Wilbur Wright Middle School is a 4 story, 105,142 square foot brick school building located in an urban area. The existing facility does not use modular buildings. The structure of
the overall facility is structural concrete and masonry type of construction and masonry wall construction in the interior. The floor system is concrete slab with various coverings.
The roof is a concrete slab deck with a built-up roofing covering system installed in 1929. The roof for the 1972 addition is the same type. The classrooms are undersized to meet
with the currrent standards established by the State of Ohio. The overall building is not compliant with ADA accessibility requirements. A motion sensor type security system does
exist in part of the school. The building has an automatic fire alarm system but no sprinkler system. The ventilation system of the building is inadequate to meet the needs of the
users. The school is located on a 3.65 acre site adjacent to a residential area. The property is fenced for security. Access on to site is restricted. Site circulation is inadequate.
There is dedicated space for school buses to load and unload on the site. Parking for staff, visitors and community events is inadequate.
A. Heating System
Description:
Rating:
Recommendations:
The existing system for the 1929 section is a natural gas fired, low-pressure steam system. Boilers were replaced in 1967 and are now in poor
condition. The existing system for the 1972 addition is Rooftop Units(natural gas heat/electric A/C) replaced in 1990 and is in fair condition. The
HVAC system for the addition only provides the required CFM as per OSFC design standards. The pneumatic temperature control system is not
DDC as suggested by OSFC and is in poor condition. The 1972 addition only is equipped with air conditioning. The site does not contain
underground fuel tanks.
3 Needs Replacement
Classrooms do not provide for space for small group activity.
5.3 Location of academic learning areas is near related educational activities and away from disruptive noise 10 4
There are no noise barriers. The cafeteria causes problems for 2nd and 3rd floors since student movement to and from the cafeteria generates noise loud enough to
be heard in classrooms even with the doors closed.
5.4 Personal space in the classroom away from group instruction allows privacy time for individual students 10 2
Of the 42 classrooms, just 4 provide privacy settings.
The classrooms have adequate storage for student materials.
5.6 Storage for teacher materials is adequate 10 4
Of the 26 classrooms, just 8 provide adequate teacher storage.
Special Learning Space Points Allocated Points
5.7 Size of special learning area(s) meets standards 15 3
Of the 16 special rooms, just 2 meet or exceed the standard.
5.13 Space for art is appropriate for special instruction, supplies, and equipment 5 4
Art areas meet most standards.
School Facility Appraisal Points Allocated Points
5.14 Space for technology education permits use of state-of-the-art equipment 5 1
Of the 6 technology education rooms, just 1 room meets or exceeds the standard.
5.15 Space for small groups and remedial instruction is provided adjacent to classrooms 5 4
The school provides adequate space for small groups and/or remedial instruction in several locations throughout the school.
5.16 Storage for student and teacher material is adequate 5 2
Support Space Points Allocated Points
5.17 Teacher’s lounge and work areas reflect teachers as professionals 10 2
There are small, office-sized areas located throughout school.
5.18 Cafeteria/Kitchen is attractive with sufficient space for seating/dining, delivery, storage, and food
5.19 Administrative offices provided are consistent in appearance and function with the maturity of the students
served
5 4
The size is a little small, however glass doors allow the area to visually extend into the wide central corridor. The location is good.
5.20 Counselor’s office insures privacy and sufficient storage 5 2
Counselor’s office does not have good privacy. There are 3 offices in a make-shift setting and not enough storage.
5.21 Clinic is near administrative offices and is equipped to meet requirements 5 1
Currently, the school doesn’t have a nurse. Space is shared with others and is too small and not well equiped.
6.0 Environment for Education
School Facility Appraisal
Exterior Environment Points Allocated Points
6.1 Overall design is aesthetically pleasing to age of students 15 15
The building is a classic design with large and ornate public spaces. Classrooms have high ceilings and large window.
6.2 Site and building are well landscaped 10 6
The school has several mature trees, however there is little or no foundation planting and the lawn is in bad shape.
6.3 Exterior noise and poor environment do not disrupt learning 10 10
No excessive noise or odors were perceptible.
6.4 Entrances and walkways are sheltered from sun and inclement weather 10 2
The entrances and walkways to and from the building are not covered.
6.5 Building materials provide attractive color and texture 5 4
The building features brick, stone, plaster, tile, glass block and wood. Colors are consistent but dated.
Interior Environment Points Allocated Points
6.6 Color schemes, building materials, and decor provide an impetus to learning 20 12
Colors are bland and in places artifically darken the school. Hard wall and ceiling surfaces provide poor sound attenuation.
6.7 Year around comfortable temperature and humidity are provided throughout the building 15 3
Temperature controls do not function. Windows are opened to control temperature.
6.8 Ventilating system provides adequate quiet circulation of clean air and meets 15cfm VBC requirement 15 3
At time of survey, none of the air handling units were working.
6.9 Lighting system provides proper intensity, diffusion, and distribution of illumination 15 6
Lighting is inadequate and does not meet OSFC design requirements.
6.10 Drinking fountains and restroom facilities are conveniently located 15 12
In the original building, each floor has conveniently located restrooms and fountains. However, some of the fixtures are in disrepair. The 1972 addition does not have
restrooms or fountains.
6.11 Communication among students is enhanced by commons area(s) for socialization 10 4
There is no area designated as commons. The central hallways are very wide and function as informal gathering areas. However, they are near classrooms and
noisy.
CEFPI Ratings Sheet Page 44
Report Generated at 22 Jan 2002 16:19

6.12 Traffic flow is aided by appropriate foyers and corridors 10 10
Hallways are very large. Main hallways are 16’ wide, secondary hallways are 10’ wide.
6.13 Areas for students to interact are suitable to the age group 10 4
The school has good areas but contains no benches, poor lighting, and no plantings.
6.14 Large group areas are designed for effective management of students 10 8
Cafeteria, gym and auditorium are all located well and easy to supervise although the rear stairway in cafeteria is problematic.
6.15 Acoustical treatment of ceilings, walls, and floors provides effective sound control 10 4
The acoustical ceiling provides very little sound control because of high ceilings and stick-on acoustical tile.
6.16 Window design contributes to a pleasant environment 10 8
Most of the schools windows meet standards.
6.17 Furniture and equipment provide a pleasing atmosphere 10 6
Furniture is mostly institutional quality. However, most furniture and equipment is mismatched and in average condition. Almost all furniture for computers is
inappropriate.
