1. INTRODUCTION<br />

INTRODUCTION<br />

The Government of India established the <strong>National</strong> <strong>Board</strong> of Examinations (<strong>NBE</strong>)<br />

in 1975 with the prime objective of improving the quality of the Medical Education<br />

by establishing high and uniform standards of postgraduate examinations in<br />

modern medicine on an all India basis.<br />

The <strong>Board</strong> at present conducts postgraduate and postdoctoral examinations in<br />

approved specialties leading to the award of Diplomate of <strong>National</strong> <strong>Board</strong>. The<br />

Medical Council of India has laid down standards for postgraduate examinations<br />

conducted by various medical colleges and affiliated to concerned universities<br />

and other institutions, yet the levels of proficiency and standards of evaluation<br />

vary considerably in these institutions.<br />

The setting up of a <strong>National</strong> Body to conduct postgraduate medical examination<br />

was intended to provide a common standard and mechanism of evaluation of<br />

minimum level of attainment of the objective for which postgraduate courses were<br />

started in medical institutions. Moreover, intra country and international<br />

comparison is facilitated with the availability of commonly accepted evaluation<br />

mechanism.<br />

RECOGNITION OF DNB QUALIFICATIONS<br />

The Nomenclature of the qualification awarded by the <strong>National</strong> <strong>Board</strong> of<br />

Examinations is “Diplomate of <strong>National</strong> <strong>Board</strong>”. The list of recognized<br />

qualifications awarded by the <strong>Board</strong> in various Broad and Super specialties as<br />

approved by the Government of India and included in the First Schedule of IMC<br />

Act 1956 is as at Annexure A.<br />

The Diplomate qualifications awarded by the <strong>National</strong> <strong>Board</strong> of Examinations<br />

have been equated with the postgraduate and post doctorate degrees awarded<br />

by other Indian Universities for all purposes including appointment to teaching<br />

posts as lecture/Assistant Professor by the Government of India, Ministry of<br />

Health and Family Welfare; vide their notifications issued from time to time. The<br />

latest notification issued by the Government of India dated 20th February 2009 to<br />

this effect is placed at Annexure C.<br />

The holders of <strong>Board</strong>'s qualification awarded after an examination i.e. DNB are<br />

eligible to be considered for specialist's post/faculty in any Hospital including a<br />

training/teaching institution on a teaching post/ as faculty member/<br />

teacher/assistant professor/lecturer.<br />

2. INFORMATION FOR CANDIDATES<br />

2.1. POST DIPLOMA <strong>CET</strong> is the entrance examination for admission to the 2<br />

years post diploma DNB programme.<br />

2.2 The examination is held as per the schedule of examination prescribed by<br />

the <strong>Board</strong> from time to time.<br />

2.3 Applications for admission to the examination should definitely reach <strong>NBE</strong><br />

by the specified date. There is no provision for condoning any kind of delay<br />

including postal delay.<br />

2.4. Statements made by the candidate in the application form shall be certified<br />

by the head of the institution/gazetted officer at the appropriate place and<br />

the application shall be supported by the relevant documents. Candidates<br />

who are not in service shall get their forms signed by a Gazetted <strong>Of</strong>ficer.<br />

2.5. Applications of candidates producing false or fabricated records will not be<br />

considered and candidates may be further debarred from appearing in any<br />

future examinations.<br />

2.6 Candidates should go through the bulletin carefully for eligibility criteria<br />

before contacting the <strong>Board</strong>'s <strong>Of</strong>fice. Queries pertaining to eligibility and<br />

other issues will only be entertained if the information requested is not<br />

given in bulletin or on website www.natboard.edu.in<br />

2.7. Incomplete applications or applications not in accordance with instructions<br />

will not be considered. The examination fee will not be refunded.<br />

2.8. Fee will neither be carried forward to a future date nor refunded under any<br />

circumstances. Applications in original along with enclosures received after<br />

the due date will not be entertained and will be returned as such to the<br />

sender, Exam fee will also be returned in such cases.<br />

2.9 Candidate found to be ineligible at any stage of Post Diploma <strong>CET</strong><br />

examination will not be permitted to appear in the examination. In an unlikely<br />

event of any ineligible candidate appearing and/or being successful in the<br />

Post Diploma <strong>CET</strong> examination, the results/candidature of such candidate<br />

shall be cancelled and/or are deemed to be cancelled.<br />

2.10. Instructions in the information-bulletin are liable to changes based on<br />

decisions taken by the <strong>Board</strong> from time to time.<br />

2.<strong>11</strong> <strong>NBE</strong> reserves the right to withdraw permission, if any, granted inadvertently<br />

to any candidate who is not eligible to appear in the POST DIPLOMA<br />

<strong>CET</strong>Examinations even though the admit card/roll number has been issued<br />

or name/roll number is displayed on the website of the <strong>Board</strong>.<br />

2.<strong>12</strong> Candidates' eligibility is purely provisional & is subjected to the fulfillment of<br />

meeting eligibility criteria as prescribed by the <strong>Board</strong>.<br />

2.13 <strong>NBE</strong> reserves its absolute rights to alter the examination schedule,<br />

pattern policy and guidelines at any time during the continuation or<br />

after thecompletion of DNB training. The candidate shall have no right<br />

whatsoever for claiming/deriving any right from past or present<br />

schedule, policy and guidelines of <strong>NBE</strong>.<br />

2.14 The existing schedule, pattern, policy and guidelines are for ready<br />

reference only but in no way they are or are ought to be treated as<br />

representative or acknowledgment of fact that <strong>NBE</strong> is bound to follow the<br />

same in future.<br />

2.15. In case of any ambiguity in interpretation of any of the instructions/<br />

terms/rules/criteria regarding the determination of eligibility/conduct of<br />

examinations/registration of candidates/information contained herein, the<br />

interpretation of the <strong>National</strong> <strong>Board</strong> of Examinations will be final and<br />

binding.<br />

2.16. Request will not be entertained for change in date/center of examination<br />

under any circumstances.<br />

2.17 Absentees from the examination will forfeit their examination fee.<br />

2.18. Photocopy of the filled in application form may be retained by the candidate<br />

for future use/correspondence.<br />

2.19. All certificates (photocopies) should be attested by a Gazetted <strong>Of</strong>ficer.<br />

Unattested/Uncertified copies will not be accepted under any<br />

circumstances.<br />

2.20. Roll number and Result for POST DIPLOMA <strong>CET</strong> Examinations can also<br />

be seen on the website www.natboard.edu.in<br />

2.21. Candidates are advised to carry a Photo Identity issued by<br />

Government Agency such as PAN Card, Passport, Voters' ID card etc.,<br />

the staff/officers on exam duty at examination centers are authorized<br />

to verify the identity of candidates.<br />

2.22. All Payments are to be made by cash through Bank Challan in favour of<br />

<strong>National</strong> <strong>Board</strong> of Examinations.<br />

2.23. Candidates should ensure before applying for the examination that MBBS<br />

degree and post graduate diploma is recognized as per IMC Act 1956. If it<br />

is found at any time that MBBS degree and post graduate diploma is not<br />

recognized as stated above, his/her candidature/result shall be<br />

cancelled/deemed to be cancelled.<br />

2.25. Terms & Conditions of the POST DIPLOMA <strong>CET</strong> 'June 20<strong>12</strong>’ as mentioned<br />

2.26 Admission to the Secondary DNB course will be done only through<br />

Centralized counseling conducted by <strong>National</strong> <strong>Board</strong> of Examinations as<br />

per prescribed guidelines. All the candidate who appear in the above<br />

examination will be given a merit position (rank) based on the descending<br />

order of the marks obtained by them in the above examinations. The merit<br />

list shall be published specialty wise (merit list for DGO, DMRD, DMRT,<br />

DORTHO, DOMS, DLO, DA, DVD, DPM, DCH, DNM, DTCD, DPMR shall<br />

be published separately).Candidates declared qualified in the Post<br />

Diploma <strong>CET</strong> Examination will be asked to participate in the centralized<br />

counseling in order of their Specialty merit and will be able to opt for the<br />

<strong>NBE</strong> accredited institution/hospital/medical college of their choice as per<br />

seat availability at their merit.<br />

2.27 After getting registered with the <strong>Board</strong> for DNB training at any <strong>NBE</strong><br />

accredited Institution/Hospital/Medical College for two years, candidate<br />

will be required to complete his/her DNB training for specified period of time<br />

w.e.f. his/her date of registration with <strong>NBE</strong> as per <strong>NBE</strong> guidelines.<br />

On completion of DNB training, candidates will have to qualify DNB<br />

final Examination conducted by <strong>NBE</strong> to be eligible for award of DNB<br />

degree. Candidates are advised to refer to <strong>NBE</strong> website<br />

www.natboard.edu.in for further details regarding DNB final Examination.<br />

2.28 The validity of the merit position / score shall be for the same admission<br />

session. The merit position / score obtained shall not be carried forward.<br />

2.29 Candidate possessing PGDHHM qualification and PGDMCH qualification /<br />

PGDGM qualification awarded by Indira Gandhi <strong>National</strong> Open University<br />

shall be permitted to enrol as a secondary candidate in the DNB HAH and<br />

DNB Family Medicine respectively on the basis of marks obtained in the<br />

Exit Examinations of the respective diploma qualifications.<br />

4. EXAMINATION<br />

POST DIPLOMA CENTRALISED ENTRANCE TEST<br />

The POST DIPLOMA <strong>CET</strong> is an entrance examination for entry to the DNB<br />

th<br />

Broad Specialty secondary seats. The examination shall be held on 10<br />

June 20<strong>12</strong>.<br />

Appearance in the Post Diploma <strong>CET</strong> is an essential pre-requisite for entry<br />

to the DNB Broad Specialties (Secondary Seats) July 20<strong>12</strong> admission<br />

session.<br />

All the candidate who appear in the above examination will be given a merit<br />

position (rank) based on the descending order of the marks obtained by<br />

them in the above examinations. The merit list shall be published specialty<br />

wise (merit list for DGO, DMRD, DMRT, DORTHO, DOMS, DLO, DA, DVD,<br />

DPM, DCH, DNM, DTCD, DPMR etc. shall be published separately).<br />

Candidates successful in the Post Diploma <strong>CET</strong> shall be asked to<br />

participate in a Centralized counseling conducted by <strong>National</strong> <strong>Board</strong> of<br />

Examinations for allotment of DNB secondary seat at <strong>NBE</strong> accredited<br />

Institutions/hospitals/medical colleges in order of their Specialty merit and<br />

shall be able to opt for the <strong>NBE</strong> accredited institution/hospital/medical<br />

college of their choice as per availability at their merit.<br />

4.1 ELIGIBILITY:<br />

Post Diploma<br />

Candidates who have passed the final examination leading to the award of<br />

Post Graduate Diploma from Indian Universities which are duly recognized<br />

as per provisions of Indian Medical Council Act 1956, Govt of India i.e. have<br />

passed/Passing the final examinations for Post graduate diploma on or<br />

before 30 June 20<strong>12</strong> can apply for the Post diploma <strong>CET</strong> examination in<br />

same Broad specialty. A proof to this effect has to be submitted along with<br />

the application form for Post Diploma <strong>CET</strong> examination.<br />

Submission of proof of having passed/Passing the Post graduate diploma<br />

final examination on or before the 30.06.20<strong>12</strong> is an essential pre-requisite.<br />

In case the candidate does not submit requisite proof of passing his/her<br />

post graduate diploma final examination He/She shall not be allowed to<br />

participate in the merit based Counselling.<br />

Note: Candidates are advised to ensure before submitting their<br />

application form that they fulfill the prescribed eligibility criteria and<br />

their application is complete in all respects. Applications of those<br />

candidates which are incomplete or do not fulfill the eligibility criteria<br />

There shall be a MCQ based examination comprising of 180 multiple choice<br />

question of 1 mark each as per the following indicative scheme:<br />

marking on OMR sheet is prohibited. Use of Pencil shall lead to<br />

4.3 Date of Examination<br />

Post Diploma <strong>CET</strong> will be held on 10.06. 20<strong>12</strong>.<br />

4.4 Merit List for Post Diploma <strong>CET</strong><br />

All candidates appearing in Post Diploma <strong>CET</strong> examination will be ranked in<br />

order of the marks secured by them amongst other candidates of same Broad<br />

specialty. A separate merit will be prepared for each Broad specialty in which<br />

Post Diploma <strong>CET</strong> examination is conducted. For e.g. the merit list for DNB<br />

Obstetrics & Gynaecology secondary seats will have only Post DGO candidates<br />

as contenders.<br />

4.5 Declaration of Post Diploma <strong>CET</strong> results<br />

The result of the Post Diploma <strong>CET</strong> June 20<strong>12</strong> is likely to be declared within a<br />

period of 4 weeks from the date of examination. However this period may vary<br />

depending upon the time taken for preparation of results.<br />

4.6 Validity of Post Diploma <strong>CET</strong> results<br />

The validity of the merit position / score shall be for the same admission session.<br />

The merit position / score obtained shall not be carried forward. Accordingly, the<br />

validity of the result of the Post Diploma <strong>CET</strong>- June 20<strong>12</strong> shall be for the current<br />

session i.e. for admission to DNB Course in July 20<strong>12</strong> session only.<br />

4.7 Dispatch of Results<br />

The result will be sent to the candidates individually by post indicating their<br />

specialtywise merit and the results can also be seen on website<br />

www.natboard.edu.in or at the (Ansari Nagar) office of the <strong>Board</strong>.<br />

The certificates of Merit are sent to candidates by SPEED POST only. The<br />

certificates of merit shall be dispatched to the candidates within four weeks of<br />

declaration of the result of Post Diploma <strong>CET</strong> examination. However, due to<br />

unforeseen circumstances, this period may vary.<br />

4.8 Duplicate Result Card<br />

Will only be issued under exceptional circumstances. Candidates will be<br />

required to submit request letter stating reasons, copy of FIR lodged with police<br />

authorities for loss of certificate, affidavit in support of application (attested by<br />

public notary/oath commissioner /judicial magistrate), fee of One Thousand<br />

rupees by demand draft favoring <strong>National</strong> <strong>Board</strong> of Examinations, payable at<br />

New Delhi.<br />

4.9 Admission to Secondary DNB (Post Graduate Courses)<br />

Admission to the Secondary DNB course will be done only through Centralized<br />

counseling conducted by <strong>National</strong> <strong>Board</strong> of Examinations as per prescribed<br />

guidelines. Candidates declared qualified in the Post Diploma <strong>CET</strong> Examination<br />

will be asked to participate in the centralized counseling in order of their<br />

Specialty merit and shall be able to opt for the <strong>NBE</strong> accredited institution(s)/<br />

hospital(s)/Medical Colleges of their choice as per availability at their merit.<br />

4.10 Guidelines for Centralized Counseling<br />

Guidelines for conduct of Centralized Counseling shall be made available on<br />

<strong>NBE</strong> website www.natboard.edu.in<br />

Admission to DNB courses is undertaken through Centralized Counseling<br />

only, conducted by <strong>NBE</strong>.<br />

Candidates declared pass in <strong>CET</strong> examinations will have to register online<br />

to participate in the centralized counseling for admission to DNB courses.<br />

The seats shall be allotted through the merit based centralized counseling<br />

conducted by <strong>NBE</strong> wherein candidates can opt for a seat from the<br />

available seats on the basis of merit obtained by them in the examination.<br />

Detailed guidelines in this regard shall be uploaded on <strong>NBE</strong> website<br />

www.natboard.edu.in before the counseling.<br />

I am directed to invite your kind attention to this Ministry’s letter No. V.<strong>11</strong>025/6/94-<br />

ME(UG), dated 2.10.1994 (copy enclosed) on the above mentioned subject wherein<br />

it wasstated that due importance to <strong>NBE</strong> qualifications may be given and the same<br />

may be treated at par with MD/MS degrees of Indian Universities or all posts,<br />

including teaching posts as <strong>National</strong> <strong>Board</strong> of Examinations is an autonomous body<br />

directly under the control of the Central Government and is keeping high standard of<br />

medical education. It was also provided their in that for teaching appointments in<br />

Broad specialities, the holder of Diplomate <strong>NBE</strong> should have at least one year<br />

teaching experience as Tutor/Registrar/Demonstrator or equivalent post in a<br />

recognized medical college imparting undergraduate training to be eligible for<br />

appointment as Lecturer, and the holder of Diplomate <strong>NBE</strong> in Super-Specialities is<br />

required to undergo training for two years in a recognized medical college having<br />

recognized postgraduate medical degree in the concerned speciality to be eligible<br />

for appointment as Lecturer.<br />

2 The Government has reviewed in detail the issue of the above requirement of<br />

additional one/two years teaching experience for DNB degree holders for<br />

appointment as Lecturer in Broad Specialities/Super-specialities. After taking into<br />

consideration all facts of the matter, the Government has come to the conclusion that<br />

for the purpose of appointment of DNB degree holders to the teaching posts, the<br />

requirement of additional one/two years teaching experienceas stipulated in the<br />

above instructions dated 3.10.1994 needs to be discontinued. Accordingly, these<br />

instructions stand amended to this extent.<br />

3. It was also brought to the notice of this Ministry that some of the employing<br />

organizations are not considering the medical qualifications awarded by the <strong>National</strong><br />

<strong>Board</strong> of Examinations as equivalent to MD/MS, DM/M.Ch. degrees awarded by<br />

various other universities for appointment to various posts. The advertisements<br />

issued for specialist/faculty positions by various recruiting agencies thus do not<br />

invited applications from the holders of the DNB qualifications. As clarified in the<br />

above instructions dated 3.10.94, it is reiterated that the medical qualifications<br />

awarded by <strong>NBE</strong> are recognized qualifications included in the First<br />

Schedule to IMC Act, 1956 and are considered at par with MD/MS,DM/M.Ch<br />

qualifications of other universities.<br />

4. It is therefore requested that the above position may please be brought to the notice<br />

of recruiting agencies under your control that while advertising for various positions<br />

for which MD/MS, DM/M.Ch. qualifications are required, it may also be specifically<br />

mentioned therein that hose candidates possessing the DNB qualifications are also<br />

eligible to apply for such positions. Further, in view of the above decision to<br />

discontinue the requirement of teaching experience of one/two years for those<br />

having Diplomate <strong>NBE</strong> qualifications in broad/super-speciality disciplines for<br />

appointment to teaching posts, the candidates possessing the DNB qualifications<br />

may be considered for appointment to teaching posts as Lecturer in speciality/super<br />

speciality disciplines without insisting on the additional teaching experience.<br />

I am directed to say that medical qualification awarded by the <strong>National</strong> <strong>Board</strong> of<br />

Examinations are included in the First Schedule to the Indian Medical Council Act,<br />

1956 and are considered at par with Postgraduate Medical qualifications of the<br />

Indian universities. However, it has been brought to our notice that employing<br />

organizations are not recognizing these degrees at par with MD/MS degrees of other<br />

universities. As the <strong>National</strong> <strong>Board</strong> of Examinations, an autonomous body directly<br />

under the control of the Central Govt., is keeping high standard of medical<br />

examinations and it is requested that all concerned may please be instructed to give<br />

The Medical Council of India while considering the question of equivalence of<br />

MAMC/MNAMS/Dip. N.B. qualification awarded by the <strong>National</strong> <strong>Board</strong> of<br />

Examinations with M.D./M.S. and D.M./M.Ch. qualifications granted by the<br />

university/medical Institutions, has adopted the following recommendation, which<br />

was circulated to all the authorities concerned by the Council on 6.<strong>12</strong>.93 for<br />

information and necessary guidance: It is recommended that for teaching<br />

appointments in the broad specialities the holder of Diplomate <strong>NBE</strong> should have at<br />

least 1 year teaching experience as Tutor/Registrar/Demonstrator or equivalent<br />

post in a recognized medical college imparting undergraduate teaching and training<br />

for appointment as Lecturer. Regarding the candidates holding Diplomate <strong>NBE</strong> in<br />

super specialities, the training shall be for 2 years in a recognized medical college<br />

having recognised postgraduate medical degree in the concerned speciality for<br />

appointment as Lecturers”. It is requested that the above may please be brought to<br />

the notice of all recruiting agencies under control for information and compliance.<br />

I am directed to say that this Ministry vide letter of even number dated 17th August,<br />

2004 communicated its decision that the medical institutions in the country running<br />

postgraduate/ super-speciality courses permitted/ recognized as per MCI norms, are<br />

permitted to run DNB programmes provided they have additional faculty to train DNB<br />

candidates. The position was also reiterated vide letter dated 19th September, 2005<br />

addressed to various Health/Medical Education Secretaries of all the States/UTs to admit<br />

DNB trainees in various PG/Super-Speciality courses provided they have additional<br />

faculty since it was brought to our notice that the medical colleges are not being able to<br />

start the DNB courses even though they had additional faculty. This was primarily with a<br />

view to ensuring optimal utilization of manpower and the clinical load, which is available in<br />

various medical colleges for production of quality manpower. This letter was based on<br />

MCI’s stand in the matter as contained in their letter no.22(1)/96-Med/14368 dated<br />

17.9.1996 that it would not have any objection in introducing DNB courses in medical<br />

institutions in the concerned departments provided the PG teachers of the respective<br />

departments admitting students under them for MD/MS/DM/M.Ch. courses may not<br />

register students under them for DNB Courses simultaneously.<br />

It has now been brought to our notice that the MCI vide their letter dated <strong>11</strong>.<strong>11</strong>.2005<br />

addressed to various Universities, Directors of Medical Education of all State<br />

Governments/UTs, Secretaries of health/Medical Education Departments of all the States<br />

etc, interalia, informing them that it may be made sure by them not to conduct DNB and<br />

other parallel courses i.e. CPS etc. in any subject along with MD/MS/DM/M.Ch./PG<br />

Diploma courses wherever the intuitions have been permitted/recognized to conduct<br />

MD/MS/DM/M.Ch. and PG diploma courses. It has also been stated therein that the<br />

decision has been taken by the PG Committee and the same ahs been communicated to<br />

all concerned. This is contrary to the stand taken by this Ministry in this regard. In this<br />

connection, it is also to be stated that any decision taken by the PG Committee of MCI,<br />

including those with regard to the policies, is only recommendatory in nature and requires<br />

the approval of the Council and the Government. In the present case, if the PG<br />

Committee/the Council considered that the earlier policy of allowing DNB courses to be<br />

run parallel to MD/MS etc. in medical colleges requires any change, the Council should<br />

have sent such proposal along with reasons for the proposed change of their stand to the<br />

Government for its consideration particularly when the Central Government have issued<br />

instructions to all concerned allowing conduct of DNB courses along with MD/MS etc.<br />

subject to availability of additional faculty, it is pertinent to point out that the copy of the<br />

instructions of the Central Government dated 19.9.2005 was also specifically endorsed to<br />

the Acting President of MCI for their information. Accordingly, MCI may send the<br />

recommendation of the PG Committee along with detailed reasons for change of their<br />

earlier stand in regard to allowing DNB courses to be run in medical colleges along with<br />

MD/MS/ DM/M.Ch./PG Diploma courses against excess faculty to the Government for<br />

consideration.<br />

Issue of this communication dated <strong>11</strong>.<strong>11</strong>.2005 by the MCI directly to various agencies<br />

including State Governments contrary to the instructions issued by the Central<br />

Government based on the MCI’s earlier stand on the matter is not only not appropriate but<br />

has also created confusion in various institutions/State Governments. Till such time as the<br />

Government takes a final decision on the PG Committee recommendations, the<br />

Government instructions as contained in letter dated 19th September, 2005 will remain in<br />

Candidate possessing PGDHHM qualification and PGDMCH qualification /<br />

PGDGM qualification awarded by Indira Gandhi <strong>National</strong> Open University shall be<br />

permitted to enrol as a secondary candidate in the DNB HAH and DNB Family<br />
