89. MINUTE OF MEETING OF LEVENMOUTH <strong>AREA</strong> <strong>COMMITTEE</strong> OF<br />
1ST MAY, 2013<br />
The Committee considered the minute of the meeting of the Levenmouth Area<br />
Committee of 1st May, 2013.<br />
Decision<br />
The Committee agreed to approve the minute.<br />
90. POLICE SCOTLAND - OPERATIONAL AND COMMUNITY BRIEFING<br />
The Committee considered a report by Chief Inspector Graeme Kinmond,<br />
Levenmouth Area Commander, Police Scotland providing an update on<br />
issues relating to community safety in Levenmouth.<br />

Decision<br />
The Committee agreed –<br />
(1) to note the contents of the report and support the policing commitment<br />
being made by Police Scotland in Levenmouth area, and<br />
(2) that the Area Services Manager would contact the Scottish<br />
Environment Protection Agency to confirm whether an appropriate<br />
licence had been issued to a scrap metal business referred to in<br />
paragraph 1.9 of the report.<br />
91. SUPPORTING <strong>THE</strong> LEVENMOUTH PLAN - INVESTING IN YOUTH<br />
INITIATIVES STRATEGY<br />
The Committee considered a report by the Head of Education (Communities),<br />
seeking approval of a request for funding from the Youth Initiatives Budget to<br />
assist with the cost of planning and organising a number of summer activities<br />
for children and young people in Levenmouth.<br />
Decision<br />
The Committee agreed to approve an award of £10,838.44 to the Youth<br />
Strategy Group in Levenmouth to assist with the costs of planning and<br />
organising summer activities for children and young people in Levenmouth.<br />
92. SUPPORTING <strong>THE</strong> LEVENMOUTH PLAN - METHILHILL OLD PEOPLE’S<br />
RECREATIONAL CENTRE<br />
The Committee considered a report by Senior Manager (Policy,<br />
Communications & Area Management), Corporate Services seeking approval<br />
of an award from the Area Budget to assist with the costs of installation of gas<br />
and a new heating system in the Methilhill Old People’s Recreational Centre.<br />
Decision<br />
The Committee agreed to award £9,200 from the Area Budget to the Methilhill<br />
Old People’s Recreational Centre to assist with the costs of installation of gas<br />
and a new heating system.<br />
93. SUPPORTING <strong>THE</strong> LEVENMOUTH PLAN - TARGETED LITERACIES<br />
PROJECT IN LEVENMOUTH<br />
The Committee considered a joint report by the Head of Education<br />
(Communities) and the Executive Director (Corporate Services) updating<br />
members on the progress of the Levenmouth Literacies Project over the<br />
2012/
2013.L.A.C.47<br />
2012/2013 financial year. The report also sought members’ views on<br />
appropriate expenditure for Area Budget funds to support the second year of<br />
the Targeted Literacies Project in Levenmouth.<br />
Decision<br />
The Committee agreed -<br />
(1) to note the progress of the Levenmouth Literacies Project during<br />
2012/2013 and agree in principle that the approach adopted during<br />
2012/2013 be adopted in 2013/2014, and<br />
(2) to note that an Area Budget request, seeking funding for 2013/2014,<br />
would be submitted to Levenmouth Area Committee in June 2013.<br />
Councillors Haffey and O’Brien left and re-entered the meeting during the above<br />
item.<br />
94. HOUSING AND NEIGHBOURHOOD <strong>SERVICES</strong> PERFORMANCE REPORT<br />
The Committee considered a report by the Head of Housing & Neighbourhood<br />
Services providing members with details of the performance of Housing &<br />
Neighbourhood Services for Quarter 4 of 2012-2013, including property<br />
management, housing management and homelessness.<br />
Decision<br />
The Committee agreed –<br />
(1) to note the report,<br />
(2) that the Area Housing Team Leader would provide Members with<br />
details of the seven elements of the Pre-Action Requirements (PARS).<br />
Councillor Hunter left the meeting during the above item.<br />
95. <strong>FIFE</strong> SOCIETY FOR <strong>THE</strong> BLIND<br />
The Committee were given a brief presentation by Alan Suttie, Chief<br />
Executive of Fife Society of the Blind (FSB). Mr Suttie’s presentation included<br />
requests for:<br />

local members’ assistance with raising awareness of the FSB and the<br />
work it carried out in Fife communities, including the use of press<br />
releases to highlight the proposed initiatives<br />
funding to assist with increasing the access of blind and partially<br />
sighted people in Fife to technology which would allow them to<br />
maintain a more independent and inclusive life style<br />

Fife Council’s assistance to improve access to town centres for blind<br />
and partially sighted people in Fife, by encouraging local businesses to<br />
keep pedestrian routes clear and educating local businesses in<br />
methods of improving access by the use of colour, provision of good<br />
reference points, etc.<br />
Decision<br />
The Committee agreed –<br />
(1) to the three requests above in principle, and<br />
(2) that officers progress this and report back to Committee at a future<br />
meeting.<br />
96. HOUSING INITIATIVES BUDGET & ESTATE ACTION BUDGET 2012/13<br />
The Committee considered a report by the Head of Housing & Neighbourhood<br />
Services providing details of the overall budget spend for the local<br />
Levenmouth Housing Initiatives Budget and Estate Action Budget for the<br />
financial year 2012/13. The report highlighted estates, neighbourhoods and<br />
settlements where housing initiatives and estate action budgets had improved<br />
community safety, improved quality of life and sustained tenancies within<br />
Levenmouth.<br />
Decision<br />
The Committee agreed to note the contents of the report.<br />
