EDITORIAL<br />

BERNARD V. MOORE, Treasurer of the General Council, has passed away,<br />

and <strong>Phi</strong> <strong>Delta</strong> <strong>Theta</strong> has lost another great leader. Brother Moore died<br />

of a heart attack at a Minneapolis hospital August 9, 1939. He had<br />

successfully resisted a similar attack a fortnight before and had been sent<br />

to the hospital to recuperate. His condition was not regarded as critical;<br />

reassurance came that he was improving. Word of his death came after<br />

the SCROLL was in press, so that it has been impossible to do more than<br />

make this brief announcement. The next issue will give some account<br />

of Brother Moore's life and of his great work for <strong>Phi</strong> <strong>Delta</strong> <strong>Theta</strong>. He will<br />

be mourned by the thousands of <strong>Phi</strong>s who found in him a friend.<br />

THE death of Brother Bernard<br />

V. Moore, Treasurer of the<br />

General Council, has necessitated<br />

important changes in<br />

the General Council. At a meeting held<br />

in Minneapolis after Brother Moore's<br />

funeral, the four surviving members, acting<br />

in accordance with the provisions of<br />

the Code, elected a fifth member. Brother<br />

O. J. Tallman, Lafayette '24. Brother<br />

Emmett Junge was chosen Treasurer of<br />

the General Council to succeed Brother<br />

Moore, and Brother Cluverius was made<br />

Reporter of the General Council in place<br />

of Brother Junge. Brothers Caches and<br />

Tallman are members at large.<br />

Brother Tallman's appointment will<br />

have universal approval in the Fraternity.<br />

In point of service he is the dean of our<br />

province presidents, serving as president<br />

of Rho Province since it was created out<br />

of a part of Beta Province, and before<br />

that of the undivided Beta Province. For<br />

years he has been one of our most valuable<br />

Convention law-makers. A keen<br />

lawyer, his advice has been constantly<br />

sought in the framing of new legislation<br />

for the governance of the Fraternity. He<br />

rendered a great service at the Old Point<br />

Comfort Convention as chairman of the<br />

Committee on Constitution and General<br />

Statutes, in carrying through the task of<br />

revising the Code. It is a common comment<br />

at conventions that Jake Tallman<br />

is a steady worker and is apt to get the<br />

tough assignments. In debate he is clear<br />

and forceful, but considerate of his opponent's<br />

position. He is serious, but not<br />

too serious, and his circle of friends is a<br />

wide one. The General Council has acquired<br />

a wise new member.<br />

Rushing<br />

Problem<br />

As the magazines of other fratemities<br />

come in exchange to<br />

the Editor's desk he is impressed<br />

with the amount of space in them<br />

which is devoted to the theme of rushing.<br />

There are sober-sided essays on what<br />

constitutes proper qualifications for admission<br />

to such-and-such a fraternity;<br />

long dissertations on the methods and<br />

technique of "selling" the fraternity<br />

(mirabile dictu) to the freshman; cautions<br />

on behavior and etiquette (especially<br />

in the women's magazines) in the<br />

presence of "rushees"; more and more<br />

discussion about conditions which are responsible<br />

for the iact that new members<br />

in larger delegations are more necessary<br />

than ever and are harder and harder to<br />

get. Frantic are the appeals to alumni to<br />

send recommendations to fill the ranks.<br />
