Dear Friends and Supporters,
It is with great pleasure that we present our 2004-2005 annual report for the “I Have a Dream” ® Foundation of Boulder
County, Inc. (IHAD). With six active and two graduated classes of Dreamers we are now one of the largest chapters in
the country, having served 400 low-income youth county-wide over the past 15 years.
Some of the organization’s highlights during 2004-2005 include:
• Sixteen Dreamers from the Kalmia, Casa and Broadway classes graduated from high school and began college! We
have now distributed a total of $424,916 in scholarships and books to our 84 graduated Dreamers who have gone on
to college or vocational school.
• We recruited, interviewed, screened, and placed 117 volunteer tutors and 68 mentors with Dreamers most in need of
individualized attention and support.
• We held three successful events, the Eighth Annual Dream-Maker Luncheon, Third Annual Golf Tournament, and
the Second Annual Dakota Dinner and Auction, all of which raised a record amount of funds to support programs
for Dreamers.
• Thirty-five people became members of our new Dream-Builder Circle group, each making a five-year financial
commitment to support one or more Dreamers in the program.
• In 2004, with financial support from a Department of Justice grant awarded to National “I Have a Dream,” we
hosted a Donor Appreciation Event at the home of Linda Shoemaker and Steve Brett. In 2005, Kristen and Ariel
Solomon hosted the Donor Appreciation Event in their home.
• IHAD received another year of funding to recruit 12 AmeriCorps members through the National Notre Dame Mission
Volunteer Program and two AmeriCorps VISTA members through the Corporation for National and Community
Service.
• The University of Colorado Office of Financial Aid awarded IHAD a grant to implement the America Reads and
America Counts program in the community. We hosted more than 10 work-study students through this literacy and
math program.
• The Academic Program Committee studied the impact of mobility and transience amongst our families and its effect
on program service delivery and advocated support for the federal Dream Act legislation.
• We joined the City of Boulder Parks and Recreation Departments Youth Service Initiative as a main community
partner to provide a year-round program of academic, tutoring, community service, and recreation programs for a
group of students at the Kalmia low-income housing site, ages 7-12. We are seeking a new class sponsor to permanently
adopt this group of students.
• Three of our board members received recognition for their efforts with IHAD and in the community: Kaye Howe
received the YWCA’s “Woman of the Year” award, Dee Perry received the Boulder Women’s Chamber “Women
Who Light up the Community” award, and Kristen Solomon received the Channel 7 “Hero of the Week” award.
• The IHAD Marketing Committee held a community forum with Channel 4, which resulted in three feature stories
that highlighted IHAD Boulder County—the after-school program, the AmeriCorps program, and a mentor match.
• We were awarded a three year Mentoring Grant from the Department of Education’s Office of Safe and Drug-Free
Schools to assist children in receiving support and guidance from a mentor; improve their academic achievement;
improve interpersonal relationships with their peers, teachers, other adults, and family members; reduce their dropout
rate; and reduce levels of juvenile delinquency and gang involvement. This grant will allow us to dramatically
increase the number of 1:1 volunteer tutors/mentors paired with Dreamers.
• IHAD’s Endowment Fund is now $190,000. The interest income from this fund allows us to award the Dakota Solomon
Memorial Scholarship each year to a Dreamer attending CU. Tammy Thomas and Justin Bain were the most
recent scholarship recipients.
• The IHAD Board implemented a new Board governance model to focus on the impact IHAD has on the Boulder
County community.

Mission
The mission of the “I Have a Dream” ® (IHAD) program is to motivate and empower children from low-income communities
to reach their education and career goals by providing a long-term intervention program of mentoring, tutoring,
and cultural enrichment. Upon graduation from high school, each Dreamer is eligible to receive a last-dollar, fouryear
tuition-assistance scholarship for college or vocational school. Up to $18,000 in tuition-assistance is currently
available to each Dreamer for four years of post-secondary educational training.

Unique program aspects include:
• The “I Have a Dream” program is a long-term and year-round program that works with the same group of children
from the elementary school years through the first year of college;
• One-hundred percent of the Dreamers are low-income, they either live in low-income public housing projects, or
they are eligible for the federal free and reduced lunch program at their school;
• “I Have a Dream” does not pick the “cream of the crop” or the children most “at risk.” Every project casts a broad
net, giving each child in the selected group regardless of ability an equal opportunity to achieve his/her academic
and career goals;
• “I Have a Dream” provides more than just academic enrichment to help our students achieve their dreams. We
know that relationships make the crucial difference. We build a bond of trust and friendship that often makes our
staff the only safe harbor in our Dreamers stormy lives;
• Children are taught at an early age that college is possible for them. As they mature, they receive extensive career
and college preparation guidance, visit campuses, and are assisted throughout the application process;
• Our staff works with parents to encourage greater understanding of and support for their child’s academic development.
Staff serve as a liaison to teachers, counselors, neighbors, and community leaders;
• Productive citizenship is the ultimate measure of success. Success is measured individually. “Helping Dreamers
become Achievers, One Child at a Time”.
The “I Have a Dream” ® Foundation of Boulder County (IHAD) was founded in 1990 as an independent 501(c)3 nonprofit
organization. Our program follows the national “I Have a Dream” model established in New York in the mid-
1980s by founder Eugene Lang. Once funding is secured, with the assistance of local school
districts and housing-authority personnel, we identify groups of 50 low-income elementary
school children deemed to be at high risk of becoming school dropouts. We establish a learning
center exclusively for that group and agree to provide comprehensive long-term program
support for every child from elementary school through high school. IHAD’s ultimate goal is
for each Dreamer to graduate from high school prepared for higher education or a fulfilling
career. Since its inception 15 years ago, IHAD Boulder County has grown from one Dreamer
class and 36 students to an organization supporting eight classes and 400 low-income youth
and their families (800 individuals). IHAD operates six year-round learning centers throughout
the county—two in Boulder, two in Lafayette, and two in Longmont.
Outcomes
IHAD programs make a difference in the community. According to statistics from Boulder Housing Partners, crime
and vandalism reports have been reduced by 50 percent in areas where IHAD programs are present. Graduation rates
of our first two classes of known Dreamers were 79 percent, double the expected rate for our first class—and 86 percent
of these students have gone on to pursue higher education. Of our next class, 94 percent are on track to graduate
by 2006! We believe the whole community benefits when disadvantaged youth grow into educated, responsible adults.

The Boulder Class was our first group (36 Dreamers) adopted from the San Juan
del Centro housing development in Boulder in 1990 as third through fifth graders.
We doubled the expected graduation rate for the known Dreamers from this group,
and 86 percent of those graduates went on to college or vocational school.

Our first Lafayette Class of 79 Dreamers was selected in 4th grade from the free
and reduced lunch program from three elementary schools—Ryan, Pioneer and
Lafayette. Ninety-one percent of the known Dreamers from this group graduated
in 2000 and 87 percent of those graduates have gone on to some level of higher
education.
Boulder - Kalmia Class Sponsored by Midge Korczak
The Kalmia Class was our first collaboration with the Boulder Housing Partners
(City of Boulder Housing Authority) and the University of Colorado. These 31
high school and college-aged Dreamers were adopted when they were 3rd through
5th graders from three of the City of Boulder low-income housing sites (Kalmia,
Iris Hawthorne and the Diagonal). Ninety-four percent of these known Kalmia
Dreamers are on track to graduate in 2006!
Boulder - Broadway Class Sponsored by Linda Shoemaker and Steve
Brett
Established with a Department of Education GEAR UP grant, this class is a collaboration
with Boulder Housing Partners, CU, and the Boulder Valley School
District. Our 41 Broadway Dreamers, adopted as 3rd through 7th graders, are now
in high school and reside in three of the City of Boulder’s low-income housing
neighborhoods (Broadway, Kalmia, and Iris Hawthorne.)
Longmont – Casa Class Sponsored by Debra Lane and Steve Szabo
In partnership with Boulder County Housing Authority and the St. Vrain Valley
School District, this class is at the County’s Casa de la Esperanza low-income
housing site in Longmont and serves 50 children, 3rd grade through college. We
adopted all the children from this low-income housing community when they were
Kindergarten through 11th grade.
Lafayette – Pioneer Class Sponsored by Brenda and Paul Lilly
(the Lilly Foundation)
These 41 Dreamers were adopted from Pioneer Elementary School, a dual language
school in Lafayette in the second grade. These Dreamers are now 7th graders
and attend Angevine Middle School.
Lafayette – Sanchez Class Sponsored by Dee and Tom Perry & and
Wilma and Mike Ormsbee
Another school-based program in collaboration with Boulder Valley School District,
this program selected 50 low-income 2nd graders at Sanchez Elementary
School in Lafayette. This year the class transitioned to sixth grade, and they now
attend Angevine Middle School.
Longmont – Columbine Class Sponsored by Catherine Ray
This St. Vrain Valley School District class of 50 low-income students was in 2nd
grade at Columbine Elementary School when they were adopted. They are now in
6th grade and attend Trail Ridge Middle School in Longmont.

“I Have a Dream” offers the following priority outcomes and programs to each Dreamer
to ensure academic and career success.
Priority #1: Dreamers achieve academic success
Learning Centers
Our six learning centers operate five days per week after school to provide comprehensive resources that encourage
academic success and healthy social development—ultimately to prevent students from dropping out of school.
Activities are designed to improve literacy and develop math and science aptitude, assist with homework completion,
increase school attendance, increase the connection to school, and enhance social skills. Accomplishments
this year include:
• Ninety-eight percent of Dreamers stayed in school.
• Eighty-six percent of the Dreamers regularly participated (at least once a week or more) in the after-school
program.
• Average cumulative GPA for Dreamers was 2.7.

is a natural
when it
comes to soccer. When she’s on the
field, time flies. Reading, on the other
hand, hasn’t always been so easy.
When the 11-year-old first became a
Dreamer in 2002, tutors noticed she
grew bored and restless during literacy
development. Beatriz had always
struggled with her schoolwork, but
reading, especially, seemed neverending.
When she entered her fourth grade
year, IHAD tutors realized that Beatriz
could only read at a first-grade level.
Beatriz’s parents are from Mexico
and do not speak English, making it
difficult for them to read with her or
help her with her homework. Last
year, tutors committed 130 hours to
Beatriz at the IHAD Columbine
Learning Center.
She is now in sixth grade and reading
at her level. She has improved in
every subject at school because she
can finally read at the appropriate
level. Beatriz is proud of herself, but
she knows she couldn’t have done it
without the tutors.
“The tutors are good, they help me,
and they’re nice,” she said.

17,889 books to Dreamers through a
philanthropy-based literacy campaign
called ClassroomsCare, allowing the
children to start home libraries.

Computer Technology Program
Each learning center is equipped with a computer lab. IHAD provides access to the Internet, daily guidance with
educational software, and general computer training. Special computer technology sessions are provided through
collaborations with the Alternatives for Youth DIVAS program, YWCA Wired Girls & Computer Dudes programs,
and the Jared Polis Foundation. In 2004, the Jared Polis Foundation donated 118 refurbished computers to
distribute to Dreamers in the community after participation in the “Learn to Earn” program. In 2005, IHAD received
18 donated Dell printers from the Gifts in Kind Program.

Priority #2: Dreamers attain the resources and attributes necessary for self-sufficiency
Developing caring relationships with positive adult role models
Mentoring Program
Sixty-eight children are connected to a personal adult mentor. In addition,
our 12 direct service AmeriCorps members serve as mentors. For
these children, the personal attention, instruction, counseling, and
friendship of an adult is invaluable. These children benefit from the
guidance and instruction, but also find each adult to be a wonderful
role model—usually a college graduate who is very connected to the
community, committed to a career, and focused on education. In a
recent survey, 93 percent of the Dreamers who responded said having
a mentor has helped them feel more important.
Increasing parental involvement and educational expectations
in Dreamers’ lives
Family Outreach Program
Each project coordinator establishes ongoing, personalized relationships
with all the Dreamers and their families (a total of over 800 people)
through individual home visits, parent meetings, and family activities.
Of the Dreamer parents that were recently surveyed, 96 percent
state that they now are more involved in their child’s academic
development and extra-curricular activities because of IHAD.
Through the Feeding Families Program, IHAD parents can shop at
Community Food Share for groceries with a voucher they earn for
participation in IHAD programs. This program has been extremely
successful in increasing parental involvement.
• Ninety-seven percent of Dreamer parents report that IHAD helps
their child get along better with family members.
• More than 1,000 people participate each year in the Adopt-a-Family program, which provides Dreamers and
their families with gifts during the holiday season.
Project Coordinator, Mentor, Counselor...
Francisco Mejias wears many hats. The project coordinator
of the Broadway Class is sometimes a teacher, counselor,
friend, disciplinarian, father figure, taxi driver, or
diplomat. Sometimes, he multitasks and wears several
hats at once, but he does it well. As a project coordinator
for IHAD, it’s part of the job. He is one of six project
coordinators at IHAD juggling tasks throughout the day.
Even though there are mentors and tutors helping out,
Francisco has developed relationships with each of his 41
Dreamers to make sure they remain on task. “My biggest
hope is that my kids grow to be productive members of
society,” he said. “I want them to be good citizens.”
On being a mentor
“They just become part of your life,” Kaye Howe
said of Dreamer Diana. Kaye has been Diana’s mentor
for six years. The two have grown very close—
getting through some pretty difficult times.
“Watching a beloved child grow up and become
someone you’re very proud of, is one of the best
rewards of all,” Kaye said.
IHAD requires a one-year commitment from its
mentors. “Seeing things through a child’s eyes is a
wonderful thing,” Kaye said. “Just take a chance.
There are children in need, and you should just forget
yourself and do it. Forget yourself. Think of them.”
Dreamers have the knowledge that enables positive life
choices and resistance skills
Counseling & Life Skills
Project coordinators develop personal relationships with each
Dreamer in their class. Emphasis is placed on individual counseling,
help with personal issues, academic motivation, and referrals
to other support organizations when appropriate. Regular
Dreamer meetings focus on a variety of life-skills issues, including
nutrition, peer pressure, and the decision-making process.

helps them to feel good about themselves.

Priority #3: Dreamers are prepared to achieve meaningful employment
Career Choices & College Preparation
Dreamers are counseled with emphasis on student motivation, academic
achievement, and career exploration. As children mature, staff members provide
tours of schools and workplaces, job-shadowing days, connection to career
mentors, paid summer internships, and visits to annual college fairs
hosted for our Dreamers by the University of Colorado, Colorado State, Metro
State, and other local institutions.
• One-hundred percent of Dreamer parents who responded in a recent
survey think their child will go to college.
• One-hundred percent of Dreamers surveyed reported that they attend
IHAD activities because they want to graduate from high school and
attend college.
• Ninety-four percent of Dreamers surveyed stated that IHAD helps
them to plan for their future.

AmeriCorps Program
Through a collaborative partnership with the Notre Dame Mission Volunteer Program
and the Corporation for National and Community Service, IHAD participates
in the AmeriCorps program. The impact of this effort on our program is enormous –
it provides 12 AmeriCorps service members for a year of full-time direct program
service to the Dreamers. Typically, AmeriCorps members are young, college graduates
seeking a year of experience in service to the community. They are high energy,
idealistic, well-educated, optimistic about their impact, and excited about their futures.
With these qualities, they are wonderful role models for at-risk youth. Their
involvement improves our child-to-staff ratio from 45:1 to 15:1, dramatically increasing
our effectiveness. Our two VISTA AmeriCorps member help with volunteer
management and fundraising efforts.

Priority #4: Dreamers are connected to the community and participate in non-school
activities that reflect an understanding of citizenship
Enrichment Program
Although success in school is our primary focus, we believe opportunities for academic and career success are significantly
enhanced through social confidence, cultural appreciation, commitment to good citizenship, and welldeveloped
leadership skills. Our programs include weekly Friday Enrichment Days, Teen Nights, and monthly
field trips to cultural and athletic events. Leadership activities include wilderness outings and speaking engagements
at IHAD events and Dr. Martin Luther King, Jr. Day celebrations. Community service examples include
stocking shelves at Community Food Share and building homes with Habitat for Humanity.
• Eighty-six percent of Dreamers reported in a recent survey that they feel better about themselves when
they help others.
• Community service projects teach Dreamers to give back to their community by helping others in need.
Summer Program
Throughout the summer, we keep Dreamers engaged in activities designed to build academic, social, and leadership
skills through literacy, math, arts, recreational, and community service projects. This past summer, IHAD
Dreamers worked on a community garden project, participated in a week-long science camp, received special programming
from 4-H, visited the Wild Bear Nature Center in Nederland, participated in the Open Fairways golf
program, and attended an “I Have a Dream” Conference in California.
• According to the City of Boulder, crime and vandalism reports are down by 50 percent in the neighborhoods
where IHAD is providing services.
• Ninety percent of Dreamers surveyed report that IHAD helps them stay out of trouble.

Volunteer Opportunities
More than 200 community members are involved in some level
of volunteer assistance at IHAD. We acknowledge and appreciate
the time and energy they devote to the Dreamers. More help
is needed in the following areas:
• Tutoring — Volunteer tutors are needed to provide individualized
tutoring and assistance with homework once a
week for a minimum of one semester.
• Mentoring — Adult volunteer mentors serve as positive
role models and provide Dreamers with long-term, reliable, one-on-one guidance and support. Mentors see
their Dreamer twice per month for a minimum one-year commitment.
• Career Mentors/Job Shadows — Businesses and individuals can offer quality work-based learning experiences
through tours of their workplaces, job-shadowing days, career mentor relationships, and paid summer
internships.
• Technology Volunteers — Volunteers are needed to assist in one of our after-school computer labs or central
office.
• Board Member — Our board of directors is very active in numerous agency support functions including
strategic planning, fund-raising, special events planning, finance, and program evaluation.
• Adopt-a-Family Program and School Supply Drive — Each year corporations and community members
