve added a traditional police<br />
uniform to our approved duty wear order. Currently, officers wear one of three types of attire<br />
IAW with SBPD uniform policy: the blue patrol uniform (a tactical uniform with thigh pockets and<br />
all cloth insignia), business attire / coat and tie (for investigative or command personnel), or the<br />
“field” uniform consisting of khaki field pants and a black golf shirt with embroidered badge (the<br />
“black and tans,” as the officers refer to them, were added late last year to provide a standard<br />
uniform for range days, training, heavy station work, mass callouts, etc.).<br />
The missing piece, from a professionalism and appearance standpoint, was a standard<br />
police uniform to wear during court appearances, high profile outside assignments, funerals, etc.<br />
The new uniform will consist of poly / wool blend midnight blue pants and shirt, with standard<br />
metal insignia for nameplates, badges, etc. Both the old patrol uniform and the newly issued<br />
dress uniform will transition to the new “police” shoulder patch we provided to you for review a<br />
few months ago. I will wear mine to the meeting Tuesday night and answer any questions you<br />
may have, but you’ll instantly recognize it as the standard municipal police uniform in use<br />
nationwide. They will provide us the capability to ditch the tactical uniforms when appropriate<br />
(as situations dictate) to better represent the Town and SBPD. The guys are already referring<br />
to them as “Adam-12’s,” which may or may not have something to do with our black and<br />
whites…<br />

QUALITY OF LIFE<br />
CASE MANAGEMENT FORM<br />
INSTRUCTIONS: The SBPD QOL Case Management System is designed as the primary method by which the department identifies, tracks, and<br />
remedies quality of life issues in <strong>Surfside</strong> <strong>Beach</strong>. An important part of the SBPD mission involves preserving and improving the quality of life,<br />
maintaining peaceful and quiet neighborhoods, abating public nuisances, and protecting citizens from the detrimental effects of crime.<br />
All SBPD Quality of Life (QOL) cases must be authorized by the Chief of <strong>Police</strong> using this form, which shall serve as the initiation document for<br />
the QOL case file attendant to that project IAW SBPD General Order 308 (Crime Prevention and Community Relations). This document and the<br />
supporting case notes shall be considered ongoing investigative work product to be used in prospective law enforcement actions for the<br />
purposes of exemption from disclosure under the SC Freedom of Information Act (per the parameters set forth in §30-4-40). All materials related<br />
to the QOL case shall be placed in the file, which shall be maintained by the Platoon SGT’s.<br />
All officers contributing case work to a QOL case shall adhere to the remediation plan as approved by the chain of command to ensure that all<br />
efforts are properly coordinated and comply with General Order 308’s requirements in regard to Constitutional safeguards, intelligence<br />
gathering, and enforcement.<br />

I would like to commend you in regard to your exemplary performance of duty during a<br />
prescription fraud and financial transaction card fraud investigation initiated and completed at the<br />
patrol level. You continue to display the kind of initiative and drive we aim to instill in our officers, and<br />
you set an example for younger officers to emulate.<br />
When a local pharmacy reported on 12 JUL 11 that a suspect had passed a forged prescription,<br />
you approached the investigation as a major incident and immediately devoted your time and<br />
attention to investigating the case and providing a high level of service to the victims. You compiled a<br />
solid investigative file and made a good suspect by matching DMV photos, conducting follow-up<br />
interviews with the owner of the stolen scrip, and watching surveillance video. Your investigation<br />
eventually led to a second suspect, and both were arrested within a week based upon your<br />
investigation.<br />
Good officers know that the arrest is not always the best juncture at which to end an investigation.<br />
Subsequent to the arrests, you continued your work by interrogating both suspects and obtaining<br />
good, solid confessions from both.<br />
Your mastery of basic police patrol procedure, follow-up investigation skill, and desire to serve the<br />
citizenry here at the highest level possible resulted in the removal of two criminals (and an amount of<br />
illegally obtained drugs) from open society. A good week’s work…<br />
Your actions obviously contributed greatly to this community’s continued safety, and reflect very<br />
positively on you and this agency. Be proud of your performance (as I am), and stick with it. We all<br />
slip and fall occasionally, but it’s consistency that separates the amateurs from the pros.<br />

As Ptl. Ziolkowski was arriving on scene he observed a white female wearing a white shirt walking<br />
toward the beach from the <strong>Surfside</strong> Pier parking lot. Ptl. Ziolkowski observed the white female<br />
turn and look at Ptl. Ziolkowski's fully marked patrol vehicle and then start fleeing on foot east<br />
bound. Ptl. Ziolkowski in full uniform exited the patrol vehicle and in a loud clear voice<br />
commanded the individual to stop. The individual who is arrestee 1 continued to flee and after a<br />
short foot pursuit was caught. While Ptl. Ziolkowski was trying to detain arrestee 1 she<br />
interfered with the process by actively pulling her arms away from Ptl. Ziolkowski and trying to<br />

NARRATIVE<br />
Ptl. Ziolkowski made contact with witness one who was the security guard at the <strong>Surfside</strong> <strong>Beach</strong><br />
Resort. Witness 1 stated that he came upon an argument between a white male and older white female<br />
and he was told she had entered into the victims vehicle and taken several items. Witness 1 also<br />
stated the older female who he identified on scene as the arrestee gave him a set of keys and<br />
stated they belonged to the victim. The victim stated that they were his work keys that were<br />

inside his vehicle. Witness 1 then called <strong>Surfside</strong> <strong>Beach</strong> <strong>Police</strong>. Witness 1 did give a written<br />
voluntary statement.<br />
The victim stated when he was leaving Scotty's Bar he observed an older white female sitting in<br />
the driver seat of listed vehicle with the door open with out his permission. The victim stated he<br />
then asked what she was doing and she then left and walked over to the surfside <strong>Beach</strong> Resort<br />
Parking lot. The victim stated he observed his registration, insurance card, and work<br />
identification card in the arrestee's brown in color purse. The victim then took those items from<br />
her purse. The victim then followed her to the <strong>Surfside</strong> <strong>Beach</strong> Resort Parking lot. After Ptl.<br />
Ziolkowski detained the arrestee the victim identified the arrestee as the person who was inside<br />
of his vehicle. The victim did not give the arrestee permission to enter listed vehicle and remove<br />
listed items. The victim stated the vehicle was unsecured.<br />
Ptl. Ziolkowski recovered inside of the arrestee's brown in color purse a pair of clear in color<br />
Oakley sun-glasses with blue lenses, a Capital One Credit Card with the name Mark Nobles (victim)<br />
printed on the front, a silver in color lug nut key, and four different receipts. The victim<br />
identified all listed items were from the inside of the listed vehicle which he owned.<br />
NARRATIVE<br />
Ptl. Ziolkowski then made contact with witness 2 who stated he observed an older white female<br />
inside of the victims vehicle and observed she removed items from the center console then walk<br />
into the <strong>Surfside</strong> <strong>Beach</strong> Resort parking lot. Witness 2 then asked witness 1 to call the police.<br />
The arrestee was placed under arrest for breaking into Automobiles which a warrant request with<br />
filled out and ticket number 84066FN for Interfering with Municipal Officer and ticket number<br />
84067 FN for Petit Larceny was issued to the arrestee for court date 08/17/2011. The arrestee was<br />
identified by a North Carolina identification card.<br />

On July 24, 2011 at approximately 3:18 A.M. I was dispatched to the beach near 1st Ave S in<br />
reference to fireworks. While enroute to the call dispatch advised me the suspect may also be<br />
firing a gun. Officer Turbeville and I arrived on scene and walked onto the beach. We located a<br />
female sitting in the lifeguard chair and a pistol sitting on top of the umbrella box next to her.<br />
I also noticed numerous beer cans, fireworks and shell casings on the ground. The firearm was<br />
secured and the female was checked for any other weapons. The firearm was identified as a .45<br />
caliber semi automatic Taurus. The female said she was on the beach with her boyfriend (suspect<br />
1). While securing the firearm the suspect walked onto the beach. A terry frisk was completed on<br />
the suspect and Officer Turbeville felt what he believed to be bullets in the suspect's pocket.<br />
The suspect said the officer was correct and eight .45 caliber bullets were removed from his<br />
pocket. The suspect and the female were read their Miranda Rights and asked what they were doing<br />
on the beach. The suspect said they were shooting fireworks. The suspect was asked who owned the<br />

gun and he said he did. The suspect was asked for his concealed weapons permit but said he did<br />
not have one. The suspect was asked who was shooting the gun on the beach and he said he was<br />
shooting the gun. While speaking with the suspect I could smell a strong odor of an alcoholic<br />
beverage emitting from his breath. The suspect's eyes were glassy, his speech was slurred, and<br />
his motor skills were slow. The suspect was arrested, handcuffed (double-locked), and transported<br />
to the Myrtle <strong>Beach</strong> <strong>Police</strong> Department. The suspect was given an opportunity to provide a breath<br />
test and gave a sample of .15%. The suspect was issued a citation for Fireworks with a court date<br />
of August 17, 2011. Warrants will be obtained at a later time for Shooting Under the Influence<br />
and Unlawful Carrying of a Pistol. The firearm, the eight bullets, and the five shell casings<br />
