Dear Friends and Supporters,<br />

It is with great pleasure that we present our 2004-2005 annual report for the “I <strong>Have</strong> a Dream” ® <strong>Foundation</strong> <strong>of</strong> <strong>Boulder</strong><br />

<strong>County</strong>, Inc. (IHAD). With six active and two graduated classes <strong>of</strong> Dreamers we are now one <strong>of</strong> the largest chapters in<br />

the country, having served 400 low-income youth county-wide over the past 15 years.<br />

Some <strong>of</strong> the organization’s highlights during 2004-2005 include:<br />

• Sixteen Dreamers from the Kalmia, Casa and Broadway classes graduated from high school and began college! We<br />

have now distributed a total <strong>of</strong> $424,916 in scholarships and books to our 84 graduated Dreamers who have gone on<br />

to college or vocational school.<br />

• We recruited, interviewed, screened, and placed 117 volunteer tutors and 68 mentors with Dreamers most in need <strong>of</strong><br />

individualized attention and support.<br />

• We held three successful events, the Eighth Annual Dream-Maker Luncheon, Third Annual Golf Tournament, and<br />

the Second Annual Dakota Dinner and Auction, all <strong>of</strong> which raised a record amount <strong>of</strong> funds to support programs<br />

for Dreamers.<br />

• Thirty-five people became members <strong>of</strong> our new Dream-Builder Circle group, each making a five-year financial<br />

commitment to support one or more Dreamers in the program.<br />

• In 2004, with financial support from a Department <strong>of</strong> Justice grant awarded to National “I <strong>Have</strong> a Dream,” we<br />

hosted a Donor Appreciation Event at the home <strong>of</strong> Linda Shoemaker and Steve Brett. In 2005, Kristen and Ariel<br />

Solomon hosted the Donor Appreciation Event in their home.<br />

• IHAD received another year <strong>of</strong> funding to recruit 12 AmeriCorps members through the National Notre Dame Mission<br />

Volunteer Program and two AmeriCorps VISTA members through the Corporation for National and Community<br />

Service.<br />

• The University <strong>of</strong> Colorado Office <strong>of</strong> Financial Aid awarded IHAD a grant to implement the America Reads and<br />

America Counts program in the community. We hosted more than 10 work-study students through this literacy and<br />

math program.<br />

• The Academic Program Committee studied the impact <strong>of</strong> mobility and transience amongst our families and its effect<br />

on program service delivery and advocated support for the federal Dream Act legislation.<br />

• We joined the City <strong>of</strong> <strong>Boulder</strong> Parks and Recreation Departments Youth Service Initiative as a main community<br />

partner to provide a year-round program <strong>of</strong> academic, tutoring, community service, and recreation programs for a<br />

group <strong>of</strong> students at the Kalmia low-income housing site, ages 7-12. We are seeking a new class sponsor to permanently<br />

adopt this group <strong>of</strong> students.<br />

• Three <strong>of</strong> our board members received recognition for their efforts with IHAD and in the community: Kaye Howe<br />

received the YWCA’s “Woman <strong>of</strong> the Year” award, Dee Perry received the <strong>Boulder</strong> Women’s Chamber “Women<br />

Who Light up the Community” award, and Kristen Solomon received the Channel 7 “Hero <strong>of</strong> the Week” award.<br />

• The IHAD Marketing Committee held a community forum with Channel 4, which resulted in three feature stories<br />

that highlighted IHAD <strong>Boulder</strong> <strong>County</strong>—the after-school program, the AmeriCorps program, and a mentor match.<br />

• We were awarded a three year Mentoring Grant from the Department <strong>of</strong> Education’s Office <strong>of</strong> Safe and Drug-Free<br />

Schools to assist children in receiving support and guidance from a mentor; improve their academic achievement;<br />

improve interpersonal relationships with their peers, teachers, other adults, and family members; reduce their dropout<br />

rate; and reduce levels <strong>of</strong> juvenile delinquency and gang involvement. This grant will allow us to dramatically<br />

increase the number <strong>of</strong> 1:1 volunteer tutors/mentors paired with Dreamers.<br />

• IHAD’s Endowment Fund is now $190,000. The interest income from this fund allows us to award the Dakota Solomon<br />

Memorial Scholarship each year to a Dreamer attending CU. Tammy Thomas and Justin Bain were the most<br />

recent scholarship recipients.<br />

• The IHAD Board implemented a new Board governance model to focus on the impact IHAD has on the <strong>Boulder</strong><br />

<strong>County</strong> community.<br />

Mission<br />

The mission <strong>of</strong> the “I <strong>Have</strong> a Dream” ® (IHAD) program is to motivate and empower children from low-income communities<br />

to reach their education and career goals by providing a long-term intervention program <strong>of</strong> mentoring, tutoring,<br />

and cultural enrichment. Upon graduation from high school, each Dreamer is eligible to receive a last-dollar, fouryear<br />

tuition-assistance scholarship for college or vocational school. Up to $18,000 in tuition-assistance is currently<br />

available to each Dreamer for four years <strong>of</strong> post-secondary educational training.<br />

Mission & Outcomes<br />

Unique program aspects include:<br />

• The “I <strong>Have</strong> a Dream” program is a long-term and year-round program that works with the same group <strong>of</strong> children<br />

from the elementary school years through the first year <strong>of</strong> college;<br />

• One-hundred percent <strong>of</strong> the Dreamers are low-income, they either live in low-income public housing projects, or<br />

they are eligible for the federal free and reduced lunch program at their school;<br />

• “I <strong>Have</strong> a Dream” does not pick the “cream <strong>of</strong> the crop” or the children most “at risk.” Every project casts a broad<br />

net, giving each child in the selected group regardless <strong>of</strong> ability an equal opportunity to achieve his/her academic<br />

and career goals;<br />

• “I <strong>Have</strong> a Dream” provides more than just academic enrichment to help our students achieve their dreams. We<br />

know that relationships make the crucial difference. We build a bond <strong>of</strong> trust and friendship that <strong>of</strong>ten makes our<br />

staff the only safe harbor in our Dreamers stormy lives;<br />

• Children are taught at an early age that college is possible for them. As they mature, they receive extensive career<br />

and college preparation guidance, visit campuses, and are assisted throughout the application process;<br />

• Our staff works with parents to encourage greater understanding <strong>of</strong> and support for their child’s academic development.<br />

Staff serve as a liaison to teachers, counselors, neighbors, and community leaders;<br />

• Productive citizenship is the ultimate measure <strong>of</strong> success. Success is measured individually. “Helping Dreamers<br />

become Achievers, One Child at a Time”.<br />

The “I <strong>Have</strong> a Dream” ® <strong>Foundation</strong> <strong>of</strong> <strong>Boulder</strong> <strong>County</strong> (IHAD) was founded in 1990 as an independent 501(c)3 nonpr<strong>of</strong>it<br />

organization. Our program follows the national “I <strong>Have</strong> a Dream” model established in New York in the mid-<br />

1980s by founder Eugene Lang. Once funding is secured, with the assistance <strong>of</strong> local school<br />

districts and housing-authority personnel, we identify groups <strong>of</strong> 50 low-income elementary<br />

school children deemed to be at high risk <strong>of</strong> becoming school dropouts. We establish a learning<br />

center exclusively for that group and agree to provide comprehensive long-term program<br />

support for every child from elementary school through high school. IHAD’s ultimate goal is<br />

for each Dreamer to graduate from high school prepared for higher education or a fulfilling<br />

career. Since its inception 15 years ago, IHAD <strong>Boulder</strong> <strong>County</strong> has grown from one Dreamer<br />

class and 36 students to an organization supporting eight classes and 400 low-income youth<br />

and their families (800 individuals). IHAD operates six year-round learning centers throughout<br />

the county—two in <strong>Boulder</strong>, two in Lafayette, and two in Longmont.<br />

Outcomes<br />

IHAD programs make a difference in the community. According to statistics from <strong>Boulder</strong> Housing Partners, crime<br />

and vandalism reports have been reduced by 50 percent in areas where IHAD programs are present. Graduation rates<br />

<strong>of</strong> our first two classes <strong>of</strong> known Dreamers were 79 percent, double the expected rate for our first class—and 86 percent<br />

<strong>of</strong> these students have gone on to pursue higher education. Of our next class, 94 percent are on track to graduate<br />

by 2006! We believe the whole community benefits when disadvantaged youth grow into educated, responsible adults.<br />

The <strong>Boulder</strong> Class was our first group (36 Dreamers) adopted from the San Juan<br />

del Centro housing development in <strong>Boulder</strong> in 1990 as third through fifth graders.<br />

We doubled the expected graduation rate for the known Dreamers from this group,<br />

and 86 percent <strong>of</strong> those graduates went on to college or vocational school.<br />

Lafayette Class Sponsored by Dianne Ladd & Bruce Holland<br />

and Edie Ortega<br />

Our first Lafayette Class <strong>of</strong> 79 Dreamers was selected in 4th grade from the free<br />

and reduced lunch program from three elementary schools—Ryan, Pioneer and<br />

Lafayette. Ninety-one percent <strong>of</strong> the known Dreamers from this group graduated<br />

in 2000 and 87 percent <strong>of</strong> those graduates have gone on to some level <strong>of</strong> higher<br />

education.<br />

<strong>Boulder</strong> - Kalmia Class Sponsored by Midge Korczak<br />

The Kalmia Class was our first collaboration with the <strong>Boulder</strong> Housing Partners<br />

(City <strong>of</strong> <strong>Boulder</strong> Housing Authority) and the University <strong>of</strong> Colorado. These 31<br />

high school and college-aged Dreamers were adopted when they were 3rd through<br />

5th graders from three <strong>of</strong> the City <strong>of</strong> <strong>Boulder</strong> low-income housing sites (Kalmia,<br />

Iris Hawthorne and the Diagonal). Ninety-four percent <strong>of</strong> these known Kalmia<br />

Dreamers are on track to graduate in 2006!<br />

<strong>Boulder</strong> - Broadway Class Sponsored by Linda Shoemaker and Steve<br />

Brett<br />

Established with a Department <strong>of</strong> Education GEAR UP grant, this class is a collaboration<br />

with <strong>Boulder</strong> Housing Partners, CU, and the <strong>Boulder</strong> Valley School<br />

District. Our 41 Broadway Dreamers, adopted as 3rd through 7th graders, are now<br />

in high school and reside in three <strong>of</strong> the City <strong>of</strong> <strong>Boulder</strong>’s low-income housing<br />

neighborhoods (Broadway, Kalmia, and Iris Hawthorne.)<br />

Longmont – Casa Class Sponsored by Debra Lane and Steve Szabo<br />

In partnership with <strong>Boulder</strong> <strong>County</strong> Housing Authority and the St. Vrain Valley<br />

School District, this class is at the <strong>County</strong>’s Casa de la Esperanza low-income<br />

housing site in Longmont and serves 50 children, 3rd grade through college. We<br />

adopted all the children from this low-income housing community when they were<br />

Kindergarten through 11th grade.<br />

Lafayette – Pioneer Class Sponsored by Brenda and Paul Lilly<br />

(the Lilly <strong>Foundation</strong>)<br />

These 41 Dreamers were adopted from Pioneer Elementary School, a dual language<br />

school in Lafayette in the second grade. These Dreamers are now 7th graders<br />

and attend Angevine Middle School.<br />

Lafayette – Sanchez Class Sponsored by Dee and Tom Perry & and<br />

Wilma and Mike Ormsbee<br />

Another school-based program in collaboration with <strong>Boulder</strong> Valley School District,<br />

this program selected 50 low-income 2nd graders at Sanchez Elementary<br />

School in Lafayette. This year the class transitioned to sixth grade, and they now<br />

attend Angevine Middle School.<br />

Longmont – Columbine Class Sponsored by Catherine Ray<br />

This St. Vrain Valley School District class <strong>of</strong> 50 low-income students was in 2nd<br />

grade at Columbine Elementary School when they were adopted. They are now in<br />

6th grade and attend Trail Ridge Middle School in Longmont.<br />

“I <strong>Have</strong> a Dream” <strong>of</strong>fers the following priority outcomes and programs to each Dreamer<br />

to ensure academic and career success.<br />

Priority #1: Dreamers achieve academic success<br />

Learning Centers<br />

Our six learning centers operate five days per week after school to provide comprehensive resources that encourage<br />

academic success and healthy social development—ultimately to prevent students from dropping out <strong>of</strong> school.<br />

Activities are designed to improve literacy and develop math and science aptitude, assist with homework completion,<br />

increase school attendance, increase the connection to school, and enhance social skills. Accomplishments<br />

this year include:<br />

• Ninety-eight percent <strong>of</strong> Dreamers stayed in school.<br />

• Eighty-six percent <strong>of</strong> the Dreamers regularly participated (at least once a week or more) in the after-school<br />

program.<br />

• Average cumulative GPA for Dreamers was 2.7.<br />

comes to soccer. When she’s on the<br />

field, time flies. Reading, on the other<br />

hand, hasn’t always been so easy.<br />

When the 11-year-old first became a<br />

Dreamer in 2002, tutors noticed she<br />

grew bored and restless during literacy<br />

development. Beatriz had always<br />

struggled with her schoolwork, but<br />

reading, especially, seemed neverending.<br />

When she entered her fourth grade<br />

year, IHAD tutors realized that Beatriz<br />

could only read at a first-grade level.<br />

Beatriz’s parents are from Mexico<br />

and do not speak English, making it<br />

difficult for them to read with her or<br />

help her with her homework. Last<br />

year, tutors committed 130 hours to<br />

Learning Center.<br />

She is now in sixth grade and reading<br />

at her level. She has improved in<br />

every subject at school because she<br />

can finally read at the appropriate<br />

level. Beatriz is proud <strong>of</strong> herself, but<br />

she knows she couldn’t have done it<br />

without the tutors.<br />

“The tutors are good, they help me,<br />

and they’re nice,” she said.<br />

Tutoring Program<br />

More than 200 community volunteers<br />

served as tutors during the last school<br />

year, providing assistance with homework<br />

and individualized attention on literacy,<br />

math, and science skills.<br />

report that IHAD helps them<br />

• Scholastic Book Clubs donated<br />

17,889 books to Dreamers through a<br />

philanthropy-based literacy campaign<br />

called ClassroomsCare, allowing the<br />

children to start home libraries.<br />

Computer Technology Program<br />

Each learning center is equipped with a computer lab. IHAD provides access to the Internet, daily guidance with<br />

educational s<strong>of</strong>tware, and general computer training. Special computer technology sessions are provided through<br />

collaborations with the Alternatives for Youth DIVAS program, YWCA Wired Girls & Computer Dudes programs,<br />

and the Jared Polis <strong>Foundation</strong>. In 2004, the Jared Polis <strong>Foundation</strong> donated 118 refurbished computers to<br />

distribute to Dreamers in the community after participation in the “Learn to Earn” program. In 2005, IHAD received<br />

18 donated Dell printers from the Gifts in Kind Program.<br />

Priority #2: Dreamers attain the resources and attributes necessary for self-sufficiency<br />

Developing caring relationships with positive adult role models<br />

Mentoring Program<br />

Sixty-eight children are connected to a personal adult mentor. In addition,<br />

our 12 direct service AmeriCorps members serve as mentors. For<br />

these children, the personal attention, instruction, counseling, and<br />

friendship <strong>of</strong> an adult is invaluable. These children benefit from the<br />

guidance and instruction, but also find each adult to be a wonderful<br />

role model—usually a college graduate who is very connected to the<br />

community, committed to a career, and focused on education. In a<br />

recent survey, 93 percent <strong>of</strong> the Dreamers who responded said having<br />

a mentor has helped them feel more important.<br />

Increasing parental involvement and educational expectations<br />

in Dreamers’ lives<br />

Family Outreach Program<br />

Each project coordinator establishes ongoing, personalized relationships<br />

with all the Dreamers and their families (a total <strong>of</strong> over 800 people)<br />

through individual home visits, parent meetings, and family activities.<br />

Of the Dreamer parents that were recently surveyed, 96 percent<br />

state that they now are more involved in their child’s academic<br />

development and extra-curricular activities because <strong>of</strong> IHAD.<br />

Through the Feeding Families Program, IHAD parents can shop at<br />

Community Food Share for groceries with a voucher they earn for<br />

participation in IHAD programs. This program has been extremely<br />

successful in increasing parental involvement.<br />

• Ninety-seven percent <strong>of</strong> Dreamer parents report that IHAD helps<br />

their child get along better with family members.<br />

• More than 1,000 people participate each year in the Adopt-a-Family program, which provides Dreamers and<br />

their families with gifts during the holiday season.<br />

Project Coordinator, Mentor, Counselor...<br />

Francisco Mejias wears many hats. The project coordinator<br />

<strong>of</strong> the Broadway Class is sometimes a teacher, counselor,<br />

friend, disciplinarian, father figure, taxi driver, or<br />

diplomat. Sometimes, he multitasks and wears several<br />

hats at once, but he does it well. As a project coordinator<br />

for IHAD, it’s part <strong>of</strong> the job. He is one <strong>of</strong> six project<br />

coordinators at IHAD juggling tasks throughout the day.<br />

Even though there are mentors and tutors helping out,<br />

Francisco has developed relationships with each <strong>of</strong> his 41<br />

Dreamers to make sure they remain on task. “My biggest<br />

hope is that my kids grow to be productive members <strong>of</strong><br />

society,” he said. “I want them to be good citizens.”<br />

On being a mentor<br />

“They just become part <strong>of</strong> your life,” Kaye Howe<br />

said <strong>of</strong> Dreamer Diana. Kaye has been Diana’s mentor<br />

for six years. The two have grown very close—<br />

getting through some pretty difficult times.<br />

“Watching a beloved child grow up and become<br />

someone you’re very proud <strong>of</strong>, is one <strong>of</strong> the best<br />

rewards <strong>of</strong> all,” Kaye said.<br />

IHAD requires a one-year commitment from its<br />

mentors. “Seeing things through a child’s eyes is a<br />

wonderful thing,” Kaye said. “Just take a chance.<br />

There are children in need, and you should just forget<br />

yourself and do it. Forget yourself. Think <strong>of</strong> them.”<br />

Dreamers have the knowledge that enables positive life<br />

choices and resistance skills<br />

Counseling & Life Skills<br />

Project coordinators develop personal relationships with each<br />

Dreamer in their class. Emphasis is placed on individual counseling,<br />

help with personal issues, academic motivation, and referrals<br />

to other support organizations when appropriate. Regular<br />

Dreamer meetings focus on a variety <strong>of</strong> life-skills issues, including<br />

nutrition, peer pressure, and the decision-making process.<br />

All project coordinators are bilingual.<br />

• Ninety percent <strong>of</strong> Dreamers surveyed report that IHAD<br />

helps them to feel good about themselves.<br />

• Ninety-seven percent <strong>of</strong> Dreamers surveyed report that<br />

IHAD helps them take responsibility for their actions.<br />

Priority #3: Dreamers are prepared to achieve meaningful employment<br />

Career Choices & College Preparation<br />

Dreamers are counseled with emphasis on student motivation, academic<br />

achievement, and career exploration. As children mature, staff members provide<br />

tours <strong>of</strong> schools and workplaces, job-shadowing days, connection to career<br />

mentors, paid summer internships, and visits to annual college fairs<br />

hosted for our Dreamers by the University <strong>of</strong> Colorado, Colorado State, Metro<br />

State, and other local institutions.<br />

• One-hundred percent <strong>of</strong> Dreamer parents who responded in a recent<br />

survey think their child will go to college.<br />

• One-hundred percent <strong>of</strong> Dreamers surveyed reported that they attend<br />

IHAD activities because they want to graduate from high school and<br />

attend college.<br />

• Ninety-four percent <strong>of</strong> Dreamers surveyed stated that IHAD helps<br />

AmeriCorps Program<br />

Through a collaborative partnership with the Notre Dame Mission Volunteer Program<br />

and the Corporation for National and Community Service, IHAD participates<br />

in the AmeriCorps program. The impact <strong>of</strong> this effort on our program is enormous –<br />

it provides 12 AmeriCorps service members for a year <strong>of</strong> full-time direct program<br />

service to the Dreamers. Typically, AmeriCorps members are young, college graduates<br />

seeking a year <strong>of</strong> experience in service to the community. They are high energy,<br />

idealistic, well-educated, optimistic about their impact, and excited about their futures.<br />

With these qualities, they are wonderful role models for at-risk youth. Their<br />

involvement improves our child-to-staff ratio from 45:1 to 15:1, dramatically increasing<br />

our effectiveness. Our two VISTA AmeriCorps member help with volunteer<br />

management and fundraising efforts.<br />

Priority #4: Dreamers are connected to the community and participate in non-school<br />

activities that reflect an understanding <strong>of</strong> citizenship<br />

Enrichment Program<br />

Although success in school is our primary focus, we believe opportunities for academic and career success are significantly<br />

enhanced through social confidence, cultural appreciation, commitment to good citizenship, and welldeveloped<br />

leadership skills. Our programs include weekly Friday Enrichment Days, Teen Nights, and monthly<br />

field trips to cultural and athletic events. Leadership activities include wilderness outings and speaking engagements<br />

at IHAD events and Dr. Martin Luther King, Jr. Day celebrations. Community service examples include<br />

stocking shelves at Community Food Share and building homes with Habitat for Humanity.<br />

• Eighty-six percent <strong>of</strong> Dreamers reported in a recent survey that they feel better about themselves when<br />

they help others.<br />

• Community service projects teach Dreamers to give back to their community by helping others in need.<br />

Summer Program<br />

Throughout the summer, we keep Dreamers engaged in activities designed to build academic, social, and leadership<br />

skills through literacy, math, arts, recreational, and community service projects. This past summer, IHAD<br />

Dreamers worked on a community garden project, participated in a week-long science camp, received special programming<br />

from 4-H, visited the Wild Bear Nature Center in Nederland, participated in the Open Fairways golf<br />

program, and attended an “I <strong>Have</strong> a Dream” Conference in California.<br />

• According to the City <strong>of</strong> <strong>Boulder</strong>, crime and vandalism reports are down by 50 percent in the neighborhoods<br />

where IHAD is providing services.<br />

• Ninety percent <strong>of</strong> Dreamers surveyed report that IHAD helps them stay out <strong>of</strong> trouble.<br />

Volunteer Opportunities<br />

More than 200 community members are involved in some level<br />

<strong>of</strong> volunteer assistance at IHAD. We acknowledge and appreciate<br />

the time and energy they devote to the Dreamers. More help<br />

is needed in the following areas:<br />

• Tutoring — Volunteer tutors are needed to provide individualized<br />

tutoring and assistance with homework once a<br />

week for a minimum <strong>of</strong> one semester.<br />

• Mentoring — Adult volunteer mentors serve as positive<br />

role models and provide Dreamers with long-term, reliable, one-on-one guidance and support. Mentors see<br />

their Dreamer twice per month for a minimum one-year commitment.<br />

• Career Mentors/Job Shadows — Businesses and individuals can <strong>of</strong>fer quality work-based learning experiences<br />

through tours <strong>of</strong> their workplaces, job-shadowing days, career mentor relationships, and paid summer<br />

internships.<br />

• Technology Volunteers — Volunteers are needed to assist in one <strong>of</strong> our after-school computer labs or central<br />

<strong>of</strong>fice.<br />

• Board Member — Our board <strong>of</strong> directors is very active in numerous agency support functions including<br />

strategic planning, fund-raising, special events planning, finance, and program evaluation.<br />

• Adopt-a-Family Program and School Supply Drive — Each year corporations and community members<br />

provide much-needed school supplies and “adopt” Dreamer families to provide gifts to those most in need<br />

during the holiday season.<br />
